해양낚시(해양유어)의 제도적 관리 타당성에 관한 공공경제학 및 환경경제학적 분석연구 (A Public and Environmental Economic Analysis of Management Aspects and Institutional Management Framework of Marine Recreational Fisheries)

  • Increasingly, leisure time is being used for outdoor recreational activities, and fishing is one of the principal forms of marine recreation. Marine recreational fishing is a popular activity in Korea and this activity has led to the development of a sector of substantial social and economic value. Also it is considered as one of the important outdoor leisure industries in Korea. With rising of income level and development of marine outdoor leisure industries, social, economic demand increase of marine recreational fishing are showing us new advance ability of marine aquatic bio-industry. However the recreational use of fish stocks has become an important consideration in the public and environmental economic analysis of management aspect of fishing, having grown considerably over recent years to reach a level in Korea where the fish stocks and coastal ecosystem has become a significant management problem. we are inevitably facing marine environmental deterioration and overfishing in marine recreational fishing. In this study, not only resources and environmental problems which are occurred by recreational fishers, but also illegal fishing behaviors and other problems such as market's failure are going to analyze basic management theories and methods of recreational fishing through mathematical principals and economic rents which maximize net social benefits. In view of the likelihood of marine recreational fishers adopting high rates of discount, the conservation of fish resources would appear to require continual public surveillance and control of the physical yield and condition of the fish stocks and the optimal use level. The institutional management of recreational fisheries is the way of escaping the collapse of recreational fisheries just like as the situation of management's failure of commercial fisheries worldwide. One of the effective management measure is a license system. In this system, optimal fee is paid by recreational fishers, which prevent them from overfishing, environmental problems to some extents and carry out the optimal number of outings. And money obtained by license fee should be spent for more improvement fishing culture and welfare for marine recreational fishing. Marine recreational fishing is to be promoted under sound conservation and management principles.

  • Atopic dermatitis (AD) is a chronic inflammatory skin disease that induces changes in various inflammatory skin cells. The prevalence of AD is as high as 18% in some regions of the world, and is steadily rising. However, the pathophysiology of AD is poorly understood. To identify the proteins involved in AD pathogenesis, a comparative proteomic analysis of protein expression in peripheral blood mononuclear cells isolated from AD patients and healthy donors was conducted. Significant changes were observed in the expressions of fourteen proteins, including the vinculin, PITPNB, and Filamin A proteins. Among the proteins, $\alpha$-SNAP and FLNA decreased significantly, and PITPNB increased significantly in AD patients compared with control subjects; these findings were further confirmed by real-time PCR and Western blot analysis. The comparative proteome data may provide a valuable clue to further understand AD pathogenesis, and several differentially regulated proteins may be used as biomarkers for diagnosis and as target proteins for the development of novel drugs.

  • 우리나라가 선진국 대열에 합류함에 따라 장애인에 대한 관심이 높아지고 있다. 특히, 장애인들의 사회 활동이 더욱 활발해지면서 교통약자의 이동권 보장이 더욱 강력하게 요구되고 있다. 이에 각 지자체에서는 교통약자의 이동권을 보장하기 위해 다양한 노력을 해오고 있다. 본 연구에서는 각 지자체에서 현재 운행하고 있는 특별교통수단인, 교통약자를 위한 콜택시에 대한 전국 현황을 파악하고, 콜택시를 자동 배차해 주는 교통약자의 이동지원 시스템 구축 현황에 대해 고찰해 본다. 또한, 해당 시스템의 핵심 기능인 자동 배차의 문제점을 파악하고, 이를 개선할 수 있는 최선의 자동 배차 알고리즘을 설계하고 구현해 본다. 본 연구에서 제시한 알고리즘을 실제 특정 지자체의 상용 시스템에 적용하여 기존 문제점을 해결하고 정상적으로 동작함을 확인해 본다. 본 연구의 결과는 교통약자에게 보다 신속하고 정확한 자동 배차가 되고 교통약자의 교통수단 이동편의가 증진될 것으로 기대된다.

기초지방정부 사회복지비 지출비중의 변화요인 탐색 (A Longitudinal Study on the Changes in Individual Local Government's Social Spending in South Korea)

  • 이 연구는 Beck(1991)이 제안한 오차교정모형(error correction models)을 이용하여 우리나라 기초지방정부의 사회복지비 지출비중의 변화를 분석하였다. 분석결과는 크게 네 가지로 요약된다. 첫째, 지역인구의 증가는 사회복지비 지출비중을 단기적으로 증가시킨다. 둘째, 노인인구비중이 높고 경제개발비 및 기존 사회복지비 지출비중이 낮을 경우, 장기적으로 기초지방정부의 사회복지비 지출비중이 커진다. 셋째, 우리나라에서 기초지방정부 사회복지비 지출비중의 변화에 대한 지방자치(지방선거)의 영향력은 분명하지 않다. 넷째, 어떤 기초지방정부의 사회복지비 지출비중의 수준과 성장률이 클 경우, 그것과 인접한 다른 기초지방정부의 사회복지비 지출비중이 장 단기적으로 크게 상승한다. 전체적으로, 본 연구의 분석결과는 우리나라 기초지방정부들의 사회복지비 지출비중의 변화가 각 지역의 내부정책 환경의 변화보다는 중앙 광역 기초지방정부간의 정치적 제도적 상호작용의 결과임을 시사한다.

한국의 80~90년대 소득분배와 대규모 주택공급정책의 상호관계에 관한 연구 (A Study on Mutual Relationship between Korean Income Distribution during 1980s-1990s and Huge-scale Housing Supply Policy)

  • This study aims to examine the relationship between the improvement of the income distribution index from the late 1980s to the 1990s and large-scale housing supply projects such as the 2 million housing construction project. Looking at Korea's economic development in terms of income growth and distribution, GDP has continuously increased since the establishment of the government, especially in the late 1980s. The Gini Index, a representative income inequality index, rapidly deteriorated in the early 1970s, and gradually improved from the late 1980s. The 2 million housing construction project, announced in 1988, supplied a third of the existing nationwide housing stock of 6.5 million units in three years. The project cost was 65 trillion won, equivalent to 50% of Korea's GDP at the time. This study questioned whether the ratio of the number of employed workers in the construction industry was a variable directly affecting the Gini Index. To verify this, the causal relationship between the proportion of employed workers in the construction and manufacturing industries and the Gini Index from 1979 to 2008 was statistically analyzed. For this, the ARIMA model was established for each variable, and the correlation of their residuals was verified. The 2 million housing construction project had the effect of improving income inequality in terms of rising wages for production workers and creating jobs for the low-educated and low-income class. During the project period, the number of middle-income earners increased sharply, and the income gap between the high-income and low-income earners greatly decreased. The expansion of the construction volume can be used as a powerful and direct policy tool for improving income distribution. However, the effect may be limited. When the proportion of workers exceeds the threshold, the effect is weakened.

레이저 검출용 고감도 실리콘 포토다이오드 제조 및 특성 분석에 관한 연구 (A Study on the Characteristics Analysis and Design of High Sensitivity Silicon Photodiode for Laser Detector)

  • 본 논문에서 850nm~1000nm 파장대역에서 레이저를 검출하기 위한 고감도 실리콘 포토다이오드를 제조하고 전기적 및 광학적 특성을 분석하였다. 소자의 크기는 $5000{\mu}m{\times}2000{\mu}m$이며 두께는 $280{\mu}m$로 제조하여 TO-5 형태로 패키징 하였다. 전기적 특성으로 암전류는 5V 역 전압 일 때 0.1nA의 값을 나타내었으며 정전용량은 0V일 때 1kHz 주파수 대역에서 32.5pF와 200kHz 주파수 대역에서 32.4pF로 적은 정전용량의 값을 나타내었다. 또한 출력신호의 상승시간은 10V의 전압일 때 20.92ns로 고속 응답특성을 확인하였다. 광학적 특성으로는 890nm에서 최대 0.57A/W의 분광감응도를 나타내었고 1000nm에서는 0.37A/W로 감소한 분광감응도를 나타내고 있지만 870nm~920nm 파장대역에서는 비교적 우수한 분광감응도를 나타내었다.

변화하는 한국사회에 있어서 고부 갈등에 관한 연구 (A Study of Conflict between Monther-in-law and daughter-in-law in the Changing Korean society with Special reference to Pusan Area)

  • The purpose of the present study is to understand the change in the relation between mother-in-law and daughter-in-law according to the social change in comparison with the survey effects in 1974 (ko Jung-Ja) and 1985 to find out the cause of conflict in both side of power structure and affection structure, indicating behavior, the influences on the relationships among family, possible meditators. this thesis was made by an experimental research. Data were collected from 146 mothers-in-law and 141 daughters-in-law in Pusan. The collected data were analysed by statistical methods such is as follows, 1. cause of conflict In power structure the cause of conflict is, in the case of mother-in-law opinion opposion and shaughty attitude by daughter in-low and, in the case of daughter-in-law, domestic dominance. It is thought that there is a difference of viw\ew between mother-in-law and daughter-in-law about the possesion of economic dominance and many conflicts rises because of economic dominance. but the study in 1985 than 1974 suggests the possibility of conflict meditator because mother-in-law and daughter-in-law do homework dependently in the practice of power. In affection structure, the chief dissatisfaction toward daughter-in-law showes the change in time. In 1974, there was no affection and respect. In 1985, the rate of doing without consultation was high. Also, the lack of communication of mother-in-law and daughter-in-law is the cause of conflict. 2. Indicating behavior the rate of thinking alone if high in both sides. But in the survey of 1985, the covert verbal aggressive action with which mother-in-law appeals to her daughter and daughter-in-law to husband is rising. 3. Influence on the relationship among family by the conflict between mother-in-law and daughter-in-law. the conflict between mother-in-law and daughter-in-law play negative effects on the intimacy and relation between husband and wife. 4. Conflict mediation behavior As compremiser, it is suggested that in the case of daughter-in-law the position and role of husband is important and, in the case of mother-in-law respects mother-in-law, daughter-in-law and gives her the role.

나노펄스 코로나 방전의 온도 변화에 따른 이산화황 및 일산화질소 제거에 관한 실험적 연구 (The Experimental Study on Removal of Sulfur Dioxide and Nitrogen Oxide Using a Nano-Pulse Corona Discharger at Different Temperatures)

  • A study on the removal of sulfur dioxide and nitrogen oxide was carried out using a non-thermal nano-pulse corona discharger at different gas temperatures. Pulse voltage with a high voltage of 50 kV, a pulse rising time of about 100 ns, a full width at half maximum of about 500 ns and a frequency of 1 kHz was applied to a wire-cylinder corona reactor. Ammonia and propylene gases were added into the corona reactor as additives with a static mixer. Ammonia addition had less effect on $SO_2$ reduction at the higher temperature because of the retardation of ammonium sulfate formation. However, propylene addition enhanced NO reduction at higher temperature due to increased gas mixture. $SO_2$ was further removed at the mixed $SO_2$ and NO gas due to increased $NO_2$ by the conversion of NO. The addition of ammonia and propylene gases was more highly dominant for the removal of sulfur dioxide compared to the sole pulse corona without the additives. However, the specific energy density per unit concentration of pulse corona as well as propylene additive was an important factor to remove NO gas. Therefore, the specific energy density per unit concentration of 0.04 Wh/($m^3{\cdot}ppm$) was necessary for the NO removal of more than 80% with the concentration ratio of 2.0 for propylene and NO. Hydrogen peroxide was another alternative additive to remove both $SO_2$ and NO in the nano-pulse corona discharger.

  • Due to increased concerns for rising oil prices and environmental problems, various solutions have been proposed for solving energy problems through tightening environmental regulations such as those regarding $CO_2$ reduction. Among them, Electrical Vehicles (EVs) are evaluated to be the most realistic and effective approach. Accordingly, research and development on EVs and charging infrastructures are mainly proceeding in developed countries. Since EVs operate using electric energy form a battery, they must be connected to the power system to charge the battery. If many EVs are connected during a short time, power quality problems can occur such as voltage sag, voltage unbalance and harmonics which are generated from power electronics devices. Therefore, when EVs are charged, it is necessary to analyze the effect of power quality on the distribution system, because EVs will gradually replace gasoline vehicles, and the number of EVs will be increased. In this paper, a battery for EVs and a PWM converter are modeled using an ElectroMagnetic Transient Program (EMTP). The voltage sag and unbalance are evaluated when EVs are connected to the distribution system of the Korea Electric Power Corporation (KEPCO). The simulation results are compared with IEEE standards.

정형 소프트웨어 요구사항으로부터 PLC 디자인의 체계적 생성 (Systematic Generation of PLC-based Design from Formal Software Requirements)

  • 원자력 발전소의 디지털 제어 시스템은 안전성이 중요시되는 safety-critical 소프트웨어로서 충분한 수준의 안전성을 보장하기 위해서 여러 기법들이 적용되고 있다. 특히, 정형명세 기법은 개발의 초기 단계에서 소프트웨어 요구 사항들을 명확하고 완전하게 명세하도록 유도함으로써 안전성을 크게 향상시킬 수 있는 기법으로 인정받고 있다. 본 논문에서는 정형명세 기법인 NuSCR을 이용해서 작성된 요구사항 명세로부터, 설계 단계의 내용으로 사용될 수 있는 PLC 기반의FBD 프로그램을 체계적으로 생성하는 기법을 제안하고 있다. 제안된 기법은 기존의 수동 명세 작업에서 발생할 수 있는 오류들을 크게 줄일 수 있으며, 소프트웨어의 개발 비용과 기간을 줄일 수 있다. 또한, 제안된 기법의 유용성을 증명하기 위해서, 현재 KNICS에서 개발 중인 DPPS RPS의 BP를 구성하는 트립 논리 중의 하나인 고정 설정치 상승 트립을 예제로 설명하고 있다.
