A Complimentary Direction of the Fourth Industrial Revolution and the Department of Military Science in Universities (제4차 산업혁명과 민간대학 군사학과 교육체계 보완방향)

  • It has been fifteen years since military science was introduced into private and public universities since 2004. The department focuses on the improvements of the South Korean Army quality based on the Korean Army's traits including: an increase of power in the armed force and operations through research, development, and the expansion of a cooperation between the public (civilians) and military. Approximately, four hundred students from various universities in the military science department graduate in order to become an officer. The fourth industrial revolution causes structural transformation to our lives. Through the use of Artificial Intelligence (AI,) war and the military as a whole will be altered significantly particularly with regard to efficiency. Nevertheless, it is important for us to train officers in creative ways so that they can deal with situations where machines will be unable to handle situations. Considering this change in our lives, it is necessary for the military science departments to change the way to teach and train their students. In order to accomplish this goal, we need to introduce a method called "Flipped Learning" and during the process all the members need to participate and communicate in an interactive way. By doing this, the military science departments will play an important role by improving human resource in terms of military and national security.

Identifying Stakeholder Perspectives on Data Industry Regulation in South Korea

  • Data innovation is at the core of the Fourth Industrial Revolution. While the catastrophic COVID-19 pandemic has accelerated the societal shift toward a data-driven society, the direction of overall data regulation remains unclear and data policy experts have yet to reach a consensus. This study identifies and examines the ideal regulator models of data-policy experts and suggests an appropriate method for developing policy in the data economy. To identify different typologies of data regulation, this study used Q methodology with 42 data policy experts, including public officers, researchers, entrepreneurs, and professors, and additional focus group interviews (FGIs) with six data policy experts. Using a Q survey, this study discerns four types of data policy regulators: proactive activists, neutral conservatives, pro-protection idealists, and pro-protection pragmatists. Based on the results of the analysis and FGIs, this study suggests three practical policy implications for framing a nation's data policy. It also discusses possibilities for exploring diverse methods of data industry regulation, underscoring the value of identifying regulatory issues in the data industry from a social science perspective.

  • This study is a demand research for the selection of public safety science and technology equipment and suggests an empirical research method. The technology demand survey is the beginning of the selection of innovative technology. And it is the basis of collecting information required for the technology required in the market and helping to apply it to the field. The demand survey for police science and technology can reduce the uncertainty of crime prevention and help the smooth implementation of security policies. However, in Korea, adoption of security science and technology equipment was centered on social issues or researchers' opinions rather than the demands of field users. Until, there was no research has been conducted on the demands of field police officers for selection of security science and technology equipment in Korea. Also, there was no preferential study for the demand for security science and technology equipment. Therefore, this study proposes a methodology that can systematically identify the needs for the technology and equipment of field experts suitable for the public security situation for the selection of security science and technology equipment. Specifically, we propose a sample design for a technology classification system and a survey tool for technology awareness and satisfaction. It is expected that this tool will provide a classification system for security science and technology equipment selected for the Korean police and will help determine the priority of equipment suitable for the field.

  • As data utilization becomes increasingly important, not only private companies but also public institutions are making great efforts to promote data utilization. The chief data officer is a key element of data governance, a driving system that achieves policy goals by adjusting the functions of each department in the organization responsible for data policy. With the enforcement of the Data-based Administration Law, all public institutions, including the Ministry of National Defense, have designated data officers, but it is not enough to play a practical role as it is still in the early stages of introduction. In this study, the current status of the operation of the defense data officer system is checked, and development strategy to play a practical role are presented.

Analysis of Social Welfare Officials' Perception on Quality Service of Social Welfare in Public Sector (사회복지전담공무원이 인식하는 공공복지서비스 질의 수준 분석)

  • The purpose of this study is to investigate practical measures to provide a better welfare services in public sector through analyzing differences according to socio-demographic characteristics about the quality service of public welfare that social welfare officials perceive personally. The questionnaire has been conducted among 401 social welfare officials with 5 factors: tangibles, reliability, responsiveness, empathy and assurances. With the results, the age was the most conspicuous difference in five factors of quality service in general. The quality of welfare service appears lower level as the official works close to community members. Additionally, the analysis shows that social welfare officials have relatively low perception about reliability, responsiveness and empathy. The official in charge of social welfare needs to have a neighborhood-centered value orientation, and be a social worker and official in the field of substantive welfare. Therefore, this study has a meaning to suggest some directions of social welfare transition and basic delivery system by identifying their understanding.

Pilot Study on Recruiting Medical Checkup Participant by Mail Survey among Korean Vietnam Veterans (베트남 참전군인에서 우편으로 검진대상자를 모집하기 위한 예비조사)

  • Objective : The aim of this study was to identify the validity of recruiting medical checkup participants of Vietnam veterans using a mail survey, and to identify the 'Vietnam service related characteristics' and 'general characteristics' of Vietnam veterans groups, Method : In this study, a total 900 veterans were randomly selected from the list of Vietnam veterans from f964 to 1973. The veterans were classified into 5 groups, taking into consideration their registered status in the Ministry of Patriots and Veterans Affairs: the VRD (veterans who have agent orange-related diseases), VSD (veterans who have agent orange-suspected disease), VM (veterans who peformed meritorious deeds during the war), VR (veterans who were registered with the Ministry of Patriots and Veterans Affair) and OV (other veterans) groups. By means of postal surveys, the veterans' intention to participate in the medical checkup for our research, and their socioeconomic and general characteristics were investigated. 52 surveys were returned due to the subjects not residing at the listed address, and were excluded from the analysis. Result : 699 of the 848 veterans (82.4%) responded to the survey, of which 619 (88.6%) intended to participate in the medical checkup for our research. The S veterans groups all had similar ages, Vietnam service period, Agent Orange exposure, troop characteristic and wartime class, with the exception of VM, who were older, and with a greater number of officers than the other 4 groups, There was a big difference in the health statius among the Vietnam veterans group. The VM and OV were much healthier than VRD, VSD and VR groups, The socioeconomic stati of the VRD, VSD and VR groups were lower than those of the VM and OV groups. Conclusion : Although there were some limitations, the recruitment, by mail, of medical checkup participants from Vietnam veterans is a valid and feasible method. The VM and OV groups were much healthier, and with higher socioeconomic stati, than the VRD, VSD, and VR groups.

A Study on the Current Status and Improvement of Facilities Management Corporations' Records Management: Focused on the Gyeonggi Area (시설관리공단의 기록물관리 실태 및 개선방안에 관한 연구: 경기지역을 중심으로)

  • The record management of public enterprises under basic local governments has been in a blind spot while many studies have been mainly conducted on public enterprises directly managed by the National Archive of Korea and local public enterprises located in metropolitan cities. Hence, this study aims to examine the current status of Facilities Management Corporations' records management in local cities and counties of the Gyeonggi area, and to suggest improvement measures with some basic data as a reference. After conducting a survey and telephone interviews with eight record management officers from Facilities Management Corporations, the results of this study found that record management of them was in hard conditions with many improvements needed.

Cyber In-Service Training Contents Development Regarding Environmental Literacy for Entry-Level Environmental Public Servants (신임환경공무원을 위한 환경소양 사이버 연수 콘텐츠 개발)

  • The purpose of the study was to develop cyber in-service training contents regarding environmental literacy for entry-level environmental public servants. The blended type of contents were developed, through literature review, contents analysis of other programs, and expert conferences. The validity of the contents developed was ensured experts in environment. Major research findings were as followings: First, there is a lack of time for entry-level environmental public servants to participate in the environmental in-service training programs. Therefore, cyber training can be a good solution to the problems with environmental training courses. It improves access to educational opportunities as it overcomes the limitations of time and space and provides hands-on experiences through multimedia materials that reflect the real world. Second, directions for developing cyber environmental education contents were represented in three parts; 1) strategies for developing cyber environmental education contents, 2) Models for developing cyber environmental education contents, 3) Contents selection for developing cyber environmental education contents Third, the developed contents for entry-level environmental officers consist of 4 domains: (1) the introduction to environment; (2) the natural scientific understanding of environment; (3) the humanistic understanding of environment; and (4) the social scientific understanding of environment. Fourth, the program developed was evaluated by 7 environmental education experts according to 10 evaluation items of total contents and contents development structure. In result, the validity of the program was ensured. Based on the results, some recommendations were suggested.

  • Various problems are occurring as teachers and student's parents communicate directly through mobile phones. In this study, a service model was proposed that allows teachers and student's parents to communicate through SNS platforms without knowing each other's mobile phone numbers. In the civil complaint communication service model proposed in this study provides, communication key sets are provided as public data, and a commonly used SNS platform uses the relevant relationship information to implement communication. This model also has expandability that can be applied not only to teachers, but also to ① officers who need to communicate with the parents of soldiers, ② nursing, health and nursing care personnel who frequently contact patient caregivers, and ③ welfare officials.

  • This study was examined for perception of introduction and adaptation stages focused on the tourist police in Seoul Metropolitan Police Agency. Seoul Metropolitan tourist police operates that is installed the first in Korea. Through in-depth interviews, we collected and analyzed data on the purpose of the tourist police, operating direction, the areas of activity, job characteristics, working environment. Awareness about activities of the tourist police members can have a significant impact on tourist police installations in the future. The survey was conducted for tourist police officers 16 people in the Seoul Metropolitan Police Agency, and analysis of the data was carried out through a qualitative research analysis program NVivo 10.0. Recognition was divided that Start step, Trial-and-error step, Skilled step, Completion step from the work experience of the tourist police and it analyzed the difference between each step. Each stage found difference in the individuals, working periods, also it was confirmed that difference of opinion about the settlement and completeness in the tourist police.
