The Development Device of Busan-Jinhae Free Economic Zone for the International Competitiveness of the Port of Busan (부산항의 국제경쟁력 제고를 위한 부산.진해경제자유구역의 활성화 방안)

  • This paper suggests the development device of Busan-Jinhae free Economic Zone(BJFEZ) to strengthen the competitiveness of the Port of Busan and promote the regional development in Busan. It deals with the securable feasibility of necessary sites and development costs and financial resources, the foreign investments figure, and the structure of the BJFEZ Authority. In addition, to evaluate the background, process, and contents of 'Special Purpose Local Government', the paper looks into the amendment proposal of 'Act on designation and management of free economic zones' suggested by the central government from the regional view of point. As proposals to promote and activate BJFEZ, it is recommended in the paper that it is required, first, to draw the detailed political methods to guarantee sound and sustainable development project and investment environment in accordance with regional characteristics prior to marketing, second, to develop and implement differentiated policy means to facilitate foreign investment, third, to strengthen specialty of the BJFEZ authority, and finally, to set up the supporting role and cooperation of both the central and local governments.

  • London's BID, introduced in the early 2000s, has grown significantly to fill the gap between government services which have been decreased by the global recession and localism, and the demand for better services to strengthen competitiveness on a global level. Based on this background, this study comparatively analysed two BIDs in London with contrasting regional characteristics to find how BID works differently for the regeneration and sustainable development of regional business districts according to regional characteristics. As a result, the two BIDs ultimately had the goal of improving the local business environment and strengthening the competitiveness of local businesses and had a common point of working in close partnership with the public sector such as the local government. However, depending on the local situation and characteristics, it has been observed that there are differences in the strategies of work and the roles and relationships in the partnership with the public sector.

  • The United States of America is privileged in that social stratification is not directly linked to the division of powers. Nonetheless, America endured the devastating Civil War only to consolidate her national identity when a nation was not defined. In fact, state governments preexisted as a sovereign long before the federal government came into existence as a national government. As a consequence, intergovernmental relations have persistently been contested long after the Civil War ended. In contrast, the European Union was founded on the political will to establish regional integration such that her member states would never repeat the bloodshed in catastrophic wars. Since the principle of subsidiarity precipitated political endeavor in regional integration, the EU developed into a bifurcated system of transnational and international organizations. In this paper, I evaluate the US and the EU by applying the perspective of federalism in which separation and integration are perennially at tension.

A Study on the Determinants of Imbalanced Regional Development : An Application of Regression Model for a Bias due to Heterogeneity across Region (지역 불균형 발전의 결정요인 : 지역간 이질성 편의를 고려한 희귀모형의 적용)

  • This paper examines the determinants of imbalanced regional development in Korea during the period of 1985-1995. The review of previous analytical techniques have been used to analyze the determinants of disparities in regional development of disparities in regional development, but few has applied the regression technique which reduces a bias due to heterogeneity across region. The results of the study show that Kmenta model with per capita GRDP as dependent variable can reduce the heterogeneity bias in regional development and can minimize the statical errors in estimation and interpretation of the coefficients of the explanatory variables. According to the results of Kmenta model, urban infrastructure such as roads, information and communication facilities are major causes of regional disparity over the period of 1985-1995. The results of the study also indicate that local government should devote their policy efforts to identify and utilize the unique soci-economic characteristics of each locality in the process of regional development.

Tourism Resource Development for the Activation of Regional Economic and the Roll of Tourism Policy (지역경제 활성화를 위한 관광자원개발과 관광정책의 역할)

  • This study aims at proposing clear direction of tourism policy through analyzing the correlation between tourism resource, tourism system and activation of regional economic. A total of 283 samples were ultimately collected in survey of 300 researchers from the national and public institutes in provinces Chungchong-do and Kyungsang-do in July 2010 alone. SPSS 15.0 and AMOS 6.0 were used to test the model. Analysis showed that the more regional tourism resources have more significant effect on tourism system and tourist-attracting strategy, and that tourism system exerts influence on tourist-attracting strategy. So it was proved that the tourism policy effects meaningfully on vitalization of regional economic, and it was confirmed that the tourism system is more effective on the energization of regional economic than the tourist-attracting strategy. But the hypothesis has been rejected unexpectedly that tourist attractions have consequences for the activation of regional economic. It establishes the fact that it is useless for regional economy regardless of abundant regional tourism resources, if the tourism policy is not concretely in force. Therefore, Korean government must intercept overissue and overlapping investments on tourism development by the local government and induce qualitative growth of tourism sector through upgrading of development guidelines and the criteria for selecting tourism special zone, regional festival and cultural assets, and its continuous assessment and management. And it is desirable to enforce the connected cooperation projects between local governments and the 5+2 great-sphere economic blocs on government-level.

도시개발에 있어서 중앙과 지방정부의 역할분담

  • With the advent of local autonomy in the 1990s, the polemic issue of decentralizing the central government power will undoubtedly come to the fore. The purpose of this study is to reconsider the government functions both at the central and local levels, paritcularly in the fields of urban planning administration. Those policy guidelines administration. Those policy guidelines employed such delegations include : 1) leaving detailed land use regulations to the discretion of local governments; 2) increasing role of local administrations and people regarding development projects; 3) promotion of urban developers as well as public and private partnership; 4) simplifying the procedure related to development applications. In this context, the role of the central government should be redefined; macro-scale policymaking to cope with on-going globalization trends; area-wide coordination among various local bodies ; providing planning standards and information; straining manpower and operation of urban development funds and subsidies.

Regional Development Policy in Korea-Past, Present and Future (한국의 지역발전정책-과거, 현재, 미래)

  • Recently the World Bank released its World Development Report 2009 (hereafter WDR 2009) with the title 'Reshaping Economic Geography.' In the report, the Korean experience in regional development policy was highly praised. Also, the current government has been trying to reshape the regional development policy in view of 5+2 Economic Regions. The main theme of this paper is how to establish the highly valueadding economic system and how to deal with scale economies for regional development. In this paper these tasks in Korea's regional policy were discussed with reference to the WDR 2009. Enhancing the density of the central city of each Economic Region, reducing the economic distance between cities and rural areas, and getting rid of the barriers to cooperation between provinces are the keys for the efficiency and the effectiveness of the regional policy. In addition, strengthening the national solidarity through collaborative development of 5+2 Economic Regions still remains as one of the major tasks of the Korean government.

The Road to Modernity? Politics of Building Bridges and Regional Development in the Case of the Musi Bridge (근대로 향하는 길? 무시 대교(Jembatan Musi)를 통해서 본 도로건설과 지역개발의 상관관계)

  • South Sumatra's capital, Palembang, has long maintained a river-oriented transportation system. With road transportation's increased importance for exploiting natural resources, however, hundreds of roads have been constructed since the Dutch colonial period. This article examines how the construction of roads and bridges affected people's lives and social networks in Palembang, and what social and political significance it has in the context of a region in the postcolonial Indonesia, with a focus on the huge river called the Musi River, which horizontally crosses the city. After independence, there has been strong aspiration to link these two parts by road, and in 1965 the Musi Bridge (then the Sukarno Bridge) over the river was eventually opened. The construction of the bridge apparently initiated socioeconomic transformations and development in the region, including Ulu (the southern river bank)'s rapid urbanization. However, the features of regional development actually were prerequisites for "national" development. The regional development was impossible without financial support from the central government, and the local or regional aspiration for development was often supported only when it fitted with national envision. The Musi Bridge was a model case that fitted with such national envision. While it was the symbol of regional development, it was also celebrated as an exemplary sign of "national" development, by both Sukarno's government and Suharto's New Order regime. By analyzing the discussions and discourses regarding the Musi project since early 1950s, in addition to its social and economic impact after the construction, this article explores the continuities and changes in the roles and significance of the (construction of the) Musi Bridge with the changing political backstops in both regimes. Together with it, this article also aims to reexamine the interplay between "the national" and "the regional" in the prevalent aspiration for the national and regional "development" throughout the 1950s and 1960s.

타이완(臺灣)의 지역학 연구현황과 과제

  • 本论文是首次以臺灣地域学研究为主题策劃进行的研究. 其研究不仅在韩国, 在近日掀起地域学研究热潮的中国也未曾进行过. 韩国各地方政府與大学属下的各地区地域学研究所, 正为地区发展而进行着廣範的研究, 竝举办與其他地区研究所间的交流活动. 而如今对于可充分参考的国外事例却无人问津. 臺灣的地域学研究现状與活动领域, 定会为韩国地域学的发展指明方向. 本论文在此问题意识下, 以介绍臺灣地域学的研究狀況于活动领域为目的而撰写完成. 臺灣的'地域学'以行政区为基本范畴, 是以综合各地区对历史, 人文, 社会等领域探讨的问题, 将其开拓发展为目标的学问. 其主要地区范围为县與市. 通过扩散式收集有关臺灣地方行政府與地域学研究所的相关资料, 本论文策劃对其进行综合性, 系统化的归纳整理. 以政府, 大学, 地方专科大学, 人民团体的劃分单位为次序, 本文涉览了臺灣地域学的发展过程與现状. 综上所述, 本文包括臺灣主要行政单位----省, 市, 整体调查了臺灣地域学的研究推进过程與现状, 竝以此为基础, 预测未来地域学研究单位的探讨方向, 同时对此进行综合评价.

Regional Inequalities in Healthcare Indices in Korea: Geo-economic Review and Action Plan (우리나라 보건지표의 지역 격차: 지경학적 고찰과 대응방안)

  • By the end of 2017, in a world of 7.6 billion people, there were inequalities in healthcare indices both within and between nations, and this gap continues to increase. Therefore, this study aims to understand the current status of regional inequalities in healthcare indices and to find an action plan to tackle regional health inequality through a geo-economic review in Korea. Since 2008, there was great inequality in life expectancy and healthy life expectancy by region in not only metropolitan cities but also districts in Korea. While the community health statistics from 2008-2017 show a continuous increase of inequality during the last 10 years in most healthcare indices related to noncommunicable diseases (except for some, like smoking), the inequality has doubled in 254 districts. Furthermore, health inequality intensified as the gap between urban (metropolitan cities) and rural regions (counties) for rates of obesity (self-reported), sufficient walking practices, and healthy lifestyle practices increased from twofold to fivefold. However, regionalism and uneven development are natural consequences of the spatial perspective caused by state-lead developmentalism as Korea has fixed the accumulation strategy as its model for growth with the background of export-led industrialization in the 1960s and heavy and chemical industrialization in the 1970s, although the Constitution of the Republic of Korea recognizes the legal value of balanced development within the regions by specifying "the balanced development of the state" or "ensuring the balanced development of all regions." In addition, the danger of a 30% decline or extinction of local government nationwide is expected by 2040 as we face not only a decline in general and ageing populations but also the era of the demographic cliff. Thus, the government should continuously operate the "Special Committee on Regional Balanced Development" with a government-wide effort until 2030 to prevent disparities in the health conditions of local residents, which is the responsibility of the nation in terms of strengthening governance. To address the regional inequalities of rural and urban regions, it is necessary to re-adjust the basic subsidy and cost-sharing rates with local governments of current national subsidies based mainly on population scale, financial independence of local government, or distribution of healthcare resources and healthcare indices (showing high inequalities) overall.
