Recently 'Fair Society' has been a hot issue, which this study analyzes with the perspective of Michael Walzer's 'art of separation.' On the basis of this analysis, the reality of today's Korean society is diagnosed and prescribed. First, the essay theoretically delineates what 'Fair Society' would be according to 'the art of separation,' showing the working principles within and among the separated public and private spheres. Under the light of this 'Fair Society,' it argues, our society is not going through 'retrogression into totalitarianism.' Instead Korean society is, it diagnoses, disfigured by inappropriate private infiltration into public realms. The last chapter discusses the necessity of prosecutory measures as the first step toward 'Fair Society.'

This paper begins with the thesis that the so-called 'Be Slow' Movement has not only affected the contemporary life style but also the current fashion trend in the West as well as in Korea. The influence of the 'Be Slow' Movement on the everyday life of Western and Korean society can be documented by recent books, news reports, and many articles from various kinds of mass media and fashion magazines since the year 2000. The results of this study can be summarized as follows. First. the 'Be Slow' Movement is a new cultural phenomenon and very different from that of the past century. It has emerged very recently and it could affect the life style o( its followers for a long period of time. Second, the influence of 'Be Slow' Movement on everyday life can be witnessed in many behavioral choices. such as the preference of organic food and natural cooking for food and the preference of rural life and a green patch of land for housing. Some aspects of the way of rearing the children and long-term planning of one's life are also under the influence of 'Be Slow' Movement. In a way. the life style Proposed by the 'Be Slow' Movement is somewhat similar to that of 'Bobos'. Third, the influence of 'Be Slow' Movement on the current fashion trend can be observed in the appreciation of time-consuming labour and increased usage of D.I.Y. clothing. The higher value of fashion goods with handcrafted part or scarce luxury item are good examples of the influence by the 'Be Slow' Movement. One can say that the 'Be Slow' Movement is not retrogression, but a re-creation of time and space to be grateful for one's life. Thus, it is not anti-technology but a commercialism with technology in order to enhance the quality of life and to place people in the center of production and consumption. Consequently, one may say that the 'Be Slow' Movement is a appropriate and affluent way of living.

Purpose: The purpose of this study is to provide basic data for a more reasonable health teacher placement policy sending teachers to more appropriate sites, by analyzing the change process of the health teacher placement standards and the problems caused by an unreasonable placement policy. Methods: This study mainly analyzed relevant research data and existing studies focusing on a literature analysis. Results: To date, the placement policy for health teachers has changed, going through expansion, reduction, and retrogression, since its establishment. The standard, placing health teachers only in elementary schools with more than 18 classes, was created in 1952. Despite the expansion of the role of health teachers and the revision of the school health law in 2007, this standard has been applied to date without modification. In the meantime, there have been many problems caused by inappropriate placement of health teachers. It was difficult for health teachers in large schools to carry out proper health education; and, in many schools, passive health management, such as first aid, health tests, and student health management, was mainly executed rather than active health management. Students in small schools were not even given an opportunity to receive health education and health management owing to the absence of health teachers. Also, compared to teachers teaching other subjects, health teachers have had very unfair placement standards. Conclusion: The placement policy for health teachers, which has been applied to the present, has never reflected social change, the increase of student health issues, and the demand from the school area. Although the role of health teachers expanded with the execution of health education, the current placement standards for health teachers are very unreasonable. Accordingly, it is necessary to review the health teacher placement policy in a reasonable manner and to revise the standards considering the reality.

This study aims to provide enhanced management strategies for information disclosure deliberative committees in the Government 3.0 era. It confirms that there has been no progress on the committees' management since the implementation of the Government 3.0 policies. On the contrary, certain retrogression aspect on the committees have been discussed. The study suggests the four alternative strategies as follows: First, the committees should be held regularly and exercise their authority for referring to discussion. Second, it must be configured that outside committee members are more than internal committee members. Also, there should not be any restriction so that external members can be a chairman. Third, the committee meetings should be in the face-to-face form in principle. The documentary deliberation could only be allowed if issues are repeated and they are similar. For this type of deliberation, the procedure and schedule should be established and complied to. Fourth, for the effective operation of the information disclosure system, department and staffing in charge are required.

Currents which are generated at both ends of drive motor by operating brake pedal when subway train is driving, will generate the reviltalization actual effect if they are not used immediately. So there exist rolling stock established Dynamic braking annex for the purpose of stable brake performance in case there are no retrogress train around or no stable wiring voltage.Therefore 55% of entered energy are consumed in subway train. 45% are used in down gradient section or for regeneration energy and among them 25% are used for another train's retrogression through the wiring. So to reduce reviltalization method keeping the existing system, substation's service voltage should be declined about 5%. And then it will ease off excessive wiring voltage rise. And there need energy reduction by flexible service voltage adjustment and study for energy consumption efficiency in the subway.

The so-called 'Bustle'which was a support put on waist to heave the side the buttocks means the grandiloquent style to express to ideal body. Bustle style. one of the outstanding and remarkable fashion trends in the late 20th century, has significant meaning in fashion history. This is because not only the style has the longest history, but also it has been periodically repeated every end of a century from the 17th to the 20th century. To analyse to cause the Bustle style was shown, I studied first the sign of forthcoming activity of the Bustle style, the change of the Bustle style shown In the times at the end of century and feature of the Bustle style. Based on the previous reasons of appearance of the Bustle style In the history. there are two similarities. First. reaction led to an occurrence of the reactionary tendency, the Bustle style as they were eager for the past because of a feeling of uneasiness about a coming century. Second, the principle of retrogression led to an occurrence of the Bustle style craving for new style. This Bustle style welch was reaction from being tired of the former fashion appeared to expression a desire for new style. In short, Bustle style was an intermediation between different histories and the basis for continuous development of new eras. rather than lust a part of classicism.

This study was performed to build up the ecological guidelines to grasp the structure of the vegetation change which is due to river rehabilitation. Anyway, river ecosystem and function has been destroyed owing to river development. It is important that river vegetation supplies ecological corridor and biotope. Two survey sites(Wonsungcheon and Pungseocheon)were investigated in the aspect of plant ecosystem and structure to settle the practical concept of river ecosystem. Each survey site was subdivided to five plots. The site was surveyed through the belttransect method. Wonsungcheon gets more seriously polluted as it runs to the urban area. In other words, there are On the other hand, Pungseocheon has more naturality but its downstream is under the pressure of various wood plants in the upstream area, but downstream area is dominated by naturalized plants such as Bidens frondosa, Panicum dichotomiflorum, etc. Riverbank of downstream has been changed into farm and parking lot. development. It should be preserved definitely because it still has abundant naturality and wetland which formed a biotope. The objective of the research is to find out the river retrogression and maintenance methods based on the riparian vegetation structure. To manage the river ecologically, hydrophytes should be induced partly for natural purification after the riverside is rehabilitated. The vegetation should be induced step by step to restore natural river and steady monitoring and research are required.

2000~2009년 동안 격월로 관측한 수온 관측 자료를 분석하여 표층 수온이 10년 동안 약 $1{\sim}1.9^{\circ}C$ 상승하는 경향을 관찰하였다. 상승폭이 해역마다 약간의 차이를 보이고 있는데 부산해역은 약 $1.5^{\circ}C$, 여수해역은 약 $1.7^{\circ}C$, 제주북부에서도 약 $1.7^{\circ}C$의 상승폭을 보임으로서 남해 동쪽보다는 서쪽해역의 상승폭이 약간 높게 나타났다. 남해 연안수의 평균 수온이 증가하는 추세경향으로 미루어 볼 때 남해 수온전선이 약해지게 되어 결과적으로 연안쪽으로 밀릴 것으로 추정된다. 제주도 모슬포는 약 $1.9^{\circ}C$ 가 상승하였으며 제주도 성산포는 2004~2009년 동안 약 $1.2^{\circ}C$ 상승하는 추세를 보였다. 이와 같은 수온의 변동성은 조위관측소에서 관측된 수온에서도 확인할 수 있는데 부산은 $0.2^{\circ}C$/8년, 여수 $0.4^{\circ}C$/10년, 제주북부는 $1.5^{\circ}C$/10년, 모슬포와 성산포는 $1^{\circ}C$/6년, 서귀포는 $1.7^{\circ}C$/8년 상승폭을 보인다. 조위관측소의 수온 상승폭보다 한국연안해류조사의 수온 상승폭이 약간 높게 나타나고 있는데 이는 관측소의 위치가 해안가에 있는 반면 연안해류조사는 선박을 이용하여 외해쪽에서 수온을 관측하기 때문에 고온 고염의 대마난류(Tsushima Warm Current) 영향을 더 많이 받았기 때문으로 볼 수 있다. 해수의 수온 상승 현상은 증가율이 약간 낮기는 하지만 50m 수심에서도 나타나고 있다. 부산해역, 여수해역, 제주북부 해역은 모두 약 $1.2^{\circ}C$의 상승폭을 보였으며, 제주도 성산포는 약 $1.1^{\circ}C$인 반면, 모슬포 해역에서는 약 $1.5^{\circ}C$로 상승추이가 크게 나타났다. 이와 같이 남해 연안수가 표층과 저층에서 동반 상승했다는 것은 대마난류의 세력이 강해졌다는 것을 보여주는 지시자(indicator)로서 최근 제주도와 남부지방의 기후온난화와 관련이 있을 것으로 추정된다. 하지만 상승률은 관측기간이 길어질수록 작아지는 경향이 있기 때문에 남해의 물리적 특성 변화를 보다 명확히 규명하기 위해서는 좀 더 장기적인 자료가 필요하다.

Shallow failures occur frequently in both engineered and natural slopes in expansive soils. Rainfall infiltration is the most predominant triggering factor that contributes to slope failures in both expansive soils and clayey soils. However, slope failures in expansive soils have some distinct characteristics in comparison to slopes in conventional clayey soils. They typically undergo shallow failures with gentle sliding retrogression characteristics. The shallow sliding mass near the slope surface is typically in a state of unsaturated condition and will exhibit significant volume changes with increasing water content during rainfall periods. Many other properties or characteristics change such as the shear strength, matric suction including stress distribution change with respect to depth and time. All these parameters have a significant contribution to the expansive soil slopes instability and are difficult to take into consideration in slope stability analysis using traditional slope stability analysis methods based on principles of saturated soil mechanics. In this paper, commercial software VADOSE/W that can account for climatic factors is used to predict variation of matric suction with respect to time for an expansive soil cut slope in China, which is reported in the literature. The variation of factor of safety with respect to time for this slope is computed using SLOPE/W by taking account of shear strength reduction associated with loss of matric suction extending state-of-the art understanding of the mechanics of unsaturated soils.

The germination of the buds in 'Hongisul' grapes is poor and especially the high ratio of shoots where the flowers failed to emerge it was difficult to secure a sufficient amount of harvest. Thus, in this study, the necrosis and the periodical change in the buds were observed morphologically and also the cause of necrosis of the bud was investigated in order to understand what was causing the low germination and flowering. There was no change in the size of the bud after June and based upon external observation, there wasn't any retrogression or withering. However, based on a microscopic examination, the ratio of whole bud and main bud necrosis of the 'Hongisul' grapes continued to increase after August, and specially the ratio of the main bud necrosis continued to increase up to October. As for the size of the buds on the shoots, the buds located on the $1^{st}-3^{rd}$ nodes from the basal part were small whereas the buds located on the $4-10^{th}$ nodes were comparatively larger in its size. The ratio of necrosis of the bud was the highest at the $1^{st}$ and $2^{nd}$ bud, meaning that the buds located at the basal part of the shoot were defective compared to those located at the end of the shoot. It was also found that when the growth of the shoot is active and the shoot diameter is thick, it hindered the development of the buds. Therefore, it was judged that long pruning of 'Hongisul' grapes would help the emergence of the flowers as you could use the buds that have comparatively developed better.
