Extracting Priorities of Strategic Components of Product Liability Response System using AHP (AHP기법을 활용한 제조물책임 대응시스템 구축요인의 전략적 우선순위 도출에 관한 연구)

  • Purpose: To develop efficient PL response system, SMEs should decide which component of PL response system is important and implemented with priority under limited resources. To accomplish this goal, we propose strategic priority components of PL response system for SME manufacturer. Methods: We categorize the components of PL response system based on prior research results - System, Organization, Training, Technology, Cost, and Awareness. AHP (Analytic Hierarchy Process) is applied to extract important components of PL response system, which is used in assigning the priority of component. To analyze effects of each components, performance sensitivity analysis is applied. Results: The survey analysis results show Technology is the most important components. Organization and Cost component are follows. As the importance of Technology is changed, we can find Organization, Cost is second and third important components. Conclusion: Our research shows Technology which is related to make a safe product with systematic process, is a basic enabler of PL response system. Also, building a PL team and securing a budget for PL activity should be carry out with limited resources.

  • This study analyzes patent trends regarding farming-related technologies such as breeding or nursery technology, production systems, and new cultivation methods in order to provide objective patent information about the trends of R&D on marine products' proliferation or farming. Presently, in Korea, we try to secure marine living resources through the formation of artificial resources instead of environmental improvement policy or resource management policy. However, this is not about eliminating the causes of marine environment destruction but just the policy for improvement, so it is needed to revise the related policy with more ultimate measures. And it is necessary to develop technology that can secure the rights by integrating patent application strategies from the stage of R&D for medicine that can be utilized in chief farming countries and provide intensive support for the research centering around strategic varieties for farming in each region as well as strategic national farming varieties afterwards. Also, the analysis shows that it is urgent to make applications overseas based on domestic applications in order to develop technology that can be commercialized in not just Korean but overseas market as well.

  • 본 연구는 댐 후보지에 대한 우선순위 분석이 결측 정보에 따라 다기준 의사결정 방법 및 결측정보 접근방법에 따라 어떻게 달라지는지를 조사하였다. 전략환경평가(Strategic Environmental Assessment, SEA)는 한국의 댐 건설 장기 계획에서 환경 및 생태학적 영향을 기반으로 한 지속가능한 댐 후보지 선정에 적용되고 있다. 그러나 특정 정보가 결측된 경우 SEA는 댐 후보지를 선정하는 데 어려움이 있다. 본 연구에서는 다기준 의사결정 방법으로 AHP, ELECTRE III, PROMETHEE II, Compromise Programming을 적용하였고, 결측 정보 보완을 위해 이항분포와 균등분포형을 사용하였다. 본 연구에서는 전국의 댐 선정 후보지에 적용하여 다중 기준 의사 결정기법과 정보 생성 방법에 의존하여 결과를 비교하였다. 그 결과, 이항분포형을 적용한 결과가 균등분포형을 적용한 결과보다 보다 명백한 우선순위를 보여 주었다. 또한, 다기준 의사결정방법에 따라서는 댐선정 후보지 결과가 달라지지 않는 것으로 나타났다. 따라서, 다기준 의사결정방법 적용시, 결측 정보를 생성하기 위해 이항분포를 사용하면 균등분포 적용시보다 우선순위를 제공하는데 더 효과적이라고 판단된다.

  • It is necessary to develop systematic mine reclamation technology according to mid- and long-term road maps to effectively promote mine reclamation projects. Evaluating the main achievements of the mine reclamation technology according to the first and second-stage roadmaps revealed the necessity of sharing the R&D achievements. In this study, by reviewing the key issues of the third-stage roadmap and considering the major technical needs of in-and-out customers, the strategic development direction of sustainable mine reclamation technology through expanded sharing of R&D achievement was examined.

Academic Medicine Is Patient-Centered Medicine (Academic Medicine은 환자 중심 의료이다)

  • The tripartite mission of 'academic medicine' is education, research, and patient care. Academic medical centers (AMCs) are carrying out the mission and ultimately aiming to improve the health of people and communities. Globally, AMCs are facing a tremendous financial risk stemming from the changes in health insurance reimbursement plans and a shortage of human resources. Innovative AMCs in the United States are trying to transform their physician-centered, and siloed structure into a patient-centered, and integrated structure. They are also building integrated systems with primary healthcare groups to provide continuous patient care from primary to tertiary levels and making strategic networks based on value-based payment and the patient-centered model. These changes have been proven to improve outcomes of patient care and increase fiscal revenues, which are both crucial in supporting education and research. To address the shortage of human resources, programs are being built to develop newly appointed faculty for the future. AMCs have different approaches to bringing changes into their organizations; however, there is a common emphasis on 'a patient-centered approach,' which helps them set more explicit organizational values and make strategic decisions based on their values. Korean AMCs are facing similar challenges to AMCs in the United States in spite of many differences between the countries' healthcare systems. The innovative efforts of AMCs in the United States to address the challenges will be helpful, well-worked examples for Korean AMCs with similar challenges.

Perfecting the System for Assessment of the Financial Potential of a Transport Enterprise

  • The article is devoted to perfecting the system of management of the financial potential of transport enterprises. It is established that transport as an integral part of the state economy has to organically enter the market economy and provide sustainable transport services to national economy enterprises regardless of ownership, as well as ensure passenger transportation. It is also determined that in the conditions of market relations, transport highways must perform their functions with sufficient economic benefit to keep their material and technical resources in good order, conduct an investment policy with extensive use of scientific and technological progress, as well as a social policy guaranteeing the conditions for employees' motivated work. The study reveals an association between the financial and strategic goals of transport enterprises and the minimization of their economic risks, the prevention of bankruptcy and profit margin shortfalls. It is found that transport enterprises need to strive for the overall improvement of their financial potential through increasing the components of financial potential and assessing the impact of risk factors on them: the capacity of fixed assets, the capacity of financial resources, the capacity of services, and the capacity of credit opportunities. These are the elements of transport enterprises' financial potential that ensure its desired level. It is demonstrated that of critical importance in managing the financial potential of a transport enterprise is the role of financial resources, as a subject cannot reach the desired strategic goals without them.

  • Companies must strengthen core competencies by concentrating resources to secure a competitive edge and operate efficient processes from a company-wide perspective. To this end, it is seeking to concentrate its capabilities and reduce costs by pooling non-essential tasks or facilities that require a lot of time and capital at a strategic level. Therefore, logistics companies should actively utilize logistics coorperate system in order to maximize the use of logistics resources according to the limitations of human resources, physical resources, and time. This study is an empirical analysis of the strategy of logistics companies and the impact of logistics coorperate on corporate performance, and a survey and analysis was conducted on domestic logistics companies. The results of the empirical analysis showed that the cost·relationship·information-oriented strategy of logistics has a positive(+) effect on the financial·operation·strategic performance indicators of companies through logistics coorperate. The results derived from this paper will be used as an important determining factor in establishing a logistics strategy and logistics coorperate to improve the performance of logistics companies and logistics service companies.

  • This paper seeks to build on previous work conducted by Porter, Devol, Florida, Bahrami and Evans, Wennberg and Lindqvist, and others contained in the literature, to construct a new way of looking at innovation cluster development. It seeks to describe the key elements contained in the research that serve as building blocks for innovation clustering, adding analysis dimensions that aim to further illuminate understanding of this process. It compares those building block characteristics to the innovation topography of U.S. urban centers, to shed light on a new framework through which urban innovation cluster formation can be considered. It identifies three building block analysis categories: 1) Technological Capability and Capacity (TCC); 2) Intellectual Propulsion Capacity (IPC); and 3) Structural Creative Inspiration (SCI). These three pillars form the architecture for creation of a Strategic Innovation Network (SIN), upon which clustering can be systematically analysed and built. The purpose of the SIN is to optimally organize and connect all available resources that include physical, financial, and human, such that innovation clustering is inspired, encouraged, nurtured, and ultimately constructed as fully functioning socio-economic organisms that provide both local and regional benefits. It is designed to aid both private enterprise and public policy leaders in their strategic planning considerations, and to enhance urban economic development opportunities.

  • The objective of this paper is to formulate strategies and action programs for developing sustainable agriculture in Korea. There is increasing evidence that agriculture has been preoccupied with increasing productivity much to the detriment of environmental degradation. The issue of increasing agricultural productivity so as not to undermine the environment is a difficult task. In reality, there are many definitions of sustainable agriculture and sustainable agricultural development. In this paper, sustainable agriculture is defined by its ability to ensure future supplies of agricultural products at acceptable economic and environmental costs to the society. Sustainable agriculture development refers to the optimal level of interaction among the three dimensions - the environmental, the economic and the social - through dynamic and adaptive processes of trade-off. In order to formulate the strategies for developing sustainable agriculture, three stage approaches such as strategic analysis, strategic choice, and strategic implementation are employed. The basic framework for strategies of sustainable agriculture development consists of five steps such as vision, targets, principles, action plan and policy instruments. The major action plans for activating formulated strategies are suggested as integrating agricultural and environmental policy measures, establishing the system of optimal agri-environmental resources management practices, establishing safe and high quality product system and its effective marketing system, increasing the R&D investment for developing sustainable agro-technology, developing indicators for measuring sustainable agricultural development, and taking a share in related roles for all parties including farmers, consumers, policy makers, researchers and NGOs.

  • Strategic relationship is a new paradigm in which the efficiency and effectiveness of a store's operation can be achieved through developing relationship with other organizations. Even competitors can be relationship partner in this context. Conclusion can be made that one way to achieve competitive advantage is to engage in strategic relationship with other organizations who can provide additional resources in various stores.
