This study was performed to analysis the social worker's duty in korea and suggest for typology duties of 1st grade social worker, 2nd or 3th grade social worker's qualification. 911 social workers responded to questioner. This objectives was accomplished by the measuring to frequency of duties, and the qualifying cognition of each grade social worker's duties. As a result, social worker spent more time carried out maintenance of facility, direct services, intake, management of file and official document duties than personal management, planning and financial program, evaluation and termination duties. Type of social worker's duties fined out composed of 4 type. Type I(The 1st grade social worker's duties) was belonged to 53 task elements, type IV(The 2nd or 3rd grade social worker's duties) was subjected to 11 task elements. 21 task elements performed to either 1st grade social worker or 2nd, 3rd grade social worker by type or uniqueness of social work practices. To allocation of duties by each grade social worker, fitting out of qualification system, the task elements for each grade of social worker must be prescribed by the rules. This allocation of duties by each grade social worker would be utilized to support qualified social work services, and to strengthening of their professional.
This study aims to identify the problems of the current response system to tackle misconducts of social workers and develop more effective system for disbarment and suspension of social worker qualification. For this purpose, the disbarment and suspension of social worker qualification system of England, New York, Japan, and Australia, and of other professions in Korea such as health, education, and legal professions were reviewed. In addition, focus group interviews were conducted with 2 groups of 10 social workers in order to explore their opinion regarding the misconducts of social workers and the related system. The review of the system in foreign countries showed that the systems were different, and disbarment and suspension system was developed according to the nature of social worker qualification in each country. In terms of other professions in Korea, it has been found that there were unique response systems including procedure of disbarment and suspension according to the characteristics of each profession. As results of the focus group interviews, participants agreed that it is necessary to develop a response system because there are various kinds of misconducts in social welfare service field, and suggested strategies of response system, obstacles to its effects, and long-term plan for strengthening the ethical practice capacity of social workers. In conclusion, the system to address misconducts of social workers including the integrated report point and procedures are suggested. We argued that the establishment of a comprehensive response system based on the close corporation between the Ministry of Health and Welfare and the Korean Association of Social Workers is necessary in order to cope with misconducts and strengthen the ethical practice capacity. Further more, in the long term, we indicate that the qualification procedures of social worker should be reformed alongside of its management system, and the Social Welfare Service Act should be revised.
This study analyzed on the effect worker's organizational citizenship behaviors of vision sharing and values congruence in social welfare organization. Analysis results are as follows: the higher the degree of a certificate of qualification of social welfare organization's worker and the position of organization have on active organizational citizenship behavior in social welfare organization. Most social welfare organization don't effort for vision sharing and values congruence in organization. Vision sharing and values congruence in social welfare organization result in actively organizational citizenship behaviors. Social welfare organization's purpose are to solve the social problem in communities. Therefore, the administrator of social welfare organization strive to share the vision of the organization with worker, and should pay more effort in the selection process for selecting the worker that matches with organization's value.
The study conducted questionnaire analysis to 413 industrial safety field employees in order to examine the necessity and validity of industrial safety field's 17th neo-job classification based on National Competency standards(NCS). As a result, 50.1% of industrial safety management field and 43.3% of industrial health management field answered that classification details of occupational safety and health management field are classified by job(duty) performance. Industrial safety management field recognizes that management and engineering section play a significant role in their work, while industrial health management field recognizes worker's health care and work environment management and overall control of work environment assessment to be significant in their work. Furthermore, industrial safety management field recognizes that separating qualification and foundation of 'construction safety manager', 'chemicals(safety and health) manager', '(toxic)risk assessment evaluator or risk factor manager' to be highly significant. The study is meaningful in that it suggests industrial safety field's qualification items practical in industrial sites.
Background: The purpose of this study is to analyze the effect of the income support allowance policy for the care workers on wage level. Methods: The analysis data was constructed using database (DB) of long-term care institution, DB of long-term care personnel status, and DB of health insurance qualification and contribution possessed by National Health Insurance Services. We analyzed the wage status of care workers 2009 to 2016 through basic analysis. We used the difference-in-difference analysis method for the workers who worked in the same institution from 2012 to 2013, The effects of the income allowance policy on wage increase were analyzed. Results: As a result of the net effect of the income support allowance policy, the monthly average wage of the care worker increased by 25,676 won and the hourly wage increased by 478 won. As a result of the analysis, it can be confirmed that the income support allowance policy has achieved some of the goals of raising the wage level of the care workers, and the effect of raising wages for other occupations in the long-term care business can be confirmed. Conclusion: The low wage problem of long-term care workers such as care workers is not the only problem in Korea. In other countries, there are various wage support policies for employees. In particular, it is necessary to refer to the improvement in the treatment of care workers in Japan and wage pass-through in the United States. In addition to wages, there is a need to promote policies to provide employment motivation through efforts to improve their social status and improve their job status and career development for employees in long-term care facilities.

The purpose of this study is to explore the standards and directions of professional competency and proficiency of social workers in Korea through a review of British cases. In particular, in the face of a super-aged society, this study aimed to improve the proficiency of social workers in the field of elderly welfare in Korea by examining the complacency and proficiency standards of the British Association of Social Workers and the Health Care Professionals Council related to the care of the elderly. With the structure of a Professional Capabilities Framework, the UK promotes the acquisition of competency-based qualifications by specifically presenting the competency of social workers at each stage of qualification. In addition, general and detailed standards of proficiency of social workers in the care field are presented at each qualification stage. In order to improve the competence and proficiency of Korean social workers through a case study in the UK, this study presented the need for a standard that connects "common competencies, professional competencies, and proficiency of social welfare professionals." This study also suggested the necessity of the role of Social Welfare Education Association and Association of Social Workers for this purpose
From the social work practicum, social welfare major students learn practical works in the field and cultivates professional ability. Furthermore, he tries to find his fitness and own qualification as a social worker. The purpose of this study is to examine the effects of supervision characteristics of social work practicum on the social welfare major student's career development. For the research, a survey of 212 students having had experience of social work practicum was conducted. The major findings in this study were as follows; Most of supervisors were female, the frequency of the supervision were regular, and supervision was offered mainly in the form of group or group and individual mixed. Students evaluated the relationship between supervisors and student was 3.20/4, supervision satisfaction measurement was 3.03/4, and students showed low level of career identity(5.80/12). By the hierarchical multiple regression, career identity was mostly affected by supervision characteristics, relationship between supervisors and student, and supervision satisfaction. This study finally discussed theoretical implications for future study and practical implications for career identity strategies on the results.

The aims of this article were to examine the basic law, contents and concept of educational program for healthy family and provide the jobs and competency of healthy family supporter for educational work. The research objects were 53 healthy family supporters for educational work inclusive of full-time and part-time position. They was analyzed through the survey. The process of research consisted of two parts. One was to suggest their jobs and requirements, the other were to offer their core competency and area for improvement. First, the jobs of healthy family supporters for educational work were the planning and valuation of program. The requirements for the performance of their duties are having a bachelor's degree or a master's degree, career for 1-3years, and a certificate of qualification of healthy family supporters, social worker and family counselor. Second, their competencies were the understanding of education for family life, management for healthy family support center, planning and valuation of educational program, a theory of counsel, community networking, ability of documentation, sociality, communication skill, the ability of solving the problem, the adaptation of various environments, receptiveness, positiveness and so on.

The uniqueness of labour as a factor of production is that labour services cannot be separated from the employee. However, since the object of sale is only the services of the employee, not an employee himself, the labour conditions, determined by the labour and collective agreements or other agreements concluded at other levels and within the current legislation, are equally important. Speaking as a subject of labour, a person can realize his or her labour potential by the way of self-employment, that means to act as an independent producer seller of their products. Another way of labour potential realization is hiring, that means offering of the services as a hired employee to the employer, who is the subject of ownership. In this case there is an exchange under the principle: qualification and working time of the worker - for wages and profits. Each enterprise is confronted with a set of goals, among them - economic and social leadership. For their achievement the company uses all the available arsenal of resources - material, land, financial, labour. This indicates the equivalence of all types of resources in achieving the goal. But this is not quite true, because every resource can be included in production only through the activity of labour and people. And this activity depends on the attitude of the company to its employees, the degree of their motivation and stimulation.
The objective of this paper is to suggest future goals and strategies for social work in hospice and palliative care in Korea by understanding its historical background. Both literature review and participant observation were performed to examine historical data relating to social work in hospice and palliative care in Korea. Also reviewed were the current trends with a focus on the roles of social workers in the said arena, qualifications, education, research and medical insurance policy. First of all, the roles of social workers do not appear to be clearly defined in the field of hospice and palliative care, which seems to lead to the lack of recognition as professional workers. The qualification standard for social workers in hospice and palliative care remains inadequate. Second, there seems to be insufficient professional social worker training resources, in terms of both the number of educators and training programs. Third, social workers in Korea produce significantly less publications than those in other professions. There is also a dearth of qualified evidence-based research that is needed to prove benefits of intervention and ultimately for policy implications. Last, the current medical insurance policy needs to be revised to secure fees for social work services and dedicated full-time social workers in hospice and palliative care. Korea needs to approach social work in hospice and palliative care with specific goals to develop future strategies. Related infrastructure and an executive structure should be established via networking and partnership with academic societies, associations and schools.
