By November 2017, the number of overseas travelers of the Korean nationals reached a cumulative total of 2,409,155, bringing about 26 million overseas travelers. For Korea's future growth and development, it is necessary to make the country much more attractive than now, and to enhance the competitiveness of the domestic tourism field and attract the people of the world. The purpose of this study is to analyze the satisfaction of tourism policy and to utilize it in the development of tourism policy through the empirical analysis of the satisfaction of the tourism resource development and the tourism development policy in Korea. The policy that can achieve the policy purpose pursued by the regional tourism resource development and the future regional tourism resource development and development policy plan were suggested. It is necessary to consider factors related to development of tourism resources such as policy factors, development factors, management factors, and environmental factors. Local tourism development policies should be made considering the factors related to tourism policy expectation, regional characteristics, cultural characteristics and environmental characteristics. In addition, the global competitiveness of the tourism industry and enterprises should be strengthened through the protection of companies and rationalization of tourism related regulations in relation to the opening and expansion of the global tourism market scale.

The concept of RIS(Regional Innovation System) has widely been used in discourse and policy issues in Korea. But most studies of RIS concern on BT or IT industries combining with diverse regional agencies in urban areas. Some other studies were concentrated on general ideas or concept of the RIS. The purposes of this study are (1) to suggest a analytical method to select specialized industry in local autonomy, (2) to analyze the relationship between specialized industry and gross sales of agricultural products and stock farm products, (3) to analyze the relationship between gross sales of agricultural products and stock farm products and GRDP, and (4) to construct a model of RIS that fits particularly for rural areas. This study particularly accentuates that a specialized industry is more meaningful when it can raise GRDP, which eventually can give positive effect of RIS on regions.

This paper aims at renewing the regional innovation system being embossed increasingly as a new paradigm to develop the regional area, using the innovational cluster based on the industrial properties and innovative base in Chungbuk province. As shown in the results of many researches, Chungbuk province is evaluated highly in regional innovation capability and is satisfied with the level of speciality in technical industry so that it has a potential capability to build the regional innovation system. However the clustering competition is growing in intensity between regional groups and there is a possible situation centralized by the high-tech industry into the metropolitan, so building the specialized innovation cluster requires advanced policy decisions and efforts in our won way. Ultimately, for the purpose of structuring the regional innovation system, the specialized innovation cluster reflected in regional industry and capability would be essential. It is time for Chungbuk province to prepare policies in order to make the Chungbuk-type innovation cluster which is neither uniform nor omnipresent.

본 연구에서는 기업 대상 설문조사와 면담조사 결과를 토대로 진주 실크산업의 혁신역량을 분석하고, 지역 실크산업 경쟁력 강화를 위해 추진하였던 지역혁신특성화사업의 성과를 평가하였다. 연구의 주요 내용은 다음과 같다. 첫째, 진주 실크산업의 혁신의 원천은 수도권의 고객기업과 진주지역의 대학 및 지원기관인 것으로 나타났으며, 이들과의 네트워크를 통해 제품 및 공정기술의 혁신을 추구하고 있다. 둘째, 진주 실크산업 경쟁력 강화를 위해 추진한 지역혁신특성화사업은 지역 실크업체들의 마케팅 역량 및 R&D 역량 제고라는 측면에서 대체로 긍정적인 영향을 미친것으로 나타났다. 그럼에도 불구하고 지속적으로 쇠퇴하는 지역 실크산업의 존립기반을 강화하기 위해서는 혁신 인프라를 강화하고, 경쟁력 기반을 갖춘 기업들을 중심으로 작지만 강한 기술혁신형 산업 클러스터로의 전환을 모색해야 할 것이다.

최근 들어 졸업생의 취업 경쟁력 강화, 기업친화형 우수 인재 확보, 대학 내 산학협력 활성화를 위한 수단으로 Co-op 교육(장기현장실습) 중심의 산학협력교육에 대한 중요성이 부각되고 있다. 지금까지 우리나라 대학들은 전공연계성과 취업연계성이 낮은 단기 인턴십 위주의 현장실습 프로그램을 주로 운영해 왔다. 이러한 문제점에 대응하여, 정부는 현재 '현장실습 운영 지침' 제정을 추진하고 있으며, 장기현장실습 시범대학을 선정하는 등 장기현장실습 중심의 산학협력교육 활성화를 위해 노력하고 있다. 산학협력교육의 제도적 활성화를 위해서는 이 제도를 오랫동안 시행해 온 북미와 유럽의 대학들에 대한 다양한 사례 연구가 축적될 필요가 있다. 이를 위해 본 연구에서는 미국의 센트럴워싱턴대학교(CWU)를 사례로 하여 Co-op 교육의 운영 실태를 중심으로 분석하고, 산학협력교육 활성화를 위한 정책적 함의를 제시하였다. 사례 연구의 주요 분석 결과는 다음과 같다. 첫째, CWU 학생들은 주로 좁게는 카운티 내, 넓게는 워싱턴 주 내에서 현장실습을 수행하고 있으며, 실습을 했던 기관으로 취업을 하는 경우가 많아, 현장실습의 지역연계성이 높은 것으로 나타났다. 둘째, CWU의 현장실습 프로그램은 전공연계성이 높고, 특히 인문사회, 예체능, 사범계열의 학생들의 현장실습이 활발한 것으로 나타났다. 셋째, 실습 참여 학생의 자격조건은 엄격한 대신, 전공 특성에 따라 유연하게 현장실습 프로그램을 운영하고 있다. 이러한 분석 결과를 토대로 하였을 때, 우리나라 대학들의 현장실습 프로그램 또한 전공연계성, 취업연계성, 지역연계성을 높이는데 초점을 둘 필요가 있고, 대학 및 전공의 특성에 따라 유연하게 운영할 필요가 있다고 판단된다.

This study investigates the critical success factors for the promotion of IT industry in region and suggests some directions for operations strategy of them. This study based on the critical success factors, and we suggest followings : (1) start-ups support, (2) technology support, (3) management support, (4) law/institutional support. We suggested the strategy which based on critical success factors for successful operations of IT industry. This strategy suggested by AHP(Analytic Hierarchy Process) results and was evaluated by the three groups(IT firms, local government official worker, professor) which have an influence on IT policy. We suggested the priority of policy by AHP technique for successful development of IT industry. As a results, centralization of supporting facilities was perceived as the most important policy by three groups(IT firms, local government official worker, professor). This research contributes to assist planners and policy-makers in supporting IT industry by providing useful information about the suggested strategy, and by suggesting the effective means to assist the IT industry. Also, results of our research will be suggested as a priority of developing policy to assist successful IT industry.

본 연구는 창업과 기업 성장 기반이 취약한 비수도권 지역에서 지역대학의 우수한 연구·산학협력 역량을 기반으로 캠퍼스에 지역혁신생태계를 구축한 사례로서 일본의 홋카이도대학 리서치&비즈니스파크에 주목한다. 홋카이도대학 리서치&비즈니스파크는 캠퍼스 유휴부지를 활용하여 지역 주도로 중장기계획을 수립하고, 그에 따라 2003년부터 지금까지 점진적인 개발과정을 거쳐서 조성되고 있으며, 지역대학 특성화와 지역산업 기반을 고려한 바이오산업클러스터 구축이라는 산업적 접근 방식을 통해 산학협력 활성화를 추구하였다. 또한 지역 산학연관 협력적 거버넌스에 의해 다양한 기업지원 서비스를 제공한다. 이러한 홋카이도대학 리서치&비즈니스파크 조성전략은 최근 캠퍼스 혁신파크 등 대학 캠퍼스를 활용하여 지역의 발전을 도모하는 각종 정책 및 사업에 중요한 정책적 시사점을 제공한다.

한국에서 문화산업 부문이 지역경제를 이끄는 동력으로 인식되기 시작한 것은 비교적 최근의 일이다. 이러한 인식은 현 정부의 국가균형발전 정책과 맞물려 주요 도시에 문화산업단지를 조성하고 투자를 유도하는 전략으로 구체화되고 있다. 문화산업단지 조성사업은 각 도시의 개발전략을 변화시키는 계기로 작용한다. 그러나 이러한 공공부문 주도의 문화경제 육성에 대한 비판도 다양하게 제기되고 있다. 이 논문에서는 최근 전개되고 있는 문화산업단지 조성정책의 배경, 제도적 기반, 그간의 성과를 정리하고, 몇 가지 평가에 근거하여 향후 과제를 제시하고자 한다. 문화산업단지 육성정책의 성공을 위해서는 문화산업 자체의 발전에 초점을 둘 것, 문화산업 고유의 특성에 맞는 클러스터정책을 개발할 것, 각 지역에서 기업과 인력을 육성할 수 있는 실질적인 수단을 강구할 것, 그리고 지방이 주도하고 중앙이 지원하는 체제를 형성할 것 등이 제안된다.

연탄 제조업은 가정용 연료의 주요 공급원으로서 중량물의 저부가가치 제품을 생산하는 특성으로 인해 운송비의 비중이 높을 뿐 아니라, 대중 연료로서 연탄의 공공재적 성격이 부각됨에 따라 정부의 강력한 통제를 받아왔다. 본 연구에서는 이와 같은 연탄 제조업의 주요 입지 요인 및 입지 유형을 규명하고, 서울특별시 연탄 제조업을 대상으로 입지 특성을 고찰하며, 정부 정책이 연탄 제조업의 공간적 특성에 미친 영향을 살펴보았다. 사례지역의 연탄 제조업은 시장 지향 및 적환지 지향 입지를 보이면서 동시에 다양한 공간 정책으로 인해 공간적 변화를 겪었다. 공간 정책 가운데 유도된 공간 정책은 연탄 제조업의 신규 입지 및 설비 확대에 중요한 요인으로 작용했으나, 명시적 공간 정책은 산업 특성에서 기인하는 입지 특성을 일부 수정 촉진하는데 그쳤을 뿐 근본적인 입지 변화를 가져오지는 못했다는 점에서 영향력이 제한적이다.

본 연구는 4차 산업혁명의 글로벌 추세하에서 한국의 산업경쟁력약화라는 현실에 직면하여, 지역산업정책의 현황과 성과를 분석하고 향후 새로운 국가성장전략으로서의 지역산업정책이 지향해야 할 정책방향을 제시하고자 함에 목적이 있다. 이를 위하여 본 연구는 문헌연구에 기초하여 변화된 정책환경에 부합되는 새로운 지역산업정책의 틀을 구상함에 주안점을 두었다. 먼저, 큰 틀의 정책방향으로 권역 간 형평과 권역 내 효율의 동시적 추구라는 산업정책틀을 제시한다. 이를 위한 구체적 정책방안으로 첫째, 지역주도 지역산업정책 거버넌스의 구축, 둘째, 인력양성중심, 중앙정부컨설팅을 법제화한 지역산업정책 기획, 셋째, 지역고유의 문화와 정체성에 기초한 라이프 스타일 산업 생태계 조성을 통한 지역전략산업 육성 넷째, 4차 산업혁명기술의 종합시현장인 스마트시티를 참여형 혁신플랫폼, 창업 및 자본유치 플랫폼, 공공조달과 데이터에 기반 한 신산업육성 플랫폼으로 활용할 것을 제안한다. 본 연구는 4차 산업혁명의 전개와 기존산업의 경쟁력 상실이라는 새로운 환경에 대한 대처전략의 제시에 의의가 있으며, 향후 세부적인 실천방안에 대한 추가연구가 요구된다.
