  • According to the decrease in birth rate and reduction of population in rural area, primary schools have brought about many problems for decrease of number of student, and environment of education have became deteriorated. Accordingly, primary schools be required improvement, and it should be altered placement of schools because it change number of student, distance and time of attending school, and formation of school zone are changed by alternating of human and physical environment. Merger and abolition of primary school is inevitable for change of placement standard to primary school and qualitative improvement of environment of education in rural area. This study suggests the effective space planning methods for unified school and appropriate utilization alternatives for closed school following after the merger and abolition of small rural schools. In doing so, it explores the present models of merger and abolition through analysis of all sort of actual condition and the possibilities for various utilizations of the abolished schools. It proposes a classroom-operation type fused the comprehensive class and departmental class system for merged primary schools in rural area. It also suggests the re-use methods of closed school facilities for students and community. • The results of a survey on 113 elementary schools in Jeju-do in December 2018 are as follows: First, the most newly established schools in the last 30 years were long-term decline Type 3 (56 schools), followed by Type 9 (W-type, 24 schools), which was more than 30 years old. Second, one of the main achievements of this study is the discovery of four types (type 1, type 2, type 8 and new-type) that are well characterized by Jeju province. Third, the most smaller school has 50 schools (44.3%) and small schools (less than 300 students) are 77 schools, accounting for 68.1% of the total ; 6 the most largest elementary schools (5.3%), 13 large schools (11.5%), 17 optimal sized schools (15.0%), 27 small schools (23.9%). In particular, it is not an exaggeration to say that almost all schools are small schools except for a few schools in Jejudo Ub-Myun areas. This means that it may cause serious problems if it is adopted as a standard of abolition of small schools in the same standard of management rather than reflecting regional characteristics of Jejudo province.

  • The results of a survey on 6,192 elementary schools across the country in April 2019 are as follows : First, there was a correlation between the number of students and the number of classes. Second, 2,788 schools (45.0%) were small schools, 1,931 schools (31.2%) were suitably sized schools, and 1,473 schools (23.8%) were large schools among the 6,192 elementary schools surveyed. Third, there was a significant difference in the proportion of small schools, suitably sized schools, and large schools by province. Among the 8 metropolitan cities, Seoul had the lowest percentage of small schools at 9.8%, followed by Incheon at 18.0%. Among the 9 provinces, Gyeonggi Province had the lowest rate at 26.8%, while Jeollanam-do had the highest rate at 87.2%. This means that adopting the same standard for abolition of small schools throughout different provinces can cause serious problems. Therefore, it is necessary to reflect the educational conditions of each province.

  • The idea of the school networks for joint venture and use of school facilities is forming and using an organic network of schools that will communally share a group of facilities that are uniquely appropriate for each schools. Focused on two prominent cities of Northern Choongnam province, Cheonan and Asan city, the objective of this study is to present and exhibit the plans for joint venture and use of school facilities, and to use them as an example for other provincial cities within the nation where such renovation may be possible. The school networks is proposed based on units of 1 km radius around each site, that is named as small school network, in order to ease the communal use of the sidewalks by the residents and the facilities by the nearby schools. In Cheonan city, six small school networks were proposed, which will supply three to four elementary schools for an average of 50,000 people. On the other hand, Asan city, which showed shortages of elementary schools, three small school networks including the middle and high schools in addition to the elementary schools were proposed, that will provide three to six schools for an average of 30,000 people.

  • This study was designed to explore the ways to improve the organization and implementation of the curriculum for the small rural middle schools. In order to do this, the situations and demands in organizing and operating the curriculum were analyzed through interviews and classroom observations. Having separated the country into 5 distinct regions and the cases of 10 small rural middle schools across these regions of the country were directly observed and analyzed. As a result of the study, it was necessary to prepare a fundamental solution to the following problems: 1) insufficient linkage between school levels of integrated operating schools in terms of curriculum, 2) lack of educational facilities and cultural space in rural areas in terms of local communities, and 3) supply and demand of teachers in small-scale middle schools in rural areas in terms of supply and demand of teachers. Based on the discussed issues, the following implications could be drawn for the improvement and support of school curriculum organization and implementation. Firstly, the autonomy in organizing and operating curriculums for small rural middle schools should be greatly expanded so that integrated schools or joint curriculums between schools can be operated in a robust manner. Secondly, it needs to strengthen the out-of-school support for small rural middle schools alongside local governments and local communities, including the operation of Edu buses and the construction of multipurpose educational and cultural centers. Finally, it is necessary to address the difficulties of operating circuit teachers by systematically expanding the pool of teachers and instructors, and managing teachers and instructors at the level of the local education office.

  • The purpose of this study is to propose a framework to analyse the educational effects and outcome of the boarding middle school established following the merger and abolition of small schools in rural area. According to the decrease in birth rate and reduction of population in rural area, primary schools have brought about many problems for decrease of number of student, and environment of education have became deteriorated. This study suggests 1)educational effects and outcome, 2)changes and benefits of student's living conditions, 3)social effects to local community, and 4)economical efficiency analysis as a new framework to evaluate the validity of establishing a school. It sets up a hypothesis that the students, parents and community satisfy the boarding school in rural area, a school record be improved and the abolition of schools have little effect on community. Finally, it emphasizes that in order to success the policy of the merger of small schools and the boarding middle school, it be attributed to the social-cultural environment based on local residents and community and required provision of a variety of utilization plans reflecting local specifics and guarantee of local residents' participation and selection.

  • The purpose of this study is to find out the measures to improve the curriculums of the specialized vocational high schools aided by Small and Medium Business Administration through estimating whether they have satisfied the purpose of the aids and analyzing the related factors. Among specialized vocational high schools aided by Small and Medium Business Administration, 49 technical high schools which comprised the largest proportion were chosen as subjects for this study. Among the 49 subjects, 57.1%(28 schools) are reported to be suitable, 36.7%(18 schools) so-so, and 6.2%(3 schools) unsuitable for the curriculums. The curriculums of specialized vocational high schools aided by Small and Medium Business Administration were mostly associated with the local strategic business. However, many of them implemented the pre-existed curriculums because they didn't reflect the job analysis of the business properly. To establish more effective curriculums of the specialized vocational high schools aided by Small and Medium Business Administration, most of all, guides for them should be prepared in its level. Also, midium and long-term development plans of school departments should be made to reorganize the current departments which hinder the specialization in curriculums by government or offices of education. Finally, a conference of government departments on the curriculum establishment should be organized.

  • The seventh curriculum put into operation gradually from first-year student in 2000 academic years of elementary school is subject to form and apply a step-wise level curriculum. Mathematics(correspond to junior high school course from 7th school year to 9th school year) should apply a step-wise level curriculum from 7th school year in 2001 academic years. Accordingly, mathematics teachers must diagnose actual conditions of educations, distribution tables of test results, step-wise teaching-studying programs etc. They also make proper plans suitable for actual situations of each school, prepare appropriate teaching materials and aids. I investigated preceding studies planned for preparation of putting into operation of a step-wise level curriculum. It showed that most of the studies were conducted at schools of medium or large scale and studies conducted at schools of small scale was rare. There were 113 small scale middle schools out of total 297 middle schools in Kyongsangbuk-do area in 2000. In this situation, I felt necessities of modeling of a step-wise level curriculum suitable for small scale schools. In this study, I modeled a step-wise level curriculum suitable for small scale middle schools, applied this model to 44 students in M middle school. I modeled two types of curriculum. One is a step-wise level curriculum that execute special supplementation process to students who do not complete 7-가 step successfully. The other is a step-wise level curriculum which is a regular model for a step-wise level of 7-나 step. I carried out an academic achievement test and intimacy test about mathematics before and after the application of the model. In this study, I found out that this model was very effective in academic achievement of students and helpful to declined students in scholarship. In the intimacy test, It was found out that most of the students gained confidence in mathematics, felt less anxiety, formed positive self consciousness. Therefore, I think that this model will be helpful to the application of the seventh step-wise level curriculum.
