  • Ship is bring operated under a highly dynamic environments and many factors are related whit marine accident and those factors are interacting. An analysis on the marine accident is very important to prepare countermeasures which will ensure the safe navigation. This paper aims to build a model of the causes and improved policy for marine accident using SD(System Dynamics} approach and to measure a effect which is risk control countermeasures of marine accident. The methodology of this paper is to perform the causes and improved policy for marine accident using Brainstorming method and was to changed by quantitutive, qualitative factors and their feedback loops in casual map. This model was performed over 23 years($1997\~2020$) in a standard simulation model and 4 policy simulation models.

  • Purpose: Safety of humans is an important factor that affects health overall, and injuries are one of the major public-health problems in the world. The purposes of this study were to describe the International safe Community movement which contributes to the injury prevention and safety promotion all over the world, and to identify out the application and developmental strategies for Korea. Methods: A review was done of previous research, reviews, and reports on the history, concepts, basic principles, and recommendations for actions of the Safe Community. Results: For this study, the application strategies of the International Safe Community movement in Korea were examined to deduce the strengths of the safe Community program. Community-based injury prevention work according to the International Safe Community model is a successful and cost-effective way of reducing injuries in the community. Conclusion: Through the International Safe Community program, communities are able to realize a healthy community and achieve improved quality of lives for the people, which is the ultimate objective of the Safe Community model. In addition, it will contribute to the economic vitalization and gain through energy and enhancement of productivity of people.

  • The level crossing collision accident which comprises more than 90 percent of all level crossing accidents is one of the most serious safety problems. There is a critical need for providing safe strategy and is focusing on the level crossing information rather than measures at a grade crossing. This study is intended to develop technology for accident prevention and damage reduction based on accident cases analysis result and improvement direction to complement shortcomings of safety equipment of conventional level crossing and to establish safety of travelers(train, motor vehicle, person).

  • The Fukushima accident is characterized by the fact that three reactors at the same site experienced reactor vessel failure and the accident resulted in significant radiological release to the environment, which was about 1/10 of the Chernobyl releases. The safe removal of fuel debris in the reactor vessel and Primary Containment Vessel (PCV) and treatment of huge amount of contaminated water are the major issues for the decommissioning in coming decades. Discussions on the new researches efforts being carried out in the area of investigation of the end state of fuel debris and Boling Water reactor (BWR) specific core melt progression, development of technologies for the mitigation of radiological releases to comply with the strengthened safety requirement set after the Fukushima accident are discussed.

  • The study on semiconductor industrial accident in korea has been focused on frequencies of each type, employee, characteristics, cause and un-safety condition, behaviour and so on. Those attributes of semiconductor industrial accidents were usually analyzed independently, so that it was hard to provides a well-process and systematic guide lines for efficient safety management. There fore, there were a few studies based on comprehensive survey in terms of sharp-type of safe management. The questionnaire survey carried out for the workers(284) who were responsible for safety management in to center with corporate company with semiconductor industry the factor analysis showed that there were three factor of safety management. They were 1) Investment and operation and management for accident prevention, 2) Unsafe, safety management 3) General human error and behavior the industries of respondents were correlative with three group. Three Groups showed a statistically significant differences on the number of cases. Actually, the group with the larger investment and the better unsafe cause, human error a of accident prevention had a smaller cause of accident cases.

  • For the proper decision making and responsibility enhancement for an unexpected accident in large-scale facilities, it is important to train operators or first responders to minimize potential human errors and consequences resulted from them. Simulation technologies, including human-computer interaction and virtual reality, enables personnel to participate in simulated hazardous situations with a safe, interactive, repetitive way to perform these training activities. For the development of accident response training simulator, it is necessary to define components comprising the simulator and to integrate them for the given training purpose. In this paper, we analyze requirements of the training simulator, derive key components, and design the training simulator. Based on the design, we developed a prototype training simulator and verified the simulator through experiments.

Safe and Comfortable Electromotive Cart for People of Advanced Age

  • When the people of advanced age drive the public electromotive cart of tricycle type on the slant and bumpy roads, the viewing angle of driver changes at the different directions. So the risk of traffic accident is increased. For the improvement of the above problem, we had produced the first experimental cart installed to the new driver´s seat based on the 2$\pi$ control theory. Based on the results of the driving test for the first experimental cart, we have produced the safe and comfortable electromotive cart.

Development of the Safety Education Program for Children (어린이 안전사고 예방교육 프로그램 개발)

  • Purpose: The purpose of this study is to develop safety education program to prevent child accident and to improve the health of children by providing a safe environment. This program provide parents and children with information on how to prevent children from accident. Children especially can learn specific methods to avoid accident both at home, school and outside the home through safety education, which is based on problem solving. Method: This program was developed based on literature reviews, surveys and negotiation process. School aged children, parents, and teachers were interviewed to identify their educational needs based on their experiences related to child accident. During the 7th Annual Conference of Educational Courses in 1999, the Korean Educational Ministry examined the feasibility and compatibility of integrating the program into the current educational curriculum. Result: This program includes useful subjects such as safety education, preventive strategies, crisis management, guide for parent and teacher, resource persons, internet site and phone numbers of available hospital. Counseling is provided by researcher if needed. Conclusion: This program could be adequately utilized for prevention of child accident and creation of preventive strategies. It will also suggest an intervention strategy for injured children.

  • Compared with other transport means, safety and timeliness are the merits of railways. Unexpectedly when accident happens, much time and human strength are required to cope with the accident. And for swift recovery, systematic rehabilitation is needed. Recently using MTS(Moving picture Transmission System), we can perform accident rehabilitation and recording work efficiently. MTS is the device that transmits continuous picture information from accident field to control center. We are developing the appropriate system to railway situation to make use of the existing information communication technology, processing technology of video-tex, super high speed transmission technology through fiber-optic, copper cable and network description of information Technology, etc. If these communication-based can technologies are applied to railway system, railway managers can control the accident by inspecting the picture of accident field and can contribute to the safe train operation and the improvement of railway management. In this paper, we investigate the connecting methods when optical fiber is used for moving picture data transmission of train accidents, and its problems. And, we validate MTS's performance through about 28km section of field test.
