This study attempts to provide an efficient method for managing the Nuclear R&D projects. It should be noted that the technology and experiences to develop a well-balanced plan and mon-itoring for the R&D project are not yet well established when compared with the commercial con-structionand engineering projects. This study recommends that the R&D project manager utilize the scheduling techniques to establish an integral management system taking in to account the un-certainties in the research environment. Based upon the results of a case study for the Liquid Metal Reactor Design Technology Development Project which is led by the KAERI this study also con-firms that it is possible to run the national nuclear R&D projects with the Scheduling & Planning.

This paper examines individual and social strategies to form profitable cooperation networks. These two types of strategies measure network stability and efficiency that may not meet in a single network. We apply restrictions on knowledge flows (R&D spillovers) and links formation to integrate these benefits into structures that ensure high outcomes for both strategies. The results suggest that linking the spillovers to the firms' positions and restricting cooperation contribute to reducing the conflict between the individual and social strategies in the development of cooperative networks.

There are three main kinds of service standards for 3G(Third-Generation) wireless communication as WCDMA, CDMA2000 and TD-SCDMA(Time Division-Synchronous Code Division Multiple Access). Compare with WCDMA and CDMA2000, TD-SCDMA system has distinguished technical characters. It is a TDD(Time Division Duplexing) based technology and deploys several advanced but in some respects complex technologies such as smart antenna, joint-detection and baton-handoff, etc. Therefore to analyze and design TD-SCDMA wireless network, it needs more efficient and systematic simulation tool. General simulation tool has so many analysis functions including path loss prediction, capacity and coverage analysis. For more suitable for TD-SCDMA, new additional technologies have to be implemented in simulation tool. Especially as the wireless network highly advancing focused on data service, it more needs to research and develop on the reliability of the simulation tool. In this paper, to give the concrete process and skill about how to implement TD-SCDMA simulation tool, we define the kinds of simulation tool and list basic analysis functions available for TD-SCDMA network design at first. And then we explain how to consider the effects of new technologies of TD-SCDMA and give the solutions about theses considerations.

CDMA 이동전화 서비스가 활성화되면서 유선과 무선의 경계를 허무는 대표적인 서비스로 Wireless PABX 서비스가 등장하였다. PABX(사설교환기)가 설치된 지역에서는 이동전화 단말기가 무선전화기를 대체하며 이 지역을 벗어날 경우 일반 이동전화기로 동작하는 서비스이다. SKTelecom은 Wireless PABX(이하 모바일존 서비스) 서비스를 제공하기 위해 기존의 CDMA2000 1X 시스템의 확장 시스템과, ALL-IP 시스템의 Multi-vendor 시스템을 채택하였다. 이러한 Multi-vendor 시스템의 관리와 서비스 품질관리를 위하여 SKTelecom은 고장관리시스템 구성 관리시스템, 서비스 품질감시 시스템 등의 망관리시스템을 구현하였다. 본 논문은 이동전화 서비스와 모바일존 서비스의 차이점을 분석하고, 고장/구성/품질관리 시스템을 통한 효율적인 서비스 관리방안을 제안한다.

In Korea, we witness vivid evidences of changing trend in communication that insist the emergence of new networking architecture. To accommodate the changing trend and to hold current strong position in global IT industry, Korea have launched broadband convergence network (BcN) initiative. BcN vision for Korea is to be the first in the world to realize converged network infrastructure and ubiquitous service environment. In this paper, we have introduced the concept and the vision of BcN with a viewpoint of a new paradigm to prepare future-proof communication environment. And then, we have disclosed BcN research and development (R&D) activities including R&D philosophy, R&D phases, and key technologies required. Also, we have discussed current development issues in three technology branches including service and control technology, unified transport technology, and next-generation access technology.

A neural network has very simple construction (input, output and connection weight) and then it can be robusted against some disturbance. In this paper, we proposed a neuro-controller using a Multi-Layered neural network which is combined with PD controller. The proposed neuro-controller is learned by backpropagation learning rule with momentum and neuro-controller adjusts connection weight in neural network to make approximate dynamic model of DC Servo motor. Computer Simulation results show that the proposed neuro-controller's performance is better than that of origianl PD controller.

This paper describes a mechanisms for IPv6 multihomming with loadsharing broker, focusing on the interdomain scalability and load sharing with redundancy on IPv6 networks. Unlike currently-practiced IPv4 multihoming, this model does not impact the worldwide routing table size, also it provides inbound load sharing at site level based on router renumbering, and multiple-prefix assigning techniques of IPv6. The proposed model has four modules such as building interfaces MIB module, priority list maintaining module, load detection module, and RRP configuration module.

Applying social network analysis techniques, this study examines complex system characteristics of industry-university joint research R&D networks. In specific, it focuses on whether these R&D networks comply with the power law, whose system typically presents the-rich-get-richer and the-poor-get-poor patterns. The basic data come from 7,751 industry-university joint research projects, all of which were carried out by Daejeon, Chungbuk, and Chungnam-based universities from January 2005 to October 2008. The empirical results reveal that the R&D networks abide by the power law. That is, a handful of business units and universities command an overwhelming majority in the joint links, indicating positive feedback dominance within the system.

To explore the answer on how the evaluators' network affects efficiency of National R&D Program, this paper analyzes the network of evaluators who attended the peer-review committee for National Nuclear R&D Program from 2007 to 2008. The result derived from network analysis was applied to measure the efficiency of programs by Data Envelopment Analysis. The result shows that the weaker network produces higher efficiency as much as the research result itself. Along with the expertise of evaluators themselves, this paper implies that network should be considered as a main item for evaluation.
