To select 10 representatives for the ecotourism networks around the areas bordering national rivers in Korea, the spatial ranges for ecotourism have been established, the ecotourism potential analyzed, and the ecotourism resources information collected by the Regional Environmental Offices and the Korea National Park Service has undergone reviews, amendments, supplements, and verification processes through familiarization tour previews, and the following main results have been derived. First, the spatial ranges of the eco-tourism networks have been set as the watershed areas that include areas around the four major rivers and the rivers. Second, the areas with high potential value for ecotourism were selected through the analysis of ecotourism potential. Since EGIS was used for the analysis, it was inevitable that insufficient amount of localized information was reflected, and the use of the results as reference for the potential would be feasible. Third, it was possible, by reviewing, amending and complementing the results of ecological resource information collected by the Regional Environmental Offices and the Korea National Park Service, to select 50 representative ecological resources around the national rivers. The selected resources were considered for the adjacency, attractiveness of ecological resources, and uniqueness of the national rivers, and they were derived by screening expert advice, official opinion, and geographical analysis information. Fourth, 10 representative ecotourism networks based on watershed areas were selected, and suitable themes were given based on the resource characteristics. Fifth, the appropriateness for ecotourism has been confirmed, with the familiarization tour previews and survey results, preservation of the future ecotourism resources, and the establishment of the foundation as the basis. In the future, the remaining 9 ecotourism networks would also need to undergo a verification process such as familiarization tours. It is deemed that, through future ecotourism contests, if the programs that select locally-pioneered tourism programs resulting from the capacities of local entities and residents, then it would be more effective in discovering resources that are more localized and of higher regional value.
In this study, the village development promotion system was reorganized for Gimhae-si, and improvement plans and post-operation management plans were prepared through expert surveys. Through the Village Development Project, the landscape and environment of the village were improved, and the village and residents were positively changed. The Village Development Project laid the foundation for regional revitalization, giving the next generation hope for the sustainable development of the village. While maintaining the framework of the existing Rural Development Projects guidelines through case analysis of other regions, we operate educational programs for each stage by reflecting regional characteristics, and utilize and communicate with intermediate support organizations, systematically operate, and actively intervene by Eup·Myeon administration. In addition, as a follow-up management program, various follow-up management programs were being operated, such as support for capacity building such as consulting, as well as facility maintenance and support for village managers. As a result of the expert survey to review the adequacy of the improvement plan, the improvement plan derived from the overall average of 4.28 points and the standard deviation of 0 to 0.94 points for the process is judged to be appropriate. In particular, the item of 'self-reliance stage follow-up management' was very important as all experts responded with 5 points. By establishing the village development performance goals, we tried to check whether the qualitative/quantitative goals were achieved by year, and to secure quantified status data in response to changes such as resetting performance goals or adding new performance indicators. In this study, in order to improve the capacity to achieve regional development in response to the rural agreement, we prepared our own sustainable village development promotion system, governance establishment, and follow-up management plan. In addition, it is expected to be used as a reference material for the selection of new districts and the follow-up management of completed districts by establishing the village development goals.

This study designed the research model to identify whether the characteristics of cultural programs of public libraries and middle-aged people's experience of the programs impact on their life satisfaction. To verify our model, we conducted our survey to random middle-aged users of five public libraries in Gyeonggi-do and nine public libraries in Seoul, and 246 valid samples are used. Our analysis showed that the characteristics of cultural programs and middle aged people's experience of the programs affect their perception of cultural programs, and the regional perception of public libraries had a significant effect on fulfilling personal needs for life satisfaction. Our analysis also showed the change in values of public libraries that spread to the realm of daily life. This study is meaningful in suggesting directions for national and local public library policies and public library cultural programs.
This study suggests the need of 'policy design' that aims to develop visual contents with competitiveness in a global market by comparing and analyzing the programs of promoting the visual content industry of each local government. Moreover it focuses to derive a policy implication so that the local government in its role could develop and promote programs of the industry to enhance its competitiveness. The scope of the study covers local governments of the national capital region and the five metropolitan cities of Korea. The support programs on the visual content industry have been compared and analyzed in 2012. A case study of the policy program of the UK, USA and France has been conducted. In conclusion, we must recognize visual industry as regional strategic industry. The policy orientation, organizations and the scale of support should be designed to make the most of regional characteristics and lead to sustainable growth in response to a rapidly changing IT convergence technology and the new digital environment.
The purpose of this research is placed on the development and application of environmental play programs for elementary school students their utilizing the neighborhood learning gardens in their districts to find its effectiveness. The research questions drawn to attain the purpose of the research are as follows. Initially, analyze the contents related to the plant appearing in the textbooks of wise life, science and practical arts of the 7th elementary school curriculum. Secondly, develop a plant utilizing environmental play program targeted towards the 4th grade elementary school students with the results of the textbook analysis as the foundation. Third, apply the plant utilizing environmental play program into the classroom to verify its effectiveness. Based on the conclusion of this research, the following is to be proposed. First, the revitalization of regional environmental education utilizing the various surroundings of the region is essential. Also, the current method of education, which is focused on theoretical knowledge, and being operated in most of the schools need to be changed over to diverse environmental education programs that are linked with the region. For this, an internet based database, information sharing and exchange program centralized around the regional environmental education center needs to be prepared. Moreover, since this research had developed an environmental play program utilizing plants that focused on the 4th grade elementary school students to verify its effectiveness, the development for environmental play programs dealing with various themes for each grades is required. Lastly, although this research has verified the effectiveness in the variables of ecological knowledge, environmental susceptibility, environmental attitude, environmental concern, environmental function and responsible environmental behavior amongst the variables of environmental literacy but there requires a succeeding research considering the variables that haven't been included in this research.

In recent time, rural-studying programs have emerged as an alternative to promoting exchange between urban and rural areas. The purpose of this research will be to take a look at such exchange activities through the study of cases involving rural areas using its human and material resources. The research will also consider the implications resulting from the possibility of its application in Korea. According to a Japan's rural-studying program, there was a whole family participation and there was cooperation between the school, village and the local government. There are some domestic places that applied this program, but only a few are successfully being implemented. To increase the possibility of successful application, building network systems between rural-studying schools will be vital. So will be the building of critical infrastructure to induce the return to farming and the establishment of assistance institutions. Also, visible assistance towards farms in rural area and conversion of recognition upon exchange activities between urban and rural will be necessary. Legislation of rural-studying program, establishment of local government assistance ordinance and continual education to local inhabitants will be central to the role of central and local government.

Modern small farms are important link components in the structure of the world agro-industrial complex. It ensures the food and nutritional sustainability of the country exclusively at the local regional level. The purpose of the research is to examine the role of farming in ensuring nutritional security and food stability based on the analysis of the Food Sustainability Index (FSI). Research methods: modeling, abstraction, analogy, analysis, synthesis, formalization, logical abstraction, theoretical cognition, systematization and classification, abstract-logical, etc. Results. Having analyzed the Food Sustainability Index for 2018, it has been established that there is a lack of a clear relationship between the pace of economic development and the level of food and nutritional sustainability. In addition, this study has identified the countries with the largest number of small farms, as well as the number of farms within the region. The correlation between the size of the farm and the area of agricultural land that it cultivates has been determined. The problems faced by small farms in the process of their activity have been analyzed. The programs implemented in the field of agro-industrial complex development by international profile institutions have been systematized. Particularly, the regional structure of agricultural development programs under the guidance of IFAD is defined, as well as the areas to which they are directed. Specific measures taken by governments to stimulate the development of small farms have been outlined. Reasonable conclusions have been formed based on the study. The direction of future research is seen in the assessment of the export potential of small farms in terms of range, volume of export deliveries and geographical direction of movement of their products.
This study aims to explore the patterns of various innovation policies pursued by local governments in Korea. We surveyed and analyzed 16 regions at the county level and 7 ministries at the central government. It was found from the analysis that there are 719 policy programs having been enacted including some overlaps among 16 regions. 3,369 billion won in total were spent on the policy programs in 2002, of which 36.7 percent was contributed by the central government, 46.4 percent by local governments and remaining 16.8 percent by private partners who may have benefits from the policy programs. It was discovered that support programs for basic research and applied research activities were rare having small budget size, due to the lack of the importance of R&D activities in regional development and budget constraint of local governments. Technology sharing policies, particularly networks and technology transfer are the most underdeveloped one among types of innovation policies. Based upon the results of our analysis, we recommend that budget allocation, associated with science and technology, to local governments should be increased so that they can expand the support scale of existing program: as well as design new types of innovation policies.
This study is to find out how community facilities of 10-year public rental apartments are currently managed and to propose a new community program management plan by analyzing key characteristics and program needs of tenants. Site visits and questionnaire surveys have been conducted at five different complexes producing 469 results that can be summarized as follows; 1) There were significant differences in the use of facilities and vitality of community among five complexes depending on tenants' participation and efforts of management staff. It was advisable to dispatch specialists, such as housing welfare workers, who were dedicated to managing facilities and supporting community programs; 2) There were high demanded for communication facilitation programs and environmental activities. Development of communication contents and distribution of manuals to inform and educate tenants about various environmental programs will be helpful; 3) The number of community facilities in each complex should be reduced those with high demand and the regional community center should be more vitalized with supporting programs and staff.

The purpose of this study is to analyse the content of regional learning in social studies textbooks for the 1st-year and 3rd-year middles school. The content of regional learning in social studies for middle school is described with not layered scale between local and global but segmented scale. So this study selected Andong city as an exemplary case and reconstructed the learning content and class to things necessary in the age of globalization. In the class for designing the local image of Andong, the students were advised to visit the homepage in Andong city. In the course. students showed increasing interest in local festivals, events, locality promotion, etc. executed by Andong. Many of the students were interested in activity designing new local images of Andong. In particular, According to the result of applying localization learning necessary in the age of globalization to 1st-year middle school students, the class was found to be understood adequately. It is needed to develop localization teaching-learning programs fit for the developmental stage of 1st-year middle school students.
