Reviewing the Candidate Types for Other Effective Area-based Conservation Measures for Post-2020 Management Related to National Protected Areas System (Post-2020 국가 보호지역 시스템 관리를 위한 기타 효과적인 지역 기반 보전 수단(OECMs) 후보지역 유형 검토)

  • This study aims to systematically review the candidate types for OECMs suitable for domestic conditions in areas related to the Korea Forest Service in order to achieve the goal of establishing the protected areas and OECMs system required by Post-2020 GBF, and to provide basic data for the establishment of the national protected areas system. As a result of the study, the selection criteria for OECMs were presented, and it was found that arboretums·botanical gardens, Natural Recreation Forests, and air holes may correspond to the Candidate Types for OECMs. As a result of evaluating the possible areas for OECMs based on the OECMs selection criteria, in the case of arboretums·botanical gardens, it is judged that only conservation areas can be designated as OECMs, except for areas mainly used by visitors of arboretums·botanical gardens that fall under the BGCI conservation type among national and public arboretums·botanical gardens. However, private and school arboretums·botanical gardens have personal property ownership, so it was judged to have no effective measures to control activities that may adversely affect biodiversity, which showed limitations in designation of OECMs. Natural Recreation Forests was found to meet the OECMs selection criteria. However, private forests have personal property ownership, which limits the designation of OECMs. Therefore, it is necessary to strengthen the function of in-situ conservation in order to meet the OECMs for private and school arboretums·botanical gardens, and private forests that have personal property ownership. To this end, effective measures are needed to achieve biodiversity conservation outcomes, and it is judged that legal control and corresponding support policies (incentives) are needed. In the case of air holes, for sustainable conservation, the management boundary of air holes should be clearly defined based on the preparation of laws and guidelines related to air holes. In addition, it is judged that it is desirable to designate the competent local forest office as the management authority and conduct periodic detailed surveys of air holes, establish and implement the conservation plans based on those.

  • Professional baseball is one of the spectator sports that has been loved for a long time by the citizens as a recreational activity since its establishment in 1982, and has been playing pivotal role as a national sport. However, there has been decline in the number of audiences since 2019. Hence, this research paper aimed to provide strategic direction for planning and improvement of professional baseball stadiums by applying the concept of servicescape. In this research, five key factors of servicescape that affects players performance and the level of immersion of spectators were derived through literature review, and based on these key factors, case study analysis were carried out for 51 domestic and foreign baseball stadiums while focusing on the factors derived. Domestic baseball stadiums highly concentrate on spectatorship without effectively responding to change in spectators demand and its effective use of space rather than baseball games. As in foreign cases, it is critical to modify mangement process and planning direction, and improve policies while perceiving baseball stadium as recreational and cultural space.

A Study on the Perception of Librarians on the Roles of Public Library Related to Disasters (재난 관련 공공도서관 역할에 대한 사서의 인식 연구)

  • The purpose of this study is to examine the perception of librarians on the role of public libraries related to disasters. For this purpose, the study conducted an online survey for librarian. The survey is composed of 34 questions, including the questions asking librarians' perceptions about the roles of public libraries related to the disasters derived from literature review. The research results are as follows; First, although librarians were not well aware of the roles of public libraries related to disasters, they generally supported the necessity of the role and evaluated the benefits of the role highly. Second, librarians recognized the necessity of the role of the library in the following order of importance; psycho-emotional support for citizens who have experienced disasters; cooperation with disaster support agencies; disaster shelter; disaster information service; archiving disaster experiences of residents; outreach services; community support. Third, librarians recognized that psycho-emotional support services for residents suffering from disasters were the most necessary and beneficial to residents. Fourth, librarians' perceptions of disaster-related library roles changed based on their position and the type of library they belong to. On the basis of these results, the research discussed and suggested what roles each public library should play and what services it should plan, and how it should be implemented during the disaster.

Introduction of Child and Adolescent Mental Health Services in Korea and Their Role During the COVID-19 Pandemic: Focusing on the Ministry of Education Policy

  • This study aimed to discuss mental health services for children and adolescents that are being implemented as initiatives of the Korean government and to review the functions and roles of these projects during the COVID-19 pandemic. Three government departments are in charge of providing mental health services for children and adolescents: Ministry of Education, Ministry of Gender Equality and Family, and Ministry of Health and Welfare. The Ministry of Education has implemented several policies to facilitate the early detection of mental health issues among school students (from preventive interventions to selective interventions for high-risk students). The Ministry of Gender Equality and Family additionally serves out-of-school children and adolescents by facilitating early identification of adolescents in crises and providing temporary protection or emergency assistance (as required) through the Community Youth Safety-Net Project. Furthermore, the Ministry of Health and Welfare operates relevant mental health agencies for individuals of all ages including children and adolescents. Any high-risk students who have been screened through the projects of the Ministry of Education are supported through referrals to the following institutions for appropriate treatment of their symptoms: specialized hospitals, the Youth Counseling and Welfare Center operated by the Ministry of Gender Equality and Family, the National Youth Healing Center, the Mental Health Welfare Center operated by the Ministry of Health and Welfare, the Suicide Prevention Center, and the Child Welfare Center. To assist students who are facing any psychological difficulties because of the COVID-19 pandemic, the Ministry of Education has established a psychiatric support group for providing emergency mental health care; furthermore, schools are promoting psychological surveillance (e.g., provision of non-face-to-face counseling services that are centered around the Wee Center). The Ministry of Education, Ministry of Gender Equality and Family, and Ministry of Health and Welfare have provided varied mental health support services in order to address the challenges faced by children and adolescents during the pandemic. Nevertheless, the mental health services operated by each ministry do show some limitations because their service provision system is insufficiently collaborative. The present study discussed the positive effects of each initiative as well as its limitations; furthermore, it suggested improvements for facilitating the healthy development of children and adolescents' mental health.

Study on Effective Operational Plan of Maritime Safety Enforcement Task : Focus on Vessel Safety Management (해양안전 집행업무의 효율적 운영방안 연구 -선박안전 관리를 중심으로-)

  • This study examines an effective operational plan of a maritime safety enforcement task that is distributed in the Ministry of Oceans and Fisheries and the Korea Coast Guard for maritime safety. Considering the sinking of the MV Sewol and Seohae vessels and the MV Hebei Spirit oil spill, normally marine safety accidents tend to not only damage human life, property, and marine environment but can also expand to disasters; therefore, precautionary measures are required. However, the Korean government takes superficial efforts in case of large-scale accidents. In case of the MV Sewol ferry, the government only focused on punishing the officials involved as a follow up and never mentioned any effective plan, such as "unification of maritime safety enforcement," in contrast to an advanced country. As a result, there are endless major and minor backward accidents. The probability of large-scale maritime accidents and backwardness accidents is increasing owing to vessels becoming large sized, high speed, and aged; sailors being unqualified; port traffic increase, development of marine leisure; and inefficiency dual marine safety systems. Therefore, based on the review of previous studies related to maritime safety, major advanced country's cases, and unified case of the vessel traffic service, this study suggests effective methods such as coastal vessel safety management, port state control and aid to navigation management, which are directly connected with maritime safety.

Development of Korean Adult Patients Delirium Screening Tool (한국형 성인 환자 섬망 선별 도구 개발)

  • Purpose: The purpose of this study was to develop a Korean Adult Patients Delirium Screening Tool (K-APDS) for those admitted to general wards, and to verify its reliability and validity. Methods: For the development of the tool, 12 items were derived through the results of literature review and focus group interviews with general ward nurses, and the content validity was confirmed by experts. To verify the reliability and validity of the developed tool, 317 adult patients who were admitted to general wards of three tertiary general hospitals from October to November 2022 were evaluated by the attending nurse and data were collected. Results: After factor analysis for construct validity verification, two factors were extracted, which explained 60.1% of the total variance. After the validation of the control group, the difference in the delirium incidence scores calculated using the K-APDS between the delirium group and non-delirium group was very significant (Z=-10.82, p<.001). To verify the criterion validity, K-APDS, Delirium Observation Screening, and Pearson's correlation coefficient were checked and found to be .94 (p<.001). The predictive validity test reported that the sensitivity was 91.1%, specificity was 82.4%, positive predictive value was 52.6%, and negative predictive value was 97.8%. The reliability of K-APDS was found to be high with Cronbach's ⍺=.91. Conclusion: K-APDS can screen for delirium with 2 or more points, excellent validity and reliability have been verified. Therefore, this tool could be applied immediately in the clinical field, and will contribute to the early detection of delirium, enabling rapid interventions.

Love and Economy in Cross-border Marriages in South Korea (사랑과 경제의 관계를 통해 본 이주결혼)

  • This study attempts to explore a phenomenon of an expansion of emotional capitalism in the context of marriage migration. Emphasizing that 'emotion,' 'love,' 'affection,' 'intimacy,' and 'care' are neither materialistic nor a work, and noting that they are social roles attached to natural femininity and that they are separated from the economic realm, modern myth has been challenged by the increase of marriage industry, emotional/service work, and care industry. This study discusses the ways in which individual desires for love and intimacy and her/his economical needs are combined or negotiated. Specifically, this study 1) reviews existing literature on how 'love' and 'intimacy' has been combined with economy under capitalism in general, 2) discusses the ways in which a marriage has been commercially negotiated within the context of South Korea, 3) analyzes combined aspects of 'love' and 'economy' within cross-border marriages and suggests that cross-border marriages, even though they are highly commercially negotiated, may not be fully explained by 'economy' only as other marriages have both aspects of 'love' and 'economy.' An analysis on 'love' and 'economy,' not only separated from each other but also controversial, is essential for understanding 'intimacy' and transitions of Korean families in post-modern era. However, the evaluation criteria for commercial trades in 'love' and 'intimacy' have not developed yet. Whereas a certain trade is inevitable or essential, others may threaten our lives. Developing the ethical and political evaluation criteria on such commercial trades requires future study.

A Comparative Study on Educational Consultancy in Korea and United Kingdom (한국과 영국에서의 교육컨설팅 비교 연구)

  • In Korea school-based management has been introduced for upgrading the quality of education from mid 1990's. Due to the change schools began to seek educational consulting services. However, educational consultancy still lies in the rudimentary stage. Recognizing the problems, it compares educational consultancy between Korea and United Kingdom. The study utilizes diverse methods such as literature review, interviews, document analysis. It covered the issues such as history and background, consultants, clients, tasks and processes, and support system for consultancy in both countries. The major findings are as follows. First, they had similar origin and motive for educational consultancy, but differences in the government's approach. Second, educational consultants in both countries have similar backgrounds and qualifications. But there are big differences in consulting firms and agencies. Third, there are also big differences in terms of clients. Fourth, there are differences in terms of consultancy tasks, but similar in consultancy process. Fifth, there are also big differences in service fees and incentives. However, there are similar problems in terms of consultancy training program and professional association of educational consultants. Based upon the findings it could draw implications such as providing more financial resources for Korean schools to purchase consultancy services.

The Present Clinical Studies of Oriental Medicine and CAM Therapies in Chemotherapy-induced Peripheral Neurotoxicity (항암제 유발 신경독성을 관리하는 한의학 및 보완대체요법들과 임상시험 현황)

  • Objectives : Cancer incidence is increasing in all countries and chemotherapy-induced peripheral neuropathy (CIPN) in patients undergoing chemotherapeutic agents have been a clinically serious problems. So far therapeutic options for CIPN patients are limited and no confirmed methods have yet been established for dealing with peripheral neuropathy. Therefore this review is to provide an evidence-based summary of oriental medicine and CAM (complementary and alternative medicine) neuroprotective and treatment therapies which have gone through clinical trials. Methods : An overview of the domestic and international papers of adult clinical trials relating management of only CIPN symptoms through 1990 to present were searched by electronic databases. Search key words were chemotherapy-induced neurotoxicity, chemotherapy-induced peripheral neuropathy, chemotherapy toxicity & herb, chemotherapy toxicity & acupuncture, chemotherapy toxicity & CAM. Only English and Korean written papers were reviewed. Total 25 papers were reviewed in this study, 18 papers were retrieved by electronic search. Results : Clinical studies of managing CIPN were rare, two acupuncture clinical studies and four herb medicinal studies were found. Rest of 19 papers were about other CAM clinical studies. Total 25 papers were analyzed, and all interventions were focused on their pain control efficacy. Other 24 trials of potential therapies except one proved to be effective for CIPN, however some described to be inadequate positive or sufficient negative. Conclusions : As most of the studies were pilot studies, interventions for the prevention and treatment of CIPN have to go through prospective confirmatory studies, such as larger scale randomized, double-blinded, placebo controlled clinical trials must be done for the safe and effective use of proposed therapies. Also standard measurement scales have to be developed for the better clinical study of CIPN.

A Study on the Utilization of ESG for Reducing Carbon Emissions in the Building Sector and Development Directions (건물부문의 탄소배출량 절감을 위한 ESG의 활용방안과 발전방향)

  • Recently, United Nations found that 38% of global carbon emissions are generated in the building sector, surpassing other industries (32%) and transportation (23%), and ESG is actively used as a way to reduce carbon emissions in the building sector, led by overseas advanced countries. In Korea, as the National Pension Service announced "Consider ESG with more than 50% of investment assets" this year, the move to introduce ESG in the building sector is accelerating, centering on construction companies and asset management companies. However, as the domestic ESG evaluation system is still mainly focused on corporate governance and social responsibility, interest in the environmental sector is lagging behind that of advanced countries. As ESG in the building sector is expected to grow rapidly over the next 10 years, I would like to suggest the following development directions. The first is the expansion of the incentive system. In order for the government to successfully implement policies related to ESG in the building sector, incentive system such as tax reduction and building standards should be expanded further than now in addition to negative systems such as rent restrictions and punishment taxes due to regulatory violations. Second, standardized ESG standards are established. Rather than creating an independent Korean ESG standard that is far from global standards, it is necessary to organize the common parts of global standards and evaluation methods and create and provide guidelines in the form of standard textbooks that can be used equally by all stakeholders. Third, it is an effort to link ESG in the building sector with Digital Transformation(DX). This is because actual energy savings and carbon emission reduction can be realized only when the operation method of the building sector, which is operated mainly by manpower, is digitalized and converted to an intelligent way.
