최근 해양환경법제도에 관한 정비작업이 활발하게 진행되고 있는바, 이는 "지속가능한 개발원칙"과 "사전예방주의 윈칙"을 "법(law)"의 형태로 내재화하고 "정책(policy)"으로 실현하기 위한 노력의 일환이라고 할 수 있다. 연안침식 방지, 기후변화 대책마련과 같이 해양환경에 관한 입법수요는 지속될 것으로 예상된다. 향후에는 해양환경 관련 법률의 법체계를 합리적으로 정비함으로써 법률간 연계성 및 정책의 효율성을 제고하는 것이 필요하다. 또한 해양환경을 효율적으로 보전하기 위해서는 법률과 정책의 정비와 함께 체계적인 연구와 조사가 지속적으로 이루어져야 한다.

Recently, a new revised national curriculum('2007 Revised') of the 'Environment' subject for middle and high schools was announced, which is namely the 7th revised national curriculum. In the new national curriculum, the name of the 'environment' subject for middle schools has been unchanged, but the name of the subject for high schools has been changed from the 'Ecosystem & Environment' to 'Environment'. And some of the contents have been revised to incorporate the changed status of environmental education areas since the last announcement of the 'Environment' curriculum, which was in the late of 1997. Especially, in this new curriculum, the concept of the 'Education for Sustainable Development (ESD)' was implemented. The purpose of this research is to investigate the process of developing the new 'Environment' curriculum for middle and high schools and to examine the resulted, new revised curriculum. In order to do these, this research examined the main directions of the revision, compared the new announced curriculum with the current and the proposed one, which was researched by the authors in this article. And this research discussed the process and the announced results of the revised national curriculum of the 'Environment' subject.

주지하듯이, 환경 교육은 시대적으로 요구되는 절실한 문제이다. 특히, 학교 수업을 통한 환경교육은 학교에 취학하는 모든 학생들이 의무적으로 교육을 받게 된다는 점에서 광범위한 영향을 끼칠 수 있으며, 또한 환경 및 생태계에 대한 기본 개념이 형성되는 시기가 초등학교 과정이라는 점에서 교육적인 중요성을 갖고 있다. 그러나 초등교육에서는 '환경'이 독립된 교과목으로 설정되어 있지 않고 각 교과 교육과정에서 부분적으로 언급되고 있을 뿐이어서, 총체적이고 구체적인 접근보다는 대부분 단편적인 각론에 그치고 있는 형편이다. 따라서 현재 우리 사회에서 발생되는 환경문제에 관한 다양한 기존의 학문적 접근과 논의를 기초로 하여, 시대적으로 요구되는 지속가능 발전을 위한 초등학교 환경교육 방향을 모색해 보고, 그 적용 가능성을 탐구하는 것은 의미 있는 작업이 될 것이다. 환경의 개발과 보존 간의 조화를 강조하는 지속가능 발전 개념은 미래 세대의 욕구를 충족시킬 수 있는 능력을 위태롭게 하지 않고 현 세대의 욕구를 충족시키는 발전이라는 의미를 갖는 것으로, 개발과 보존이라는 측면에서 경제적인 개발보다는 환경 보존이 우선적으로 고려되어야 한다는 점을 언표하고 있다. 따라서 지속가능한 발전을 위한 환경 교육의 주요 관건은 '생명존중과 자연보존'이라는 가치관의 문제에 있으며, 이러한 올바른 가치관은 교육을 통하여 함양된다.

The concept of social capital has recently been highlighted in most fields of social science because social capital is believed to be an alternative of market and government failures. However, social capital is of high ambiguity that hinders in conceptualizing and modeling that can differs from the premises, such as whether social capital lies in individual actors or collective substances, or whether social networks are functioning by rationality or emotion. This study therefore tries to examine the concept of social capital and suggest 6 types of it following by the anthropologic concept of 'reciprocity' as well as to provide fruitful discussions on the introduction of social capital variables to System Dynamics modeling of sustainable development. Conclusively, the introduction of social capital to the integration models of environment-economy-society should be based on strongly understanding the social networks, individual identities, and local particularities of the relevant localities in order to enhance the structural validity and applicability of sustainable development models in System Dynamics.

이태리 출생의 미국 건축가 파올로 솔레리(Paolo Soleri, 1919-2013)는 아르콜로지(arcology)의 개념을 통한 급진적인 생태도시안을 발표하여 큰 주목을 받았다. 건축(architecture)과 생태(ecology)를 결합한 신조어 아르콜로지는 휴머니즘을 토대로 한 문화적 연속성과 과학기술을 기반으로 한 지속가능성이 반영되었지만, 초거대 스케일(mega-scale)과 유토피아적인 성격덕분에 도발적이고 비현실적이라는 비판도 받았다. 솔레리의 아르콜로지는 그가 출판한 여러 권의 책을 통해 소개된 바 있지만, 아쉽게도 구체적인 내용은 명확히 정리되지 않고 산만하게 남아있다. 본 논문은 솔레리가 제안한 아르콜로지의 개념과 구성요소를 친환경 건축도시이론으로 규정하고, 그 실체적인 현상으로 아르코산티(Arcosanti)가 어떻게 구현되었는지 실증적으로 파악하고자 했다.
