Study on the Resource Allocation Planning of Container Terminal (컨테이너 터미널의 자원 할당계획에 관한 연구)

  • We focus on resource allocation planning in container terminal operation planning problems and present network design model and genetic algorithm. We present a network design model in which arc capacities must be properly dimensioned to sustain the container traffic. This model supports various planning aspects of container terminal and brings in a very general form. The integer programming model of network design can be extended to accommodate vertical or horizontal yard configuration by adding constraints such as restricting the sum of yard cranes allocated to a block of yards. We devise a genetic algorithm for the network design model in which genes have the form of general integers instead of binary integers. In computational experiments, it is found that the genetic algorithm can produce very good solution compared to the optimal solution obtained by CPLEX in terms of computation time and solution quality. This algorithm can be used to generate many alternatives of a resource allocation plan for the container terminal and to evaluate the alternatives using various tools such as simulation.

  • In this paper, we presents a systematic methodology for minimizing tardiness and maximizing resource utilization in a multi-plant supply chain. A methodology is represented to a multi-objective mathematical program model. The model offers flexible and efficient multi-plant planning and scheduling. Also, We develope a realistic and flexible planning model using the genetic algorithm to solve the model.

  • The purpose of study was planning to a rural community space plan for revitalization of aging in rural society and activity of rural older adults. The rural community type was divided 5 categories by local topography characteristics and road system. According to 5 categories, the rural community space plan was consisted of space plan such as consideration for a rural topography characteristics and activity plan by space which analyzed a relations with rural resource and activity of rural older adults. Results from the rural community planning showed that to improve quality of life and to increase in economic productive activity for rural older adults, moreover to lead a retired oppidan migrate from city to country and to make full use of oppidan's intellectual capacity resource.

  • Purpose: The goal of this research is to identify the planning techniques of Smart Green City with Ubiquitous method and carbon-neutral city planning techniques and to induce the main planning techniques through the analysis of relative importance and practical adaptation. Method: First of all, eighteen planning techniques were derived and categorized into three organization systems and six sectors through literature review and FGI analysis considering the applicability of Ubiquitous service for carbon-neutral city planning techniques. Secondly, based on expert surveys and AHP analysis, the importance of Smart Green City planning techniques was evaluated. Thirdly, using case study, six cases related to Smart Green City were analyzed for the current status of application of planning techniques. Lastly, considering the importance of planning techniques and practical aspects, the characteristics of Smart Green City and its implication were estimated. Result: Energy, Resource and Waste and Transportation sector were identified as important sectors for Smart Green City. In addition, 'Construction of Smart Grid', 'System for Utilization of New & Renewable Energy', 'Smart Resource Circulation Management System', 'Establishment of Public Transportation Information System basis', 'Construction of Pedestrian / Bicycle oriented Road Environment' are essential planning techniques to create Smart Green City.

  • Although there are many processes in which factors interact with each other during enterprise resource planning(ERP) implementation, factors affecting ERP implementation have been investigated in an isolated way. In order to bridge the gap, this study attempts to provide a research model to explain how these factors affect ERP implementation success from a holistic perspective. In particular, this research focuses on how bundling and leveraging processes affect ERP implementation success using resource based theory, a strategy formulation framework, and a dynamic resource management model of value creation. The model amalgamates organizational resources and capabilities via the bundling and leveraging processes to identify the effect on ERP implementation success. This paper validates the proposed model by presenting Australian aviation industry case study. Case findings will be in help to reveal the effect of resource bundling in establishing capabilities and effect of capabilities leveraging in deriving the ERP implementation success.

The evaluation of the appropriateness of resource allocation in a community health center (보건소 기능의 중요도에 따른 자원배분의 적절성 평가)

  • This study was performed to evaluate the appropriateness of resource allocation based on the ranking of health center function. Through the Delphi processes, health center functions were ranked in order of importance as follows; planning and research, followed by health education, health promotion, management of chronic diseases, health screening tests, welfare activities, mental health services, medical personnel management, medical services, prevention of communicable diseases, maternal and infant health services, housekeeping, management of oral hygiene, nutrition services, surveillance for community health services, family planning, and administration of the health center. In relation to the above priorities, the allocation of manpower was not appropriate. Even though the expert groups emphasized on functions such as planning and research, health education, and health promotion, they inputted more personnel for administration of a health center, maternal and infant health services, and medical services which were evaluated with lower importance. The budget allocation showed the same trends as the above. Although the functions such as planning and research, health education, and health promotion, and management of chronic diseases were evaluated highly, the budget was allocated accordingo to the the results of the former fiscal year rather than on the importance of function. However the budget for nutrition services, surveillance for the community health services, family planning, and administration of a health center was allocated according to priority. Based upon the above findings, community health center should be given the opportunity to make their own ranking of health center function and to allocate their resources including personnel and budget in order to improve the responsibilities and roles of the community health center.

  • Human Resource Planning and Management(HRPM) is to make organization efficiently and effectively. Based on Promotion and Aging Chain Model, a revised personnel management prediction simulation is established in terms of mid- and long-term organizational changes, annual budget and personnel strategy including a promotion, aging and laying off for the best personnel architecture in organization. Also, the model is possible to find a solution for increasing the organizational capacity. An empirical application to quasi-governmental organization proceeded to testing and validating the model.

  • Economists have become interested in the centralization and decentralization of planning, in the linking up of models into a homogenous model system, and in multi-level planning. In this study, Input/Output techniques used for explaining the resource allocation mechanisms to be more rational through detailed specifications of a large organization's objectives and explicit linking of centralization and decentralization to such objectives. Also the application of mathematical methods to the higher levels of planning in the optimal allocation resources can't fully describe the actual practice of planning. On the other hand, 1-0 techniques are standard in economic analysis and planning. However, the application procedures to the armed forces hold only when their assumptions are met and when their solutions are convergent. So, it is of limited applicability.

  • Process planning can be defined as determining detailed methods by which parts can be manufactured from the initial to the finished stage. Process planning starts with determining the manufacturing process based on the geometric shape of the part and the machines and tools required for performing this process. Distributed process planning enables production planning to be performed easily by combining the extracted process and various manufacturing resources such as operations and tools. This study proposes an algorithm to determine the process for a feature-based model and to combine manufacturing resources for the process and implements a distributed process planning system.
