The writer obtained a Conclusion through this thesis as follows: First : There a n.0, ppeared that users, Cognition degree for librarian's Social status is very high. As it were, response for questioning about librarian's scholarly attainments and business type is almost accurate that we anticipate the expectation value for the librarian is very high. Second : The satisfaction degree of information services acquired by the users through public library was very skeptic. Due to the poorness of information media that we wish, and deterioration of data, it losed its qualification as a creation organization for the true information, but lots of people emphasized their opinion it only role as a "study room". Third : A questioning about librarian"s assiduity in the public library, there are lots of users Complain. Main factor of that dissatisfaction is Unkindness, and business like(duplicated) assiduity. Not only this but main desire to the public library in pusan down town by the users is also a n.0, ppeared as Kind Service. The need for the development of practical manuals for responding to disasters in public libraries has emerged after COVID-19 was confirmed in Korea in January 2020. The library is a social organization directed affected by COVID-19. Therefore, a reasonable and consistent disaster response manual should be developed and used as a guideline for responding to disasters at the library sites. This study aims to derive implications by examining the current situation of public library manuals for both domestic and international. Furthermore, the responses of overseas libraries experiencing major disasters were analyzed and issued to reflect the current domestic situation. As a result of the study, it was suggested that the library's role as a social organization for disaster response should be enhanced, and that disaster experience needs to be implemented, as guidelines, toolkits, and archive.

The purpose of this study is to develop a policy for the use of libraries and the promotion of the reading culture by the characteristics of communities, along with changes in social environment. It, therefore, analyzed the general condition of libraries, infrastructures for libraries and reading culture and the environment including the relevant legal system in Chungcheongnam-do, and examined the actual conditions of inhabitants' (students and general people) use of libraries and reading culture, and librarians. On the basis of the findings, it proposed the policy for the use of 20 libraries and the promotion of the reading culture, by dividing Chungcheongnam-do into six regional settlement areas, discovering policy tasks for the use of libraries and the promotion of the reading culture and collecting suggestions from librarians living in Chungcheongnam-do, to reflect the characteristics of communities in Chungeongnam-do, and therefore, suggest a desirable policy agenda. To pursue the policy proposed, it is necessary to reinforce the role and the status of libraries representing for metropolitan regions and to secure adequate personnel and budgets, in addition to effort made by libraries located at regional settlement areas.

This study reports a field study that examined the citizens' needs and perceptions of library services at a municipal public library system of Mapo-gu, in an attempt to develop a comprehensive service plan that can satisfy the diverse public needs in the changing social environment. We administered a self-reported questionnaire to 800 library users and 300 non-users in the area to examine their reading habits, library use, and perceptions of library services and programs. As a result of the analysis, 53.7% of Mapo-gu residents used one or two libraries among all 16 municipal libraries, and the primary criterion for selecting the main library was accessibility(63.9%). And only 53.8% of library users had experience participating in the library programs. The respondents also showed strong perception that the library is an essential place for the community and the children. Study results indicate that the library system should further expand the collection size, diversify information contents, improve the physical space including library facilities, and build more libraries. In order to fulfill the role of public libraries as the central place of the community, the municipal city should further invest in enhancing accessibility, spatial innovation, and diversifying service contents and media.

This study analyzed recent cases of transition to open access(OA) journals in humanities and social sciences(HSS) in foreign countries to find a way to transition to OA journals in Korea. Ling OA and UP led by researchers, OLH and KU led by libraries, S2O led by publishers and L+F model led by funders and libraries were analyzed. Programs by national funding agencies such as the Norwegian Research Council, Canada Social Sciences and Humanities Research Council, Austrian Science Fund, and Swiss Academy of Humanities and Social Sciences were also reviewed. Based on the results of the analyses, this study suggests for transition in Korean HSS field as follows; 1) transitions to open access journals in HSS should be supported at national level 2) the stakeholder in scholarly communications such as the nation, universities, libraries, research funders, scholarly societies etc has their own role in the transition but funders and libraries are the most important in financial support for open access publishing 3) but the financial support for the first stage of the transition should be done at national level 4) and open access journal publishing consortium comprised of libraries and information service institutions in the public sector such as KERIS, KISTI and the national library should be established 5) non commercial publishing platforms for scholarly societies should be developed and distributed.

The purpose of this study is to derive and propose agenda to improve the quality of minority services provided by regional cental libraries at the present time when information gap is deepening. First, text mining and topic modeling were conducted on 144 studies in the field of library and information science that dealt with minorities, and the discussions surrounding minorities in the domestic library world were examined in detail. Next, the current status of services for minorities in Regional central libraries were examined in detail, and tasks requiring discussion were sought in planning and operation of services for minorities in Regional central libraries. To this end, interviews were conducted with practitioners, in charge of services for minorities at Regional central libraries. Specifically, 1) awareness of minorities by practitioners, 2) current status of minority services, and 3) responsibility and role of Regional central libraries for planning and operating minority services and necessary support were analyzed. Based on the analysis results, the following tasks were derived. 1) Recategorization of minority groups, 2) Establishment of reference resource, 3) Reinforcement of education, and 4) Cooperation support between regional representative libraries and local public libraries were derived and suggested.

Knowledge about career patterns of women In any profession and about factors which influence these career patterns becomes increasingly necessary because of the influx of ever-increasing numbers of women into the labor force, and the need for the development and utilization of the creative productivity of women. This study alms to investigate Korean female librarians' overall career patterns and verify relevant factors which might affect to their career patterns. As an instrument, self-reported questionnaires were sent to 1,251 full-time Korean female librarians throughout the country with regular librarian's certificate, currently engaging in public, college or university, and special libraries. Based on the data gathered, the interrelationship between their career pattern inclination and its influential factors were examined through hypothesis testing. Major findings of the survey are outlined in the following: 1). Female librarians' career patterns were classified into five categories with the group represented as Categories-2 (single; wishes to continue working after marriage; places an emphasis on the sense of occupational accomplishment and social prestige) accounted for the highest proportion$(33.4\%)$. 2). The result of the hypothesis testing revealed that there is no significant relationship statistically between social factors(parents' socio-economic status, etc.) and female librarians' career patterns. So the hypothesis concerning social factors were rejected. 3). In psychological factors(job satisfaction ; self-concept sex role attitude ; role conflict ; and achievement motivation), all except for self-concept were shown to be relevant with female librarians' stable career pattern. So the hypotheses concerning psychological factors were supported. 4). According to the result of multiple discriminant analysis conducted between the above four statistically significant psychological factors and career patterns, the most influential factor for female librarians' career patterns was job satisfaction and sex role. In conclusion, the following recommendations were made: For overall enhancement of Korean female librarianship, earlier career guidance and concrete sex role education for young women is urgent which enable them to establish correct viewpoint for their occupational career female librarians themselves' constant endeavor In maintaining positive attitude toward their job is required.

Public policies in regard to developing reading culture programs and the contents, and in running public libraries have been used to overcome existing social issues such as regional self-centeredness and cultural lagging. It means that public libraries are playing an important role to encourage communications within local communities. The purpose of this research is therefore to analyze the concept of local community, and develop reading culture and contents to reinforce the concept. This research also targeted to analyze the required contents in reading culture. Through the case study of "G" city, the research analyzed their citizenship and sense of local community and the requests. As a result, the requited subjects were for economics, unemployment, poverty, aging, and housing order. For the subjects of environment were environment pollution and energy order. For the subjects of human rights, disabilities, and multi-cultural were requested. For the subject of education, school violence, tutoring, and truly teaching were requested. Based on the requirements, 221 items of reading lists, DVD clips, and abstracts are developed as well as 4 programs of reading culture.

This study aims to set a cooperative network system for children's service in public libraries in Korea centering on the National Library for Children and Young Adults. The purpose of the study is to foster effective online and offline cooperation among public libraries through the National Library for Children and Young Adults and improve children's library service. Based on the survey results and face-to-face interviews the study suggests various ways to strengthen cooperative network system and public library council for children's service. First is to empower the council and to that end, to expand the cooperative network as well as to clearly set its role. Secondly it advises to capitalize from council's homepage service and adapt social-networking tools.

The 3rd Library Comprehensive Development Plan (2019-2023) of the Committee on Library and Information Policy under IFLA-UN 2030 Agenda emphasize the role of libraries in practicing social inclusion. At home and abroad, this is shedding new light on libraries as the public service institutions aimed at resolving information inequality. This study thus developed the information inequality measurement indicator optimized for libraries. For this purpose, FGI and Delphi technique were implemented as the verification stage of the expert group. As a result, the final indicators were derived in three evaluation areas, twelve evaluation items, and 30 evaluation indicators. Specifically, first, 3 evaluation items and 8 evaluation indicators were derived in the access evaluation area; second, 5 evaluation items and 12 evaluation indicators were derived in the competency evaluation area; and third, 4 evaluation items and 10 evaluation indicators were derived in the utilization evaluation area. This study is considered to be of great significance in that the information inequality measurement indicators optimized for libraries were developed, the first of its kind.
