낙후지역 개발정책의 문제점과 개선방향에 관한 연구: 지역개발담당 공무원의 인식도를 중심으로 (A Study on the Problems and New Strategy of the Development Policy for Under-developed Region: Focused on the Awareness of the Officials in Charge of Regional Development)

  • 1980년대 이후 본격적으로 추진된 낙후지역 개발정책은 수도권 집중을 완화하고 전 국토의 균형발전을 목표로 하였으나 지방을 종합적 체계적으로 육성하기보다는 중앙부처별로 소관업무를 분산하여 추진함으로써 지역특성이 반영되고 지역주민이 주도하는 수요자 맞춤형 개발이 이루어지지 못한 문제를 안고 있다. 이러한 문제인식 하에 본 연구는 현재 각 부처별로 시행되고 있는 주요 낙후지역 개발정책들에 대하여 지방자치단체 공무원들이 인식하는 다양한 문제점과 개선대책에 대한 조사를 통해 지역 현장에서 활용가능한 정책적 시사점을 도출하고자 하였다. 첫째, 각 중앙부처별로 분산적 개별적으로 추진되고 있는 낙후지역 개발정책의 통합 조정을 통한 지역개발사업의 계획 일관성 및 사업추진의 효율성을 제고할 필요가 있다. 둘째, 낙후지역 개발사업을 위한 재정 확충 및 운용시스템 개선 등 국고지원을 위한 기준의 합리적 설정이 필요하다. 셋째, 효율적인 지역개발사업 추진체계를 구축하여 사업간의 연계협력 강화와 맞춤형 사업 발굴 및 집행을 지원할 수 있는 제도적 보완이 필요하다.

질환성 심정지 발생의 지역별 변이에 관한 연구 (A Study on Regional Variations for Disease-specific Cardiac Arrest)

  • 본 연구의 목적은 심정지 발생의 지역별 변이요인을 규명하는 것이다. 분석을 위하여 244개 행정구역별로 건강상태 및 심정지발생에 관한 지표를 수집하여 분석용 데이터 셋을 구축하였다. 지표 선정을 위해 질병관리본부의 2010년 심정지 조사자료와 지역사회 건강조사자료를 이용하였다. 자료 분석은 다중회귀분석, 지리적 가중회귀분석, 의사결정나무분석 기법을 이용하였다. 의사결정나무를 이용하여 심정지 발생의 지역별 변이를 설명하는 최종 모형을 설정하였다. 최종 모형인 의사결정나무에 근거한 지역별 변이요인은 인구밀도, 고혈압 평생의사 경험진단율, 스트레스 인지율, 고지혈증 평생의사 경험진단율, 우울증 경험률, 건강검진 수검율, 고위험음주율, 현재 흡연율로 나타났다. 심정지 발생을 감소시키기 위한 지역별 보건정책의 수립은 지역의 건강상태, 건강행위 및 사회경제적 요인 등에 근거하여 이루어질 필요가 있다.

재가지체장애인의 자립을 저해하는 농촌과 도시의 주거실내 환경요소에 대한 비교연구 (Comparative Analysis of Rural and Urban Residential Interior Elements Affecting Physically Disabled's Independence)

  • For those with disabilities, the residential area is the primary place to adapt the disabilities. Since the quality of the area gives a critical impact on their quality of life, it is essential to finding the measures to create the residential environment that supports their independence. In this regard, this study aimed to compare and analyze the interior elements of the houses that hinder the independence of the physically handicapped in the rural and urban areas, and conducted a survey on a total of 80 physically challenged in Seoul and Yeongwol (40 for each area). As a result, the respondents answered that the houses where they are currently living are hindering their independence regardless of area, and there were regional differences in the level of inconvenience with the size of living room, size of utility room, location of room, lighting and heating environment, ventilation system, deteriorated wallpapers and finishing materials, threshold and floor level difference and humidity control. This study has significance by providing the realistic measures to improve the housing environment of the physically challenged living in the rural and urban areas to be customized to them to increase their quality of life.

우선순위검색을 지원하는 고객맞춤형 병원 CRM시스템 설계 (Design of Customized Medical CRM System Supporting Priority Retrieval)

  • 본 연구는 병원고객관리를 위한 의료용 CRM 시스템의 설계를 목적으로 한다. 본 CRM 시스템은 병원에서 제공하는 정보 및 세미나를 필요로 하는 환자들의 우선순위 검색과 이를 통해 검색 결과 내의 인원별, 지역별 등의 연관 검색이 가능하도록 하였다. 고객은 병원에서 발송한 메시지를 받고, 세미나에 참여의사를 밝히는 메시지를 병원에서 실시간으로 출력하고 이를 관리한다. 이를 통해 병원에서는 고객이 참가할 세미나의 참여도를 파악하고, 세미나에 적극적으로 참여하는 환자들을 별도로 관리하여 향후 세미나 개최 시 우선적으로 서비스를 제공할 수 있도록 설계하였다.

농촌 노인의 생활안전을 위한 정책적 제언 (Policy Proposals for the Safe Living of the Rural Elderly)

  • The purpose of this study, which focuses on safe living as an important determinant of the quality of life for the elderly, is to provide policy proposals for their safe living in rural areas by examining their current living conditions and related policies. To examine the related policies, we analyzed government plans including: the first, second and third Basic Plan on Low Fertility and Aging Society, first implemented in 2006, the first, second and third Basic Plan for Healthy Families, also first implemented in 2006, and the first, second and third Five-year Plan for Improvement of the Quality of Life of Rural People and Regional Development of Rural Areas, first implemented in 2005. In addition to these plans, government projects concerning safe living environments were assessed. we present the following policy proposals for the safe living of the elderly in rural areas. First, integrated, customized policies are required for the rural elderly's everyday life. That is, elderly-friendly residential improvement policies are needed since accidents involving the rural elderly usually occur in their own houses. Policies should also be introduced to monitor and improve the elderly's nutritional and health status. Also considering the high proportion of elderly people in rural areas, policies must be aimed at creating elderly-friendly and family-friendly villages. Second, educational sessions for the elderly are necessary to raise their awareness of safety in everyday lives, which they often overlook.

공교육시설의 스마트 교육환경 수요조사 (Feasibility Analysis of ICT for Public Educational Environment)

  • There are emerging issues to update the educational environment for schools in terms of information and communication technology in order to provide customized programs to students as well as all participants relating to learning and teaching. The past year has been turbulent as the education facilities has changed and new procurement processes such as BTL have emerged. In this study, the feasibility analysis of ICT for the public educational environment is to analyse the current primary schools by means of collecting parent's opinion. In the web-site questionnaires, it was designed with 70 items such as teaching method, class organization, aptitude drill and educational community. As results, the statistical analysis is to propose the list of priority and orientation covering social agenda in the issue of ICT for education, the benefits schools can achieve by smart environment is to have the advanced learning services and solutions that represents parental engagement with identical local aims of interactive interface between their students and qualified teachers at a school. Both the national curriculum as well as the after-school program initiatives from the ministry of education, science and technology may reduce negative effects of private education so that the program has to be carefully developed for balanced education society revitalizing mutual communication within regional learning participants such as students, teachers and educational experts.

부산의 해양관련 평생교육 실태 및 활성화 방안 탐색 (A Study on the Realities and Vitalizing Plan of Ocean related Lifelong Education in Busan)

  • The purpose of this study was to investigate realities and find vitalizing plan of ocean-related lifelong education in Busan area. 190 staff members of lifelong education institutes in Busan were participated in questionnaires for investigating this topic. The results of research were as follows. Firstly, staff members of lifelong education institutes recognized that citizens were needed to expand ocean consciousness. Secondly, they recognized that ocean-related lifelong education had to be conducted for inspiration of ocean consciousness. Thirdly, 65.8% of them had practice will to manage ocean-related lifelong education program in the future. Based upon these results, our suggestions for strategies to revitalize ocean-related lifelong education in Busan were as follows. Firstly, a customized program of ocean-related lifelong education for citizens of Busan, ocean city, has to be developed and come into wide use. Secondly, the regional characteristics of Busan have to be taken into consideration in utilizing learning material. Thirdly, systematic support plan for ocean-related lifelong education has to be needed. Lastly, participants' network for ocean-related lifelong education has to be established.

환경보건종합계획을 통해 살펴본 환경보건정책: 지난 10년과 향후 10년 (Environmental Health Policies for the Past and Coming Decade in South Korea)

  • This paper discussed environmental health policies for the past and coming decade by reviewing the First Comprehensive Environmental Health Plan (2011~2020) and introducing the Second Comprehensive Environmental Health Plan (2021~2030). The major achievement of the First Comprehensive Environmental Health Plan was the establishment of receptor-oriented environmental health policies. However, the main limitations were insufficient policy support for relief and/or recovery from environmental pollution damage and low public awareness of environmental health policies. The Second Comprehensive Environmental Health Plan presents the following major policy tasks: establish an omnidirectional environment health investigation and monitoring system, provide customized environmental health services, improve the environmental health damage relief and recovery system, and promote regional environmental health policies. The Second Plan has a clear distinction from the First Plan in that it expands the field of environmental health from the prevention and management of environmental risk factors to proactive damage response and recovery, which will effectively contribute to alleviating the burden of environmental disease.

어린이급식관리지원센터 지원 서비스 만족도 조사를 통한 성과 분석과 발전 방향 (A Performance Analysis by the Satisfaction Survey for Center for Children's Foodservice Management and Developmental Direction)

  • This study sought to understand the requirements of registered institutions and parents of beneficiary children's through a satisfaction survey conducted at Center for Children's Foodservice Management (CCFSM) and to improve quality to create a model example of site-based meal safety management in accordance with population trends. In 2019, the comprehensive satisfaction level of the director and parents rose 2.4 points and 2.9 points, respectively, compared to the previous year, and the comprehensive satisfaction level of the director and parents continued to rise from 2015 to 2019. The gap between the highest and lowest institutions is narrowed to 13.5 points year-on-year from 21.4 points. National Institute of Food and Nutrition Service will need to make efforts to upgrade regional centers through (Human Resource Development(HRD) training to strengthen their job-specific capabilities and minimize the standard deviation of each center. Since local centers are distributed across the country and have field-oriented service support systems, CCFSM will need to manage the healthy eating habits of the underprivileged, provide information necessary to establish proper eating habits, strengthen education, and establish a customized food safety service system.

소멸위험지역과 치료 가능 사망률 간의 관계 (Relationship between Extinction Risk Regions and Amenable Mortality)

  • Background: This study purposed to analyze the relationship between extinction risk regions and amenable mortality. Methods: This was a cross-sectional study based on the statistics of 2018 which was extracted from the 228 administrative districts in Korea. Cause of death statistics on each region in 2018 was used to produce the age-adjusted amenable mortality. Regional characteristics were measured by demographic factors, health behavior factors, socioeconomic factors, and medical resources factors. Multiple linear regression model was applied to test their relationship. Results: Results showed that extinction risk regions, crude divorce rates, national cancer screening rates, and independent rate of finance were significantly related to the amenable mortality. Conclusion: The study demonstrated differences in health status by the extinction risks of regions. This study suggests that the use of customized community care program can provide integrated services such as housing, health care or the use of information and communications technology which can make early diagnosis.
