While the competitiveness of small and medium sized cities has become important for balanced development at the national scale, they have experienced continuous decline in population and employment, particularly those in non-capital regions. In addition, some of small and medium sized cities have been classified into shrinking cities that have declined due to their long-term structural reasons. To address these issues, a regional approach, by which a hub city and its surrounding small and medium sized cities can collaborate has been suggested. Given this background, the purpose of this study is to identify and delineate hub cities and their impact areas by using travel data as a functional network index. This study uses a centrality index to identify the hub cities of small and medium sized cities and Markov-chain model and cluster analysis to delineate regional boundaries. The mean first passage time (MFPT) generated from the Markov-chain model can be interpreted as functional distance of each region. The study suggests a methodological approach delineating the boundaries of regions incorporating functional relationships of hub cities and their impact areas, and provides 59 hub cities and their impact areas. The results also provide policy implications for regional spatial planning that addresses appropriate planning boundaries of regions for enhancing the economic competitiveness of small and medium sized cities and ensuring services for shrinking cities.

The purpose of this study is to analyze the impact of quality management system requirements, a management innovation technique, on business performance to secure the competitiveness of SMEs in an environment of increasing uncertainty in the global economy and intensifying competition. To this end, a survey was conducted on small and medium-sized enterprises (SMEs) operating a quality management system, and statistical analysis was performed through validity and reliability analysis, regression analysis, and group analysis using IBM SPSS 26.0. As a result of the study, it was found that planning, operation, support, and improvement, which are the core requirements of a quality management system, have a positive effect on business performance. In addition, through group analysis, it was found that the effect of quality management system requirements on business performance varies according to the level of the company. This means that the importance of quality management requirements required for strategy establishment varies according to the quality management introduction level of small and medium-sized manufacturers, and it can be used for small and medium-sized manufacturers to set strategic directions.

Purpose: The purpose of this study was to identify the relationships between variables and factors affecting the intention on retention of nurses in small and medium-sized hospitals. Methods: The participants of this study were 203 nurses working in six small and medium-sized hospitals, and data was collected from August 15 to August 30, 2019 using a structured questionnaire. The collected data were analyzed by t-test, ANOVA, Pearson's correlation coefficients, and multiple regression using IBM SPSS/WIN 24.0. Results: As a result of the study, intention on retention was positively correlated with resilience (r=.40, p<.05) and followership (r=.38, p<.05). Affecting factors of the intention on retention were marital state (married) (β=.21, p=.001), resilience (β=.22, p=.016), and active engagement as a subcartegory of followership (β=.19, p=.034), and the variables explained 20.8% of the nurses' intention on retention. Conclusion: In order to increase the intention on retention of small and medium-sized hospitals nurses, it is necessary to provide an environment in which small and medium-sized hospital nurses are able to have active engagement and independent thinking and to develop a program to promote their resilience.

Industrial accident frequency in small- and medium-sized ship-building plants is much higher than that of large-sized ones so that safety management activities should be different. In that sense, voluntary hazard assessment would be helpful for small- and medium-sized plants. However, conventional hazard assessment items and methods had some problems that discouraged voluntary participation of plants concerned. This study aimed to develop a new model for small- and medium-sized ship-building plants that can promote and encourage voluntary hazard assessment activities. For that purpose, ship-building process was assumed as a sequence of phases, and accident characteristics were compared with them. From that result, relative weights of accident factors including ship-building phases, accident types, occupational category, accident-induced objects, and hazardous items were determined with accident frequency data and with the help of expert groups. Therefore, for web-based integrative computer programming, a plain but accident data-dependent model was developed, with an additive function for related agencies that want to collect assessment results. It is expected that this model would help small- and medium-sized ship-building plants that wanted not only simple checklists but also effective assessment and management guidelines.

The present study analyzed empirically the structural relationship among characters, market orientation and performance of CEO's in small and medium-sized companies. The analysis showed that market orientation is affected by CEO's characters in the industry. It was also revealed from the analysis that the business performance and technical renovation of small and medium-sized companies rely fairly on their market orientation. These findings are believed to have great significance in the process of creating market orientation by the industry. That is, CEO's will may play a very important role in pursuit of market orientation and, at the same time, may act as a vital factor for small and medium-sized companies to achieve business performance and to realize technical renovation.

This paper proposes an e-business maturity model for small and medium-sized enterprises. The model consists of five maturity levels, which are on-line access, on-line business, matured on-line business, and full on-line business from least matured level to most matured level. The model can be used to assess e-business maturity level of individual enterprises. individual enterprise's maturity level can be assessed by examining sample check lists. Additionally, this paper summarizes the results of an application of the proposed model to a couple of small and medium-sized enterprises. This model can also be used to suggest what individual enterprises need to be upgraded towards higher maturity level.
