Classifying Agricultural Districts for Prioritizing Groudwater Development Area based on Correlation and Cluster Analysis (가뭄 대응형 지하수 개발 우선순위 선정을 위한 농촌용수구역의 유형 분석)

  • In this study, we analyzed the characteristics of 511 agricultural districts through statistical data, and classify these districts as the vulnerable area to drought through correlation and cluster analysis. The criteria for classification was related to ground-water recharge, irrigation water demand, and water supply. As a result, 8 types of agricultural districts were extracted. For example, the type 1 indicated the high priority area for ground-water development, thus the districts which were classified as type 1 showed ground-water use was less than 80 % of maximum capacity, and irrigation water supply was only 37.5 % and 76.5 % of irrigation water demand in upland and paddy field, respectively. As a result, 44 of 511 districts were classified as type 1.36 districts (types 5-8) were areas where groundwater development is limited. The results of this study are expected to provide useful information for establishing the direction of the rural area development project in connection with the revitalization of policy of people return to rural area.

Analysis of Determinants of Migration by Age Groups using General Spatial Model in Korea (공간계량모형을 이용한 연령대별 인구 이동 결정 요인 분석)

  • According to diverse studies in population migration, there has been a strong age-dependent population distribution in Korea. It is shown that a particular age-group tends to reside in a particular locale or community and the effect possesses usually statistical significance. We quantitatively address this issue: how certain division of age group resides in different region of the country, and investigate possible cause of this migration pattern for different age groups. In this study, population migration trend at age groups of 20s, 30s, 40s and 50s has been analyzed incorporating a spatial econometrics model that accounts for diverse statistical pitfalls such as spatial autocorrelation and spatial dependency. We found that migration trend for different age group corresponds to regional characteristics differently. The study concludes with some policy implications and suggests a need of further study.

Economic Loss Assessment caused by Heavy Snowfall - Using Traffic Demand Model and Inoperability I-O Model (대설의 경제적 피해 - 교통수요모형과 불능투입산출모형의 적용)

  • Heavy snow is a natural disaster that causes serious economic damage. Since snowfall has been increasing recently, there is a need for measures against heavy snowfall. In order to make a policy decision on heavy snowfall, it is necessary to estimate the precise amount of damage by heavy snowfall. The direct damage of the heavy snow is severe, however the indirect damage caused by the road congestion and the urban dysfunction is also serious. Therefore, it is necessary to estimate indirect damage of snowfall. The purpose of this study is to estimate the effects on the regional economy from the limitation in traffic logistics caused by heavy snow using the transport demand model and inoperability input-output Model. The result shows that the amount of production loss caused by the heavy snow is KRW 2,460 billion per year and if the period of snowfall removal is shortened by one day or two days, it could be reduced to KRW 1,219 or 2,787 billion in production loss.

Effects of Debate Education on the Perception of Agricultural and Rural Values - Focused on the adolescent - (농촌 디베이트 교육이 농업농촌 가치 인식에 미치는 영향 - 청소년을 대상으로 -)

  • The purpose of this study is to investigate the value perception changes of early adolescents, who are from 5th grades to 7th grades regarding to agriculture and rural communities through debate education. Since current education policy to educate agricultural value is limited in solving stereotypes and acquiring abundant relevant knowledge about agricultural values, this study tried to test the effect of debate education for the change of value perception of early adolescents about agriculture and rural communities. Through the two weeks of a debate education course, the differences of perception changes between the experimental group and control group were analyzed. As a result, education on agriculture and rural communities through debate has a great influence on the change of value perception and thus, it could be used as a supplementary educational method for literacy education and field trip learning. Lastly, limitations and implications for the study is discussed.

Regional Profiling by Considering Educational Facilities - Centered on Gwangjin-gu, Seoul - (교육 시설 생활인프라 특성을 고려한 지역 프로파일링 연구 - 서울시 광진구 중심으로 -)

  • This study has a purpose to profile local sectors into meaningful groups by using facilities rates of Social Overhead Capital(SOC) for daily life. Comparing SOC for daily life among the meaningful groups, the profiling and comparison results bring the comprehensive understanding about the educational facilities in local sectors. For the research purpose, this study utilized Latent Profile Analysis(LPA) by using variables such as population, road information, SOC for daily life, usage of land, possession of land, and appraised value of land from the 2018 Geographic Information System(GIS) dataset of Gwangjin-gu, where is one of the administrative district of Seoul City. Results showed that there are four latent groups of sectors among 904 local sectors(100 squared-meters sector per each) in Gwangjin-gu. By comparing the four latent groups by using LPA, the results diagnose each sector's status and help to improve the policy about educational facilities. Specifically, by using dataset for SOC of daily life, there are four groups of local sectors and each group has different features. Based on the different features of local sector groups, there can be improved management of educational facilities matching with each group's features.

An Empirical Analysis of the Factors Affecting the Types of 6th Industrialization Business of Fishery Households (어가의 어촌 6차산업화 사업유형 결정요인 분석)

  • The purpose of this study is to investigate the factors affecting the types of the 6th industrialization of fishery households. In this study we tried to explain the significance of the demographic and managerial characteristics of fishery households when they choose the types of the 6th industrialization business. Multinomial logistic model was used for this analysis. This study shows that the household and fishery management characteristics, main method of fishing, and regional factors matters for fishery households to choose their business types. Our results implies that it is necessary to reflect the detailed support measures differentiated by business types when implementing the 6th industrialization policy for fishery sector. In addition, the sixth industrialization of fishery should not be limited to marine products, but agricultural products produced in fishing villages should be included.

A Study of Reservoir Management System in Japan - Focus on Hyogo Prefecture - (일본 농업용 저수지 관리 체계에 관한 연구 - 효고현을 중심으로 -)

  • The study aims to draw out implications regarding systematic reservoir management through analyzing the reservoir conservation activities and policies in Hyogo Prefecture which has the most agricultural reservoirs in Japan and similar agricultural form to that of Korea. The results are as follows. First, it turns out that consistency in policies and persistent drive are key to success. Since the late 1990s, the Hyogo Prefectural government has expanded the reservoir conservation policies, consistently trying to ellicit the multifunctionality of reservoir, and also has shown persistent drive toward the conservation policies through systematic process. Second, it is clear that the Prefectural government has shown a great degree of activeness. It established ordinances before acts were legislated by the central government. In addition, the Hyogo Prefectural government ran a supportive organization with its own funds. Third, the establishment of systematic enforcement system played a critical role. The efficiency in the policy enforcement derived from the dual conferences, Prefectural-level conference dealing with the related policies throughout the Prefecture, and local-level conference discussing policies based on regional characteristics.

The French Evolution of Protection-Management Systems for Historic Monuments and Their Surroundings over One-Hundred Years: 1913-2016 (프랑스 역사기념물과 그 주변 보호·관리제도의 진화: 1913~2016)

  • This study aims to examine the evolutionary process of the protection-management system for historic monuments and their surroundings in France over one-hundred years. Because France and Korea shared policies and institutions regarding the management of historical monuments (cultural property) along with their surroundings, it is necessary to explore the French experience from a comparative perspective. In France, historical monuments began to be recognized as national heritage according to "the 1913 law" which has continued to evolve for more than one hundred years. In the beginning, a historical monument was preserved as a single building unit; however, since 1943, a new policy has been implemented to preserve sets of historical monuments along with their perimeters of protection zones. Moreover, since 1980, in the context of decentralization, local authorities have been given more roles and autonomy concerning the management of historic monuments and their surroundings. Local authorities have played a key role in the protection-management of historic monuments and their surroundings, and have become more active in the conservation of their architectural heritage, including historic monuments. The central government, however, remains as the headquarters whose rigorous policies provide a solid foundation for the decentralized management system of architectural and cultural heritage, including historic monuments. The final goal in the evolutionary process, then, targets the effective and harmonious integration of the protection-management system for historic monuments and their surroundings into urban and regional planning.

  • In recent years, it seems that a considerable stratum of working poor as a new urban poverty among labor population within large cities has been generated, deepening socio-spatial conflicts. This paper is to bring focus on the working poor which can be seen as a newly emerged special problem intermingling labor and poverty. It first begins with a consideration of definitions on the working poor, then discusses on the internal relationship between labor and poverty problems by analyzing causes of the generation of the working poor and looking into actual conditions of working poor from both static and dynamic perspectives, and finally considers existing policies for supporting the working poor, suggesting some alternative policy tasks for resolving the problem of the working poor.

  • This study examines a degree of city decline and confirms a existence of inertia in the city decline process, and shows how to set the policy directions of cities as its situation. With understanding these things, we are carefully able to anticipate the future direction of cities'growth or decline. This study analyzes cross-tabulations with the comprehensive decline index, and the demographic-social index, industrial-economical index, physical-environmental index to compose the comprehensive decline index in during 2005~2010. We can confirm the existence of complexity and inertia of city decline. Some cities are likely to have adhesion of decline, and these cities should convert planning tools and concept of past growth era to new one to be used in changed environment in new era. Redefining a perspective for city decline, proper managing a change of physical environment from city decline, and flexible thinking would be requested as countermeasures with adjusting spatial policy framework.
