  • Although the National Archives of Korea has been receiving transfer of standard electronic documents with a retention period of more than 30 years from the central administration since 2015, errors and inefficiencies persist. Despite this, however, there remain no studies that analyze or address these issues. This study aims to bridge this gap and found that most errors in the transfer process occur at the production stage. To address such, this study proposes a four-step solution. First, before electronic document approval, the text and attached files are checked for defects to prevent errors. Second, as soon as the signature is made, digital signatures are applied on a file-by-file basis to ensure integrity. Third, integrity verification and transfer inspection are automatically performed through digital signature investigation and defect check procedure during transfer and preservation. Fourth and last, the criteria of acquiring records and integrity guarantee technologies are properly applied in production stage with proper management and supervision.

  • A fast foot of information communication technology is appearing as expansion of prompt administrative service desire and national participation desire regarding administration. This is following again by government innovation and demand of customer-oriented governmental implementation with information technology. The Ministries of Education and Human Resources Development proceeded with National Education Information System(NEIS) for the aim of educational informatization at a highest global level. NEIS that was operated from 2003 established a system in Educational Offices in 16 cities/province and the Ministry of Education and Human Resources Development, and connected all educational administration organizations and primary and middle schools with Internet. Thus, NEIS processes electronically the general administration affairs in educational administration organizations each unit school. The NEIS school affairs business system that is newly enforced is producing an important documentation (of semi-permanent level) such as personal information and grade of students including School Human Document with electronic methods. However, we need to guarantee authenticity, integrity, reliability and usability of documentation because school affairs business system is producing important documentation under poor circumstances. According to this necessity, school affairs business system analyzed how many a record management function includes by the ISO 15489 that was an international record managerial standard. On the basis of these analyses, I will present a plan for management of a school documentation in this study. These researches are meaningful in electronically analyzing a record management function of the National Education Information System(NEIS) and in documentarily approaching management plan. I expect theses researches to be able to used as useful data for documental management plan preparations regarding a productive documentation of all kinds of business systems using in public institutions as well as National Education Information System(NEIS).

  • There has been some research in Korea on test collections for evaluation of information retrieval (IR) systems. The test collections constructed as an outcome from the research have provided a starting point and opportunities to test Korean IR systems in an objective manner. However, they are well short of the standard practice in the broader IR community in that they are small in their size and usually unbalanced in terms of the characteristics of the documents and the queries (such as the subject domains). In this article, we describe our research effort to alleviate this problem and the resulting test collection, called HANTEC (Hangul TEst Collection). HANTEC is balanced in terms of the subject domains, document lengths, and user types, and currently consists of 120,000 documents divided into three groups: general area, social science area and scienceltechnology area. The 30 queries in the collection are grouped into the same three areas in one dimension and into three distinct user groups in the other dimension.

  • When migrate electronic records, the validation of the required metadata in electronic records and verified with the metadata in the document are also important. This paper presents a method and implements a tool to extract data from files in various formats and use them to validate metadata associated with the files in electronic records. Compared to other metadata extraction tools, especially developed in foreign countries, the standard form of documents used in Korean government is taken into account and metadata is extracted from the content of files. The tool compares the extracted data to encapsulated metadata for validation.

  • Information competitiveness accounts for substantial parts of business competitiveness necessary for business management in the knowledge-information society in the 21st century. To improve quality. productivity and competitiveness through information in the fields of SMEs particularly having difficulties under rapidly changing business environment. the government has operated "SME Information Support Project" for the past 8 years. The methodology for developing the standard for this project known as EISDM (Enterprise Information System Development Methodology) provides communication between IT businesses and SMEs participating in this project. and standardized output document formats and how to make out such documents. Infortunately. the number of personnel partaking in the development project for SMEs is no more than 2~4 per site on average. Further. they are required to complete demand analyses. development. testing and operation in about 6 months. which is a very short period. Moreover, there is too much demand for documentation, which is likely to end up being formal work process just for supervision and inspection. That is, the documentation could be for noting but documents. which will prove useless outputs after the project finishes. Therefore, this study proposes an improvement approach as an information system development methodology taking into account SMEs' characteristics and environment so as to relieve developers from such excessive burden of documentation, to save time and resources through efficient management of software development as the original purpose of the methodology, and to produce required quality software.

  • As the importance of technology forecasting while countries and companies manage the R&D project is growing bigger, the methodology of technology forecasting has been diversified. One of the forecasting method is patent analysis. This research proposes quick forecasting process of emerging technology based on keyword approach using text mining. The forecasting process is following: First, the term-document matrix is extracted from patent documents by using text mining. Second, emerging technology keyword are extracted by analyzing the importance of word from utilizing mean values and standard deviation values of the term and the emerging trend of word discovered from time series information of the term. Next, association between terms is measured by using cosine similarity. finally, the keyword of emerging technology is selected in consequence of the synthesized result and we forecast the emerging technology according to the results. The technology forecasting process described in this paper can be applied to developing computerized technology forecasting system integrated with various results of other patent analysis for decision maker of company and country.

  • As the medical environment field has been facilitated by the rapid development of the information technologies and ubiquitous healthcare service based on network, the exchange of medical information between hospitals become more and more important. However, although most electrocardiograph vendors have provided digital modalities and their ECG data management systems, these were proprietary and not compatible with each other due to multiplicity of vendor specific formats and lack of open ECG data standards. Therefore, we aim to design and develop the ECG management system for archiving, saving, searching, viewing and transferring ECG data and the diagnostic reports. And the system is based on Clinical Document Architecture (CDA) developed by HL7 and DICOM Waveform Standard for the exchange of the structured diagnostic reports and the transfer of ECG data.

  • The terminology management is absolutely necessary for maintaining the efficiency of thesaurus. This is because the creating, differentiating, disappearing, and other processes of the descriptor become accomplished dynamically, making effective management of thesaurus a very difficult task. Therefore, a device is required for accomplishing methods to construct and maintain the thesaurus. This study proposes the methods to construct the thesaurus management using the basic elements of a topic map which are topic, occurrence, and association. Second, the study proposes the methods to represent the basic and specific instances using the systematic mapping algorithm and merging algorithm. Also, using a hub document as a standard, this study gives the methods to expand and subsitute the descriptors using the topic type. The new method applying fixed concept for double layer management on terms is developed, too. The purpose of this method is to fix the conceptual term which represents independent concept of time and space, and to select the descriptor freely by external information circumstance.

  • A records management agency assessment must reflect the possibility of actual situations including conditions and implementation. Institutional evaluation systems and indicators tools to improve records management. However, the reality is difficult if they are not conducted through the resources and efforts of the organization. The 2017 evaluation system of the National Archives of Korea and the index, which was published in March 2016, are expected to be highly difficult to perform as the frontline field tasks of the institution for a year. It is composed of indices with questionable effectiveness that are difficult to implement on the field. Some of these include the following: three training sessions for more than 10% of all employees, submission of document archive pictures of all schools, submission of the index items of all documents, increasing the utilization level of the standard record management system for the electronic documents that have not been transferred for several years, the transfer of non-electronic documents of all institutions, reclassification of non-disclosed records, etc. It recognizes the fundamental problems of the records management system and the 2017 evaluation indicators that the National Archives has mentioned about operations. As such, now is the time to reflect the years of experience in the field to amass knowledge that will help improve records management.
