A Development of 3-D Resolution Algorithm for Aircraft Collision Avoidance

  • Traffic Collision Avoidance System (TCAS) is designed to enhance safety in aircraft operations, by reducing the incidences of mid-air collision between aircraft. The current version of TCAS provides only vertical resolution advisory to the pilots, if an aircraft's collision with another is predicted to be imminent, while efforts to include horizontal resolution advisory have been made, as well. This paper introduces a collision resolution algorithm, which includes both vertical and horizontal avoidance maneuvers of aircraft. Also, the paper compares between the performance of the proposed algorithm and that of algorithms with only vertical or horizontal avoidance maneuver of aircraft.

  • This study was carried out to offer direction to the Housing Management Support Center in terms of its key features and specific operational tasks. The research involved the property management office (n=35) and Resident Representatives of the apartment blocks (n=52). Advisory Services conducted a consumer survey, as well as a survey of expert interviews (n=15). Survey results were as follows: (1) the Managing Director and secretary residents were satisfied with the Diagnosis and Advisory services; (2) the administrative support services need to address housing issues, including a long-term repair plan and advice on using long-term repair reserves and "conflict resolution associated with public housing management"; and (3) there was a greater need for a "basic, common-sense Housing Management Information Base to provide services to the Resident Representatives of the apartment blocks". Based on the survey results, the main roles of the Housing Management Support Center are to act as a House of Commons Administrator to handle complaints with counseling, diagnosis and advice; to support the Resident Committees; to provide professional training, research, and investigation; to support community revitalization; to manage the business of guidance and inspection; to coordinate conflicts and disputes; to build a comprehensive source of information; and to build networks.

  • The OECD Guidelines for Multinational Enterprises (The Guidelines) was initially promulgated in 1976 as a form of annex to the OECD Declaration on International Investment and Multinational Enterprises. The Guidelines aims at accomplishing the implementation and dissemination of the Responsible Business Conduct. The latest version of The Guidelines, as revised in 2011, directed 47 adhering countries to The Guidelines to set up their respective National Contact Points (NCPs). NCPs are The Guidelines' dispute resolution mechanism for specific instances arising from breach by multinational enterprises of The Guidelines. Korea to date has its own NCP performing its role to offer good offices and facilitates settlement between the parties to the specific instances regarding The Guidelines. However, there has been strong criticism from NGOs and civil society that Korea NCP has not performed well due to lack of transparency and impartiality, especially in the context of the governance of Korea NCP. Under this circumstance, this paper ⅰ) examines current status and problems of Korea NCP, ⅱ) evaluates the core criteria for function and governance of NCPs through a comparative overseas cases study, and ⅲ) suggests improvement plans for Korea NCP.

  • The fashion industry has been growing in Korea, but the law and the dispute resolution have been less than effective so far. Copyright and patent law have proven only minimally effective in fashion, ending up with designers and fashion companies relying on their trademarks to protect their design. Litigating trademark disputes in the fashion industry presents a host of problems and leads to resorting to the Alternative Dispute Resolution (ADR). ADR methods, especially arbitration, however, are emerging as substitutes to litigation. Using these methods, the fashion industry should sincerely consider a self-regulating program in which its members-both fashion designers and corporations alike-can resolve disputes in a manner mutually beneficial to all parties in order to preserve the industry's growth, solidarity, and esteem. From 2016, KCAB's Fashion Industry Dispute Advisory Committee (FIDAC) for ADR has promoted a better solution for disputes in the fashion industry. Therefore, stakeholders in the fashion industry should commit to procuring innovation in fashion on a long-term basis by establishing a panel handling an alternate dispute resolution process. The ADR process can mitigate the uncertainty created by relevant legislation or any other disputes, which could result in shying away from any business in the fashion industry.

Alternate Dispute Resolution - Free and Speedy Complaints Redressal Framework using Technology: Ombudsmanship at Proverbial Doorsteps in Pakistan

  • Ombudsmanship is the framework to provide the speedy administrative justice to poor man which is originated in Sweden in the 19th Century and the modus operandi with modernized arrangement of public grievance redressal. Pakistan has thirteen different Ombudsman Institutions at both Federal and Provincial level with limited public accessibility. This paper presents a collaboration framework for extending the outreach of Ombudsmanship at proverbial doorstep of complainants. This framework has three main components as collaborative arrangements, Proceedings and Resolution of the complaints that increased the public trust. A pilot project titles Swift Complaint Resolution (SCR) was constructed and executed by Federal Ombudsman Secretariat to materialize the concept of speedy redressal of complaints. The SCR project first affirmed the strength of the components of the framework. The concept of SCR was first presented in the Federal Advisory committee for Administrative Justice, which comprised of highest level of the Parliamentarians, Public Officials, NGOs and Civil Society where presented guidelines to be adopted for the free and speedy redressal of grievances at proverbial doorsteps in tehsils and district headquarters ultimately to the extended to the union councils. In SCR, the complaints were decided within 25 days even though the Law permitted 60 days that is itself a record in any judicial /quasi-judicial forum.

Enhancement Method of CCTV Video Quality Based on SRGAN (SRGAN 기반의 CCTV 영상 화질 개선 기법)

  • CCTV has been known to possess high level of objectivity and utility. Hence, the government has recently focused on replacing low quality CCTV with higher quality ones or even by adding high resolution CCTV. However, converting all existing low-quality CCTV to high quality can be extremely costly. Furthermore, low quality videos prior to CCTV replacement are likely to be of poor quality and thus not utilized correctly. In order to solve these problems, this paper proposes a method to improve videos quality of images using SRGAN(Super Resolution Generative Advisory Networks). Through experiments, we have proven that it is possible to improve low quality CCTV videos clearly. For this experiment, a total of 4 types of CCTV videos were used and 10,000 images were sampled from each type. Those images could then be used for machine learning. The fact that the pre-process for machine learning has been done manually and the long time that required for machine learning seems to be complementary.

  • Though the functions and operational procedures of current ACAS-II are upgraded several times owing to technical advancement, so far the mid-air collision accidents never come to an end. Recently to solve the major issues of ACAS-II, ICAO began to develop a future ACAS (Airborne Collision Avoidance System) by the year 2015. Accordingly in order to prepare for international standardization of the future ACAS, in this paper a policy is proposed for domestic implementation of the future ACAS based on the results from studying the technical standards and future development trends of ACAS.

  • In case of South Korea, the airspace which airlines can operate is extremely limited due to the military operational area located within the Incheon flight information region. As a result, safety problems such as mid-air collision between aircraft or Traffic alert and Collision Avoidance System Resolution Advisory (TCAS RA) may occur with higher probability than in wider airspace. In order to prevent such safety problems, an mid-air collision risk detection model based on Detect-And-Avoid (DAA) well clear metrics is investigated. The model calculates the risk of mid-air collision between aircraft using aircraft trajectory data. In this paper, the practical use of DAA well clear metrics based model has been validated. Aviation safety data such as aviation safety mandatory report and Automatic Dependent Surveillance Broadcast is used to measure the performance of the model. The attributes of individual aircraft track data is analyzed to correct the threshold of each parameter of the model.

  • In order to improve the performance of TCAS it should improve the performance of the sensor, which transmits a variety of information. In this paper, To improve the performance of the existing radar sensors such as being used in behalf of the next generation air traffic control system, ads-b the applied. In addition, ADS-B in a high precision by using information from the correction GPS system, SBAS assume would be able to apply an improved location accuracy for TCAS and analyzed TCAS and ADS-B. Played the simulation results, TCAS equipment receives the help of these ADS-B can calculate a CPA to determine the position of the aircraft in advance, and it was confirmed that it is possible to reduce the unnecessary RA operation, also, the pilot reduction and the workload, it has advantages such as fuel consumption and time associated with the reduced operation unnecessary RA was confirmed.

  • Aircraft midair collisions are dangerous events that can cause massive casualties. To prevent this, civil aviation has mandated the installation of TCAS (ACAS), which is becoming more sophisticated with the help of new technologies. However, there are institutional problems in collecting data for TCAS research in Korea, limiting the ability to obtain data for personal research. ADS-B and Mode-S automatic broadcast various information about the flight status of the aircraft. This data also contains information about TCAS RA, which can be used by anyone to find examples of TCAS RA operation. We used the databases of ADS-B Exchange and Opensky-Network to acquire data and visually represent three TCAS RA cases through Python coding. We also identified domestic TCAS cases in the first half of 2023 and analyzed their characteristics to confirm the usefulness of the data.
