일점오양분선택모형을 이용한 청주·청원 지역의 수달 서식지 보호의 비시장적 가치추정 (Using One and One-Half Bounded Dichotomous Choice Contingent Valuation Methods to Estimate Non-market Value of Otters in Cheongju·Cheongwon Area)

  • 수달은 준멸종위기 야생동물이자, 생태적으로 건강한 하천의 지표종이다. 본 연구의 목적은 청주시와 청원군의 수달 서식지 보호의 비시장적 가치를 측정하는 것이다. 응답자의 지불의사를 추정하기 위하여 일점오양분선택형 조건부가치측정법을 적용하였다. 청주 청원 지역 거주민 311명의 표본을 대상으로 수달 서식지 보호를 위한 지불의사를 물었다. 청주 청원 지역 거주민들이 부여한 수달 서식지 보호치 지불의사는 일점오양분선택형 선형로짓모형의 중앙값을 대표값으로 선정하면, 가구당 매월 5,904원으로 산출되었다. 2005년 현재 청주 청원 지역내의 총 가구수가 255,750가구임을 감안하면 총 가치는 매월 12억~17억 원으로 추정된다. 본 연구의 결과는 공익적 편익을 제공하는 수달 서식지 보호정책의 필요성을 시사한다.

Evaluation of Rainwater Utilization for Miscellaneous Water Demands in Different Types of Buildings Using Geographic Information System

  • This study is an attempt to quantify rainwater utilization and miscellaneous water demand in Tokyo's 23 special wards, the core of the urban area in Tokyo, Japan, in order to elucidate the potential of further rainwater utilization. The rainwater utilization for miscellaneous appropriate water demands, including toilet flushing, air conditioning, and garden irrigation, were calculated for six different types of building: residential house, office, department store, supermarket, restaurant, and accommodation. Miscellaneous water demands in these different types of building were expressed in terms of equivalent rainfall of 767, 1,133, 3,318, 1,887, 16,574, and 2,227 (mm/yr), respectively, compared with 1,528 mm of Tokyo's average annual precipitation. Building types, numbers and its height were considered in this study area using geographic information system data to quantify miscellaneous water demands and the amount of rainwater utilization in each ward. Area precipitation-demand ratio was used to measure rainwater utilization potential for miscellaneous water demands. Office and commercial areas, such as Chiyoda ward, showed rainwater utilization potentials of <0.3, which was relatively low compared to those wards where many residential houses are located. This is attributed to the relatively high miscellaneous water demand. In light of rainwater utilization based on building level, the introduction of rainwater storage mechanisms with a storage depth of 50 mm for six different types of buildings was considered, and calculated as rainfall of 573, 679, 819, 766, 930, and 787 (mm), respectively. Total rainwater utilization using such storage facilities in each building from 23 wards resulted in the retention of 102,760,000 $m^3$ of water for use in miscellaneous applications annually, and this volume corresponded to 26.3% of annual miscellaneous water demand.

  • The main entrance is even disappeared nowadays when the component type is changed, because it loses the actual function. On the other hand, the type of main entrance is changed variously depended on the materials for house and method of construction. Eleven points in the Chungyang-Gun where the environment of rural villages is well maintained was choosed researched to make data. These data of visual component elements were analysed by using the SPSS 12.0 Windows. Cluster Analysis and Factor Analysis was performed to analyze the different types of main entrance in the rural villages. From the above research, we could conclude below results. Research result, The whole quality of the farming village gate with fine feeling and constant temperature characteristic order appeared with the fact that preference quality is highest, in afterwords was analyzed. Specially about landscape quality of the residential gate that presents a type classification and preference quality from the actual condition where the research is insufficient the hereafter rural village improvement enterprise specially, sees with the fact that will be the possibility of affecting is meaning to residential section the succeeding researches actively, there being could be advanced, wishes.

Prevalence of Toxoplasma gondii in Dogs in Zhanjiang, Southern China

  • Toxoplasmosis, caused by Toxoplasma gondii, is a parasitic zoonosis with worldwide distribution. The present study investigated the prevalence of T. gondii in dogs in Zhanjiang city, southern China, using both serological and molecular detection. A total of 364 serum samples and 432 liver tissue samples were collected from the slaughter house between December 2012 and January 2013 and were examined for T. gondii IgG antibody by ELISA and T. gondii DNA by semi-nested PCR based on B1 gene, respectively. The overall seroprevalence of T. gondii IgG antibody was 51.9%, and T. gondii DNA was detected in 37 of 432 (8.6%) liver tissue samples. These positive DNA samples were analyzed by PCR-RFLP at 3'- and 5'-SAG2. Only 8 samples gave the PCR-RFLP data, and they were all classified as type I, which may suggest that the T. gondii isolates from dogs in Zhanjiang city may represent type I or type I variant. This study revealed the high prevalence of T. gondii infection in dogs in Zhanjiang city, southern China. Integrated measures should be taken to prevent and control toxoplasmosis in dogs in this area for public health concern.

′화재예방법규′의 규제완화가 화재발생에 미치는 영향 -영국 사례분석 - (Deregulation of the Fire Prevention Legislation; and Its Impact on Fire Occurrence - Case of the United Kingdom -)

  • OECD는 규제개혁을 '보다 나은 규제'와 '규제폐지'로 구분하고, 환경 및 안전 분야의 규제는 지속되어야 한다고 강조한다. 반면에, 1990년대에 진행된 한국소방의 규제개혁은 일방적인 규제의 완화 또는 폐지라는 방향으로 진행되는 매우 기이한 현상을 나타내고 있다. 영국 소방예방법규의 경우, 1971년 화재예방법의 제정 이후 대형화재의 발생에 대응하여 지속적으로 예방법규를 강화해 오고 있으며, 1991년 건축령에서는 주택을 포함하여 모든 건물에 대하여 각층에 최소 한 개의 연기경보기를 설치할 것을 의무화하고 있다. 이 연구는 영국에서의 소방예방법규의 강화가 소방안전을 제고 시켰다는 것을 보여 주고 있는데, 이것은 한국소방에 시사하는 바가 크다. 한국소방의 경우 화제로부터 시민의 생명과 재산을 보호하기 위해서 '안전, 보건, 환경과 관련된 규제의 질을 개선한다'는 규제개혁위원회의 규제개혁 기본방향이 철저히 준수되어야 하며, 비록 규제개혁의 전체적 전략이 모든 규제를 감소시키는 것일지라도 안전에 관한 규정은 오히려 증가시킬 수 있다는 기본방향의 유연성이 확보되어야 한다.

  • The houses are formed in the lower part of the mountain slope face in most agricultural areas of Korea, and old residents accounting for a large portion of the agricultural populations cannot respond to the evacuation quickly when the landslide happens, and the possibility the life damage occurs is high. Therefore, it is urgent to arrange the measure on this. This study is intended to develop the personal disaster evacuation apparatus that can be installed in the house to minimize the life damage by the landslide and to develop the self-initiative evacuation apparatus. This study suggested the load applicable to the personal disaster evacuation apparatus by quantitatively analyzing the effect of the load of rockslides and avalanches caused by the landslide on the structure. Also, the material property of materials was calculated through the tension and bending intensity test after making the specimen of glass fiber reinforced plastic (GFRP) member. The load weight and material property drawn from this study can be used as the basic material for the stability analysis of the personal disaster evacuation apparatus.

주거변화의 일상사적 담론과 한국 주거의 근대화과정 (Discourse of "Alltagsgeschichte" and Modernization Process of Korean Housing)

  • The purpose of this study is to understand modernization process of korean housing during the past one century. To following up the changes of everyday lives of common peoples, magazines, news papers, tourist's records and gossip items were collected and interpreted from the microscopic point of view. In this study arguments on 'modernity' of korean housing was focused on some issues, thus, separation, differentiation, individualization, as well as privatization. Concrete discourses are; firstly, spatial isolation of housing and urban place each other, secondly, functional division of inner spaces of housing, and lastly, guarantee of privacy sphere. Historical changes of housing showed some meaningful phenomena. Before modernization housing was place of reproduction and consume at the same time. However after modern urban space came into existence and work and rest were separated, housing gained only mono function. Thus, housing have only one meaning as private place for nuclear family, that is "Home, Sweet Home." Instead of past multi-functional rooms, functional prescribed rooms, for example, dinning room, were newly born. In the past, the boundary between public and private sphere was not clear. For examples, everyday experiences of family were extended to the street and in the house in most cases spaces were shared. But after modernization the scale of individual spaces become larger and private life can be secured. Consequently, history of everyday life from traditional agricultural society to industrialized modern society demonstrates the structural context between the micro and macro dimension in the fields of human life. In other words, everyday lives and macro history response each other and create new perception of time-space structure in the modern housing.

대구지역 벤처기업의 비공식 네트워크 (The Characteristics of Informal Networks of Venture Companies in Daegu Region)

  • 본 연구는 대구지역 벤처기업을 사례로 이들의 혁신활동과 비공식적 네트워크의 실태와 그 특성에 대하여 분석하였다. 지역 벤처기업의 혁신을 위한 지식 및 정보의 원천은 기업내부가 가장 중요하고 다음이 고객기업과 경쟁기업, 중앙정부와 정부산하기관으로 나타났다. 그리고 대체로 1-5개 정도의 비공식 네트워크 조직에 참여하고 있다. 그 중에서 비공식 네트워크를 통해 얻는 정보의 유형은 기술정보가 가장 많고, 다음으로 새로운 사업기회와 관련된 정보, 마케팅 등 고객관련 정보이다. 비공식 네트워크에 참여하는 주된 이유는 새로 정보 입수, 공동 프로젝트, 제휴 등 새로운 사업기회의 모색이었다. 특히 지역벤처기업의 비공식 네트워크는 혁신을 통한 직접적인 이익창출 뿐만 아니라 지역내 혁신주체와의 신뢰관계 구축을 통한 사회자본 창출 및 축적에도 중요한 의미를 가진다.

KBS 보도 및 편성 책임 주체에 관한 연구 (Study on Principal Agent in Charge of Freedom of Programming of KBS)

  • 본 연구는 세월호 사건 보도를 둘러싸고 청와대 및 KBS 사장의 방송 보도 및 편성 개입 사실이 폭로된 상황에서 방송 자유를 구현하기 위한 지상파 공영방송인 KBS의 보도 및 편성 책임의 주체가 누구인지에 대해 분석하였다. 이를 위해 선행연구, 방송관련서적, 각종 언론 관련 저널(노보 포함) 및 보도 기사, 방송관련 법령(헌법, 방송법 등), 판례, KBS 편성규약 등의 문헌연구를 진행하였다. 방송보도 및 편성 책임의 주체를 KBS법인, KBS사장, 편성책임자로 임명된 자, 제작실무자 등 네 분류로 분석하였다. 편성권 독립 및 언론의 자유에 관한 선행 연구 및 방송법 규정을 분석해 본 결과, 공공재의 성격을 띠는 지상파 방송은 국가와 국민의 진정한 이익을 위해 봉사해야 하며, 이를 실천할 수 있는 자가 방송 편성 및 보도 제작의 주체가 되어야 함을 확인하였다. 결론적으로 방송 자유를 수호할 수 있는 방송보도 및 편성의 주체는 구조적으로 정권의 외압에 취약한 방송사 사장이 아니라 방송을 취재, 제작하는 실무자 및 편성책임자라 할 수 있다. 공영방송사 사장의 역할은 방송편성의 적임자를 방송편성책임자로 선임, 그의 자율 편성을 보장해야 하며, 편성책임자는 편성규약에 의거 취재제작실무진들의 자율적인 방송제작을 보장해 줘야 하는 것으로 확인되었다.

영구임대주택 입주자의 관리비 및 임대료 체납 실태와 의식 (Issues and Perception on Management Fee and Rental Payment Overdue of Permanent Rental Housing Residents)

  • Permanent rental housing, the construction of which was strongly financed by the central government, is regarded as a social housing for those who fall within the lowest income bracket. Differing from "public rental housing", offered to tenants for sale after a five year rental period, this type of housing is intended for rental use on a long-tenn basis. At present, about 190,000 permanent rental housing units exist in Korea. According to a statistics, 15.6% of its residents did not pay their management fee and rental payment in 4 or more months in 2005, which places stress on the housing management. Based on the "eviction condition" stipulated in the tenancy agreement for permanent rental housing, a householder owning assets or a vehicle which is not used as his means of living, who is overdue with his management fee and rental payment for a long time, may be evicted from the house. However, there are many conflicts and problems between administrators/housing managers and residents in the process of enforcing this regulation. The purpose of this study is to explore the key issues associated with the present situation and the reasons why so many management fee and rental payment for permanent rental housing are overdue. For the purpose of research, data were collected from 10,990 permanent rental housing residents nationwide via a questionnaire survey in February 2007. One third of the respondents had an experience of more than 2 months overdue since they have moved in current residence. For further analysis, the respondents were divided into three groups, based on their working ability. The major finding showed that the group of respondents who have working ability required a more practical plan, such as employment, to have a sustainable life, while the other group of no labor force indicated a need for more housing allowance from the government. To suggest more specific alternatives for the subject of housing payment overdue, further comparison study should be performed between the residents of permanent rental housing and other low income tenants in private housing sector.
