Community Resource Development Strategies for Facilitating North Korean Refugees' Resettlement in Local Areas : The Case of Busan Metropolitan City (북한이탈주민의 지방정착지원을 위한 지역사회 자원동원전략 : 부산지역의 사례를 중심으로)

  • This study examined resettlement and adaptation condition of North Korean(NK) refugees resettling in local areas and compared the results of the examination to the life conditions for those who are living in Seoul and its vicinities. As the result indicates, the first cohort is currently inferior to their counterpart in labor market activities, life satisfaction, and quantity and quality of resettlement assistance implemented by private voluntary agencies. The reason of selecting Busan as a specific case for this study is that: 1) Busan is the largest city in the number of NK refugees residence except for Seoul, 2) Busan has a couple of community welfare centers which are involved in the work of NK refugee resettlement as well as the reason that Busan provides convenience of conducting a survey to the researcher. The most significant contribution of this study to social work research and practice is that it applied the existing theoretical and practical approach of community resources development and networking of social supports to the field of NK refugee resettlement assistance. Based on the research findings, this study suggests that the roles and functions of Community Associations of NK Refugee Assistance should be more activating and that a community welfare center should a take critical role in organizing and activating the Community Associations. This paper also suggests specific ways of enhancing the role of community welfare centers in NK refugee assistance.

A whole genome sequence association study of muscle fiber traits in a White Duroc×Erhualian F2 resource population

  • Objective: Muscle fiber types, numbers and area are crucial aspects associated with meat production and quality. However, there are few studies of pig muscle fibre traits in terms of the detection power, false discovery rate and confidence interval precision of whole-genome quantitative trait loci (QTL). We had previously performed genome scanning for muscle fibre traits using 183 microsatellites and detected 8 significant QTLs in a White Duroc×Erhualian F2 population. The confidence intervals of these QTLs ranged between 11 and 127 centimorgan (cM), which contained hundreds of genes and hampered the identification of QTLs. A whole-genome sequence imputation of the population was used for fine mapping in this study. Methods: A whole-genome sequences association study was performed in the F2 population. Genotyping was performed for 1,020 individuals (19 F0, 68 F1, and 933 F2). The whole-genome variants were imputed and 21,624,800 single nucleotide polymorphisms (SNPs) were identified and examined for associations to 11 longissimus dorsi muscle fiber traits. Results: A total of 3,201 significant SNPs comprising 7 novel QTLs showing associations with the relative area of fiber type I (I_RA), the fiber number per square centimeter (FN) and the total fiber number (TFN). Moreover, one QTL on pig chromosome 14 was found to affect both FN and TFN. Furthermore, four plausible candidate genes associated with FN (kinase non-catalytic C-lobe domain containing [KNDC1]), TFN (KNDC1), and I_RA (solute carrier family 36 member 4, contactin associated protein like 5, and glutamate metabotropic receptor 8) were identified. Conclusion: An efficient and powerful imputation-based association approach was utilized to identify genes potentially associated with muscle fiber traits. These identified genes and SNPs could be explored to improve meat production and quality via marker-assisted selection in pigs.

  • As the concern with the educational training for human resources development in organizations grows, various programs are being offered in many places. Accordingly, the issue of securing the validity of the education and the importance of its assessment at the level of continuous quality management of the programs draw our attention. The purpose of this study is to offer the basic data of evaluation criteria for human resources development which knowledge-and-information saturated society requires, and also to draw out the greater area of human resources development educational program based on CIPP(Context, Input, Process, Product) model by Stufflebeam, an evaluation model concentrated on process, through literature and case study in and out of Korea. The result of the study is as follows. First, the evaluation areas drawn out by the greater sphere of context evaluation of human resources education program are needs analysis, goal setting, and organizational environment. Second, the evaluation areas drawn out by the greater sphere of input evaluation of human resources education program are educational program strategies, human resources, and physical resources. Third, the evaluation areas drawn out by the greater sphere of process evaluation of human resources education program are educational program management, teaching-learning strategies, and educational support environment. Fourth, the evaluation areas drawn out by the greater sphere of product evaluation of human resources education program are influence, effect, durability, and transference. The author supposes that these results will be able to become the basic materials for the systematic approach to educational programs through the analysis of evaluation criteria for and the greater sphere of educational program of human resources development.

Data Mining based Forest Fires Prediction Models using Meteorological Data (기상 데이터를 이용한 데이터 마이닝 기반의 산불 예측 모델)

  • Forest fires are one of the most important environmental risks that have adverse effects on many aspects of life, such as the economy, environment, and health. The early detection, quick prediction, and rapid response of forest fires can play an essential role in saving property and life from forest fire risks. For the rapid discovery of forest fires, there is a method using meteorological data obtained from local sensors installed in each area by the Meteorological Agency. Meteorological conditions (e.g., temperature, wind) influence forest fires. This study evaluated a Data Mining (DM) approach to predict the burned area of forest fires. Five DM models, e.g., Stochastic Gradient Descent (SGD), Support Vector Machines (SVM), Decision Tree (DT), Random Forests (RF), and Deep Neural Network (DNN), and four feature selection setups (using spatial, temporal, and weather attributes), were tested on recent real-world data collected from Gyeonggi-do area over the last five years. As a result of the experiment, a DNN model using only meteorological data showed the best performance. The proposed model was more effective in predicting the burned area of small forest fires, which are more frequent. This knowledge derived from the proposed prediction model is particularly useful for improving firefighting resource management.

Effects of Ambient Temperature Change on the Internal Pressure Change of Multi-Layered Subsea Pipeline (주위 온도변화가 다층구조 해저 파이프라인 내부 압력변화에 미치는 영향)

  • The subsea pipeline has received considerable attention as a high-value-added industry linked to the energy and steel industries including natural resource development. The design and installation of the subsea pipeline require a variety of key technologies to carry out the project. In particular, a thorough pre-verification process through pre-commissioning is essential for the safe operation of the subsea pipeline. The hydrotesting stage in the pre-commissioning process of the subsea pipeline is known to be affected significantly by the ambient temperature change; however, there is a little study based on the theoretical and numerical approach. In this study, the method of predicting the internal temperature change using the transient heat transfer method for the stage of hydrotesting during the pre-commissioning process of the subsea pipeline and the prediction method of the pressure variation in the pipeline using it were proposed. The predicted results were compared with field test results and its effectiveness was verified. The proposed analysis procedure is expected to contribute to the productivity improvement of the subsea pipeline installation project by enabling the prediction of pressure variation through pipeline heat transfer simulation from the initial design stage of the subsea pipeline installation project.

Automatic Interface Synthesis based on IP Categorization and Characteristics Matching (IP 범주화와 특성 대응을 통한 인터페이스 회로 자동 합성)

  • A system-on-a-chip (SoC) design uses pre-verified IP hardware blocks in order to reduce design time. We need interface circuits to connect IPs with different protocols. In SoC design we should design interface circuits frequently and these tasks are somewhat time-consuming and error-prone. So it is necessary to generate the interface circuits automatically. Several studies have been made on generating interface circuits only from the communication protocols of IPs. With existing approaches, it is not easy to generate interface circuits connecting two IPs only from communication protocols: connection between IP with address and W without address, connection between IP with only one port to transfer address/data and IP with different ports for address and data connection between IP that transfer address and data together and IP that transfer only one address with a number of data in a burst. No consideration of various characteristics of IPs and no changed algorithm are responsible for it. In order to solve this problem, the proposed approach categorizes communication protocols of IPs, and takes characteristics matching of IPs into account during the interface synthesis. In experiments, we show that we could correctly generate and verify interface circuits for IPs with different characteristics.

Analytical Study between CEO's Performance Expectancy and His Network Activity Characteristics focused on North-West Area Companies of the Chungnam Province (충남 서북부지역 기업인의 네트워크 활동 특성과 성과기대 분석)

  • CEO's business network is important to the establishment and growth of companies and it is recognized as an essential element in regional development, but the related research and studies including surveys on the characteristics and performance of the CEO's network and its activities are lacking. This study aimed at companies located in the northwestern part of the Chungnam to survey about CEO's network activities, and research about the characteristics and performance expectancy of the network was carried out. As research methods, we discussed the previous studies, designed and analyzed the research models empirically using the survey. Analysis based 3 stages approach showed that the performance expectancy on human resource such as recruit was not affected by any factors overall. CEO's satisfaction affect significantly to the both of performance expectations of finance and general management by types of the network and its differentiated program. Executive activities, # of joining network, and period of activity affected also conditionally. This study have contributions that enable businessmen can take advantage of strategic use on the region's business network activity.

Analysis of the Policy Network for the “Feed-in Tariff Law” in Japan: Evidence from the GEPON Survey

  • Energy policy is known to have higher path dependency among policy fields (Kuper and van Soest, 2003; OECD, 2012; Kikkawa, 2013) and is a critical component of the infrastructure development undertaken in the early stages of nation building. Actor roles, such as those played by interest groups, are firmly formed, making it unlikely that institutional change can be implemented. In resource-challenged Japan, energy policy is an especially critical policy area for the Japanese government. In comparing energy policy making in Japan and Germany, Japan’s policy community is relatively firm (Hartwig et al., 2015), and it is improbable that institutional change can occur. The Japanese government’s approach to energy policy has shifted incrementally in the past half century, with the most recent being the 2012 implementation of the “Feed-In Tariff Law” (Act on Special Measures Concerning Procurement of Renewable Electric Energy by Operators of Electric Utilities), which encourages new investment in renewable electricity generation and promotes the use of renewable energy. Yet, who were the actors involved and the factors that influenced the establishment of this new law? This study attempts to assess the factors associated with implementing the law as well as the roles of the relevant major actors. In answering this question, we focus on identifying the policy networks among government, political parties, and interest groups, which suggests that success in persuading key economic groups could be a factor in promoting the law. Our data is based on the “Global Environmental Policy Network Survey 2012-2013 (GEPON2)” which was conducted immediately after the March 11, 2011 Great East Japan Earthquake with respondents including political parties, the government, interest groups, and civil society organizations. Our results suggest that the Feed in Tariff (FIT) Law’s network structure is similar to the information network and support network, and that the actors at the center of the network support the FIT Law. The strength of our research lays in our focus on political networks and their contributing mechanism to the law’s implementation through analysis of the political process. From an academic perspective, identifying the key actors and factors may be significant in explaining institutional change in policy areas with high path dependency. Close examination of this issue also has implications for a society that can promote renewable and sustainable energy resources.

Development and Application d A Comprehensive Case Management Model for Helping North Korean Refugees' Psycho-Social Adjustment in South Korea (탈북자의 사회적응 지원을 위한 종합형 사례관리 모형의 제시와 그 실천)

  • This study aimed to present a comprehensive case management model which might be helpful for social workers in community social welfare agencies who works with North Korean refugees for their psychosocial adjustment in South Korea. After being constructed, the model was put into practice upon North Korean refugees. This article described the whole process of model construction and its application. Detail steps taken in this research include: (a) The researcher had 20 unstructured individual interviews with 11 North Korean refugees in order to identify psychosocial problems that need social workers' intervention; (b) Based upon the problems identified through interviews and previous literature review, program components were identified and sorted out into two phases, one of which is therapeutic phase, the other is case management phase; (c) By interlocking the two phases, the researcher proposed a comprehensive case management model whereby North Korean refugees can get psychosocial services as well as linkage services in an interactive fashion; (d) The utility of the proposed model was examined by using a couple of North Korean refugees who initially showed complicated psycho-social-economic problems. The therapeutic phase employed a cognitive-behavioral approach. The case management phase consists of: assessment and diagnosis; service planning and resource identification; linking of clients to needed services; monitoring of service delivery; and evaluation. Although the program could not go through with because of the limited contacts with North Korean refugees for security reasons, the program was turned out to be very useful in helping North Korean refugees' settling-down in South Korea. Implications for the application of the proposed model was discussed along with limitations of this study.

  • Actual condition by items based on the level of execution of Construction Company certified by Construction Safety and Health Management Systems (KOSHA 18001) was investigated, analyzed and evaluated reflecting various opinions fincluding safety experts, top management, audit experts, and construction engineers. Currently, the maintenance is being managed through internal audit after the safety and health management system has been certified, but it is difficult to identify the degree of continuous improvement. In order to present the standards to see the level of quantified system, this study was conducted. The purpose of this study is to present the system maturity evaluation tool to be used to reduce occupational accidents through proper establishment and continuous improvement of national health and safety management system. Results of this study are summarized through identification of current condition of implementation of KOSHA 18001 system, development of maturity measurement tool and verification as follows: First, priority of implementation for activities of headquarters and on-site was determined by importance of activities such as the risk assessment, safety and health accident prevention activities, performance assessment and monitoring, resource management and support, and management review and improvement in order. In addition, the expert group presented that association with continuous improvement activities could establish the system by presenting strengths, weaknesses and improvement subjects of system.
