Since the concept of virtual currency called Bitcoin was announced in 2008, the blockchain technology, which is the basis of Bitcoin, is attracting attention as an important platform technology in the era of the 4th industrial revolution that can change our society in the future. Although Existing electronic financial transactions store and manage all transaction history at a reliable central organization such as government and bank, blockchain-based electronic financial transactions are composed of a distributed structure in which all participants participating in the transaction store and manage the transaction history, it is possible to secure transaction transparency while reducing system construction and operation costs. Besides the virtual currency that started with bit coins, the technology of these blockchains has been extended in various fields such as smart contracts and document management. The key technology area of this blockchain is security based on proven cryptographic technology to make it difficult to forge and hack, but there are security risks such as security vulnerabilities in the virtual currency trading service, We will discuss security risks in using virtual currency and discuss countermeasures. Especially security accidents of virtual currency exchanges are occurring frequently recently, the damage of users who trade the virtual currency is also increasing, we propose security threats and security countermeasures against virtual currency exchanges.

The bogies of railway vehicles are one of the most critical components for service. Fatigue defects in the bogie can be initiated for various reasons, such as material imperfection, welding defects, and unpredictable and excessive overloads during operation. To prevent the derailment of a railway vehicle, it is necessary to evaluate and detect the defect of a connection weldment between the car body and bogie accurately. The safety of the bogie weldment was checked using an ultrasonic test, and it is necessary to determine the occurrence of defects using a learning method. Recently, studies on deep learning have been performed to identify defects with a high recognition rate with respect to a fine and similar defect. In this paper, the databases of weldment specimens with artificial defects were constructed to detect the defect of a bogie weldment. The ultrasonic inspection using the wedge angle was performed to understand the detection ability of fatigue cracks. In addition, the convolutional neural network was applied to minimize human error during the inspection. The results showed that the defects of connection weldment between the car body and bogie could be classified with more than 99.98% accuracy using CNN, and the effectiveness can be verified in the case of an inspection.
The purpose of this study is to find out the impacts of VTS on the marine safety and users' opinion on the VTS which have been being operated in the port of Pohang for the last 3 years and is to suggest a guideline to the successful operation of VTS in the future. This study is based upon the questionnaire survey and the respondents include 236 masters/mates of merchant vessels who have visited the port of Pohang and 6 pilots who have been working in the port. From the questionnaire results, this study notes the following conclusions related to the VTS operations. (1) A few of the respondents (mainly foreigners) do not understand the entering procedure of the port and the fundamental concept of VTS. Accordingly, the more active VTS services have to be provided for the mariners. (2) It was found that themost dangerous factors in tehvicinity of the port were the floating materials, fishing nets, andillegal fishing activities inthe fairway. Therefore, the proper surveillance, stricter enforcement of Acts and the instructive education for the fishermen are required to avoid the risks. (3) A majority of the respondents agreed the VTS has contributed to the safety of vessel traffic, and they pointed out ' the assiatances in reduced visibililty conditions' is the most important task of VTS. The amount of 75.6% of the respondents answered that they have experienced the assistance from VTS more than 1 time since the system was established in the port of Pohang . Also 44.2% of the respondents considered they were able to avoid marine casualties such as collision, ramming or agrounding with the VTS assistances. (4) 49.2% of the respondents preferred the passive information services , while, 38.8% of them preferred the positive control advices in the case of encountering any potential risks. VTS iperators have to consider seriously when they provide the positive control advices of ship's course and speed. (5) A majority of the respondents confirmed that the prot and its approaches is suitable for the VTS coverge . To extend the service areas of the VTS and to improve radar detecting ability, the use of radar transponders are seen as the ideal method. (6) A minority of the respondents pointed out 'the improper orders or recommendatinos caused by the poor decision making' firstly, ' the language problem(sea-speaking in English)' secondly, as the deficiency of personal qualification. It seems, therefore, theat the personal efforts of the operators and systematic training programmes for them are necessary to solve the problems.
The traditional name given to the insurance of third party liabilities and certain contractual liabilities which arise in connection with the operation of ships is protection and indemnity(P & I) insurance. P & I insurance is very different from traditional hull and machinery insurance in that shipowners' hull and machinery insurance is designed primarily to protect the assured against losses to his vessel, whereas P & I insurance seeks to indemnify an shipowner in respect of the discharge of legal liabilities he has incurred in operating his own vessels. This study is to examine the background of establishment of British P & I clubs md, therefore, the identity of P & I insurance. The present British P & I clubs are the remote descendants of the many small and local hull mutual insurance clubs that were formed by British shipowners in the end of 18th century. At that time, British shipowners were dissatified with the state of marine insurance market and, therefore, established clubs together in mutual hull insurance clubs. After the removal of the company monopoly in 1824, greater competition had a good effect on the rates, terms of cover and service offered by the commercial marine insurance market and by Lloyd's underwriters, and the hull clubs became less necessary and went into decline. The burden of British shipowners on liabilities to third parties was steadily increased after the middle of the 19th century, but the amount insured under hull policy was limited in the insured value of the ship. Eventually, the first protection club, that is, the Shipowners' Mutual Protection Society was formed in 1855. It was designed to like past mutual hull clubs, but to cover liabilities for loss of life and personal injury and also the collision risks excluded from the current marine policies, particularly the excess above the limits in hull policies. In 1870, the risks of liability for loss of or damage to cargo carried on board the insured ship was first awarded by the British shipowners. After 1874, many protection clubs formed indemnity club to cover the risk of liability for loss or damage to cargo. As mentioned above, British P & I clubs have been steadily changed according to the response of shipowners under the rapidly changing law of British shipowners' liability, and so on in the future.
With economic development and ever-changing technology, human has entered the era of "Product-as-a-Service". At the same time, the update of the product gradually accelerated. The demand of consumers for products are slowly changed, they pay more attention to convenience, comfort and reliable quality and safety of the product. That is the humanized design problem that often mentioned in the product design. This also put forward new requirements for the design and development of product modeling. So how to reflect the humanized ideas in the product design has also become common focus of attention of product designers, users and producers of a new era. The paper is based on the principles of ergonomics to investigate and improve the daily life utensil - flashlight. Firstly, make a sample survey of the flashlight in Beijing market and analyze the characteristics and problems of flashlight products. Secondly, explore the use of the flashlight and proposed Flashlight curved grip design to reduce the occurrence of wrist discomfort and damage to the body caused by poor posture of the operation of users. Finally, determine the range of the length and width of the body of the flashlight according to the length and width measurement data of the Chinese palm. Wishing that the improvements of flashlight products in ergonomics can improve use of feelings of these products and give a theoretical guidance for solving similar problems.

The purpose of this study is to draw the implication for building domestic housing-related co-operatives by understanding activities of housing-related co-operatives from case study and by suggesting the start-up typology for possible domestic housing-related co-operatives and requisites for building them. According to their activities housing-related co-operatives are categorized into three types which are housing supply and operation type, maintain and improve the existing housing type, and design and performance improvement type. National housing policy should be connected to housing co-operatives indirectly. That is, the policy direction ought to be not toward controlling housing co-operatives, letting them supply more houses directly, but toward supporting voluntary co-operatives, showing them the overall housing policy blueprint. Co-operatives cannot be a panacea. Too much protection or support for co-operatives could lead to a reverse discrimination against private companies, and the co-operatives might overuse this kind of prominent position. We need to focus on the possibility of the role of co-operatives as a facilitator for local economy rather than a perfect substitute for the existing economy system.

Domestic PCB industry formed by orders of demand companies is extremely vulnerable in its innovation infrastructure including high value-added technology development and information exchange. The majority of PCB products produced in the country relies on the imports from abroad and it causes its vulnerability to external market changes. Due to the negative perceptions about the industry (e.g., 3D job), low treatment (especially SMEs) and expertise employment avoidance in PCB industry, the job market conditions of PCB industry is not so good. In these circumstances, the PCB industry is completely dependent on the demand market such as cellular phones, and tablet PC, and as a result the responsiveness of PCB industry to the changes in demand market is also vulnerable. In this PCB industry, Korean government is trying to build the research infrastructure for PCB industry that realizes the sharing of information among companiesthrough the operation of the PCB industry innovation forum (information innovation), builds SME suppot platform and supports quality improvement (technology innovation), and supports enterprise collaboration processes (material-process-equipment) utilizing PCM open laboratory. The PCB industry technology infratstructure project is going to be promoted by the government(1.3 billion won, each year) and the private investmen(434 million won each year) from 2013 to 2017(5 years project)(table 1). This study analyzes the feasibility of the project, by using the AHP analysis and the results shows that this project is considered feasible because the AHP overall score is evaluated as 0.841, the overall score is greater than or equal to 0.55.

In the US, the number of cases of subterranean water contamination from tritium leaking through a damaged buried nuclear power plant pipe continues to increase, and the degradation of the buried metal piping is emerging as a major issue. A pipe blocked from corrosion and/or degradation can lead to loss of cooling capacity in safety-related piping resulting in critical issues related to the safety and integrity of nuclear power plant operation. The ASME Boiler and Pressure Vessel Codes Committee (BPVC) has recently approved Code Case N-755 that describes the requirements for the use of polyethylene (PE) pipe for the construction of Section III, Division 1 Class 3 buried piping systems for service water applications in nuclear power plants. This paper contains tensile and slow crack growth (SCG) test results for high-density polyethylene (HDPE) pipe welds under the environmental conditions of a nuclear power plant. Based on these tests, the fracture surface of the PENT specimen was analyzed, and the fracture mechanisms of each fracture area were determined. Finally, by using 3D finite element analysis, limit loads of HDPE related to premature failure were verified.

This article investigates intelligent security integrated platform for real-time crime response and preventive crime prevention. This study analyzed intelligent crime prevention platform elements by analyzing crime prevention system/platform research, intelligent crime prevention research, and case study of municipality integrated operation center crime prevention system. Through this, we developed a practical intelligent security platform, and suggested a linkage with existing municipalities and smart city integrated platform system considering scalability. This enables CCTV monitoring, which is used only for existing post processing, to cope with real-time crime. It is expected that it will be able to solve the incidents in golden-time by grasping the precise position of the complainant not only in the outdoor but also indoors. It is also possible to provide citizen-centered crime-prevention social safety net information sharing service by enhancing citizen participation as well as improving control efficiency. The intelligent security platform has advantages that it is easy to spread the municipality because it is developed considering existing municipal system, smart city integration platform, and linkage and expansion with other security services.

The purpose of present study is to identify the regional tourism resources using Webometric network analysis. The study focuses on Suseong area in Daegu metropolitan city. Various kinds of web-based data, for example, hit counts, online news, and public comments, were used to discover hot places and people's responses. The research question is, 'First, what is the optimum level of the search engine for suseong? Second, what is the online appearance of tourist resources in suseong? Which region is the center of tourism with high levels of emergence? Third, what are the main contents of news articles and comments related to the Suseong pond?'. The results show that the search engine optimization level in Suseong is lower than that in other areas in Daegu. In other words, tourism information and contents regarding Suseong are not highly visible on cyber space. Importantly, Suseong pond had the highest online presence. A close analysis of both online news and users' comments on Suseong pond, however, revealed the biggest concern as calling for improving public accessibility to tourism infrastructure. The findings are expected to contribute to policy development and service operation related to tourism resources in Suseong.
