The Emergence of International Ocean Regime and the Change of Power Concept in International Society -The Case of United Nations Convention on the Law of the Sea- (국제사회 힘의 변화와 해양레짐 출현에 관한 소고 -유엔 해양법협약을 중심으로-)

  • As the political arguments on international power concept has gradually been deepened, the role of international regimes, defined as principles, norms, rules, and decision-making procedures around which nation-actors' expectations converge in a given issue-area, has also been reinforced. There are many ways of understanding about international regimes. In terms of realistic theories, international regimes are one of methods of maintaining hegemonic power order of hegemonic nation and in terms of liberalistic theories, international regimes are understood as the products of mutual inter-dependence of nations in changing international society. As a matter of fact, if we take structural causes and regime consequences into severe consideration, we can find not a few characteristics of international regimes, such as security regime, world trade and fiance regime, ocean regime, environmental regime, human right regime, etc. This paper will examine the changing concept of power after World War II in three categories of hard power (military power), meta power (regime creating power), and soft power (advanced in cultural, diplomatical, and technological power). This paper will provide the evidence of why the changing power concepts will be strongly related with the emergence of international regimes. The UN convention on the law of the sea will chosen as a standard case of the ocean regime and it's regime structure and role will also be analysed in both realistic :md liberalistic theories. Futhermore, the nations' interests involved in the UN convention on the law of the sea will be analytically classified and finally a future prospectus of the UN convention on the law of the sea as an ocean regime will be tested.

  • In IS-95 and IMT-2000 systems using variable code rates and constraint lengths, this paper limits code rate 1/2 and constraint length 3 and realizes forward real-time decoder using Sliding-Window with decoding length 6 and PVSL(Prototype Vector Selecting Logic), LVQ(Learning Vector Quantization) in Neural Network. In comparison condition to theoretically constrained AWGN channel environment at $S/(N_{0}/2)=1$ I verified the superiority of forward real-time decoder through hard-decision and soft-decision comparison between Viterbi decoder and forward real-time decoder such as BER and Secure Communication and H/W Structure.

Object Detection using Fuzzy Adaboost (퍼지 Adaboost를 이용한 객체 검출)

  • The Adaboost chooses a good set of features in rounds. On each round, it chooses the optimal feature and its threshold value by minimizing the weighted error of classification. The involved process of classification performs a hard decision. In this paper, we expand the process of classification to a soft fuzzy decision. We believe this expansion could allow some flexibility to the Adaboost algorithm as well as a good performance especially when the size of a training data set is not large enough. The typical Adaboost algorithm assigns a same weight to each training datum on the first round of a training process. We propose a new algorithm to assign different initial weights based on some statistical properties of involved features. In experimental results, we assess that the proposed method shows higher performance than the traditional one.

Performance Analysis of MAP Algorithm and Concatenated Codes Using Trellis of Block Codes (블록부호의 트렐리스를 이용한 MAP 알고리즘 및 연접부호의 성능분석)

  • In this paper we explain a trellis representation of block codes and derive their MAP decoding algorithm based on it. We also analyze the performance of block codes and concatenated codes with block codes as components by computer simulations, which were performed by changing the structures and constituent codes of concatenated codes. Computer simulations show that soft decision decoding of block codes get an extra coding gain than their hard decision decoding and that concatenated codes using block codes have good performance in the case of high code rate.

Relationship Banking and Exports: Evidence from SMEs in the Korean Stock Markets (관계금융이 중소기업의 수출에 미치는 영향에 관한 연구)

  • This study explores the role of relationship banking for the exports of SMEs (small and medium sized enterprises) in Korea. Using a sample of SMEs listed on the Korean stock markets between 2004 and 2018, I find that relationship banking has a positive impact on exporting behaviors of SMEs. This result indicates that relationship banking is suitable for SMEs to raise their funds in the export decision-making since the incentive for banks to obtain soft information enhances SMEs' access to external finance. In particular, through further analysis considering financial constraints, I find that the positive impact of relationship banking on exports is amplified for financially constrained SMEs. In addition, the positive impact on exports is also amplified for export starters. Finally, relationship banking provides benefits for SMEs' export decision-making regardless of the financial crisis. To sum up, relationship banking may be useful means of financing for Korean SMEs whose creditworthiness cannot be assessed only by hard information. As the role of finance in international trade has recently been highlighted, this study provides insightful evidence that relationship banking may enhance exports of SMEs as a source of trade finance.

Pipelined Successive Interference Cancellation Schemes with Soft/Hard Tentative Decision Functions for DS/CDMA Systems (DS/CDMA 시스템에서 연/경판정 함수를 적용한 파이프라인화된 직렬 간섭 제어 기법)

  • 본 논문에서는 DS/CDMA (Direct Sequence/Code Division Multipe Access) 시스템에서 임시 판정 함수로서 연판정 함수와 경판정 함수를 적용한 파이프라인화된 직렬 간섭 제어 구조(PSIC, Pipelined Successive Interference Cancellation)의 성능을 수식적으로 분석하고, 모의 실험을 통하여 검증한다. PSIC 구조는 다단 직렬 간섭 제거 구조(MSIC, Multistage Successive Interference Cancellation)가 가지는 복호지연(decoding delay)의 문제를 해결하기 위해 파이프라인 구조를 MSIC에 적용한 것이다. 제안된PSIC 구조는 하드웨어의 복잡도(hardwar complexity)를 희생하여 비트 오율(BER, Bit Error Rate)의 증가 없이 MSIC에서 발생하는 복호 지연을 줄일 수 있다. 또한 제안된 PSIC 구조에서 연판정 함수와 경판정 함수를 각 간섭 제거 단(Cancellation stage)에서의 임시 판정 함수로 사용하여 얻게 되는 PSIC 구조들의 성능을 비교한다. 분석 및 실험 결과에 의하면 제안되 PSIC 구조에서는 경판정 함수를 사용할때의 성능이 연판정 함수를 사용할때의 성능보다 우수함을 알 수 있었다.

The Impact of Performance Information Use and Decision Making on Organization Performance (성과정보 활용행태 및 의사결정 행태가 조직성과에 미치는 영향)

  • This research empirically explores the relationship between types of performance information use, decision making behaviors and performance of government organizations. We measured two types of using performance information, relevance of performance index, variety of performance information, and levels of manager intervention by surveying performance managers of each government ministry or agency and also measured performance by using performance reports. The results of fuzzy-set qualitative comparative analysis suggest that hard use and soft use have impact on performance by combining with characteristics of performance information and managers decision-making by intervening performance management processes.

  • In this paper, we present a carrier phase estimation algorithm for LDPC coded systems. LDPC coded system can not achieve the ideal performance if phase offset is introduced by channel. However, the estimation of phase offset is very hard since the operating point of LDPC is very low SNR. To solve this problem, the algorithm using the tentative soft decision value and based on Maximum Likelihood (ML), was proposed in [2]. But this algorithm has problem which works only under constant phase offset. If phase offset is time variant, it has a severe degradation in performance. To solve this problem. we propose two types of estimators. symbol by symbol estimator: Unidirectional estimator (UDE) and hi-directional estimator (BDE), and sub-block estimator (SBE).

  • Corporate culture is being recognized as essential managerial resources in the future business management and in recently the attempts, though weak, of developing the corporate culture which is corresponded with their own structure and needs are being carried on by some major companies. Then, corporate culture research, drawing attention in nowadays, indicates that it attempts to analyze and search the organization matters in the basical dimension in regard to the assumptions, values and beliefs of organization and provides the solution of organizational negative effects, which have not been settled in the previews research methods of organizational behavior, and that present turbulent management environment demands the whole conversion from the previews hard style to the soft managerial style. For this reason, this study aim at identifying organizational structure and corporate culture in the business group. Futhermore, the influence of organizational structure and organizational culture are examined. The objective of this paper attempts to analyze the ways and results of strong and special culture on the organizational structure and culture. To accomplish this purpose, this study gathers in-depth data form various secondary courses. First, uncertainties in market and technology are the main sources of mimetic isomorphism. Due to the high level of uncertainty is market and technologies. Smallness in size is responsible for the low level of complexity in organizational structure. The rapid changes in market, contents of service, and tastes of customers are responsible for the low level of formalization, which enhances swift decision making and responses.

Performance Analysis of Frame Synchronization and Structure Detection Utilizing Multiple Frames of the DVB-S2 Satellite Broadcasting System (다수개 프레임을 활용한 DVB-S2 위성방송 시스템의 프레임 동기 및 구조 검출 성능 분석)

  • DVB-S2 (Digital Video Broadcasting-Satellite, Version 2) system transmits frames which adapt their structures based on the channel conditions, thus requiring simultaneous detection of the start of the Same (SoF) and the frame structure at the initial acquisition stage of the receiver. Also, a very low value of the minimum operating signal-to-noise ratio (SNR) for the acquisition necessitates a method utilizing multiple received frames to meet the required performance. In this paper, performance of joint time synchronization and frame structure detection methods using multiple DVB-S2 frames is evaluated by deriving the detection error probability. In particular, we evaluate the performance and complexity variations when the soft- and hard-decision values of the signal correlation output are used, present the synchronization parameters to optimize the performance, and verify the analysis results via computer simulations.
