This study aims to provide the system to help decision making by finding key indicators used in land supply and demand surveys, and by developing storage priority areas and projects. As problems arose such as the rising cost of public projects or disruptions to business progress due to the rapid rise in land prices and the cost of compensation for public projects in the past, a new land policy was adopted and the land reserve system was established in 2009. At that time, The bank's goal was to conserve 2 trillion won of land per year, but the result was sluggish as it accumulated a total of 1.6 trillion won from 2009 to 2015. The reason for this sluggish result is that the type and quantity of indicators are still extensive and the survey of land supply and demand has a problem of poor utilization. In order to make up for the sluggishness, we made key indicators used in land supply and demand surveys using the question investigation, and analyzed the priority of the project areas. This study provide the system to help decision making by finding key indicators used in land supply and demand surveys, and the priorities of project areas.
Purpose: Despite the rapidly changing healthcare environment, healthcare organizations have recognized the importance of patient safety management. But patient safety management has the problem of the lack of participation of members due to the process of focusing on the follow-up service and punishment. The department of nuclear medicine in Uijeongbu St. Mary's Hospital started this research to reduce the near miss and prevent patient safety accidents by both initiating the participatory near-miss-proof activities as an advance management and constructing a system without disadvantages of reporting. In addition, this research aims to establish a differentiated patient safety management system in the department of nuclear medicine. Materials and Methods: 1. Colleting cases of team members' past and present near miss and accidents(First data collection). 2. Quantifying the cases of near miss and accidents after identifying the degree of importance and urgency through surveys(Second data collection). 3. Quantifying cases and indentifying important points of contact through data analysis. 4. Making and standardizing a manual for important points of contact, and initiating participatory activities to prevent errors. 5. Activating web-based community for establishing the report system of near miss. 6. Estimating the result of before and after activities through surveys and focus group interviews. Results: 1) Quantified safety accidents and near miss in the department of nuclear medicine. About 50 near misses a month and one safety accident a year. 2) Establishing improvement measurements based on quantified data. About 11 participatory activities, the improvement of process, a manual for standardization. 3) Creating a system of safety culture and high participation rate of team members. Constructing a report system, making a check list and a slogan for safety culture, and establishing assessment index. 4) Activating communities for sharing the information of cases of near misses and accidents. 5) As the result of activities, the rate of near miss occurrence declined by 50% and the safety accident did not happen. Conclusion: The best service in the department of nuclear medicine is to provide patients with safety-guaranteed high-quality examination and cure. This research started from the question, 'what is the most faithful-to-the-basics way to provide the best service for patients?' and team members' common answer for this question was building a system with participation of all members. Building a system through the participatory improvement activities for preventing near miss and creating safety culture resulted in the 50% decline of near miss occurrence and no accident. This is a meaningful result from the perspective of advance management for patient safety. Moreover, this research paved the way for creating a culture to report and admit near miss or accidents by establishing a report system with no disadvantage of reporting. The system which sticks to the basics is the best service for patients and will form a patient safety culture system, which will lead to the customer satisfaction. Therefore, all members of the department of nuclear medicine will develop a differentiated patient safety culture with stabilizing the established system.

With the shortage of labor force in small and medium-size industries, the Korean Employment Permit System (EPS) continues to bring migrant workers. However, the question remains of the health and safety management of their migrant workers. Considering that a significant part of safety and health problems are caused by migrant workers due to a lack of information on identifying risk and inexperience in the field. Telephone interviews were conducted to investigate the migrant workers' perspectives on workplace safety practices. The survey focused on workers' accident histories, understanding of safety practices, and responding to industrial accidents. A total of 66 accidents occurred among 30 participants. 10 accidents were not reported to the employer (company), which the foreign workers judged to be minor injuries that should not be reported as accidents. 80.0% of the participants expressed dissatisfaction with the PPE they were using. Among various reasons lack of understanding due to language barriers, lack of awareness of the importance of safety, communication difficulties were major reasons for the caused accidents and potential health issues. It is necessary to improve the safety and health support system by providing practical support through specialized educational institutes with experts in the field. A legal framework and a proper safety management system need to be maintained. This study suggests changing the current policy to improve the health and safety of migrant workers by, establishing specialized educational institutes with locally grown foreign experts in the field.
This study presents the growth strategy of outsourcing service by finding out the differences of importance between user firms and system integration(SI) firms in Korean outsourcing business, The result of data analysis reveals that there are siginificant differences between user firms and SI firms in some components of information systems(IS) outsourcing services. User firms regarded integation of distributea data centers as the prominent issue of IS environment changes. Meanwhile, SI firms chose management of IS/VAN center, office automation(OA), and management of global network, as the more important issues in the application area of outsourcing. Among the merits of outsourcing, both of them considered cost reduction and IS flexibility as the most important factors, However, they chose the difficulty of management control and the lack of operation knowledge among the demerits of outsourcing, Also, they commonly selected overall IS consulting among the components of outsourcing diffusion. In the question of future outsourcing services, user firms chose the adoption of client/server architecture, while SI firms selected the application of multimedia. These results show that there are some differences of preference between user firms and SI firms. Most of user firms consider the outsourcing to maximize information utilization, while the service suppliers focus on new IT adoption and its application to organization. For the strategic use of outsourcing services, SI firms are required to establish the diffusion strategy to meet the outsourcing needs of user firms.

Given the trend of increased apartment buildings and high-rise buildings, the maintenance of apartment buildings has been set a higher value. For this reason, a total performance evaluation model of the existing buildings has recently been developed. But, it has a lack of the management work analysis. The purpose of this study, therefore, is the management work analysis for items selection of maintenance performance evaluation of apartment buildings. Candidate items of Maintenance performance evaluation was made with the existing literature and business system analysis. Easy systemicity of performance evaluation supplemented doing question to academic experts and housing managers. Finally decided maintenance performance evaluation items are to classify 14 administrative and 15 technical items.
This article focuses on subject of the present question to traditional market. These days traditional markets have systemic problems due to deterioration of the outer market circumstance and the inner defect and the inner frailty. The full-field digital mammography (FFDM), which has been known as a digital breast imaging system, carries out more outstanding performance than the screen-film mammography in overall image quality, skin & nipple, description of pectoral muscle and expression of micro-calcification. Thus, in this thesis, I perform experiments for both the enhancement of image quality and accurate estimation of the result in question, when detecting the very tiny-sized lesions in mammography. The image of digital breast X-rays is the important diagnostic tool for detecting early breast cancer and micro calcification lesion. The experiment of how much compression rate has an effect on the result of diagnosis in the case of microcalcification lesion, with JPEG2000 40:1 compression and over 50% enlargement led to obscure or definitely unacceptable diagnostic results is performed. And in another study of assessment of PSNR degree. I recognized the importance of standardized management system in mammography, where not to mention the accurate reading of the image has the most crucial role in diagnosis
In the previous e-government studies, there was no study in which the ambitious problem of assessing the expected performance of an e-government software when it is adopted in other country. This study was motivated to propose a new method to resolve this research question. With using the KIPONet (Korean Intellectual Property Office Net) as a target e-government software, which has been successfully implemented and operated by the Republic of Korea government since Jan 1999 for the purpose of managing the intellectual property rights (IPRs), we propose a Hybrid Qualitative Reasoning (HQR) approach to predicting the expected performance of the KIPONet. The main recipes of the HQR are that the HQR considers causal relationships existing among both qualitative and quantitative variables of the KIPONet, and that uncertainties embedded in some variables are handled by using Monte Carlo mechanism. The application of the proposed HQR to predicting the expected performance of the KIPONet results in statistically significant outcomes with 95% confidence level.
Despite the Public Records Management Act in effect for more than 10 years and the various achievements of 'Records management Innovation' made by the former government, records management in Korea still remains unsatisfactory in many fields. Especially one of the main concerns is about the records centers in the public offices failed to work efficiently. There remains lots of so-called ancient regime elements in the records center system, which causes the lack of stability. Divisions of general affairs in the public offices had played main role in records management for more than 50 years since the establishment of the government, and their role was limited to take over some records created and to manage the poor stack room. According to the Public Records Management Act revised in 2007, data center was renamed to records center and it was obliged to place records center under the office of planning management or the office of administration. But records centers have been nevertheless operated at a very formal level in most public offices. It is the real state of affairs that professional records management system interconnecting records office, records center and archives is not achieved. Why is it? This article is an answer to this question. This article attempt to find out on the inner causes such as structure of records center, records management profession, records management methodology, and above all historical background. In addition, it put stress on the necessity of definite separation between records office and records center and assurance of independent operation of records center for the normalization of the records management system. Improvement of methodology including records management process is also of great importance. And the standardization of records management business of the records center is suggested as one of the main tasks on the basis of the accumulation of 'best practices of records management' in the cooperation with the records management community.

"University Industry Cooperation(UIC)" is a point of contact for overcoming the crisis faced by companies and universities in this era and a cooperation platform for mutual prosperity. As a subsidiary of a university, "Technology Holding Company(THC)" is attracting attention as a new window for UIC in Korea. The role of THC is to establish and foster the business opportunities of their subsidiaries and to return investment profits to the university ecosystem again. But recently, the life cycle of technology is getting shorter, and the development cost is steadily increasing. In particular, with the increase of hybrid projects based on convergence and combination, the risk of conducting research(R&D) and new product development(NPD) projects is gradually increasing. A PMO refers to a project management organization that can contribute to improving the success rate of projects with increasing uncertainty by supporting project visibility and appropriate decision-making. The purpose of this study is to raise a research question on whether THC's corporate performance can be improved when "Project Management System(PMO Service)" is introduced into the subsidiary incubation system of THC. This study proposes several research methods to identify the relationship between the introduction of PMO and the corporate performance of THC.
