  • Synthetic Aperture Radar(SAR) is an active microwave instrument that performs high-resolution observation under almost all weather condition. Research and algorithms have been proposed to process radar signal and to increase the quality of SAR products. In fact, many complicated steps are involved in order to generate a SAR image product. The purpose of this paper is to derive quality assessment procedures and define important test parameters in each procedure inside a SAR processor. Thus those test parameter values indicate the quality of SAR image products and verify the processor's performance. Moreover, required procedures to correct and handle errors which are indicated during the assessment are also presented.

  • Purpose: This study proposes methods and procedures for evaluating imaging security systems quality of cabinet x-ray screening system to enhance performance certification technology. Also, conducted a comparative analysis of the literature of test-kit for imaging security quality evaluation. Methods: Comparative analysis of the test-kits and related documents for image quality assessment of cabinet x-ray screening equipment. This allows assessment items were selected and the methods for each assessment item were proposed. In addition, the configuration method of the assessment team was established by applying the technology readiness assessment(TRA). Results: Four of the assessment items were selected when estimate image quality by a comparative analysis of literature. For each assessment item, the evaluation method and minimum level of availability were determined. Finally, this paper proposes an imaging quality assessment of cabinet X-ray imaging security systems. Conclusion: Development of imaging security systems evaluation procedures for cabinet X-ray screening systems can be help improve performance certification of aviation security equipment.

Sound Quality Evaluation of Vehicle Interior Noise Using Virtual Sound Quality Analysis (가상 음질 분석을 이용한 자동차 실내소음 음질 평가)

  • Sound quality engineering in automobile noise applications has become more and more important under the current quiet driving condition because various noise components masked under high noise level can be audible in quieter driving situation. Many researches have been carried out for subjective and objective assessments on automobile sounds and noises. In particular, the interior sound quality has been one of research fields that can give high-quality feature to automobile products. Although many works related to the interior sound quality have been progressed or completed in foreign countries, limited research results are presented in the country. In the study, subjective assessments are first performed with 20 subjects to select perceptual adjectives suitable to the assessment of car interior noises during acceleration. The selected perceptual adjectives are employed as the assessment scales to evaluate the acceleration noises in questionnaire procedures using 35 subjects, for which several noises are created through digital filtering of the acceleration noises measured. Mean values and standard deviations for subjective assessment scores obtained by the questionnaire procedures are calculated and their reliability are also verified. Finally, various statistical analyses such as the correlation analysis and the factor analysis are carried out to reveal the interrelationship between the assessment scales and the spectrum components of the acceleration noises.

A Study on Evaluation Criteria and Procedures for Measuring Radiation Leakage of Aviation Security Equipment (항공보안장비 방사선 누출량 측정을 위한 평가 기준 및 절차에 관한 연구)

  • Purpose: To attain advanced performance certification, safety aspects along with functionality and performance are essential. Hence, this study suggests radiation leakage assessment methods for aviation security equipment during its performance certification. Methods: Detection technology guided the choice of radiation leakage assessment targets. We then detailed measurement and evaluation methods based on equipment type and operation mode. Equipment was categorized as container or box types for establishing measurement procedures. Results: We've developed specific radiation leakage assessment procedures for different types of aviation security equipment, crucial for ensuring airport safety. Using these procedures allows efficient evaluation of compliance with radiation leakage standards. Conclusion: The suggested radiation leakage assessment method aims to enhance aviation security and reliability. Future research will focus on identifying risks in novel aviation security equipment detection technologies and establishing safety standards.

  • The air quality simulation models in wide use for air quality impact assessmetns are reviewed. After an intensive survey and comparative study upon the environmental impact assessment reports submitted to Ministry of Environment during 1990~1998, we could identify the major common problems with the air quality impact assessment procedures. Several remedies are presented here, including use of the screening models applicable to the complex terrain.

  • Purpose: Recently, many quality issues are aroused in military forces, such as failures in K-series weapons, combat boots defects and 40mm ammunition explosion accident. To address these problems, the one and only government defense quality assurance agency, DTaQ(Defense Agency for Technology & Quality) tried to improve many quality assurance procedures and introduced new systems such as MRA(Manufacturing Readiness Assessment), TRA(Technology Readiness Assessment), and etc. However, as the amount of war supplies increasing every year, the resource(budget and manpower) for quality assurance is limited. Therefore, DTaQ had difficulty to handle the issue efficiently and effectively, and we propose the method to address this problem. Methods: The most popular quality assurance technique is a sampling method, in this research, we first review the many sampling techniques and compare the strength and weakness of each method. After then, we selected the most appropriate sampling techniques and applied the procedures in combat force support material and ammunition areas. Results: We can reduce the number of samples dramatically, thus the required amount of labor time and money can be saved. Also, the new sampling technique enforces the supplier to produce the product which meets the target value(desirable value). Design of Screening Inspection Procedures Based on Guard Bands Considering Measurement Errors (측정오류를 고려한 가드밴드 기반 스크리닝 검사방식의 설계)

  • Purpose: The purpose of this study is to investigate the design optimization modeling of screening procedures based on the assessment of misclassification errors. Methods: Misclassification errors due to measurement variability are derived for normally distributed quality characteristics. Further, an optimization model for ensuring the level of outgoing quality is proposed and demonstrated through an illustrative example. Results: It is shown that two types of misclassification errors (i.e., false acceptance and false rejection) may be properly compromised through an analytical assessment of measurement errors and an optimization modeling. It is also discussed that a variety of optimization modeling may be enabled based on the derivation of measurement errors. Conclusion: It may be concluded that the design of screening inspection may further be facilitated by including the effect of measurement errors on the performance of screening inspection procedure.

  • Environmental Impact Assessment (EIA) is composed of various procedures, such as screening, scoping, inventory survey, prediction, assessment, alternative assessment, mitigation measures, and post management. Environmental monitoring data for air quality or water quality, etc. is applied in the EIA process, especially in prediction and post management. As an effective tool of environmental monitoring, the remote sensing method, introduced recently, was used in collecting nationwide data concerning ecosystem and land use. This article explains the current monitoring status in Korea. Monitoring factors include air quality, water quality, soil, ocean, odor, noise, and ecosystems. This report explains the organization of the environmental monitoring system managed by the Ministry of Environment in Korea. Furthermore, it shows the environmental criteria and environmental policies applied to EIA in Korea.

Effect of rapid screening parameters on seismic performance of RC buildings

  • This study investigates the effects of soft story, short columns, heavy overhangs, pounding, and construction and workmanship quality parameters on seismic response of reinforced concrete buildings through nonlinear static and dynamic procedures. The accounted parameters are selected for their common use in rapid screening of RC buildings. The 4- and 7-story buildings designed according to pre-modern codes are used to reflect majority of the existing building stock. The relative penalty scores are employed in this study to evaluate relative importance of certain irregularities in the existing rapid seismic assessment procedures. Comparison of relative scores for the irregularities considered in this study show that the overall trend is similar. The relatively small differences may be accounted for regional construction practices. It is concluded that initial-phase seismic assessment procedures based on architectural features yield in somewhat similar results independent of their bases. However, the differences in the scores emphasize the proper selection of the method based on the regional structure characteristics.

Proposal for Government Quality Assurance Risk Assessment System for Military Supplies (군수품 정부품질보증 위험성 평가제도 개선을 위한 제언)

  • Purpose: Nowadays, the risk assessment system is widely used in many industrial and public areas to reduce the possible risks. The system is used to determine the priorities of the government quality assurance works in Defense Agency for Technology and Quality. However, as the risk assessment system is used for other purposes, there are some items that need improvement, and in this study, we propose improvement plans by benchmarking the risk assessment systems of other institutions. Methods: In this paper, first, the procedures of risk assessment system used in many industrial sites were reviewed, and how each institution specialized and applied the system. Afterwards, by benchmarking various risk assessment systems, an improvement plan on how to operate the risk assessment system in the case of government quality assurance for centrally procured military supplies was presented, and practical application cases were presented to prove the usefulness of the improvement plan. Results: The proposed risk assessment system differs from the existing system in five major aspects. First, inputs, outputs, and key performance indicators were specified from the systematic point of view. Second, risk analysis was analyzed in four dimensions: probability of occurrence, impact, detection difficulty. Third, risk mitigation measures were classified, control, transfer, and sharing. Fourth, the risk mitigation measures were realized through document verification, product verification, process verification, and quality system evaluation. Finally, risk mitigation measures were implemented and the effectiveness of the risk mitigation measures was evaluated through effectiveness evaluation. Conclusions: In order for the risk assessment procedure proposed in this study to be applied to actual work, it is necessary to obtain the consent of the person involved in the work due to the increased time for risk identification and preparation of the government quality assurance log, and a change in the information system that performs the actual work is required. Therefore, the authors of this study plan to actively perform internal seminar presentations and work improvement suggestions to apply these research outputs to actual work.
