In the era of 21st new century. reinforcement of regional competitiveness by establishing innovation system is taking its place of main small and medium sized enterprise policies in major developed countries. The model of regional balanced development for promoting small and medium sized enterprise is a main frame of governmental small and medium sized enterprise policies. which complements national innovation process. And in the level of local area, the model is regional network system, molded in the process of induction, application, modification, proliferation of new technologies and knowledge by local businessman and innovators. This study focused on the strategy development for small and medium sized businesses to increase local competitive power, in terms of regional balanced development. In order to find the real problems and improvement alternatives for local competitive power, this study both reviewed the common strategies and action programs advanced in developed countries for small businesses, and did research on the current economic conditions in local area. Based on the lessons from foreign cases and the analysis of the current situations in small business in local area, the study suggested the model of regional balanced development for promoting small and medium sized enterprise including formation of innovation network system through the invitation of leading firms in the area, industry-university partnerships, and development and attraction for small and medium sized businesses.
After the rapidly changing business management environment and financial crisis, high prices and domestic recession in Korea posed threats to the business survival of small and medium enterprises (SMEs). This paper looks at the potential of micro business owners for sustainable development: those who have a spirit of entrepreneurship and the potential to be a hidden champion. Our study of micro business values uses structure equation modeling by LISREL. We have done so in order to understand the foundation of management innovation and success model of micro enterprise by increasing the entrepreneurship and management performance relationship analysis. A micro-enterprise is a type of small business, found only in Korea, often registered as having ten or fewer employees. We examine the successful type of hidden champions and the influence of entrepreneurship on start-ups in business. As compared to past research on the SME entrepreneurship, this study segments small businesses even further. Small business entrepreneurship was classified into three forms that are most appropriate for the Korean situation today: innovation, risk-taking, and pro-activeness. This research is meaningful as it is Korea's first empirical analysis on four business types: wholesale and retail sales, food and lodging business, service business, and manufacturing business. Thus far, research on small business entrepreneurship was carried out using small-scale investigative analysis. However, this research attempted to develop a model that can explain a cause-effect relation of the motivational level when it comes to the difference of entrepreneurship by each business type and small business start-up success factors. Various conceptual and operational definitions could be developed in a diverse and precise manner. Independent variables that are related to the success of small businesses can be developed additionally to examine the success factors related to the systematization in detailed manner. The research showed that the innovation, risk-taking and pro-activeness of the manifested difference in the degree of perception depending on the type of small businesses. Among the four business types, the ones that manifested the highest successful start-up rates were food, service, wholesale and retail sales and manufacturing. Results after conducting the regression analysis are shown on, which proves that the small business entrepreneurship exerts direct effect on the financial management performance of small businesses. In other words, small business entrepreneurship exerts a positive effect on the small business financial success and management performance. The R2 value is 0.61. It is possible to know that the perception of systematization and variables on attitude explains the 61% of the success for small self-employed businesses management performance. We define start-up key factors that are helpful to achieve internal growth of firms by finding business survival strategies. The results also focus on Korean government policy for micro enterprise and small business support.
Purpose - to examine the theories related to the internationalization of multinational corporations as well as theories related to internationalization of small and medium-sized enterprises. Research design, data, and methodology - traditional theories, e.g. eclectic paradigm and behavioral theory and product life cycle etc. were examined and recent advances theories - network theory, entrepreneurship - were also examined to outline the theory of internationalization of firm. Results - the main schools of international researches are divided into two; one is the economics school, the other is the behavioral school. The economics school has considered internationalization as a pattern of investment in foreign markets explained by rational economic analysis of internalization, ownership, and location advantages. Apart from the economics approach, a theory relevant to smaller firms highlights slow and incremental overseas market commitment. Recent research on the network perspective is fast emerging and it can be applied and well explained on the internationalization of smaller firms, focusing on firm behavior in the context of a network of interorganizational and inter-personal relationships Conclusions - Small medium-sized enterprises have been recently rising, however, there has still been little consolidation of literature in internationalization and most of the relevant theories have been still focusing on explaining the globalization of multinational corporations. Little studied on the internationalization in the context of smaller firms which are distinctly differentiated from larger firms including international new ventures, which the motivation to study strongly calls for more information and studied on small medium-sized enterprises.
With limited resources, proper allocation of the national R&D budget is very crucial matter for reinforcing the national competence, and the importance of selecting strategic R&D fields have been increasingly emphasized by technology policy-makers and CTOs. This paper deals with technology relevance/cluster analysis, which measures technological dependency and relevancy among technologies, and how it can be used for selecting the strategic R&D fields especially satisfying SMEs(small and medium enterprises)' specific needs. As a result of this study, technology-product tree composed of 7 major technology fields, 22 clusters, 41 groups, 335 core-need technologies and hundreds of related business items are produced that can be used for designing SMEs' R&D/business portfolio as well as R&D investment decision-making of the Ministry of Small and Medium Business Administration.
This study was motivated by the attempt to examine from versatile viewpoints the structural relationship between industrial environment, technology orientation and performances which are all factors related to technical innovation of small and medium-sized companies. In this regard, a survey was conducted to investigate the late industrial environment that could have direct and indirect impacts on the technology orientation of small and medium industry and, based on the survey, an analysis was carried out to determine the effects of its technology orientation on the performances in the technological innovation and management. The outcomes of the analysis could be summed up as follows: First, the factors of technology orientation turned out to have influence on those of industrial environment, which suggests the needs for the small and medium industry to consider the factors of industrial environment at multiple levels. Second, the technology orientation was found to influence the performances of technology innovation and management of small and medium industry in a structural manner, which signifies that the small and medium sized companies have to make strategic decision about the preference in the area of technology innovation and management performances.

ASEAN Economic Community (AEC) was established in 2015 from 10 countries to realize the ultimate (adopted in 1997), which aimed to transform ASEAN into a stable, prosperous, and highly competitive region with equitable economic development, reduced poverty, and socioeconomic disparities. The purpose of this paper is to examine the effect of knowledge level on the AEC of Vietnamese small and medium enterprises (SMEs) in the textile and apparel industry towards attitudes, readiness, and performance. This study uses convenience sampling to get questionnaires from 150 SMEs in Hanoi, Vietnam. Then, the paper applies SPSS-AMOS 24 to process data. The empirical results show that AEC's implementation only has a small impact on improving SME performance. However, SMEs have adequate knowledge, attitude, and readiness about AEC. The structural modeling findings indicate that the knowledge factor has an indirect effect on SMEs' performance. This finding is to provide new insight into the roles of attitude and readiness in the case of Vietnam. These factors are needed to mediate the effect of attitudes and readiness in the relationship between knowledge and business performance, a framework strategy of business organizations, and can be used as a conceptual model to improve SMEs' performance.
Purposes: In this study, we examined the factors which silenced the organizing members and how the factors affects deprivation of employment about the organization culture, the organizational silence, and the turnover intention. Methodology: In order to research, we carry out a survey on 400 employees of small and medium hospitals. Among them, 321 questionnaires were used for actual analysis, excluding insincere respondents, non-responders or duplicate respondents. In order to verify the hypotheses in this study, we conduct the covariance Structural Equation Model(SEM). Finding: We obtained results using following hypotheses. First, ''The organization culture has an effect on the turnover intention.'' Second, ''The organization culture has an effect on the organizational silence'' Third, ''The organizational silence has a influence on the turnover intention.'' Finally, ''When the organization culture mediates the organizational silence, the adaptation relationship of the ornization effectiveness is different.'', as the key hypothesis, showed that the agreement culture, rational culture, and hierarchical culture of the organization culture type were statistically significant. The organizational silence as a parameter has the partial mediating effects(-) because it has direct and indirect effects. Practical Implications: The results of this study showed that the reason for the organizational silence of the organizing members is that the organization culture by a grade of rank is the largest and these the organizational silence affects the turnover intention.

This study aims to verify the relationship between overseas activities and performance of Korea's SMEs during the last financial crisis. Whether overseas activity performance of enterprises differed was determined based on characteristic variables, including the degree of concentration on R&D and marketing. This study also examined how SMEs' international transactions and their performance differed based on internal variable such as the level of stock holding and firm size. This study developed a model for analyzing the relationship between the level of internationalization and performance of Koran SMEs listed in the KOSDAQ. We used firm-level data, including annual reports and various data sources such as the KISVALUE program. To smooth annual fluctuations in accounting data, we used a three-year average from 2006 to 2009 for each variable in the study. The results showed that proactive overseas activities ultimately had a positive effect on an enterprise's performance, even though it initially had a negative effect. Therefore, enterprises should focus their capacity on R&D and marketing environment. Although numerous studies have focused on the relationship between overseas activities and performance of enterprises, the present study analyzed whether enterprises should continuously engage in overseas activities and what capacities they should strengthen during a global economic recession.
Purpose - The market orientation of a manufacturer is a very critical competitive advantage factor in the development of new markets and the sustainability and maintenance of existing ones, achieved through the design of customer-oriented products. This is recognized as a virtuous circle, in which firms grow by means of promoting quality management. However, though market-oriented activities are important in management and operations, they seem to be promoted mainly by large-scale enterprises rather than by small- and medium-scale firms, the latter having invested relatively few company resources. Furthermore, few studies and analyses have examined how market orientation relates to the expansion of quality programs within organizations or with business performance; the market orientation and customer-orientation concepts are mixed together when both are used in research. Given the current market situation in which the servitization of manufacturing firms is rapidly expanding, this study's analysis of the effect on market orientation of manufacturers is a significant contribution. From this perspective, this study has several objectives. First, is to analyze and suggest the relationship between market orientation and quality management activity for manufacturers, focusing on three sub-activities: products, process, and quality management activities. Second, it is intended to identify correlation between manufacturers' market oriented activity and their management performance and then to analyze how market orientation affects business performance. The results of a number of prior studies on the correlation between market orientation and management performance have indicated that market orientation does affect management performance. Third, this study also investigates whether any differences in the relationship among market orientation, quality management activity and business performance occur according to company size. The results are used to present operational suggestions for large- and small- and medium-size firms. Research design, data, methodology - This study seeks to analyze and identify the causal features of the organic relationship among market orientation, quality management, and management performance for Korean manufacturing companies using three years (2005-2007) of market orientation, quality management, and business performance data. Subsequently, structural equation modeling was used to analyze the causal features of related factors and it aims to identify the features of market orientation, quality management, and business performance. Results - The analysis examined how market orientation affected the quality management and management performance of 159 smalland medium-size companies. In particular, enterprise quality management was analyzed in relation to management performance with a focus on activities such as leadership, measurement and improvement, quality control, cost management, and process management. Conclusions - The result of the analysis show that market orientation significantly affected all of the quality management activities and that market orientation in turn significantly affected organizational performance. The result of analysis indicate that quality management activities have a significant effect on quality control and cost management.
Purpose: Recent emergence of diverse businesses in the distribution industry has led small and medium-sized retailers and their distribution logistics centers to face difficulties. Transactions between companies are connected within a supply chain, and the companies have relationships in the form of a supplier and a buyer. Therefore, it is important to identify causes of problems among companies through supply chain and strategic partnerships, thus developing optimal management plans and maximizing performances of companies. This study proposes that sustainable supply chain management consists of product quality, price quality, distribution quality, and promotion quality based on stakeholder theory and resource-based view. This study examined the impacts of sustainable chain management factors on satisfaction and win-win cooperation. Research design, data, and methodology: In the proposed model, satisfaction plays a mediating role in the relationship between sustainable chain management and win-win cooperation. The data were collected from 245 owners who use small and medium-sized distribution logistics center and analyzed using 2SLS (two-stage least square) with SPSS 28.0. Exploratory factor analysis and correlation analysis were used to assess the validity and reliability of constructs. Results: The findings are as follows. In the case of the total and Nadeulgage samples, product, price, and distribution quality had a significant positive effect on satisfaction, but in the case of Neighborhood super, product and price quality have a significant positive effect on satisfaction. Satisfaction has a significant positive effect on win-win cooperation in the overall, Nadeulgage, and Neighborhood super. Satisfaction plays a partial or full mediating role in the case of total, Nadeulgage, Neighborhood super. Conclusions: This study emphasized the need for sustainable supply chain management of small and medium-sized distribution logistics centers by examining the relationship between small and medium-sized distribution logistics centers and chain stores. It was found that store satisfaction plays an important role in the win-win cooperation between small and medium-sized distribution logistics centers and chain stores. Small and medium-sized distribution logistics centers can maximize product quality, price quality, distribution quality, and promotion quality by understanding the effect of chain store-related satisfaction and win-win cooperation on chain stores.
