  • This study analyzes the current status of how to manage the national R&D program and the systematic problems of R&D planning, evaluation, and management, and then shows the strategy to support special agency of national R&D management for effective operation. Additionally, this study seeks to search for the macro methods to coordinate and to develop the roles and functions of special agency of national R&D management, and to promote efficiency and productivity of the National R&D investment. First of all, this study generally introduces the national R&D and surveys each special agency of national R&D management by analyzing the status of each agency charged by Ministry. Also, this study defines special agency of national R&D management by investigating each agency's status based on law and finds out the strategy to support special agency of national R&D management for effective operation. Each special agency of national R&D management is based on acts, administrative orders, or blanket contracts and takes whole charge of each National R&D program. The organization forms of special agency of national R&D management can be classified into two forms: One is a form to plan, to evaluate, and to manage the National R&D program and other is a form to research program together with the functions of planning, evaluation, and management. Therefore, this study defines special agency of national R&D management as "an organization, having a legal basis(acts, administrative orders), funded and charged by government for executing R&D planning, evaluation and management of R&D program." This study shows the strategy to operate special agency of national R&D management efficiently by analyzing each agency's current status and comparing each agency with each other. Moreover, every agency has a committee member pool, and the pool is classified well according to the fields of work and technology. Also, the special agency of national R&D management has its own organization to manage performances of program.

  • Some properties of a transitive fuzzy matrix are examined and the canonical form of the transitive fuzzy matrix is given using the properties. As a special case an open problem concerning idempotent matrices is solved. Thus we have the same result in a intuitionistic fuzzy matrix theory. In our results a nilpotent intuitionistic matrix and a symmetric intuitionistic matrix play an important role. We decompose a transitive intuitionistic fuzzy matrix into sum of a nilpotent intuitionistic matrix and a symmetric intuitionistic matrix. Then we obtain a canonical form of the transitive intuitionistic fuzzy matrix.

  • We study special types of matrices. The involutary fuzzy matrices are important in various applications and have many interesting properties. Using the graphical method, we have the zero patterns of involutary fuzzy matrix, that is, involutary Boolean matrices. And we give the construction of all involutary fuzzy matrices for some dimensions and suggest the canonical form of involutary fuzzy matrix.

  • A calculation of the two dimensional added mass moment of inertia for the Kim's chine form sections is made with a special consideration of a location of a axis of rotation. The results are compared with those of Lewis form section equivalent to the above chine form sections calculated by Kumai.

  • The purpose of this study was to manufacturing of personal dress form by replica method for draping. The objects were physical body and personal dress form of their torso somatotype. Comparing the measurements of Martin method and of sliding gauge method to examine the fitness of dress form. Dress form was found bigger than physical body. This was due to the transformation in processing that wrap a Suck-Go bandage and pack a polyurethane foam. On the basis of the result, manufacturing of personal dress form and foundation by draping, it was wearing done test on the physical body, through the procedure that investigate the possibility of usage and the manufacture of personal dress form.

  • This study was performed by measuring the minimum ignition temperature of polyurethane form recovered from the recycling process of the end-of-life home appliances. The critical ignition temperature of polyurethane form was lower as the size of the sample vessel was increased, and that of polyurethane form using cyclopentane as the forming agent was relatively lower than the polyurethane form using CFC and the combustion of cyclopentane-polyurethane form occurred fiercely. It is considered that the recycling process of end-of-life home appliances using cyclopentane-polyurethane form as the insulator would require a special fire and dust explosion prevention measures since there exists a high potential hazard of fire and dust explosion during crushing and storage processes.

  • The purpose of this study is to build a special -purpose browser using the powerful Microsoft web browser control so that we will be able to code and create a special-purpose browser. For this development, some literature surveys were reviewed to understand how the web browser looks like and is operated. To create our own web browser, we have designed a sample case and coded in Visual Basic. The primary task of this job was accomplished mainly with a form. It is made up with a bunch of image controls, a status bar on the button, a picture box to contain the image buttons, the combo box, the command button, the menus, the statements shown in the following exhibits and tables of the main text respectively. After combining them all together, we have tested the form to see if it works properly.'rho program was also enhanced to have a special purpose feature that permits the filtering function. The result was somewhat successful. However, it had some limitations such as the simplicity of the programming structures and functions. Overall, this study was useful for understand a general outline of special-purpose web browser development.

  • In the present paper, following the pullback approach to Finsler geometry, we study intrinsically the Cv-reducible and generalized Cv-reducible Finsler spaces. Precisely, we introduce a coordinate-free formulation of these manifolds. Then, we prove that a Finsler manifold is Cv-reducible if and only if it is C-reducible and satisfies the 𝕋-condition. We study the generalized Cv-reducible Finsler manifold with a scalar π-form 𝔸. We show that a Finsler manifold (M, L) is generalized Cv-reducible with 𝔸 if and only if it is C-reducible and 𝕋 = 𝔸. Moreover, we prove that a Landsberg generalized Cv-reducible Finsler manifold with a scalar π-form 𝔸 is Berwaldian. Finally, we consider a special Cv-reducible Finsler manifold and conclude that a Finsler manifold is a special Cv-reducible if and only if it is special semi-C-reducible with vanishing 𝕋-tensor.

  • A change of Finsler metric L(x,y)longrightarrowL(x,y) is called a Randers change of L, if L(x,y) = L(x,y) +$\rho$(x,y), where $\rho$(x,y) = $\rho$(sub)i(x)y(sup)i is a 1-form on a smooth manifold M(sup)n. Let us consider the special Randers change of Finsler metric LlongrightarrowL = L + $\beta$ by $\beta$. On the basis of this special Randers change, the purpose of the present paper is devoted to studying the conditions for Finsler space F(sup)n which are transformed by a special Randers change of Finsler spaces F(sup)n with ($\alpha$,$\beta$)-metrics of Douglas type to be also of Douglas type, and vice versa.

  • General anesthesia is commonly used to facilitate dental treatment in patients with anxiety or challenging behavior, many of whom are children or patients with special needs. When performing procedures under general anesthesia, dental surgeons must perform a thorough pre-operative assessment, as well as ensure that the patients are aware of the potential risks and that informed consent has been obtained. Such precautions ensure optimal patient management and reduce the frequency of morbidities associated with this form of sedation. Most guidelines address the management of pediatric patients under general anesthesia. However, little has been published regarding this method in patients with special needs. This article constitutes a review of the current literature regarding management of patients with special needs under general anesthesia.
