This study reviews several innovative electronic reference services that will be transformed in the age of the virtual library. This study focused on reference service via E-mail and electronic bulletin board which is regarded as the most important service in a variety of electronic reference services. Through E-mail and the electronic bulletin board, the user submits questions and the librarian responds with the answer. Though interest in using E-mail and electronic bulletin board as a basis for reference service has grown considerably in recent years, it is still in its infancy in Korea. Thus the purpose of this study is to propose a model electronic reference service system using E-mail and the electronic bulletin board for university libraries in Korea. This system consists of the following modules: electronic reference services policy, open reference service via electronic bulletin board, closed reference service via E-mail, and FAQ. This system is meant to be a guide for those considering implementing such a service.

This paper describes recent developments and trends of digital reference services. A brief overview of selected research on issues surrounding digital reference service is provided. It also discusses how technological developments in libraries have led to the emergence of new service paradigms. This paper briefly reviews reference and information services provided by libraries, those from publishers, those provided by experts, and those where users need to conduct a search and find information through the web. The current trend shows that the cooperative model is increasingly popular. Some projects on collaborative digital reference services(CDRS) are introduced. Librarians will need to continue analyzing the need for cooperative work in the reference service in a digital environment.

The Purpose of this study is to explore and analyse ways of enhancing the effectiveness of reference service through reference evaluation. Marketing research technique combined with pre-evaluation theory was applied in this study to find out information for practice the service based on current concept of reference service. Aims and results of this study can be summarised as follows: First, the evaluation of effectiveness of reference service should be conducted for the purpose of finding out the ways of increasing user's satisfaction. Second, the policy evaluation was understood as the appropriated evaluation concept. The policy evaluation in principle coincides with reference service in sense that the satisfaction of public should have priority and hence be the criterion of the evaluation. Third, marketing research based on recently developed 'marketing concept', which concentrates all its efforts to meet user's demand and attempt to acquire the information for better marketing management of non-profit organization such as library, is examined to find out the evaluation method practically applicable to the pre-evaluation of reference service. In this study , conjoint analysis was adopted as the method of pre-evaluation about reference service. The Reference Room of the Central Library Yonsei University, was selected as the arget sample to find out the expected condition for the maximization of the user's satisfaction from the reference service. Based on this example study, the analysis indicates as the most desirable combination for reference service in terms of the user's satisfaction is following condition: the younger librarian with aimable personality who displays willingness In his/her assistance, plus as the method of reference service, sufficient and practical introduction to the reference materials available, plus immediate and satisfactory result of the service, and finally a library equipped with inter-library use system.

This study aims at the fundamental factors needed to make the policy for internet reference service of public records were presented, considering the methods for improvement of internet reference service of national assembly records. For this purpose, reference service theory of recorded informations and examples of foreign congress reference services were analyzed. From the result of analysis, three tasks were proposed as an improvement plan for internet reference services of national assembly records: establishment of access policy, improvement of reference service programs, and activation of communication with users.

Reference services have taken a central place in library and information services. But current digital libraries focus more on access to digital information, and hardly lay emphasis on the service aspects. This paper looks at the current state of research in reference services in digital libraries. It first analyses some representative definitions of digital reference services. It then provides a brief overview of the various online reference and information services currently available on the Web. The paper also reviews the types of the digital reference service in major 'Aska' service sites. Finally, the paper proposes new digital reference service model that specifically bases on the sharing of the human and information.

The reference impedances which is about 95% supply impedance value of residential consumers' supply impedances was published by IEC in 1980. The reference impedances are the standard values for use in determining the voltage disturbance characteristics of electrical equipment like the flicker. In IEC 60725, the reference impedances for premises having service current capacities less than 100A per phase and for service current capacities more than 100A per phase are recommended. And these reference impedances are targeted for the countries using 50Hz power frequency. Because of the frequency difference, the reactance values of the reference impedances will be increased in 60Hz power system like Korea, And also the reference impedances are different significantly each other according to declared voltage variation, power consumption and service wire length etc. Therefore It is needed to calculate the reference impedances suitable for domestic low-voltage power system. In this paper, the reference impedances for service current capacities less than 100A in 220/380V, 60Hz single-phase two wire and three-phase four wire low-voltage system are calculated, And the equations for service current capacities more than 100A to calculate the modulus value of maximum supply impedances are suggested base on IEC 60725 and the reference impedances for those are calculated on service current of 100A per phase.

Due to the inferior condition of local library reference service, an air of indifference about users, and the increase in Internet resources, cooperative reference service in domestic libraries tend to be stagnant. The increase in Internet resources was reconsidered, aside from traditional library reference service, based on question and answer service. It shed new light on the importance of indirect service, which is focused on reliable knowledge base construction. This study analyzed cooperative reference service, which is managed by the Japanese Diet library that pursued indirect service contrary to ours. Based on that, it suggested a new takeoff possibility for Korean cooperative reference service.

This study presented the necessity of the development of a digital reference service systems as a method for direct information service in the library on the internet. The purpose of this research is to find commonalities for building a model of digital reference service. This study used qualitatives methods(elite interviews and document analysis) to extract accumulated knowhow from fourteen expert services sites which are similar with reference services in the library. For effective management of the digital reference service, it is necessary to have a digital reference service librarian who is well versed in the inner workings of the service and in the knowledge the service deals with.

This study is about the factors required to be considered in the aspects of policy and operation before introducing the real-time reference service and about the way to use the real-time reference service effectively, The real-time reference service should not be accepted and applied just based on the case of advanced nations without deciding how to apply and use through enough advanced investigation and example analysis. Working out in service policies, selecting appropriate programs. securing service manpower, devising privacy policies, groping the ways of cooperation between libraries, and operating the adequate evaluation system are the factors which should be considered in the policy aspect. Preparation of proper ways of application. operation time, and promotion are the factors which should be considered and reviewed in the operative aspect.

The DGPS systems that is a GPS augmentation system were installed for ocean- and land-service. The ocean-based reference station of 11 site and the land-based reference station of 6 sites are operating for ocean- and land-service. Although the land-based reference stations provide the output power of 500W, the service shadow regions are occurred due to mountain lands and building area. In this paper, the service coverages for land-based reference stations are analyzed in conditions of output power enhancements of reference station. The service shadow areas are deduced from service coverages of land-based reference stations and ocean-based reference stations. The medium frequency-band wave propagation models are considered as DGPS wave propagation model. The service coverages are analyzed by considering the compensated ground surface-conductivity.
