A Study on Certified Management Bodies for Rural Convergence Industry Promotion in Jeonnam Province (전남 농촌융복합산업 활성화를 위한 인증경영체 육성방안)

  • This study analyze the certified management bodies for rural convergence industry promotion in Jeonnam province. The main results are as follows. Firstly, both certified management bodies and committee members are positive about the prospects of the 6th industry, and they also agree on the need for 6th Industrial accreditation system. Secondly, The 6th industry affects "creation of value added" and "linked to regional agriculture." In other words, we can see that the 6th industry can contribute to creating new values and linking regional agriculture. Finally, in order to foster certified management bodies for the 6th industry, the management bodies put joint promotion, marketing and sales support on a priority basis, and was interested in supporting commercialization, such as on-site coaching, while the expert committee put priority on fostering the search for profit models, placing importance on supporting commercialization such as customized coaching.

Development of Regional Flood Debris Estimation Model Utilizing Data of Disaster Annual Report: Case Study on Ulsan City (재해연보 자료를 이용한 지역 단위 수해폐기물 발생량 예측 모형 개발: 울산광역시 사례 연구)

  • Since climate change increases the risk of extreme rainfall events, concerns on flood management have also increased. In order to rapidly recover from flood damages and prevent secondary damages, fast collection and treatment of flood debris are necessary. Therefore, a quick and precise estimation of flood debris generation is a crucial procedure in disaster management. Despite the importance of debris estimation, methodologies have not been well established. Given the intrinsic heterogeneity of flood debris from local conditions, a regional-scale model can increase the accuracy of the estimation. The objectives of this study are 1) to identify significant damage variables to predict the flood debris generation, 2) to ascertain the difference in the coefficients, and 3) to evaluate the accuracy of the debris estimation model. The scope of this work is flood events in Ulsan city region during 2008-2016. According to the correlation test and multicollinearity test, the number of damaged buildings, area of damaged cropland, and length of damaged roads were derived as significant parameters. Key parameters seems to be strongly dependent on regional conditions and not only selected parameters but also coefficients in this study were different from those in previous studies. The debris estimation in this study has better accuracy than previous models in nationwide scale. It can be said that the development of a regional-scale flood debris estimation model will enhance the accuracy of the prediction.

Regional Optimization of Food Waste Management - Focused on Three Cities in Kyungnam Province - (음식물쓰레기 관리의 광역적 최적화 방안 - 경남 3개 도시를 중심으로 -)

  • Limited landfill area and finance as well as a large generation of food wastes, have called for systematic approaches towards potential cost savings. In this study, the regional management system of food wastes generated from the residential and commercial sources was considered in three cities bounded each other; Changwon, Masan, and Jinhae city. Total thirteen alternatives were established and compared by applying the WRAP (Waste Resource Allocation Program). The following results were obtained: 1. While relatively small amounts were generated from the commercial sources such as cafeteria, restaurants, and market facilities, almost 80% of food wastes were generated from the residential sources. 2. Unit costs for food waste management in three cities were different according to their present situation such as the type and location of major generation sources and treatment facilities. Especially, the highest cost appeared in Jinhae city due to the most expensive construction of coastal landfill site. 3. Considering proper revenue, the whole conversion of food waste into animal feed was selected as the optimal alternative and represented 60% to 74% of the management cost of the whole landfill alternative in all cities. Comparing the other alternatives, composting of food waste was more economical than landfill alternative and the incineration was the most expensive alternative. 4. Some of the regional management systems using common food waste processing facilities together in three cities showed to be more economical than the single management system. Therefore, more detailed research for the regional management systems of food waste was recommended.

Analysis of Effect of Ditch Restoration on Soil Loss Reduction in Highland Agricultural Fields (고랭지밭의 구거복원에 따른 토양유실저감 효과분석)

  • Soil loss is a serious problem frequently caused by local torrential rainfalls due to climate change. In particular, soil loss is occurring in agricultural areas rather than urban areas, and many pollutants are introduced into rivers, causing environmental problems. To reduce soil loss, the Ministry of Environment has designated and managed non-point source management areas. The Jaun-district in Hongcheon-gun, which was designed as a non-point pollution source management area in Gangwon-do, is located in the upper stream of Soyang Lake. Most of the agricultural fields are composed of highland agriculture fields. The highland agricultural fields in the Jaun-district are also composed of large-scale farming areas, and the ditches located near the agricultural fields have been illegally used for farmland. Therefore, the local government in Hongcheon-gun is conducting a project to restore the ditches occupied by agricultural fields. However, an analysis of the amount of soil loss that can be reduced by the restoration of the ditches has not been conducted yet. Thus, the purpose of this study was to analyze the effect of reducing the soil loss from the restoration of the ditches used as agricultural fields in the Jaun-district. The SATEEC L Module was used to analyze the reduction in soil loss by ditch restoration. The SATEEC L Module was constructed to estimate the LS factor using Moore and Burch's method after calculating the slope length using the digital elevation model and the maximum allowable slope length. The LS factor and the USLE formula were used to estimate the amount of soil loss that could be reduced by ditch restoration. The analysis showed that the ditch restoration could reduce about 16.6% of the soil loss in the Jaun-district. The results of this study will contribute to the study of methods to reduce soil loss in non-point pollution management areas.

  • The purpose of this study is to investigate the evolution of regional tourism resources from the perspective of business ecosystem network. A regional tourism structure changes due to various factors such as natural resources, facilities, festivals and events, public resources, and etc. An exploratory analysis was conducted to examine the interaction between resource characteristics and alliance complexity in the regional tourism industry. In the process, the duality of technology provides an insight into the interaction among several players within an alliance network which include regional attractions and tourism industry. As a result. we identified four types of tourism alliance network: functional, organizational, resource-oriented, and artificially-allied. The managerial implications are also discussed.

  • More than half of the nonpoint sources of polluting water occur in cultivating farmlands in rural areas. Agricultural nonpoint sources are discharged from large areas of farmlands, making it difficult to collect or treat pollutants. Farmland source management is known to be the most effective, and preventive management by improving farming methods is the key to reduce nonpoint pollution. At present, more than 30% of the pollutants flowing into the rivers and lakes are nonpoint pollutants caused by agricultural activities. As a countermeasure, it is more preferable to develop and apply optimal farming management techniques for agricultural nonpoint pollution management basically than to apply existing water quality management techniques. Because of the characteristics of nonpoint source pollution, it is necessary to manage farmlands in rural areas, so the willingness and competence of the residents is most important. The purpose of this study is to analyze and understand the process of changing the cognition of residents through capacity education and survey for nonpoint pollution management in rural areas. This study conducted intensive resident competency education and examined the process of changing resident awareness through three surveys. As a result of this study, it was found that continuous education and activities for rural non-point pollution management are necessary for raising awareness of residents and managing non-point pollution effectively, showing possibility of change residents' perception.

A Study on the Role of the Regional Central Library for Activating the Regional Public Libraries in Jeollabukdo (전라북도 지역 공공도서관 활성화를 위한 지역 대표도서관의 역할에 관한 연구)

  • This study aims to seek the role model of the regional central library as the chosen one to activate the regional public libraries by the newly revised law of library. We examined its roles in terms of supports and cooperations on the basis of the survey of the opinions and realizations of librarians working in Jeonbuk area and the analyses of the environmental factors specific to Jeonbuk. And conclude that as the cooperative roles, the regional central library can function as a hub library for the five specific regions in Jeonbuk; as the supportive roles, it can support the educational and cultural activities planning at the regional public libraries by building a pool for knowledge and information in Jeonbuk region.

  • This paper intends to raise some of urban policy issues of managing and planning Seoul for the twenty first century. As one of the world's most dynamic megacities, Seoul is faced with at least two trends: one is globalization of the economy, and the other is humanization of urban development in relation to people's quality of life. Given this context, there are emerging issues in a time of transition as the following; pedestrianization, decline of city master plan, micro land use control, citizen involvement, metro-wide management, infrastructure provisions and maintenance, sustainable development, urban information sustaniable development, urban information system, and public-private partnership.

Developing Living and Managing Guidelines for the Sustainability of Back-to-Farm Community Village (귀촌형 공동체마을 지속성을 위한 생활 및 관리 가이드라인 개발)

  • The purpose of this study was to develop guidelines for sustainability of back-to-farm community village in 4 aspects; social environment, maintenance and management, regional environment, and economic environment. These 4 aspects, which count for sustainability, based on the comprehensive comparative analysis about items that field survey and literature suggested. Conclusions of guideline are of the following. The guidelines on social environment are developed by 3 items; resident participation and activity, village leader, decision making in village and person in charge of operation. The guidelines on maintenance and management are developed by 5 items; village operation system, village regulation, transparency of management, village operation expenses, and management type. The guidelines on regional environment are developed by 2 items; support by central and local government, and area projects and connection to regional resources. The guideline on economic environment is not developed due to low demands of based production facilities and income increase facilities.
