Korean cadastral system is primarily based on the graphical maps, thus, map reproduction by excessive shrinkage or extension, map mishandling and imperfection of surveying techniques have created cadastral non-coincident areas, which caused public distrust as well as considerable difficulties in land administration and policy making. Therefore, in this study, the methodologies for the resolution of the non-coincident problem are presented by means of a comparative analysis between cases of the non-coincident areas. The non-coincidence caused by the mismatch of parcel boundaries can be settled by introducing a coordinate-based system, namely $\ulcorner$Integrated Land Information System$\lrcorner$, meanwhile, those by other reasons can be done by establishing and executing a plan that can deliver the unification of the cadastral and the land registration systems. Governmental intention and budgetary measures for securing the project expenses are essential to make this feasible. If the comprehensive improvement project is completed, the cadastral registers that define the parcel boundary, area and ownership will recover public confidence, which in turn secures land owners' rights by promoting land markets and stabilizing land prices.

An instrument which practitioners have acknowledged as an essential mechanism used in supporting greenhorn companies is the business incubation system. Several countries of the world have implemented the business incubation concept ever since it was conceived and developed in the United States in 1959. It is a model that has typically given itself much more readily within industrialized countries with identical environments to the United States. Nigeria also adapted it in 1993 where the resulting process and practice failed to live up to anticipations. To determine the significant role of government policy on the incubation dimensions and its success is the purpose of this research. Data collection process involved the surveying of stakeholders in Nigeria with some direct involvement in the national programme. The Partial Least Squares (PLS) was employed for the analysis. The findings showed that all exogenous variables collectively explained 52.4% of the variance in success. Meanwhile, when a moderation effect is present; the variable increased to 62.3%. Consequently, it is recommended that for a business incubation scheme to be successful and effective, government needs to implement efficient policies since results showed that these policies influenced all the relationships. The results' implications as well as limitations of the study are discussed.

South Korea has been reluctant to open its geospatial information overseas to ensure security as a divided country. However, this cannot continue as the domestic and international environments related to geospatial information and the industrial ecosystem of information and communication technologies have been changing dramatically. Within this context, this study aims to analyze the causal relations among relevant variables and how they change and interact with time using a systems thinking process. First, causal maps were created for the domains of national security, map-based convergence service, and corporate competition. Then, the causal maps for each domain were integrated, based on which the points for policy intervention and dominant feedback loops were identified. The analysis results showed that securing the self-sufficiency of domestic geospatial businesses is a key element to determine the whole causal map, and the variable that changes the dominant feedback loop from a vicious circle to a virtuous one is the decision to open geospatial information overseas. In this study, I found the policy leverage that is a policy intervention point that can produce a great effect with little input by building a causal map of the interactions between major variables. This study is significant in that it identified and analyzed the dominant feedback loop as to which causal structure would dominate the system in the long term. The results of this study can be used to discuss not only the impacts of map data overseas opening on the national security and geospatial information industry, but also the interactions in the future when Google or other global companies request to release the geospatial information.

With the popularization of big data environment, big data have been highlighted as a key information strategy to establish national spatial data infrastructure for a scientific land policy and the extension of the creative economy. Especially interesting from our point of view is the cadastral information is a core national information source that forms the basis of spatial information that leads to people's daily life including the production and consumption of information related to real estate. The purpose of our paper is to suggest the scheme of big data analytics with respect to the articles of cadastral resurvey project in order to approach cadastral information in terms of spatial data integration. As specific research method, the TM (Text Mining) package from R was used to read various formats of news reports as texts, and nouns were extracted by using the KoNLP package. That is, we searched the main keywords regarding cadastral resurvey, performing extraction of compound noun and data mining analysis. And visualization of the results was presented. In addition, new reports related to cadastral resurvey between 2012 and 2014 were searched in newspapers, and nouns were extracted from the searched data for the data mining analysis of cadastral information. Furthermore, the approval rating, reliability, and improvement of rules were presented through correlation analyses among the extracted compound nouns. As a result of the correlation analysis among the most frequently used ones of the extracted nouns, five groups of data consisting of 133 keywords were generated. The most frequently appeared words were "cadastral resurvey," "civil complaint," "dispute," "cadastral survey," "lawsuit," "settlement," "mediation," "discrepant land," and "parcel." In Conclusions, the cadastral resurvey performed in some local governments has been proceeding smoothly as positive results. On the other hands, disputes from owner of land have been provoking a stream of complaints from parcel surveying for the cadastral resurvey. Through such keyword analysis, various public opinion and the types of civil complaints related to the cadastral resurvey project can be identified to prevent them through pre-emptive responses for direct call centre on the cadastral surveying, Electronic civil service and customer counseling, and high quality services about cadastral information can be provided. This study, therefore, provides a stepping stones for developing an account of big data analytics which is able to comprehensively examine and visualize a variety of news report and opinions in cadastral resurvey project promotion. Henceforth, this will contribute to establish the foundation for a framework of the information utilization, enabling scientific decision making with speediness and correctness.

An insider's information security incidents continue to occur, there is a growing demand for strengthening information security within the organization. However, when strict information security policies and rules are applied to employees of the organization, it can result as an information security stress and resistance behavior. The purpose of this study is to suggest the causes of insiders' negative information security behavior and factors that mitigate the cause. In particular, the study identifies how the mutual influence of individual (psychological empowerment) and organizational (justice climate) factors mitigates negative behavior. In this study, a sample was obtained by surveying workers of organizations that reflect information security policies to insiders, and hypothesis testing was performed by structural equation modeling. As a result of the analysis, role stress had a partial mediating effect on the effect of psychological empowerment on security policy resistance, and the justice climate strengthened the effect of psychological empowerment. Our results suggest a direction for reducing insider information security policy resistance, so it helps to establish a strategy for achieving internal information security goals.
With the spread of Internet personal broadcasting service, the number of personal broadcasting hosts (BJs: Broadcasting Jockeys) and viewers is increasing, and immediate communication between them is also actively taking place. This study examines whether the mechanism to suppress deviant behavior of BJ works effectively and how viewers interacting with BJs affect the intentions of deviant behaviors of BJs. Through the structural equation model, the effect of formal and informal sanctions of deterrence theory on BJs' intention of deviant broadcasting through their policy compliance attitude was investigated. The moderating effect of social pressure on the relationship between BJs' policy compliance attitude and their deviant broadcasting intention was confirmed. A total of 234 data were analyzed by surveying Africa TV BJs. As a result of the analysis, it was found that informal as well as formal sanctions increased the BJs' attitude toward policy compliance. However, it was confirmed that the social pressure perceived by BJs from Internet personal broadcasting viewers reduced the effect of policy compliance attitudes on reducing deviant broadcasting intentions.

Factors for promoting the resident participation in mountain villages are suggested to introduce the activity-oriented program of green tourism using a multinomial logit model(MNLM). Direct surveying, using a structured questionnaire was performed on local residents in the different types of rural tourism villages such as mountain villages, agricultural themed villages, and the mixed types of villages. The MNLM revealed that participation intention in the program was significantly higher for males, those with lower education, and residents in mountain villages. The participation intention of the program had a negative relationship with the increase of expected problems not from the program itself, but from the results of the program such as income distribution and nature destruction. Participation intention also increased with the indirect effects of an investment by the Village Development Project, such as local cooperativeness, public mind, etc. It was suggested that to introduce the activity-oriented program in mountain villages, negative effects from the results had to be minimized, and positive effects from the indirect changes between local residents had to be maximized through better communication and policy endeavors.

Open Science is an umbrella term that involves various movements aiming to remove the barriers to sharing any kind of output, resources, methods or tools at any stage of the research process. While the study of open science is relatively advanced in Western countries, we know of no scholarship that attempts to understand open science in Hong Kong. This paper provides a broad-based background on the major research data management organisations, policies and institutions with the intention of laying a foundation for more rigorous future research that quantifies the benefits of open access and open data policies. We explore the status and prospects for open science (open access and open data) in the context of Hong Kong and how open science can contribute to innovation in Hong Kong. Surveying Hong Kong's policies and players, we identify both lost research potential and provide positive examples of Hong Kong's contribution to scientific research. Finally, we offer suggestions regarding what changes can be made to address the gaps we identify.
The National Geographic Information Institute (NGII) in korea, through the National Geographic Information System (NGIS) Program, has prepared to generate and disseminate digital elevation data for Korea. This is a pilot research to propose a policy for production, maintenance, and supply of Korea Digital Elevation Data(KDED). Customer demands for accuracy and resolution of DEM was surveyed through a questionnaire. In order to investigate the quality, the technical efficiency and the production cost, a tentative DEM in a small test site was generated based on digital topographic maps (original paper map scale 1:5,000), analytical plotter, and LIDAR. The Accuracy standard for KDED was derived based on source data generation methods. As a result of this research, a uniformly spaced grid model was recommended for KDED. Its preferable grid space is 5m in urban areas and its vicinity, and 10m in field and mountainous area. LIDAR has been valuated as a proper KDED generation method fulfilling customers' demands for the accuracy.
