The purpose of security control in the public sector is to secure the safety of administrative services for the public by preventing resource loss or information infringement in information systems and information and communication networks. The security control system is a process that performs real-time detection, analysis, response, and reporting through system vulnerability analysis and security system detection pattern optimization. This study aims to objectively identify the current situation of the mismatch between the supply and demand of cyber security control centers currently in operation and specialized security control companies that can be entrusted to operate them, and to derive and propose practical and institutional improvement measures. Considering that the operation of security control centers in the public sector is expected to increase in the future, research on the practical supplementation required for the operation process of security control centers and the improvement of the designation system of security control specialized organizations has fundamental and timely significance, and it is an area that requires continuous research in terms of strategic industrialization.
In what was labeled the "nut rage" incident, the vice president of Korean Air, Hyun-Ah Cho (Heather Cho), demonstrated behavior that exemplifies corporate transgression and deviation from societal moral standards toward a flight attendant aboard a flight. Such behavior instigated the public to express negative sentiment on various social media platforms. This study investigates word-of-mouth network on YouTube in response to the crisis, patterns of co-commenting activities across selected YouTube videos, as well as public responses to the incident by employing social and semantic network analysis. A total of 512 YouTube videos featuring the crisis from December 8, 2014 through November 11, 2018, and 52,772 public comments to the videos were collected. The central videos in the network successfully attracted the public's attention and engagements. The results suggest that the video network was decentralized, with multiple videos acting as hubs in the network. The public commented on various videos instead of focusing on a few. The contents of influential videos uploaded by popular news organizations revealed not only Cho's behaviors related to the nut rage crisis but also unrelated illegal behaviors and the moral violations committed by the family members of Korean Air. The public attached derogatory remarks to Cho and her family, and the comments also addressed ethical concerns, management issues of the company, and boycott intentions. The results imply that adverse public reaction was related to the long-standing problem caused by family ownership and governance in large Korean corporations. This Korean Air scandal illustrates backlash toward a leadership breakdown by the family business conglomerate prevalent in the Korean society. This study provides insights for effective handling of similar crises.

This study aimed to delve into the personal experiences of academic librarians as they perform their duties, seeking a holistic understanding of their professional experiences and the subjective experiences underlying them. To this end, the study conducted in-depth interviews with librarians, who were selected as research participants from private four-year universities, and analyzed the collected data using Giorgi's phenomenological analysis method. The findings reveal that the experiences of academic librarians can be summarized as "ambivalent perceptions of the librarian profession," "discrepancies between expectations and reality," "discriminatory personnel practices within university organizations," "growth and limitations derived from professional experiences," and "adaptation and anxiety in response to rapid environmental changes." A closer examination indicated that academic librarians continuously experience and resolve dilemmas within complex contexts. The findings of this study are expected to deepen the understanding of the profession of academic librarians and contribute to the development of practical strategies for workforce management and the improvement of working conditions.
Objectives: Professional firefighters face various health hazards and are required to maintain both physical and mental fitness to effectively mitigate crises and respond to emergencies. Moreover, the long working hours and shift work of this profession impact sleep quality. This study investigated the quality of sleep and its associated factors among firefighters in Bangkok, Thailand. Methods: This was a cross-sectional study of firefighters affiliated with the Bangkok Fire and Rescue Department, Bangkok Metropolitan Administration, Thailand between January 2023 and March 2023. A cluster random sampling technique was utilized to distribute 600 questionnaires to firefighters in 15 fire stations. The questionnaire addressed demographic, work-related, and environmental factors. Sleep quality was assessed using the Thai version of the Pittsburgh Sleep Quality Index (PSQI). Data analysis involved both descriptive and inferential statistics. Bivariate and multiple logistic regressions were performed. Results: The response rate was 78.7% (n=472), and 44.1% of the firefighters reported poor sleep quality (PSQI score >5). Sleep quality was statistically associated with conflicting family relationships (odds ratio [OR], 1.8; 95% confidence interval [CI], 1.1 to 2.9), additional part-time jobs (daytime, OR, 2.4; 95% CI, 1.3 to 4.4; or nighttime, OR, 4.3; 95% CI, 1.1 to 16.7), noisy sleeping areas (OR, 1.7; 95% CI, 1.1 to 2.8), and the availability of adequate bedding (OR, 3.0; 95% CI, 1.8 to 4.9). Conclusions: Poor sleep quality among firefighters was associated with various personal, work-related, and environmental factors. Organizations should promote policies that improve sleep quality through good sleep hygiene practices and facilities.
This paper examines issues concerning conflicts between arbitral awards and public interests, particularly with respect to economic sanctions. Sanctions have been widely used by political entities, such as States and organizations, as means to promote public interests and to resolve cross-border disputes. In particular, economic sanctions have been increasingly more visible in recent years due to the accelerating fragmentation of the international communities, and their magnitude and range of the impacts have grown accordingly. For example, the U.S. and the EU have imposed economic sanctions on Russia and related persons in response to Russia's invasion of Ukraine. The U.S. recently re-introduced a comprehensive economic sanction on Iran. One of the notable impacts of the sanctions, particularly economic sanctions, is that on international arbitration. Sanctions are essentially built on the notion of the protection of public interests, and public interests are some of the few grounds upon which recognition and enforceability or arbitral awards may be rejected. However, jurisprudence on such conflict between sanctions and arbitral awards have not been sufficiently addressed in Korea because court case and administrative decision records on this conflict have not been sufficiently accumulated. In this regard, this paper begins with offering a survey of the concept of public interests, economic and trade sanctions, arbitral awards and their enforceability, and the relationships between them. It then examines the mechanism upon which public interests, trade and economic sanctions may lead certain arbitral awards unenforceable. Next, the paper suggests judiciaries' balanced approach toward the public interests protected by trade and economic sanctions and the predictability and fairness in the enforcement of arbitral awards. Finally, this paper concludes with the methods of the implementation of such balanced approach.
This study aims to determine the factors affecting the level of satisfaction with the Cell Broadcast Service (CBS) among citizens in Incheon. Partial least squares (PLS) regression, instead of multiple regression, was used for the analysis because it can solve multicollinearity and sample size issues. The analysis results are as follows: The factor with the greatest effect on satisfaction with CBS among Incheon citizens, was the elimination of redundancies (VIP=1.185). Therefore, local governments, government agencies, and public organizations must coordinate their ideas and collectively create guidelines to eliminate redundancies. The second most influential factor was the expansion in the broadcast medium from legal, institutional, and policy aspects (VIP=1.087). This is because differences in generation, age, gender, and personal characteristics were not considered. Therefore, it is necessary to devise a customized messaging tool through the expansion of broadcast media. The broadcast criteria of the legal, institutional, and policy perspectives comprised the third most influential factor, with a high VIP value of 1.053. Consequently, it is essential to devise a plan to avoid distributing unnecessary cell broadcast services, by establishing criteria for areas and sections, time, and the direct and indirect impact zones of a disaster. In the future, this study could be used as base data to develop policies, guidelines, and response measures for Incheon CBS. Given the lack of research on the diverse characteristics of each social class and the city traits of each region, and a lack of concrete empirical research on each factor, continuous and in-depth studies are required in the future.
Despite international laws and government efforts, most of the world's fishery resources and ecosystems have continued to decline since the 1970s. In response, international non-governmental organizations have launched sustainable seafood movements and attempted various strategic approaches. These include the "boycott" strategy of the 1980s and 1990s, and the expansion of certified fisheries through Fishery Improvement Projects (FIPs) in the 2000s. According to data from the Marine Stewardship Council (MSC), currently there are 274 MSC-certified fisheries in 63 countries, covering 179 species, and 264 fisheries engaged in FIPs in 67 countries, covering 233 species. In Korea, the adoption of private fishery governance, which complements international and domestic fishery laws and government management, remains relatively low. Therefore, we examined private fishery governance with respect to its governance, interaction with laws, credibility, legitimacy, current status, and key considerations for its implementation. We emphasize the utilizing MSC fishery certification schemes as an audit approach to sustainability, implementating FIPs to address the fisheries sustainability gap, using councils for leadership, and securing government financing for fisheries with no market incentives.
The purpose of this study is to provide basic data for the development of a disaster nursing education program for nursing students. This study conducted in-depth interviews with seven experts, including emergency medical technicians, disaster nurses at public health centers, and professors of nursing in charge of disaster nursing, and analyzed the data using content analysis, a qualitative research method. As a result of the study, the composition of the disaster nursing education program was derived as 'Definition and category of disaster, National disaster system, Response and collaboration with related organizations, Triage at disaster site, and The role of nurse in a disaster situation.' The operation of the curriculum was derived as 'step-by-step application from lower grades to upper grades, basic stage theory education stage, advanced stage 1 team activities and individual training education by learning content, and advanced stage 2 operation in the form of tabletop exercise, field-training exercise or simulation.' Based on this study, the development of a disaster nursing education program is suggested.
The burden of addressing the damage and financial losses caused by disaster events falls primarily on local governments. Given this reality, preparing for disasters and assessing the effects of disaster management would be more effective if both were carried out at the local level. However, disaster management in South Korea is realized at the national level, revolving around the central government. The Ministry of Public Safety and Security, which was newly established after the sinking of MV Sewol, was criticized for failing to carrying out its role as a "disaster control tower" in dealing with the earthquakes near the city of Gyeongju in 2016. The criticism, as well as deep anxiety concerning the ministry's ability to effectively respond to disasters, means that there is a need for a practical alternative plan to the current method of dealing with disasters. As such, there is an increasing call to re-examine the role of the police force, which played an integral part in past disaster response efforts, in future disaster events. Among the various activities the police force performs, this study focused on one particular role and function of the police, namely community policing. Specifically, this study examined community policing within the context of local governments. The primary purpose of community policing is crime prevention. But the police must respond to citizens' expectations and desires that the police expand the scope of its role. Thus, to maximize public safety and order, the police must be actively engaged in conducting disaster response activities. Hence, this study concentrated on the measures, including community policing, that need to be taken to enable the police to respond rapidly and effectively to disaster events, thereby minimizing losses, and to contribute meaningfully to disaster recovery efforts. Because community policing requires public cooperation, community-oriented disaster response and disaster management are closely examined. This study basically seeks to expand the scope of community policing to strengthen disaster safety. Furthermore, this study aims to assert that disaster safety can be promoted by establishing a cooperation system between the police and private security; changing how the role of community policing in disaster response activities is perceived; increasing professional manpower and establishing a comprehensive and independent department dedicated to disaster-related matters; and merging consultative organizations into one organization. Additionally, this study states that an integrated CCTV platform and police cars on disaster prevention patrol duties would enhance the capability of the police to respond to disasters and perform their community policing activities.
To develop a crisis management for aviation safety, this study has defined crisis management includes risk management which is eliminates or lowers risks prior to accidents and emergency response after the accidents. This study takes a look at different kinds of crisis managements, risk managements and statistical methods of other nations and fields in order to develop a risk management model.
