Dokdo issue reaches beyond economic and security interest to Koreans, as it is regarded as symbol of her independence. Albeit the fact that Japan has merely no legitimate title over Dokdo, Japan has been tenaciously insisting their jurisdiction over Dokdo since the independence of Korea. Under such circumstances, public outrage towards Japan is most certainly understandable. Yet, mere outrage itself, lacking in logic and factual grounds, can contribute little if not any, to the desirable solution of the problem. Precedents reveal that dealing maritime issues amid lack of profound understanding in international law has often led to undesirable results, such as the inclusion of Dokdo in the Joint Management Fisheries Zone in 1999 Korea-Japan Fisheries Agreement. In a sense, adroit use of international law is a critical element in preserving Korea's sovereign rights against persistent Japanese plans to rob Dokdo once again. The Dokdo issue is inextricably bound to international law; the legal status of Dokdo as island, the equitable solution of maritime boundary delimitation and effective control, existence of dispute. Yet, the public policies and arguments made by pundits are generally in lack of understanding in international law. It is now the time for Korea to commence on long-term cross-academia / department plans to establish Dokdo strategy as part of the nationwide maritime strategy effectively using international law as its stronghold.
This paper presents the development of digital robust fuzzy controller for uncertain nonlinear systems. The proposed approach is based on the intelligent digital redesign(IDR) method with considering the relaxed stability condition of fuzzy control system. The term IDR in the concerned system is to convert an existing analog robust control into an equivalent digital counterpart in the sense of the state-matching. We shows that the IDR problem can be reduced to find the digital fuzzy gains minimizing the norm distance between the closed-loop states of the analog and digital robust control systems. Its constructive conditions are expressed as the linear matrix inequalities(LMIs) and thereby easily tractable by the convex optimization techniques. Based on the nonquadratic Lyapunov function, the robust stabilization conditions are given for the sampled-data fuzzy system, and hence less conservative. A numerical example, chaotic Lorentz system, is demonstrated to visualize the feasibility of the proposed methodology.

It describes volatile, complex, and dangerous environment in which the military personnel. organizations, and material will operate. Implications coming forth from joint Operational Environment are but a starting point - many others exist. More and better Implications will come forth as people think about massages of Operational Environment, experiment its characteristics, learn to deal with its threats and scenarios, apply their experience and judgement, and then consider what is required of Korean military doctrine, organizations, training and education, material development, and leadership for operations in the joint Operational Environment.

Large and complex structures are being built now-a-days and, they are required to be functional even under extreme loading and environmental conditions. In order to meet the safety and maintenance demands, there is a need to build sensors integrated structural system, which can sense and provide necessary information about the structural response to complex loading and environment. Sophisticated tools have been developed for the design and construction of civil engineering structures. However, very little has been accomplished in the area of monitoring and rehabilitation. The employment of appropriate sensor is therefore crucial, and efforts must be directed towards non-destructive testing techniques that remain functional throughout the life of the structure. Fiber optic sensors are emerging as a superior non-destructive tool for evaluating the health of civil engineering structures. Flexibility, small in size and corrosion resistance of optical fibers allow them to be directly embedded in concrete structures. The inherent advantages of fiber optic sensors over conventional sensors include high resolution, ability to work in difficult environment, immunity from electromagnetic interference, large band width of signal, low noise and high sensitivity. This paper brings out the potential and current status of technology of fiber optic sensors for civil engineering applications. The importance of employing fiber optic sensors for health monitoring of civil engineering structures has been highlighted. Details of laboratory studies carried out on fiber optic strain sensors to assess their suitability for civil engineering applications are also covered.
The purpose of this study was to investigate customer perception of food safety and food safety orientation behavior. A survey was conducted from 458 adults aged 20 and over. The results of this study showed as follows. Food safety was the most important consideration when purchasing food, followed by freshness, taste, nutrition, price, and quantity. 87.1% of respondents had more than usual concern about food safety, and women were more aware of food safety than men. The food safety information was usually acquired from the mass media (TV, radio, Internet). As for the reasons for food safety accidents, they pointed out in the order of lack of awareness of food safety, deficient sense of responsibility of the people who produce, lack of distribute and sell food products, and lack of legal system. In conclusion, it is expected that accurate information about food safety is efficiently communicated, and the government's continuous effort is needed. In addition, effective ways to inform customers of food safety should be identified. Long-term views should be considered when develope food safety related policies and food safety education.
The main objective of this research is to develop a hydroclimate drought index (HCDI) using the gridded climate data inputs in a Variable Infiltration Capacity (VIC) modeling platform. Typical drought indices, including, Standardized Precipitation Index (SPI), Standardized Precipitation Evapotranspiration Index (SPEI), and Self-calibrated Palmer Drought Severity Index (SC-PDSI) in South Korea are also used and compared. Inverse Distance Weighting (IDW) method is applied to create the gridded climate data from 56 ground weather stations using topographic information between weather stations and the respective grid cell ($12km{\times}12km$). R statistical software packages are used to visualize HCDI in Google Earth. Skill score (SS) are computed to evaluate the drought predictability based on water information derived from the observed reservoir storage and the ground weather stations. The study indicates that the proposed HCDI with the gridded climate data input is promising in the sense that it can help us to predict potential drought extents and to mitigate its impacts in a changing climate. The longer term drought prediction (e.g., 9 and 12 month) capability, in particular, shows higher SS so that it can be used for climate-driven future droughts.
현재 국내에서 카툰(Cartoon)은 풍자(諷刺)와 유머를 바탕으로 한 호흡이 짧은 내용의 만화(漫畵)를 통칭한 용어로 사용한다. 오늘날 카툰의 표현양식은 전통적 표현양식과 더불어 디지털을 통한 표현양식들을 적극적으로 활용하기도 하고 미술의 표현양식인 판화나 동양화적 느낌을 차용하여 표현하고 있으며 컵, 핸드백 등 오브제(object)를 활용한 입체적 표현양식의 카툰도 있다. 본 연구는 촉각적 감각을 가미한 입체적 표현 양식으로 카툰의 영역확장이 가능하다는 전제 하에 이루어졌다. 또한, 본 논문의 목적은 카툰의 새로운 표현 양식을 통해 카툰의 콘텐츠 산업화와 에듀테인먼트로서의 가능성을 제언하는데 있으며, 카툰의 새로운 영역확장에 필요한 기초적 학문 연구의 토대가 되는 데 있다.
Cancer treatment has been stratified by companion biomarker tests that serve to provide information on the genetic status of cancer patients and to identify patients who can be expected to respond to a given treatment. This stratification guarantees better efficiency and safety during treatment. Cancer patients, however, marginally benefit from the current companion biomarker-aided treatment regimens, presumably because companion biomarker tests are dependent solely on the mutation status of several genes status quo. In the true sense of the term, "personalized medicine", cancer patients are deemed to be identified individually by their molecular signatures, which are not necessarily confined to genetic mutations. Glycosylation is tremendously dynamic and shows alterations in cancer. Evidence is accumulating that aberrant glycosylation contributes to the development and progression of cancer, holding the promise for use of glycosylation status as a companion biomarker in cancer treatment. There are, however, several challenges derived from the lack of a reliable detection system for aberrant glycosylation, and a limited library of aberrant glycosylation. The challenges should be addressed if glycosylation status is to be used as a companion biomarker in cancer treatment and contribute to the fulfillment of personalized medicine.
The term "Big Data" has been defined to encapsulate a broad spectrum of data sources and data formats. It is often described to be unstructured data due to its properties of variety in data formats. Even though the traditional methods of structuring data in rows and columns have been reinvented into column families, key-value or completely replaced with JSON documents in document-based databases, the fact still remains that data have to be reshaped to conform to certain structure in order to persistently store the data on disc. ETL processes are key in restructuring data. However, ETL processes incur additional processing overhead and also require that data sources are maintained in predefined formats. Consequently, data in certain formats are completely ignored because designing ETL processes to cater for all possible data formats is almost impossible. Potentially, these unconsidered data sources can provide useful insights when incorporated into big data analytics. In this project, using big data solution, Apache Spark, we tapped into other sources of data stored in their raw formats such as various text files, compressed files etc and incorporated the data with persistently stored enterprise data in MongoDB for overall data analytics using MongoDB Aggregation Framework and MapReduce. This significantly differs from the traditional ETL systems in the sense that it is compactible regardless of the data formats at source.
