Issues in S&T Human Resources Development in Korea

  • It is frequently pointed out that the Korean economy, with its scarce natural resources, would never have been able to achieve current levels of economic development without the massive provision of well-educated, hardworking human resources. Throughout the industrialization process ,full-fledged deployment and mobilization of qualified human resources have been the foundation to industrial policy and S&T policy. This paper describes the development of S&T human resources in Korea using various statistics including educational enrollment rates, unemployment rates, the allocation of researchers and R&D expenditures among sectors of performance, educational composition of employment within and across industries, technical human resource shortage rates, relative wage levels of SMEs, and composition of labor force by age-group and gender. While analyzing S&T human resources development, this paper discusses issues such as the mismatched demand and supply of skill and knowledge levels of the highly educated, the unbalanced distribution of S&T human resources between sectors, and the low utilization of the female and aged labor force. This paper suggests that the policy maker applies a hybrid of quantitative and qualitative policies to reduce the mismatches of supply and demand of skill and knowledge levels for each labor market categorized according to supply side.

  • E-learning has become one of the popular educational method in these day. In recognition of the growing e-learning, numerous researchers of S&T have utilized for the training aimed at enhancing competency. In the circumstances, previous studies have yield interesting results regarding certain factors that competency based programs may increase effectiveness of education. Therefore this research described here contributes to design competency modeling and education roadmap for human resource in S&T. The study uses survey, FGI, delphi technique, and expert workshop for selecting the main competencies. In particular, the results are including training roadmap of 5 level in each of two groups as researchers and S&T managers. These findings can be possible to develop customized programs and supported long-term career development path plan for human resource in S&T.

Korea's Science and Technology Manpower Policy: Focusing on the Special Act on Support for Scientists and Engineers and its Action Plans

  • This paper dealt with the Korean manpower policy in science and technology, focusing on the contents and tools of the Special Act and its Master Plans. After briefly introducing the historical development of the Korean manpower policy from the 1960s to the present, it discussed and analyzed the Special Act and Plans from the framework of personnel development, distribution, utilization and infrastructure. Korea's science and technology manpower policy has focused on fostering and supplying manpower in line with the country's industrial growth strategy. In the early stage of industrial development during the 1960s and 1980s, government research institutes were direct and effective tools for nurturing S&T manpower. Since the 1990s, the importance of university research has increased. The government fostered graduate research manpower through the research-oriented university policy of the BK21 program. After the IMF financial crisis in 1997, the tendency of students to avoid careers in science and technology led to enacting the Special Act (2004) governing the field of S&T human resources. The Special Act has contributed to leveling up the university education system in science and engineering and sophisticated the policy to include entrepreneurship training, spin-off startups, industry-university cooperation, and offering degree programs. The Special Act and the regularly revised Master Plans have been essential tools in systematically managing the science and technology manpower policies of the Korean government.

  • This study was conducted to investigate the effect of recipient activation time on the nuclear remodeling, chromatin structure, pronuclear formation and in vitro development of bovine nuclear transfer embryos derived from adult ear skin cells. Somatic cells were transferred to enucleated oocytes after quiescent treatments by serum starvation or culture to confluency. Nuclear transfer embryos were activated with a combination of Ca/sup 2+/-ionophore and cycloheximide at 1, 1.5, 2, 2.5, 3, and 5 h after electrofusion. (omitted)

Hyperparameter optimization for Lightweight and Resource-Efficient Deep Learning Model in Human Activity Recognition using Short-range mmWave Radar (mmWave 레이더 기반 사람 행동 인식 딥러닝 모델의 경량화와 자원 효율성을 위한 하이퍼파라미터 최적화 기법)

  • In this study, we proposed a method for hyperparameter optimization in the building and training of a deep learning model designed to process point cloud data collected by a millimeter-wave radar system. The primary aim of this study is to facilitate the deployment of a baseline model in resource-constrained IoT devices. We evaluated a RadHAR baseline deep learning model trained on a public dataset composed of point clouds representing five distinct human activities. Additionally, we introduced a coarse-to-fine hyperparameter optimization procedure, showing substantial potential to enhance model efficiency without compromising predictive performance. Experimental results show the feasibility of significantly reducing model size without adversely impacting performance. Specifically, the optimized model demonstrated a 3.3% improvement in classification accuracy despite a 16.8% reduction in number of parameters compared th the baseline model. In conclusion, this research offers valuable insights for the development of deep learning models for resource-constrained IoT devices, underscoring the potential of hyperparameter optimization and model size reduction strategies. This work contributes to enhancing the practicality and usability of deep learning models in real-world environments, where high levels of accuracy and efficiency in data processing and classification tasks are required.

Comparison of Consumer Characteristics and Purchase Behaviors Among Users of Green Cosmetics (환경친화화장품 구매수준에 따른 소비자 특성 및 구매행동 비교)

  • The purpose of this study was to examine the purchase behaviors of those who are consistently using Green cosmetics. k order to identify this purpose, this study compared the consumer characteristics among on-going users of green cosmetics, temporary users, and those who have never used the green cosmetics. Also, this study compared the decision making process between on-going users and temporary users. The data were obtained from a questionnaire completed by women who lived in Seoul (N=362), and were analyzed by t-tests, chi-square test, and ANOVA. The findings of this study are as follows: First, unmarried women aged in 20s and those who have higher education, higher incomes and their own houses were more likely to use Green cosmetics consistently. Second, those who were more interested in environmental problems were more likely to be on-going users of Green cosmetics. Third, those who in on-going group were more likely than temporary group to make internal search, while temporary group was more likely to depend on information obtained from their friends or relatives. Also, on-going group considered alternative criteria more than do temporary group.

Collaborative Governance, Decent Work and Innovation: An Analytical Framework for Sustainable Workplaces Based on the Case of Philippine Science and Technology Parks

  • This paper explores, explains and describes a framework for analyzing collaborative governance, decent work and innovation as fundamental elements of sustainable workplaces through case study of Philippine science and technology (S & T) parks. Rules, or the legal infrastructure, are particularly significant considerations that facilitate or hinder collaboration. Industrial relations/human resource (IR/HR) practices are essential to collaboration and decent work. Employee consultation and labor-management council or committee are examples of IR/HR practices that might contribute to collaboration and decent work in firms and workplaces in S & T parks as they are team approaches to production, too. Collaboration and decent work enhance the capacity to innovate. In the long run, collaborative governance, decent work and innovation tend to converge in the concept of sustainable development. The interdependencies and interactions among collaborative governance, decent work and capacity to innovate in firms operating in S & T parks make possible new solutions to new problems (i.e., innovation) and, thus, sustainable workplaces.

Comparison of Consumers' Satisfactions between Intemet Shopping and TV Home Shopping (인터넷쇼핑과 TV홈쇼핑 소비자의 구매만족도 비교분석)

  • The purpose of this study was to compare the consumers' satisfactions between those who prefer internet shopping and those who prefer CATV home shopping. This study examined both on-purchase satisfactions and post-purchase satisfactions. For on-purchase satisfactions, this study investigated informational satisfactions, convenience satisfactions, and price satisfactions, and for the post-purchase satisfactions, it examined overall satisfactions, delivery-related, and exchange or refund related satisfactions. The data(n=376) were obtained from a questionnaire. The data included 185 consumers of internet shopping, and 182 consumers of TV home shopping, and were analyzed by t-tests or chi-square test to compare those consumers' characteristics and satisfactions. The findings of this study are as follows: First, men aged 20s and those who had higher education, higher incomes were more likely to prefer internet shopping. Second, those who like TV home shopping were likely to search just one channel and to use less than 30 minutes to decide to purchase. Third, generally, those who prefer internet shopping showed higher scores of on-purchase satisfactions, and overall post-purchase satisfactions. However, TV home shopping consumers had higher scores of delivery-related satisfactions.

Full-time Housewives' Addictive Buying in TV Home shopping (전업주부들의 TV홈쇼핑 중독구매성향에 관한 연구)

  • This study compared full-time housewives' propensity for TV home shopping addiction by different socioeconomic, psychological, and purchase-related characteristics. And it identified the factors that influenced full-time housewives' TV home shopping addiction. The data were obtained from a questionnaire completed by full-time housewives (n=225) lived in Seoul and were analyzed by t-tests, ANOVA, and a multiple regression analysis. The findings of this study were as follows: First, full-time housewives' propensity for TV home shopping addiction was higher in the relatively old aged group. Those who graduated from graduate schools had lower scores in the scale of TV shopping addiction. Also, middle income group showed higher propensity for addictive buying. Second, the propensity for TV home shopping addiction was higher among those who had low self-esteem, who had higher level of empty self Also, those who had experienced material compensations as a child showed higher propensity for addictive purchase. Third, the propensity for addictive buying in TV home shopping was higher among those who had higher propensity for materialism, who took a serious view of markers or friends. Those who abuse their credit cards were more likely to have TV home shopping addiction.
