The position accuracy of the stand-alone Regional Navigation Satellite System (RNSS) users is more than tens of meters because of various error sources in satellite navigation signals. This paper focuses on wide-area differential (WAD) positioning technique, which is already applied in Global Navigation Satellite System (GNSS), in order to improve the position accuracy of RNSS users. According to the simulation results in the very narrow ground network in regional area, the horizontal position error of stand-alone RNSS is about RMS 11.6 m, and that of RNSS with WAD technique, named the WAD-RNSS, is about RMS 2.5 m. The accuracy performance has improved by about 78%.

이 논문은 웨일스개발청의 기업 유치를 중심으로 한 지역경제 활성화 정책을 분석하고 그 성과를 산업입지론적 관점에서 검토한다. 웨일스 지역의 경제개발을 실질적으로 추진해온 핵심 주체로서 웨일스개발청은 그간 기업 유치에 많은 성과를 거두었으며 지역경제발전정책의 성공사례로 평가되고 있다. 웨일스개발청의 기업유치 정책에 대한 분석을 통해 다음의 이론적, 정책적 함의들을 발견할 수 있다. 먼저, 웨일스 사례는 전문 기업의 유치와 창업이 지역 산업의 활성화를 촉진함을 강력히 시사한다. 전문 기업의 유치는 지역 내 고용과 지역 주민소득의 향상을 가져올 뿐 아니라 기존의 지역 기업들에게도 새로운 성장기회를 부여한다. 둘째, 이 사례를 통해 지역경제 발전과정에 있어서 공공부문의 역할의 중요성을 확인할 수 있다. 셋째, 기업유치를 위한 적극적인인 홍보활동이 실제적성과를 거두었으며 그것의 중요성이 확인되었다. 넷째, 웨일스개발청이 기업유치를 위해 그간 제공해온 각종 인센티브들이 상당한 효과를 발휘하였는 바, 그것들은 특히 기업들의 초기투자비용을 감소시키는데 집중되어 있었다. 다섯째, 웨일스에서의 기업유치 과정이 지역적 산업전문화 전략을 간과함으로써 유수의 기업들을 유치하고서도 장기적인 측면에서 산업 경쟁력을 제고하는 데 그다지 성공하지 못하였다는 점이다. 이 사례 연구의 핵심적인 이론적 시사점은 그간 산업입지 연구에서 주변적 위치만을 차지해왔던 행태주의 입지론의 의의를 재발견하였다는 점이 될 것이다. 더하여 그것은 편익과 비용을 기초로 한 고전적인 입지모델을 여전히 지지하며 산업클러스터 구축의 필요성을 보여준다.

현재 우리나라에서는 지역의 산업경쟁력을 제고하기 위한 지역혁신체제를 구축함에 있어 핵심적 매개주체의 육성이 핵심적 과제가 되고 있다. 이에 본 연구는 선진 사례로서 이탈리아 에밀리아 로마냐 지역의 지역개발기구인 ERVET 시스템을 고찰함으로써 우리나라 지역혁신체제 구축에 있어서의 정책적 함의를 도출함을 목적으로 한다. ERVET 시스템은 지역경제발전을 위한 정책을 입안하고 시행할 뿐 아니라 해당 지역의 기업들이 필요로 하는 리얼 서비스를 직접 제공하는 수요자 중심적 활동을 하고 있다. 또한 대학$.$연구기관과 기업들을 네트워크 관계로 묶어냄으로써 이들 간에 필요로 하는 지식과 정보가 원활히 이전될 수 있도록 하는 소프트웨어 중심의 지역혁신체제를 구축해 왔다. ERVET 시스템에 대한 사례 연구를 토대로 하여, 필자들은 현재 우리나라의 지방정부는 타율적이고 위계적 관료주의 성향이 지배적인 실정에서 지역혁신정책을 효과적으로 수행하기 어렵다는 사실을 인식하고, 각 광역자치단체 별로 ERVET 시스템을 비롯한 선진 지역개발기구의 운영 사례를 벤치마킹하여 우리의 실정에 맞는 지역개발기구를 설립할 것을 제안한다.

본 논문에서는 간섭상쇄 기능을 갖춘 지역전파항법 수신기의 GNSS (global navigation satellite system) 위성항법신호 획득성능을 분석하였다. GNSS 항법신호와 동일 주파수영역에 지역전파항법 신호를 사용하여 통합 항법을 수행할 경우 혼신에 의한 영향이 발생하나, 이는 순차적 간섭신호상쇄 알고리즘 등과 같은 간섭상쇄 기술을 통해 어느 정도 극복 가능하다. 하지만 J/S(jamming-to-signal ratio)가 클 경우 잔여 신호와 GNSS신호와의 교차상관 특성에 의해 신호획득 시 잘못 된 검출결과를 보일 수 있다. 본 논문은 Kasami코드를 사용할 경우 GNSS신호와의 혼신에 의한 신호획득 성능저하를 Monte Carlo 시뮬레이션을 통해 분석해 보았으며, 비교를 위해 GNSS Gold 코드의 신호획득 성능과 비교하였다.

Korea now has a rapidly expanding space programme with exploration aspirations. The government is giving priority to the aerospace industry and, to put it on a better footing, enacted an Aerospace Industry Development Promotion Act in 1987, a Space Development Promotion Act in 2005 and a New Space Compensation for Damage Act in 2007. I would like to describe briefly the legislative history, main contents and comment for these three space acts including especially launch licensing, registration of space objects, use of satellite information, astronaut rescue, liability for compensation, third party liability insurance and establishment of committee and plans to assist the Korean space effort. Furthermore author proposed to legislate a draft for the establishment of a new Korean National Space Development Agency (KNSDA: tentative title) to create a similar body to Japan Aerospace Exploration Agency (JAXA), British National Space Centre (BNSC) of UK, French Centre National d'Etudes Spatiales (CNES), German Aerospace Center (DLR), Swedish Space Corporation, China Aerospace Science and Industry Corporation, Indian Space Research Organization (ISRO) as well as the Korean Space Agency (KSA: Tentative title) to create a similar body to Canadian Space Agency, European Space Agency, Russian Space Agency, Italian Space Agency, Israel Space Agency, Indian Department of Space, National Aeronautics and Space Administration (NASA) of USA, China National Space Administration in order to develope efficiently space industry. A call is made for Asian countries to unite and further their space development through a regional space agency.

Objective: Multi-regional clinical trials have been widely used for accelerating global drug development by multinational pharmaceutical companies. In this study, we aimed to review and analyze the international trends in regulations and guidelines on multi-regional clinical trials by regulatory authorities and international organizations, such as International Conference on Harmonisation, for referring to policies, including development of domestic guidelines for multi-regional clinical trials. Methods: The policies, regulations, and guidelines published by the US Food and Drug Administration, European Medicines Agency, Pharmaceuticals and Medical Devices Agency (Japan), and China Food and Drug Administration were searched, and the International Conference on Harmonisation E17 draft guideline was reviewed. Results: The regulatory authorities in developed countries have developed and implemented regulations and guidelines on multi-regional clinical trials to promote simultaneous global drug development and evaluate the regional differences in drug safety and efficacy. International Conference on Harmonisation developed the draft guideline for planning/designing of multi-regional clinical trials in 2016, which recommends the general principles for strategy-related issues and design of multi-regional clinical trials, and for protocol-related issues, such as consideration of regional variability, subject selection, dose selection, endpoints, comparators, overall sample size, allocation to regions, collecting information on efficacy and safety, and statistical analysis. Conclusion: It is important to understand the international regulatory requirements for designing and planning of multi-regional clinical trials for global drug development. Moreover, it is necessary to prepare multi-regional clinical trial guidelines in accordance with the Korean regulation for clinical trials and drug administration.

본 논문에서는 한국형 기동헬기의 안전영역 검증을 위해 블레이드 플래핑 각을 산출할 수 있는 근사식을 제시하였다. 블레이드의 플래핑 운동은 항공기 동체와의 충돌을 일으킬 수 있기 때문에 안전성 측면에서 검증되어야 하지만 비행 중의 플래핑 각을 정확하게 예측하거나 측정하는 것은 어려움이 있다. 이에 따라 공력이론을 활용한 코닝 각 예측 식과 개발해석결과를 활용한 동적 플래핑 각 예측 식을 도출하였다. 이 후 항공기 모사시험을 실시하여 식을 이용한 플래핑 각과 실측된 플래핑 각을 비교하여 산출식의 적절성을 확인하였다. 최종적으로 산출된 식을 이용하여 AC29 및 FAR29를 바탕으로 안전성 측면에서 검증이 요구되는 기동의 플래핑 각을 산출하여 개발에서 설정된 항공기 안전영역의 적절성을 확인하였다.

The present study construct a new technique that can evaluate diverse rural policies, which have been applied to the rural development programs at the village level. The method incorporates spatial econometrics models with a decomposition method that has little been utilized before. We applies the technique to evaluate the rural development programs that have been carried out by the Korea Forest Service and. Korea Rural Development Agency. The technique proved to be quite useful in that the technique efficiently separate the direct effect caused by the government policy from the effect explained by the endowment effect such as regional or area characteristics, and residual effect that cannot be identified by the models. The present study concludes with suggesting more quantitative methods need to be developed to evaluate diverse government policy programs, which enables us to discern correct policy effects.

본 연구는 지역경제발전을 위한 지역혁신체제 구축에 있어서의 지방정부의 과제를 밝히고자 하였다 참여정부의 국가균형발전위원회는 지역혁신체제의 구축을 위한 정책대상 영역으로 지역 특성화 분야 선정 및 육성, 대학 등 지역 혁신주체의 혁신역량 강화 및 협력네트워크 구축, 그리고 산 학 연 관 협력촉진 및 지원 인프라 확충을 선정하였다. 그리고 이들을 구체화하기 위한 기구로 지방정부가 중심이 되고 지방대학, 기업, 민간매개기관이 참여하는 협력체인 지역혁신협의회를 두도록 하고 있다. 그러나 '지역혁신협의회'를 어떻게 구성하며, 그 역할과 진한은 무엇인지 그리고 그것은 어떻게 운영될 것인지 등, 실질적인 운영과 권한에 대한 구체적인 방안이 제시되지 않았다. 이것이 제시되지 않고는 지역혁신체제 구축에 있어서의 지방정부의 역할을 논하는 것은 무의미하다. 현재 우리나라의 각 지역들은 지역 산업 및 과학기술정책의 기획 수립 실행 및 평가에 있어 수직적 이거나 투명하지 못한 의사결정 구조를 가지고 있다. 이러한 위계적 관료주의적 성향이 여전히 지배적인 현재의 지방정부 운영 시스템으로는 지역혁신정책을 효과적으로 수행할 수 없다. 이러한 문제점을 해결하는 방안으로 지역혁신추진기구를 설립 운영하는 것이 우선적 과제이다. 지방 정부는 지역혁신추진기구의 설립단계에서는 주도적인 역할을 담당하되, 그 운영에 있어서 간섭 혹은 통제를 하는 것이 아니고 운영을 둘러싼 수평적 거버넌스의 한 주체로서 그 역할만을 담당해야 할 것이다.

This research was to analyze information network which contributed Anyang Venture Valley's development. And mutual communication between regional innovated companies was the essential factor of this growth. Anyang city with its Knowledge Industry Promotion Agency, KIPA, has first set up communication network, facility and other structures to create basis of communication. For that, they were able to operate various networking and promotion of communication which led to the enforcement of regional innovation in venture businesses. During its innovation, KIPA played a key role as a link between regional Innovated companies, which enabled active interactions between them. Government can verify significance of establishing network base with mediation function for lively communication for promoting innovation capability through Anyang Venture Valley's case.
