Study on Difference in Perception of Shared Economy and Public Domain Works (공유 경제 및 공유저작물에 대한 인식 차이 연구)

  • With Recently in art and culture domains, there's rising controversy over shared economy and public domain works. The government is introducing institutional measures such as Gongumadang and KOGL(Korea Open Government License) program to expand the grounds for public domain works. In order to promote and facilitate the use of public domain works, it is imperative to understand how the providers who create and provide the public domain works, as well as the users, perceive shared economy and public domain works. However, preceding studies usually put emphasis on the meaning and significance of the shared economy and show limitation of not discussing providers' perception on shared economy and public domain works. Therefore, this study examines to see if there's a difference of perception between the consumers/users and the providers who owns the copyright of public domain work.

An Efficient Comparing and Updating Method of Rights Management Information for Integrated Public Domain Image Search Engine

  • In this paper, we propose a Rights Management Information(RMI) expression systems for individual sites are integrated and the performance evaluation is performed to find out an efficient comparing and updating method of RMI through various image feature point search techniques. In addition, we proposed a weighted scoring model for both public domain sites and posts in order to use the most latest RMI based on reliable data. To solve problem that most public domain sites are exposed to copyright infringement by providing inconsistent RMI(Rights Management Information) expression system and non-up-to-date RMI information. The weighted scoring model proposed in this paper makes it possible to use the latest RMI for duplicated images that have been verified through the performance evaluation experiments of SIFT and CNN techniques and to improve the accuracy when applied to search engines. In addition, there is an advantage in providing users with accurate original public domain images and their RMI from the search engine even when some modified public domain images are searched by users.

  • As Dutch structuralism discovered a possibility that can improve the problem of modem architecture through study on non-western area. Dutch structuralism had tremendous impact on Philosophy, psychology, art history and the style of a dress and many other cultural trend. In architecture, Aldo van Eyck embodied that theory and succeeded to Herman Hertzberger and Piet Blom. As result Structuralism related with architecture has dealt with the participation and domain of residents, namely public domain and private domain, the approach property of public space, middle domain which shows the harmony between public domain and private one, and the structuralism discovered that each element of public space and private space has been developed as an architectural type that makes a group by repetitive arrangement and it found out a possibility that can make up problems overlooked in modem architecture through development and change.

A Study on the Designation Plan for Public Domain of Library (도서관 공공도메인 지정방안에 관한 연구)

  • The domain name should be registered and used with the minimum length in consideration of the user's web accessibility and convenience. In addition, it is necessary to increase the status and authority of the library by allowing the type, region, and characteristics of the library to be known only by the domain name, and to consider the convenience of users. In this study, the situation of the state designated second-stage public domain and the second-stage public domain of educational institutions of similar character and size to the library are analyzed, and problems with the domain of libraries that do not have the second-stage domain are identified. Finally, second-stage public domains of national library (nl), public library (pl), and small library (sl) are proposed for each type of library, and the university library (lib. university domain) and school library (lib. School domain) proposed to use as the second-stage domains of the educational institution. The purpose is to allow users to intuitively know that these domains are libraries, to identify the type of library, and to know the characteristics and regions of the library. To this end, a joint effort by the academic community, the library community, and the Library Information Policy Committee is needed.

An Analysis of the Design of Public Libraries in Culture-led Urban Regeneration (문화적 도시재생을 위한 공공도서관 계획 특성 연구)

  • This study aims to analyze the design of public libraries which act as anchors in culture-led urban regeneration. They have been built as city's symbols as well as catalysts to revitalize city centers and urban spaces since the 1990s. This study finds that the public libraries play roles in the urban development as cultural icons, multi-functional spaces, and public domain. This study examines the five examples of the libraries and finds their important design qualities as follow. First, public libraries are planned to symbolize local culture and history as cultural icons. The shapes of public libraries are expressed with sculptured cultural icons, while their facades are designed to signify cities' identities and images. Second, public libraries in culture-led urban regeneration have multi-functional spaces which provide diverse activities and experiences to visitors. The libraries often have galleries and theaters for cultural life, cafes and shops for daily uses, educational facilities, as well as public services, parking, and transport systems that connect to urban infrastructure. Third, the public libraries become the anchors of surrounding public spaces and cultural buildings. The libraries have the sequences of approach from entry plazas, transitional zones, and entrances to lobbies. Especially the transitional zones between the libraries and the cities that are covered with giant cantilevers expand the libraries' space and establish attractive urban spaces. Forth, the libraries employ nature and cityscapes in their design. The surfaces and openings of the libraries are adjusted to allow many attractive views to visitors. Fifth, the libraries have big lobby spaces which are the centers of the buildings as well as the public domain. The lobby spaces are designed as in-door spaces like out-doors with vertical and horizontal openness that allow the natural flows of light from ceilings, glass walls and vertical voids.

A Study on the Development of Universal Design Evaluation System in the Public Space (공공공간의 유니버설디자인 평가체계 개발 연구)

  • Purpose: The main purpose of this study is to develop an evaluation system using the weighted-values of various users and experts for the public space to apply Universal Design, and additionally to find out the commonalities and differences by comparing the importance of evaluation indicators between users and expert groups. Method: A one-sample t-test was conducted to verify that the components of the public space to universal design application are suitable as evaluation indicators, and AHP(analytic hierarchy process) was performed to derive weight-values for the evaluation system. Results: The importance-values for the total 23 facilities to be used as evaluation indicators were derived by multiplying the weighted-values of each sector, domain, and facility by the disabled, non-disabled, and experts. To summarize the results of overall importance-values derived from the AHP, The disabled showed high-rank weighted-values in facilities of building sector > park & recreation sector > cross domain and low-rank weighted-values for sidewalk and roadway domain. The non-disabled showed high-rank weighted-values in facilities of park & recreation sector > roadway domain > building sector > cross domain and low-rank weighted-values for sidewalk domain. Experts mainly showed high-rank weighted-values in the cross domain and in facilities related to entry and movement to the target space in all sectors and domains. However, it showed moderate importance-values in the sanitary space. The disabled who are restricted to movement have a high demand for universal design in buildings consisting of vertical moving line, and non-disabled people who are not limited to physical movement have a high demand for universal design in parks and recreation sector for increased leisure time. It means that experts are important to recognize the principles of making space because they value cross domain and the key spaces and facilities for suitable the purpose of use. In addition, it can be inferred that non-disabled people have a higher demand for safety than disabled people due to their high importance in roadway domain and facilities of safety and disaster prevention. Implications: The significance of this study is the establishment of a quantitative universal design evaluation system for public spaces considering the different perspectives of the disabled and the non-disabled.

Inter-Domain Verifiable Self-certified public keys (상이한 도메인에서 검증 가능한 자체 인증 공개키)

  • Self-certified public keys need not be accompanied with a separate certificate to be authenticated by other users because the public keys are computed by both the authority and the user. At this point, verifiable self-certified public keys are proposed that can determine which is wrong signatures or public keys if public keys are used in signature scheme and then verification of signatures does not succeed. To verify these public keys, key generation center's public key trusted by users is required. If all users trust same key generation center, public keys can be verified simply. But among users in different domains, rusty relationship between two key generation centers must be accomplished. In this paper we propose inter-domain verifiable self-certified public keys that can be verified without certificate between users under key generation centers whose trusty relationship is accomplished. Also we present the execution of signature and key distribution between users under key generation centers use different public key parameters.

Education Topics for the Development of Doctors' Public Healthcare Competencies (의사의 공중보건 역량 개발을 위한 교육주제)

  • Needs for public healthcare have recently increased. This paper proposes education topics for competency development in public healthcare in line with the needs of the times. In Korea, various lifelong education providers have already provided public health-related education. For example, the Research Institute for Health Policy (RIHP) under the Korean Medical Association provided an "executive course for physicians' public health care competencies" in 2019 and 2020. At the end of the course, the RIHP published a comprehensive report, entitled "Curricular development and evaluation for doctors' public healthcare competencies." This article is based on a summary of that report. To develop a curriculum for public healthcare, the RIHP adopted the following methodologies for a needs analysis; reviewing already-existing education subjects, evaluating end-of-course reports, and conducting in-depth focused group interviews and questionnaire surveys with doctors at public healthcare-related institutions. The results from the needs analysis can be categorized into two domains of education topics for public healthcare. The first domain includes education subjects related to the theory and practice of public healthcare, as follows: a general overview, community or population health, organizational administration, planning and evaluation, budget and finance, responses to disasters such as infectious diseases, health policy, and the legal system. The second domain contained education topics related to general professional competencies: leadership, communication, cooperation, teamwork, and professionalism. In conclusion, the curricular content for public healthcare will be an appropriate combination of competencies specific to public healthcare and core competencies for health professionals.

A study on the establishment of Health MyData ecosystem in the public domain (공공영역에서 의료 마이데이터(MyData) 생태계 구축방안 연구)

  • The purpose of this thesis is to derive a strategy to establish an ecosystem for promoting health my data projects in the public domain. To this end, first, the types of my data business were classified by business domain, subject, purpose, and method, and based on this, my data business being promoted in Korea and abroad was analyzed by type. After that, based on the analysis results, scenarios for my data projects that public domain can promote and the roles and major issues of each subject were identified, and the strategic direction for each subject of the ecosystem was presented. Such an attempt is of primary significance in revealing the role that the health MyData project can take the lead in the public domain to settle in Korea targeting sensitive information. Through this, it is expected that it will be a cornerstone of discussion to identify issues that are expected to establish an ecosystem in Korea, and to present a direction in which the my data business can be promoted in the right direction in the future.

An Exploratory Study for Utilization of Copyrighted Public Records and Provision of Customer-Centered Services (공공저작물 활용 및 수요자 중심의 서비스 제공을 위한 탐색적 연구 : 공공저작물 제공사이트를 중심으로)

  • This study defines copyrighted public records in broad sense including open government data and public domain except for some private records. Additionally, this study aims to investigate improvement plan for maximizing utilization of copyrighted public records in web-sites using customer side, without consideration of supplier side. For this purpose, qualitative study method was used with grounded theory on analyzed problems from literature review and case study. Literature review was concentrated on definition of open data and abroad utilization indicators whereas case study analyzed current situation of four web-sites providing copyrighted public records. Converged opinions from in-depth interview and various statistical data was analyzed as a basis for grounded theory, then a paradigm model was constructed and future improvement plans were presented. The findings imply that opening of copyrighted public records is not just important for quantitative results, rather it requires qualitative improvement providing latest credible information that is consistent with the demand of the customer. Thus, development of service platform and business models for copyrighted public records are urgent task.
