Feasibility of Community Information Centres and The Implications for Technological Innovations in Afikpo, Ebonyi State, Nigeria

  • The development of rural areas is expected to be holistic covering all essential infrastructure. Community information centres (CICs) are agen- cies that should be part of the infrastructures for rural development. Unfortunately, these centres are hardly seen in rural communities in Nigeria, including Afikpo in Ebonyi State. Thus, this study was conceived to explore the perceptions of citizens towards the establishment of CICs in the locality. It adopted survey research method with questionnaire as instrument for data collection, which was self-developed and validated by experts with a pre-texted reliability index of 0.72. A total of 399 copies of the questionnaire were distributed, out of which 267 copies were properly completed, representing 67% and were used for analysis. Findings revealed that the citizens have overall positive perception to- wards establishing the CICs; they are also knowledgeable of the benefits of such centres. Furthermore, there are workable suggestions on ways of establishing, funding and managing CICs in Afikpo. In addition, about 65% of the respondents indicated interest to assist and support the funding and management of the CICs when established. However, the challenges of inadequate funding and support as well as the possible politics of where to site/locate the CICs in Afikpo, are likely impediments to the project. The study concluded that citizens have strong and positive disposition towards establishing CICs in Afikpo. The implications of such CICs for technological innovations were analysed. The study recom- mends, among others, that government should see the establishment of CICs as priority projects that would significantly contribute to the growth and development of rural communities in Nigeria; communities in Afikpo should explore self-help approach to development; and political representatives from Afikpo should take advantage of establishing CICs as constituency projects for the citizens.

  • R&D association is a very important institution to promote inter-firm technological cooperation, In Korea, they have begun to be established in 1982, and at now 56 R&D associations are working. The purpose of this study is In analyze the problems of the R&D associations, and to suggest a new direction of their future development Their problems were analyzed from the perspective of cooperative R&D mechanisms, especially with a new concept of R&D community : search community, planning community, community of research itself. This study emphases the importance of the R&D association's role as a planning community, and the institutional linkage between R&D association and National R&D program through the introduction of design-in planning system.

19세기 유토피아 사상가들의 이상적 커뮤니티 이론에 관한 연구 (A Study on the Theories of Ideal Community by the Utopians in 19th Century)

  • This study aims to investigate the thoughts of the utopians for the ideal community in 19th century. Around late 18th century, the ideal community proposals by the utopians were coming out as an alternative to reform the social and economical structure. The experimental community proposals which suggested by the utopian socialists such as Robert Owen and Charles Fourier took their emphasis on the social reform to improve the environment of work in terms of social and economical organization. While the thoughts of ideal community showing up in the literature by utopians were based on the state socialism that accompanied by the ultimate corrective system of production and distribution and the unified social system, the physical organization was described in more detail without a restriction in contrast to the real proposals for the ideal community. Based on the experimental community and the ideal community in the literature in 19th century, the urban model of late 19th century were proposed as a real community model. With the optimistic belief to the technological development resulted from the Industrial Revolution, the urban models of utopia placed greater emphasis on the physical organization than the previous ideal communities in 19th century and had much influence on the modern urban planning in 20th century.

  • Community-based precision farming is a new concept of agricultural systems, which leads to organize groups of wise farmers and technology platforms in Japan. The wisdom farmers create a rational farming system to manage hierarchical variability: variability in farmers' community as well as variability of within-field and between-field. The technology platform develops and provides three key-technologies: mapping technology, variable-rate technology, and decision support systems available for rural constraints. Advancement of bio-production robots leads precision farming to the next level, where two technological innovations: how to produce and manage information-oriented fields and information-added products, can be attained.

The Roles of Intermediaries in Clusters: The Thai Experiences in High-tech and Community-based Clusters

  • Industrial clusters are geographical concentrations of interconnected companies, specialised suppliers, service providers, firms in related industries, and associated institutions (for example, universities, standard agencies, and trade associations) that combine to create new products and/or services in specific lines of business. At present, the concept of industrial cluster becomes very popular worldwide, policy makers at national, regional and local levels and business people in both forerunner and latecomer countries are keen to implement the cluster concept as an economic development model. Though understanding of clusters and related promoting policies varies from one place to another, the underlying benefits of clusters from collective learning and knowledge spillovers between participating actors strongly attract the attention of these people. In Thailand, a latecomer country in terms of technological catching up, the cluster concept has been used as a means to rectify weakness and fragmentation of its innovation systems. The present Thai government aspires to apply the concept to promote both high-tech manufacturing clusters, services clusters and community-based clusters at the grass-root level. This paper analyses three very different clusters in terms of technological sophistication and business objectives, i.e., hard disk drive, software and chili paste. It portrays their significant actors, the extent of interaction among them and the evolution of the clusters. Though are very dissimilar, common characteristics attributed to qualified success are found. Main driving forces of the three clusters are cluster intermediaries. Forms of these organizations are different from a government research and technology organization (RTO), an industrial association, to a self-organised community-based organization. However, they perform similar functions of stimulating information and knowledge sharing, and building trust among participating firms/individuals in the clusters. Literature in the cluster studies argues that government policies need to be cluster specific. In this case, the best way to design and implement cluster-specific policies is through working closely with intermediaries and strengthening their institutional especially in linking member firms/individuals to other actors in clusters such as universities, government R&D institutes, and financial institutions.

전략적 자원과 공동체공학이 연구성과에 미치는 영향 (Influence of the Strategic Resources and Community Engineering on R&D Performance)

  • 우리나라는 GDP 대비 R&D투입율이 세계최고의 수준에 있으나 성과는 이에 비해 저조한 실정이다. 본 연구의 목적은 국내 바이오산업에서 전략적 자원과 공동체 공학(community engineering) 이 R&D 성과에 미치는 영향을 분석하는 것이다. 본 연구에서는 성과를 기술적 성과와 경제적 성과로 구분하였으며 조사 분석 결과 전략적 자원과 공동체 공학은 기술적 성과의 결정변수로 나타났으나 경제적 성과에 대해서는 전략적 자원만이 통계적으로 유의미한 영향을 미치는 것으로 나타났다. 또한 전략적 자원이 공동체 공학과 연구 성과 간의 관계에 대한 조절효과를 나타내지 못하는 것으로 나타났다.

제6차 및 제7차 초등학교 과학과 교육과정에서의 STS 내용 비교 (Comparative Analysis on the STS Contents of the 6th and 7th primary Science Curriculum)

  • This study was carried out to examine the tendency about the relative importance of STS education of the 6th and 7th primary science curriculum. The results of the research are as follows. Primary science textbooks in the 6th curriculum, average 13.3% of the total pages was assigned to STS contents but it is increased to 24.2% in the science textbooks of the 7th curriculum. STS constituents of the 6th primary science textbooks come out orderly applications of scientific knowledge(47.1%), relevance of a community(40%), social problems and issues(11.8%). Of the 7th science textbooks, the contents about applications of scientific knowledge amount to 67.1% of the total STS constituent and relevance of a community(32.2%) rank behind it. The contents of other components are not enough. The 6th science textbooks contents about the effect of technological development amount to 35.3% of the total STS subject area, and environmental quality(20.0%), natural resource(15.2%), energy(11.8%), sociology of science(11.8%) ranks behind it. In the 7th science textbooks ranking is the effect of technological development(42.3%), natural resource(17.3%), energy(12.5%), sociology of science(12.5%), environmental quality(20.0%). There are few contents about population, human engineering and space research and national defense in the science textbooks.

네트워크사회' 만들기: Seattle Community Network의 사례 (Shaping the 'Network Society': A Case Study of Seattle Community Network)

  • 이 연구는 1993년에 미국 서북부에 위치한 중소도시인 시애틀(Seattle)에 기반을 두고 만들어져 지금까지 10년 넘게 유지되어 온, 시애틀 커뮤니티 네트워크(Seattle Community Network)라는 전자적 지역공동체망을 네트워크사회를 구성하는 한 부분으로 보고, SCN이 어떠한 사회적 과정을 거쳐 만들어지고 전개되는가를 심층적으로 분석하는 데 목적이 있다. 오3f은 정보기술의 발전, 특히 인터넷기술의 발전이 네트워크사회가 발전할 수 있는 토양을 어떻게 제공해주는지, 그리고 이러한 전자적 지역 공동체망이 어떠한 사회적 과정을 거쳐 만들어지고 또 정체하게 되는가를 잘 보여주는 대표적인 사례라고 할 수 있다. SCN의 건설은 기술적 필연성의 논리가 아니라 사회적 힘들에 의해 추진되었고, 결국 또한 사회적 힘들의 영향을 받아 정체상태를 맞이하게 되었다. SCN은 정보기술과 네트워크사회에 대한 자본의 지배를 제어하고 정보화가 보다 시민친화적인 방향으로 추진될 수 있도록 시민사회가 나서서 건설한 것이었지만 정보자본주의화의 진전 속에서 결국에는 자본의 거대한 영향력 하에서 더 이상 성장하지 못하고 정체상태를 맞이하게 되었다. 이상의 분석을 통해 우리는 기술결정론이 함의하는 바와는 달리 네트워크사회가 정보기술이 일방적으로 만들어 네는 사회가 아니라 다양한 환경적, 사회적 요인들의 상호작용 속에서 만들어지는 동태적인 성격을 지니는 것임을 알 수 있다.

유럽공동체의 공동어업정책에 관한 소고 (Some Thoughts on the Common Fisheries Policy of the European Community)

  • With the major changes in fisheries management brought about by technological, politico -legal, and economic and biological development, new problems have emerged in the fisheries sector of the European Community countries. In 1986, the entry of Spain and Portugal to the European Community made the Community the third biggest producer of fishery products in the world. It also had considerable impact on the Common Fisheries Policy (CFP) due to their fishing fleets. This article examines the complexity of establishing the Common Fisheries Policy in the European Community, while underlining the value of such an approach. It reviews four main areas of the common fisheries policy : access to waters and the conservation and management of stocks ; organization of the market ; structural changes and research, and international relations. It also discusses the specific fisheries problems to which the approach of CAP has been applied. It is argued that the fishery resource policy was the most trublesome to put into practice. It is the forum for such thorny questions as total allowable catch (TAC) and the sharing out of TAC between member states. It is shown that there are many things to be tackled in the CAP for the deeper integration in the fisheries sector. The author concludes by suggesting that the Common Fisheries Policy would be a suitable example to which Republic of Korea could refer in concluding reciprocal fisheries agreements with other countries and making the cooperative fisheries policy with North Korea.
