Analysis of the Change in R&D Efficiency in a Government-Funded Research Institute in Korea : Cumulative DEA/Malmquist Analysis Approach (Cumulative DEA/Malmquist Index 기법을 이용한 정부출연 연구기관 연구개발 효율성 변화 분석)

  • This paper presents a framework to analyze the change in the research and development (R&D) efficiency of government-funded research institutes (GRIs) in Korea. Cumulative data envelopment analysis/Malmquist index method is utilized to analyze the changes in R&D efficiency of GRIs. Data analysis of the R&D activities of 10 GRIs in Korea Research Council of Fundamental Science & Technology showed that the average R&D efficiency of the 10 GRIs improved from 2009 to 2013. However, the efficiency of a few GRIs decreased in terms of the catch-up index. The proposed framework can help management teams diagnose the current state of R&D activities and determine the efficacy of strategic actions by comparing efficiencies in the past.

  • Purpose: This empirical study is focused on the relationship between innovation capability (R&D and Human Resource innovation) and performance in knowledge-based service firms. Methods: We build research model to test how each of innovation capability on technology and human resource is influenced on their financial and non-financial performance in the knowledge-based service industries. Based on the previous research, we hypothesized the factors are regarded innovation capabilities of the firms as the scale of R&D and human resources. Because this study is especially targeted to the performance of knowledge-based service firms. With the survey on 424 main knowledge-based service firms, the multi-regression analysis was performed. Results: The result showed that the scale of R&D and human resources capabilities are main factors for knowledge-based service firms' performance, which reflects the current industrial structure. Conclusion: This study empirically demonstrated that human resources are most important to the growth of knowledge-based service firms.

A Study on the Improvement of Multi-Agency R&D Program for Strategic Budget Allocation and Enhance Effectiveness (전략적 예산배분 및 실효성 강화를 위한 다부처R&D사업의 개선방안에 관한 연구)

  • Since continuous expand in governmental R&D investments and growth number of research institutions, model of multi-agency program has been planned and pushed ahead to settle the inefficiency of investment by the scattered and competitive R&D Programs. However, it was often pointed out that new model's effect has been fall because the institutional inertia of cooperative system between agencies. In this study, we analyze the current state of multi-agency program and suggest the optimal R&D governance model to improve a better direction. Afterward, several problems were turned up and that allocation and execution of the R&D budget separately, less coordination and cooperation among agencies, and absence of typical evaluation system of multi-agency program. Therefore, we suggest some of improvements by analyzing each steps.

R&D Investment and Corporate Governance Systems for the Performance of Chinese Firms (중국기업들의 성과를 위한 연구개발투자와 기업지배구조의 활용방안에 대한 연구)

  • This study aims to examine the impact of corporate governance systems on the relationship between R&D investment and the performance of Chinese firms. The sample firms were obtained from the statistical yearbook of Chinese high-tech firms. We implement a multiple-regression analysis for an empirical examination. The findings of showed that the separation of the board chair with CEO strengthen the R&D investment-performance relationship of Chinese firms. However, the outsider ratio of the board was found to negatively moderate that relationship. This study provides practical guidelines for Chinese firms undertaking R&D management and corporate governance systems. It also encourages future study on the effects of corporate governance as the means for R&D investment management.

  • Ensuring sufficient supplies of clean, economic and acceptable energy is a critical global challenge for the 21st century. There seems little alternative to a greatly expanded role for nuclear power, but implementation of this option will depend on ensuring that all resulting wastes can be disposed of safely. Although there is a consensus on the fundamental feasibility of such disposal by experts in the field, concepts have to be developed to make them more practical to implement and, in particular, more acceptable to key stakeholders. By considering global trends and using illustrative examples from Japan, key areas for future R&D are identified and potential areas where the synergies of international collaboration would be beneficial are highlighted.

  • 최근 변종 악성코드가 크게 증가하고 하나 이상의 악성코드로 이루어진 그룹 형태의 악성코드들이 빠르게 유포되고 있다. 이러한 그룹 형태의 악성코드와 변종 악성코드에 대한 효과적인 대응을 위해서는 악성코드 그룹 및 변종을 관리하고 안티바이러스 업체와 정보를 공유할 수 있는 시스템이 필요하다. 본 논문에서는 대용량 악성코드 분석 정보로부터 악성코드 그룹 및 변종 정보를 효율적으로 관리하고 공유하는 시스템을 제안하다. 악성코드 그룹 정보는 악성코드 행위를 기반으로 연계된 악성코드 정보들로 생성되고, 악성코드 변종 정보는 CFG 분석을 통한 악성코드간 유사도 정보로 생성된다. 본 논문에서 제안하는 시스템은 악성코드 그룹 및 변종 정보를 쉽게 검색하고 공유할 수 있기 때문에 다양한 악성코드 대응 시스템과 쉽게 연계될 수 있는 장점을 가지고 있다.

  • It is generally recommended to use EVM as an efficient means for measuring project performance and progress so that the EVMS user could manage his project successfully. In spite of it's favorable intention, most project participants think it as a heavy load or a sub practiced job with low responsibility. Even though there are lots of variables triggering unpredictable troubles in EVM application, EVM still could be a valuable project health indicator. In this paper we introduce a performing method for EVM based on system engineering process.

Quality Management Model for Research and Development of Defense Weapon Systems (국방 무기체계 연구개발을 위한 품질경영 모델 제안)

  • Quality management is essential to achieve the desired quality throughout a program. Especially in phase of research and development(R&D) of a program, that is an effective and efficient way to achieve the quality goals and improve the quality of a program in total life cycles. For applying the quality management to a R&D program, characteristics of the program should be considered in various aspects. In this study, the characteristics of developments of defense weapon systems were analyzed and the meaning of quality in that field was defined. And then, application methods of the quality management were established and the quality management model with four view points(external, organization, programs, practices) was proposed. In addition, detailed tasks of the quality management activities were described and some examples of applying the model were introduced.

Research of Schedule Managing and Forecasting for Project Progress Method in Defense Research & Development using Earned Schedule Concept (Earned Schedule 개념을 활용한 국방 연구개발 사업진도 기법의 일정 관리 및 예측 기능 연구)

  • Traditional project progress method(PPM) has been used for Korean defense research and development project management for the last 20 years. However, it is difficult to intuitively understand the performance in terms of the project schedule, because the PPM does not provide the function of managing and forecasting project schedule. Therefore, this paper proposes new schedule managing and forecasting function for the PPM using earned schedule management concept. We verify the effectiveness of the proposed functions through several defense projects and prove that it is possible to reinforce the schedule management function of the PPM.

The Effects of Corporate Ownership Structure on R&D Expenditures: Comparison between KSE and KOSDAQ Listed Firms (기업 소유구조가 연구개발비 지출에 미치는 영향: 유가증권시장과 코스닥시장 상장기업 비교를 중심으로)

  • This paper examines the relationship between ownership structure and the intensity of R&D expenditures of a firm by analyzing the panel data composed of 553 manufacturing firms in KSE(Korea Stock Exchange) and KOSDAQ listed firms for the period of 2007-2014. The major findings are as follows; (1) Regarding the relationship between CEO stockholding and R&D intensity, we find the inverted-U shape relationship in KOSDAQ firms, consistent with the theoretical discussion and empirical studies on U.S. firms. The result suggests that management stockholding reduces agency problem at the R&D margin. On the contrary, the insignificant result in KSE firms seems to be due to the scant stockholding of most 'non-owner' CEOs. (2) Regarding the relationship between the largest shareholder's portion and R&D intensity, KSE firms exhibit negatively significant relationship, suggesting the existence of serious agency problem between the largest shareholder and the minor shareholders. This agency problem seems to be alleviated in KOSDAQ firms mainly because the founders with technology expertise are still in charge of the business. (3) Foreign investors seem to fail in effectively encouraging R&D expenditures in either KSE or KOSDAQ listed firms. This study contributes to the existing literature by showing for the first time that ownership structure affects R&D activities in different ways between KSE and KOSDAQ firms.
