After it was reorganized as the rural center revitalization project recently, there is an opinion that the nature of the project was changed to solve long-time aspired projects of some districts unlike various projects according to the previous project purposes. Therefore, this study analyzes the current status of revitalization project plans and operation monitoring to make rural center villages, establishes plans that can be applied to the rural center village revitalization project and suggests the improvement plans for monitoring. With the necessity of connectivity with centrality analysis for long-term and sustainable growth of the rural center revitalization project, the analysis on the 8 districts' centrality analysis and the function of the master plan were compared and analyzed, but there is not enough interrelation. Regarding the consulting methods for weak districts to activate facility operation after the project is implemented, the field consulting performed by the collaboration of Gyeongsangnam-do government, Gyeongnam Rural Revitalization Support Center and Gyeongnam branch of Korea Rural Community Corporation shows 87.6% of satisfaction level, which indicates it is the most effective. Based on the above results, it is necessary to reinforce the methods on resident demand survey, dimension and the reflection process of the project when preliminary plans are established for effective implementation of the rural center village revitalization project. It is also necessary to revise relevant standards not to change preliminary plans excessively during the master plan establishment process, and to oblige preliminary investigation of experts. The joint monitoring and consulting systems of experts and local governments should be applied from the establishment stage of the master plan, so that it can be sustainable rural center village revitalization project.

This study aims to analyze temporal variation of rural tourist potential in village level. In order to analyze the temporal variation, this study applied a green-tourism potential evaluation model(GPEM) to a study area, Namilmyun with 18 villages, which located on county of Kumsan, province of Chungnam. GPEM consists of two factors about human resources, which is quantified by resident population of the village who will be participated in village management for green-tourism, and amenity resources, which is calculated by an evaluation table with 31 criteria and their weighting values. Data surveying for the study area was performed at August 2003 and 2006, respectively, in order to quantity the 31 evaluation criteria of GPEM. From the analysis results, the amenity resources with three sub-classes of industrial, natural, and social resources showed that the evaluation values of 2006 were increased in more than those of 2003, displaying the increase rate of ranging from 108% to 112% in the three sub-classes, except of one village in social resources and three village in natural resources with reduction. In human resources, the evaluation values of 2006 were highly increased more than those of 2003, showing the rate of 556% in the gradient of linear regression line. In green tourism potential in each village, the evaluation results for two time series showed that the potential is increased by time, which the increase rate of the potential is 114%. Ultimately, the results of this study enable us to realize that the green-tourism potential in each village over time is increased, for example, due to developing new facilities in the village by investment of government and participating in rural tourism by resident people over time. From the analysis and results, the methodology of this study can be applied to analyze the temporal variation of the potential for villages having investment from government.

Korean societies have been experiencing the wholesale structural changes in the rapid currents of recent openness, globalization and democratization, which effect much more heavily in rural areas than in urban areas, so rural recomposition works being an important national concern. In order to systematically reconstruct the rural structure, the decision makers, with a four step hierarchy of rural resident-residents group-community-region, should be endowed with the objective judgement on basic elements of resource potentialities under their control. In this process. rational resource evaluation works would be firstly necessiated from expert groups. Based on the view mentioned above, this study principally aimed at developing a rational evaluation framework for rural resources. For that objective, the first step of the study pigeonholed the total resources items identifiable in rural areas from the existing study results, spatial planning and field surveying data. After then, using the formalized classification criteria of resources items, a tentative goal system for rural resources evaluation was proposed and the final one determined through expert-group checking. The results obtained during the study are summarized as follows ; 1. Using the existing examples of resources identification/classification and the basic data list for county-level development planning as the principal reference ones, total rural resources elements were classified into 3 constituent units : land, natural environment and human resources, which correspond to places to work, to play and to live, respectively, as 3 constituent ones of life-supporting space. 2. Three characteristic areal types were adopted to represent the total rural areas : lowland, upland and seashore areas, and also 3 practical use types to represent the objectives of resources evaluation systems : for land use planning, natural conservation policy and village improvement planning. Thus 9 different types of goal system for resources evaluation were developed(each system by 3 areal typesX3 practical use types) 3. Each goal system has 3-tier classification steps from the higher, middle and lower one. The higher and middle steps should contain equally applicable components to all the rural areas, of which allowable number being around 3 and 4 respectively. However the lower step would contain detailed sub-components changeable to areal characteristics of which allowable number being around 7.

Rural Amenity Design Competition is opened every year since 2003 having an intention of improving spatial design and planning of rural area through developing values of rural amenity resources and applying in that area. The subject of this competition is broad and there's no limit in locations so that various solutions and original ideas could be proposed. This research examined 165 prizewinning works of the competition and analyzed the locations and areas, aims, main resources, spatial planning contents and experience programs to find out trends of rural spatial design. According to the study, the prizewinning works tends to 1) include spatial plan for an existing village planning, 2) aim rural tourism for citizens and increasement of resident's incomes, 3) develop vegetation and agricultural resources, 4) plan for natural landscape, commercialization of local special productions and agriculture, and 5) propose ecological experience programs. The same theme of the competition repeated every year had led to advanced design skills but also a stagnant of design contents. A subject and a main goal of the Rural Amenity Design Competition should be departmentalized each time hereafter to make for the weak points and propose progressive direction for the rural spatial design.
The first theme of this study is to preserve and manage rural multi-functionality resource Information. This study is to suggest the method that can irradiate rural multi-functionality resource Information efficiently and constructively. GIS uses PDA and Tablet PC as an investigation tool and verifies the outcome of the development in the investigation system. This study enhanced the mobility function of PDA by installing recording system and camera to the PDA. Also, Using GPS has been ensured scientific precision and realism to the investigation. Direct input on spot can save time, cost and minimize human error by simplifying the investigation process. Database is composed of characters like scale, form, location, distance, resident's opinion and image of 37 resources. The survey system was applied in 170 villages and got a total of 12,270 resources data. Management system should be easy to input and output the surveyed information and to get reports in any kind of form ( i.e. final result can be produced as a map). By utilizing of the Rural Resource information system, the study made a simulation to compare the target areas before and after. Also, digitalized investigation system, minimized re-input and reprocessing of data and enabled to simplify and standardize the process than memorandum investigation. Data collected through digital system could offer people useful information by Web-GIS. It was need to specify practical way in decision-making and a way to measure the value of resources to align with the regional plan. Also, need to keep on developing statistical data and application program that can connect us to present the best solution to support regional planning. Therefore, quality of data is very important. Finally, it is very important to develop various programs to analyze space md rural resource by monitoring rural environment.
There is a serious risk of regional extinction due to low birth rate and aging in Korea. Accordingly, the regional extinction index is applied to diagnose the extinction status of cities, counties, and districts. However, when the regional extinction index was applied to rural villages, most villages were found to be at 'high risk of extinction'. There is no differentiation in the level of extinction of rural villages. Therefore, a village extinction index was developed to apply to rural villages. This study applies and compares the existing regional extinction index and the newly developed village extinction index to rural villages. The purpose is to propose an index that can better diagnose the extinction of rural villages. As a research method, the regional extinction index and village extinction index are applied to all villages in Haengjeong-ri villages in South Chungcheong Province. And the adequacy of the index suitable for rural villages is diagnosed. For this purpose, ➂ stage distribution for each two indices, ➂ demographic aspect diagnosis, and ➂ resident awareness survey were analyzed. When the village extinction index was used, the discrimination problems seen in the regional extinction index were overcome. As a result of the demographic analysis, the regional extinction index showed that villages with a population of 200 or more were at 'high risk of extinction', but the village extinction index was derived as 'high risk of extinction' for villages with underpopulated populations. Lastly, the results of the residents' awareness survey also showed that the village extinction index was well reflected in the actual situation of rural villages when applied. When the village extinction index was applied to rural villages rather than the regional extinction index, it was found to reflect the actual state of rural extinction better.
Four requirements for the operating and supporting system for sustainable landscape management will be discussed through this paper. The requirements are based on multiple case studies on the structure and the process of development of three organizations that have been contributing to the sustainable rural landscape management in Japan since 1989. The first requirement is that the residents should recognize regional problems and voluntarily organize a group which can properly deal with the problems. Secondly, members of the organization should have a solid grasp of the goal of their activities (or founding principal of the organization) and share it among themselves. Founding principal should include the history of natural circulation system in the area, cultural features and a future plan in association with human resources. Thirdly, the administration of the organization should be separated from the founder, the residents. The administration, such as business promotion, becomes more effective when consigned to a separate entity, not to the residents. Lastly, the interaction among separate entities is crucial to promote diverse activities for the local landscape management. The administrators and experts need to cooperate to draw a precise conclusion regarding the way of interaction. These requirements drawn from the Japanese case studies should be localized to the Korean circumstances for further adoption.

The purpose of this study was to examine the relationships between the community business, performance and the life satisfaction of local residents and to investigate the mediating effects that community business performance has on the life satisfaction of local residents. The results of the study investigating the effect of community business, performance and the residents' life satisfaction mediating effect of performance are summarized as follows: First, there were differences with the economical, environmental, and performance factors pertaining to the participants' age while there were no differences concerning the social-cultural factors and the life satisfaction of local residents. Second, the higher the impact a community business has, the higher the life satisfaction of the local residents have. In addition, the higher the performance in community business, the more ready local residents are to be inclined to be satisfied. Third, economical and environmental factors have direct effects on the life satisfaction of local residents, but also indirectly effect the performance of local residents. In addition, the level of performance that a community business plays has a mediating role in the life satisfaction of local residents.
Sprawling development factors in rural areas are adversely affecting the rural landscape and furtherthreatening the safety of localresidents. Through the case of Jinan-gun, the government intends to promote sustainable preservation and improvement of beautiful rural landscapes by studying landscape management plans for sprawling development factors and suggesting landscape and environmental improvement plans. In order to analyze the problems of the target site, opinions were collected through analysis of the surrounding environment and resident interviews. As a result of the analysis, in case of Jinan-gun, odorreduction management in harmful facilities was the most urgent, and this study planned the relocation of harmful facilities and eco-friendly smart livestock districts.
