  • The construction of smart factories for government SMEs is not easy due to the lack of professional manpower. The use of retired professionals is a way to solve the problem to some extent and to solve the job problem of seniors by effectively utilizing social assets. This study examines the effectiveness of using Meister based on a survey of 195 companies participating in the Smart Meister Support Program. As a result, the better pre-participation readiness and the better management and coordination of change during the participation, the more significant influence was on Meister's ability development and corporate performance. In particular, it was confirmed that Meister's competence plays a role in both 'pre-participation readiness and business performance' and 'between change management during participation and business performance'. In order to improve the performance of the smart meister business in the future, it is necessary to proactively promote the purpose and purpose of the business targeting companies that wish to participate in the business. In addition, it was found that it is necessary to support the development of change management in order to minimize the resistance to innovation during the project. • This study examined 142 electronic components, video, audio, and communications equipment manufacturers (KSIC 32) out of all the SMEs that responded to the Survey on Technology of the Small and Medium Enterprises in both 2005 and 2007 and empirically analyzed how the external resources utilization and the absorptive capability affected the management and the innovation performance in two years as well as how the absorptive capability moderated these relationships. According to the results of analysis, the external resources utilization, as measured by the technology collaboration and the governments R&D subsidies, did not have a significant impact on performance whereas R&D investment showed a positive (+) influence on the sales and R&D personnel ratio, negative (-). On the other hand, the moderating effect of absorptive capability varied by measurement method and independent variables. That is, when a technology collaboration takes place, the performance improved with the increase of R&D investment but R&D personnel ration had an opposite effect. The companies whose performance improved as the government R&D subsidies increase are those with low R&D investment or high R&D personnel ratio. These results demonstrate that the SME's external resources utilization cannot replace the internal and that the absorptive capability needs to be accumulated to maximize the effectiveness of external resources utilization. Also, the technology collaboration requires SME's aggressive investment in R&D and the government R&D subsidies turn out to be more helpful for the companies that already have the R&D personnel but have been unable to develop their own technology due to insufficient funds. This study has limitations in that it was conducted within the limited industry categories and samples, but has overcome those of the existing researches by identifying causal relationships through the use of longitudinal data.

  • With the progress of the 4th industrial revolution, interest in smart factories is increasing. The government is implementing a smart factory support project for small and medium-sized manufacturing companies. Therefore, in this study, factors influencing small and medium-sized enterprises(SME's) intention of smart factory acceptance were analyzed. In particular, it focused on how the perception of government support affects intention of smart factory acceptance. For the empirical analysis, a research model was established by reflecting the characteristics of SMEs and the technical factors of the smart factory centering on the technology acceptance theory. Based on the model set in this way, a questionnaire survey was conducted for employees of SMEs. In this study, a total of 231 samples of valid data were used for analysis. The empirical analysis results are as follows. It was analyzed that performance expectancy, social influence, technology utilization capability, CEO will, and employee resistance to innovation, all introduced as research variables, had a significant effect on the use intention of smart factory acceptance. In particular, it was found that employees' resistance to innovation had a negative (-) effect on their use intention. Meanwhile, to analyze the moderating effect of government support, it was divided into a group with high expectations for government support and a group with low expectations. As a result, it was found that there was a difference in the effect of CEO's will, employees' resistance to innovation, and social influence on the use intention. On the other hand, no significant difference was found in the relationship between performance expectancy, technology utilization capability on the use intention. Based on the empirical analysis results, the academic and practical implications of this study were presented.

  • Trade finance services have been played an important role in the Korea trade development history since 1960's. These days the trade environment is confronted by the 4th Industrial revolution and new trade protectionism. So we need to improve the Korea Trade Finance Services in order to improve Korea trade volume. Bank of Korea(BOK) also revised the Rule of Korea Trade Finance in 2014 and enlarged the trade fund for commercial banks where they handle the trade finance to small and medium enterprises(SME) in 2016. This article handle the current state and problems of Korea trade finance services and suggest the improvement measures as follows; First, the commercial banks, which handle trade finance fund, should improve the customs and practice of judge loan for SMEs. Second, the export volume counting rule for trade loan should harmonize between BOK's Rule and Foreign Trade Management Regulation under the Foreign Trade Act. Third, the processing trade and intermediate trade also can use the trade finance like other trade. Fourth, Trade finance should be in balance between export and import finance to defend the new protectionism. It means that the trade finance should expand to import in the certain conditions. Lastly, the related trade promotion agencies and their employees should improve their skills and abilities for handling trade finance.

  • The exciton emission spectra of CdS single crystals excited by electrons were measured at 80$^{\circ}$K as a function o: the wave length. The measured dissociation energy of exciton bound to neutral donor was 2.0 meV, compared to the corresponding theoretical value of 2.4 to 3.2 meV. An exciton bound to neutral donor and a longitudinal optical (LO) phonon may not interact, but a free exciton dissociated from a neutral donor and a LO phonon is expected to interact each other. Therefore the origin of the spectra consisting of interaction term was located at the spectrum consisting of a free exciton dissociated from a neutral donor (I$_2$d). From the analysis of the spectra the LO phonon energy of CdS was found to be 40.5 meV.

  • Recently, the government has been pursuing various policies to create new industries and jobs through the invigoration of start-ups. For the sustained growth of start-ups, it is necessary to look not only at the supply of risk capital but also at policies for venture capital firms that nurture and foster start-ups. The purpose of this study is to estimate the effects of the nurturing and fostering role of risk capital, such as mentorship on the performance of start-ups, and to do this we analyzed the effects, as a newly introduced form of venture capital, of mentoring by an accelerator and investor ties on the performance outcomes of start-ups. We find that mentoring and investor ties for start-up enterprises positively influence follow-up investment in start-ups. In addition, this study finds that with a younger CEO of a start-up, it is more likely that the performance of the start-up will improve. Meanwhile, when examining increases in employment as a measure of the business performance of start-ups, mentoring and investor ties are found to have a positive effect on the increase of employment at start-ups. These results suggest that there is a need to promote policies that strengthen the mentoring role of venture capital in Korea's equity finance policies and in the government's SME support policies.

  • Enterprise should determine the adoption and utilization of information systems would be a great help to increase management performance. So, it maintains continually the budget and the investment for informatization. However, there is a limit to clarify whether the investment in informatization is contributed to create business opportunities through corporate competitiveness certainty or not. We tend to recognize the information system as a simple means to support common business rather than being used to achieve the company's business performance and to remain competitive. It is not an easy problem for the quantitative evaluation and analysis on the effect of intangible, such as management performance measurement by introducing computerization project. Informatization level evaluation model for the harsh business environment, specifically the Small and Medium Enterprise is lacking. In this paper, we proposed the audit evaluation model of an Small and Medium Enterprise informatization level based on system quality, information quality, user satisfaction, and IT business contribution. The proposed audit evaluation model was evaluated in the information system users, and verified the suitability throughout the survey of the audit professionals.
