A Study on the Creation and Activation Program of Cultural Rural Village - Focused on the Case in Dae -San Village, Kimje-si, Chonbuk Province - (농촌문화마을 조성 및 활성화 방안연구(1) - 김제시 대산마을(현황분석 및 기본구상)을 중심으로 -)

  • Now in order to overcome the weakest points of the rural areas of the city of Kimje and, transform them into rural cultural villages which have local governing systems suitable to new localization age and activate this plan, we selected Daesan Village as a model village which had shown a lot of potentials in the basic research and studied it dividing it into the former part and the latter part. We studied Daesan village in the former part focusing on state analysis and basic ideas and in the latter part focusing on master plan and detail planning. We can summarize the conclusion like the followings. 1. Daesan Village located 8 kilometer away from the downtown Kimje and the city of Iksan respectably has comparatively good environment of good sunny place as an open field whose surrounding configuration of the ground consists of farming lands and low hills in front and rear. It has 38 farming households in all. 2. Human environment(인문환경); the village road whose width is about 4 meters is forming a flow system forking off into three. There is a route bus which operates three times a day even into the inside of the village. The main sources of revenue are vegetables in facilities, fruits and floriculture. Their average revenue is about 10.5 million won. 3. Here in DaeSan Village a legend dealing with Teasan literally meaning a big mountain consist of th village's tradition and you can see the tombs of a very faithful son and Anwi an army general in the age of the Japanese Invasion of Korea of 1592 to 1598 inside the village. 4. 85 out of the eitire population 141 whose age are over 20 showed very positive attitudes in a questionnaire about, making the village a cultural one and its development. 5. The basic of planned ideas is to increase the revenue of the farming household by making the village a professional farming one which has a state-of the-art production facility and agricultural technique. It is to make the village the one where people can enjoy the sense of the rural life and the farmer can enjoy their lives through consumptive and consistant leisure and resting activities. 6. We are planning to make entrance space, life space, rest and sport space, and cultural space considering the characteristics of the village and the demand of the resident. We are also planning to make tile entire city of Kimje an information transmitting base in short and long term perspectives. 7. DaeSan Village was planned as a place where tradition and the future exist together. On the basis of this concept we planned future programs for Daesan Village and in the latter part of the study master plans and detail plans will be continued.the regional agricultural condition. The development permissions were only during the period of restricted to use ($1979.12{\sim}1993.11$). We propose that the authority of development permission should be given to the local autonomy government, because the local government has the knowledge of its individual agricultural conditions.

A Study on the Landscape adjective characteristics for the Major Landscape Elements in Organic farming (유기농업단지 주요경관요소의 경관형용사 특성에 관한 연구)

  • Up to date, the majority research on the major landscape elements in organic farming has been mainly focused on the practice of seeking efficiency. The problem is that this type of study contributes to polluting the agricultural environment and damaging the ecological circulation system. As an alternative, there is a growing body of research on organic farming, but it is not widely applied that research on how to manage the landscape considering the scenic characteristics of farming villages practicing organic farming. Hence, in this paper we utilized landscape adjectives as a way to enhance the objectivity of the organic agricultural complex landscape assessment. More specifically, not only this study used a landscape image of an organic agricultural complex to identify a landscape adjective suitable for the landscape elements but also this study confirmed the suitability of landscape adjectives comparing to the opinions of experts and the public. To carry out, this study performed the experts survey which is composed of 12 major landscape elements, including rice paddies and fields, monoculture and diverse crops, dirt roads, windbreak trees, accent planting, dum-bung(small pond), natural small river, natural waterways, plastic film houses, one-storied houses, and pavilion. As a result of deriving the landscape adjectives from the main landscape elements, there were nine landscape adjectives that were consistent with experts and the public, including "clear" and "Artless" for rice paddies and fields, while the mismatched landscape adjectives were 'traditional'. The accent planting was a combination of landscape adjectives such as 'natural' and 'clear', while the windbreak trees was a consensus of all landscape adjectives. Only two adjectives, 'friendly' and 'wild', agreed on the dirt load, nine dum-bung(small pond), ten natural small river, nine duckery, eight one-storied houses, 10 pavilion, eight monoculture and diverse crops, and three natural waterways. The most common landscape adjectives were windbreak trees, pavilions, and natural small river, all 10 landscape adjectives. However, it is considered that only three of the 10 landscape types on the dirt road and the natural number are matched. Thus, additional management measures will be needed. In addition, it was analyzed that the most common landscape adjectives were "Artless" and "friendly" 13 times. The landscape adjectives of the organic farming complex responded by experts were analyzed to be suitable for natural, clear, zingy, silent, traditional, artless, friendly, wild and Leisurely, and consistent with the general public's opinion.

Therefore, this study was carried out in the conservative aspects of rural landscapes in order to effectively manage the landscape of organic agriculture and, intended to be used to maintain and preserve natural and ecologically harmonious landscapes by deriving management methods suitable for landscape elements targeting the major landscape elements of the organic farming complex. To carry out, this study performed the experts survey which is composed of 13 major landscape elements, including rice paddies and fields, monoculture and diverse crops, dirt roads, windbreak trees, accent planting, dum-bung(small pond), natural small river, natural waterways, plastic film houses, one-storied houses, and pavilion. As a result, Farm land was formed in a square shape, concentrated in an independent space, planted companion plants around the crop, and covered with plants to manage the borders. As for the surrounding environment, it was analyzed that the aspart road system circulating through the village, the evergreen broad-leaved windbreak forest around the cultivated land, and the accent plant located at the entrance of the village were suitable. The hydrological environment consists of Round small pond made of stone in an open space, natural rivers around the village, and natural channels around the farmland, and The Major facilities are suitable for greenhouses that are shielded by plants in independent regions, and wooden duck houses located inside the cultivation area are suitable and The settlement facilities were analyzed to be suitable for single-story brick houses located in independent residential areas, pavilion located with greenery in the center of the village, and educational spaces shielded with wood from arable land. If supplementary evaluation criteria suitable for the management of organic farming landscape are additionally supplemented based on the results derived from this study, It is expected to enhance the landscape value of ecologically superior organic farming.

Area of Potential Arable Land Distributed on Hill side (개발가능지의 분포면적(分布面積))

  • The land utilization of Korea composed about 22.7% of arable land, 66.9% of forest land and 10.4% for the rest like a house site, road, and lake etc. The ratio of arable land is too small as compared with forest land which is occuping two-thirds of Korea. The expansion of arable land by the reclamation will solve the food problems for increasing populations. First, we have to know the exact extents and distribution of reclaimable land but the reported total extent of reclaimable land in Korea is variable according to the authority which carried out the soil survey. The different reported data of reclaimable land is owing to the method and criteria of soil survey. 840,522ha in Land Capability Survey of the Farm Land Improvement Association and 321,203ha in the Forest Land Survey by the Office of Forest was reported but the Office of Rural Development said that total reclaimable land was 1,400,540ha including grazing and fruit land. To assume the extent of reclaimable land, the soil survey method and criteria of soil survey should be considered. It can be considered that the main reasons of less in extent of reclaimable land in the other authorities than the Office of Rural Development is due to the following. The grazing land and the fruits land are not included by the Farm Land Improvement Association and only relative forest is considered by the Office of Forest. The main purpose of soil survey carried out by the Office of Rural Development is to utilize land of Korea at most. The soil characteristics and potential productivity are considered in soil survey and the reported data was based on reconnaissance soil survey. The more accurate data will be find out by the end of 1979 when the detailed soil survey will be done. In selection of cropping system and management, the soil condition should be considered, because the soil characteristics of reslaimed land is less fertile than the arable lands.

A Study on the Over-layered Landscape Characteristics of Ipsan Village, Uiryeong Area (의령 입산마을의 중층적 경관 특성)

  • This study comprehends that the landscape of Ipsan Village is the accumulated output of the landscape management and social behavior by the historic personages through the reference research and field surveys. And the study sorted out the over-layered landscape characteristics of Ipsan Village by analyzing the dispersed landscape elements as follows. First, right before the start of Japanese invasions to Korea(1592-98), Tamjin(耽津) An(安) Family moved into Ipsan and started establishing the a single clan village. At a site with mountain background and facing the water(背山臨水), the village used to be a typical farming one with an organically planned road-system and housing area following the traditional order. However, the landscape has changed drastically since the 20th century with the construction of banks, roads and readjustment of arable land etc. Second, the original landscape, which can be figured out through the 'Gosanjaesibyukgyeong(高山齋十六景)' in the 18th century, shows its harmony with natural landscape: mountain & valley, stream & field, traditional trees, etc, cultural landscape: village, well, spring, etc, and momentary landscape: seasons, time, weather phenomena, sound, behavior, etc. Third, based on the second, 16 natural landscape elements: mountain & stream, planting, etc. and 25 cultural landscape elements: housing spaces, self-cultivation & ceremony spaces, community spaces and modern education & enlightenment spaces were selected and interpreted as landscaping meanings. Fourth, the over-layered landscape which stems from the compositive functions and inter-connectivity of landscape elements which consists Ipsan Village is regarded as 'Natural geographical and Fungsu landscape', 'Rural production and livelihood landscape', 'Confucian ceremony and symbolic landscape' and 'Modern education and enlightenment landscape.'

A Study on the Conservation, Rehabilitation and Creation of Naturality of Rivers(I) - The Correlation of the degree of Pollution on a River and the Land Use in Rural Area - (하천에 있어서 자연성의 보전, 정비, 창출에 관한 연구(I) - 농촌지역에서의 토지이용과 하천수질과의 상관성 -)

  • The sources of the pollution on a river are divided into two classes, one the point source and the other non-point source. In raining, especially, the non-point source discharged from paddy, residential area, road ${\cdots}$ etc have correlations with the land use. This study was carried out to find out the model to estimate the quality of water in a river according to the land use. Land use data (Pungse-Myeoun and Kwangduk-Myeoun in Chonan) were produced from Landsat TM (Thematic Mapper) and topographic map. Total nitrogen(TN) and total phosphorus(TP) general indices for the degree of pollution in river were measured during 11 months. Correlations between two variables(Land use and Pollutants(TN, TP)) were explained by the regression coefficient. As a result of this study, we found that among the five types of land use, the residential area, store area and paddy have significant effects upon the quality of water in a river. The results of this study will be applied to pre-estimate the degree of pollution in river broadly and to offer basic data in establishing the land use plan and the concept on the conservation of the river in rural area.

Monitoring the Wildlife Use of Culverts and Underpasses Using Snow Tracking in Korea (야생동물의 도로 횡단 특성 분석 -도로횡단구조물 상의 눈 위 발자국 조사를 통하여-)

  • The objective of this paper was to investigate the potential of road-crossing structures as biological corridors that can overcome wildlife habitat fragmentation caused by road construction. Snow tracking on animal trace adjacent to and under bridges, underpasses, and culverts of eight rural highways in Korea was carried out. A total 89 structures were monitored and the results follow. First, the probability of road crossing increases with the increasing cross sectional size of crossing structures. Second, small to medium sized carnivores such as raccoon dog, leopard cat, and Siberian weasel use all types of structures. Finally, water deer, or large herbivore crossed only under bridges. Consequently, further studies are necessary to identify suitable types of road crossing structures that can mitigate the probability of road-kills and habitat fragmentation of water deer.

Analyses of Forest Road Construction Policy Using LISREL Approach (리즈렐모형을 이용한 임도사업의 계량적 분석)

  • The objective of this study is to provide useful information for the establishment of efficient policy implementation strategies of forest road construction policy in South Korea. Data needed for the analysis was collected by a questionnaire survey. For the analysis, policy evaluation model was constructed based on theories of public policy. Evaluation model contains three independent variables (policy initiative factor, policy content, policy environment) and two dependent variables (policy result, policy impact). Since, these variables are unobservable latent variables, observable indicators are needed as proxy measures. LISREL (Linear Structural Relationships) was employed for the analysis since it is a useful measure for analysing linear structural model which consists of structural and measurement equations. It was confirmed that forest road construction is an effective policy mean for the development of rural region and activating forest resources management. The policy outcome, however, was not satisfactory. To improve the effectiveness of forest road construction policy some modification of policy contents are needed such as increased construction budget, allowing more flexibility and participation to the implementation personal and providing technical support.

Characteristics of Rural Amenity Resources for Anmyeon-island (안면도의 농촌어메니티자원 특성 분석)

  • This survey is focused on analyzing amenity resources for the purpose of offering basic sources for balanced development and the activation of sightseeing in Anmyen-island which has superior landscape resources and the result follows as this. 1. As a result of selecting "Amenities characterized in isles" and comparing their applications in order to choose amenity resource surveying method which is suitable for the isle districts where beaches, tidelands, fishing villages and so on are formed, it was considered that the surveying method of the rural amenity resource in the Korean Society of Rural Planning could be properly used. 2. In spite of a variety of amenity resources besides ten beaches, Anmyeon-island has been developed only focused on beaches. Therefore, it is highly recommended to develop new sightseeing courses which connect beaches with adjacent amenity resources such as theme programs. 3. It proved that compared with Anmyeoneup, Gonammyeon has superior landscape resources and higher special product rates, which is caused by the fact that it doesn't have various kinds of amenities. As diverse fish inhabit the sea and tidelands in Gonammyeon, it is beneficial for activating sightseeing tours to develop fishing village experiencing programs including going fishing. 4. Anmyen-island can be divided into East district and West distict by the national road no,77 and two districts have different distributional features of sightseeing amenity resources. In the west district, amenity resources such as coastal sightseeing routes, large event halls, and resorts have been activated in addition to fourteen beaches which have already been developed while the amenity resources in the east like fishing villages, tidelands, and salt fields have not been activated. Accordingly, for activating balanced sightseeing development in Amyeon-island, it is required to make plans which can incorporate the east amenity resources of sea sightseeing and the west amenity resources of fishing village experiencing programs. As a way, constructing sightseeing routes connecting the west and the east district or making a detour lane connecting beaches in the west, Anmyeon pine trees in the center, and fishing villages in the east.

Development of the Expected Safety Performance Models for Rural Highway Segments (지방부 국도의 사고예측모형 개발에 관한 연구)

  • The past researches on roadway segment safety estimation focused on intersections, which are the primary traffic accident regions. The past researches on roadway segments, However, analyzed the effects of certain factors on the traffic accident occurrence rate by organizing the individual geometric structures of the roads, and there is still a dearth of researches on the development of a traffic accident estimation model for rural roadway segments. Therefore, this research focused on rural two-lane and multilane roadway segments and developed traffic accident estimation models through the application of statistical techniques. This is required to explain such high frequency of zero counts in the traffic accident data. In this research, it was found that the Hurdle model is more suitable than the Poisson or negative binomial-regression model for explaining the excess zeros case. In addition, main variables were chosen to estimate their effects on traffic accident occurrence at rural roadway segments, and the safety at such rural roadway segments was estimated. In this research, it was assumed that there are different factors that affect the safety at two-way lane and multilane roadway segments, and a traffic accident estimation model was developed by dividing the two-way lane and multilane roadway segments.
