Influence of public-private cooperation awareness and organizational commitment among social welfare public officials -Verification of the moderating effect of supervision-

  • There is no prior research on organizational commitment and supervision for social welfare public officials in charge of public-private cooperation in public welfare fields. Therefore we are designed to determine the impact of social welfare public officials' public-private cooperation awareness on organizational commitment to verify the moderating effect of supervision on the effect between public-private cooperation awareness and organizational commitment. The analysis data is 242 questionnaires collected from Incheon public health and welfare officials visiting towns, villages, and villages in 10 counties. Using the SPSS 22.0 program, descriptive statistics and relationships between variables were analyzed, regression analysis was performed to analyze the influence between variables, and hierarchical regression analysis was performed to verify supervision control. As a result of the study, it was confirmed that the perception of public-private cooperation affects organizational commitment, interacts with supervision satisfaction, and has a moderating effect. Based on this, in order to improve the organizational commitment of social welfare public officials during public-private cooperation work, specific measures were proposed for sharing awareness and understanding between the public and private sectors, establishing an official system, and establishing a supervision system.

Ambiguity Analysis of Defectiveness in NASA MDP Data Sets (NASA MDP 데이터 집합의 결함도 모호성 분석)

  • Public domain defect data sets, such as NASA data sets which are available from the NASA MDP and PROMISE repositories, make it possible to compare the results of different defect prediction models by using the same data sets. This means that repeatable and general prediction models can be built. However, some recent studies have raised questions about the quality of two versions of NASA data set, and made new cleaned data sets by applying their data cleaning processes. We find that there are two ways in the NASA MDP versions to determine the defectiveness of a module, 0 or 1, and the two results are different in some cases. This serious problem, to our knowledge, has not been addressed in previous studies. To handle this ambiguity problem, we define two kinds of module defectiveness and two conditions that can be used to determine the ambiguous cases. We meticulously analyze 5 projects among the 13 NASA projects by using our ambiguity analysis method. The results show that JM1 and PC4 are the best projects with few ambiguous cases.

Improve the Quality of Public Medical Centers for the Static, Dynamic Efficiency Analysis (공공의료기관의 품질향상을 위한 정태적.동태적 분석)

  • The purpose of this study is to analysis relative efficiency and efficiency in process of time. Thus we use panel data of 34 local public medical centers between 2003 and 2005 to use DEA and Malmquist analysis. The result of our this study is as flow; first, The results of static efficiency of 34 local public medical centers show 10 CCR model and 23 BCC model which is difference of efficiency by economic of scale. Second, a cause of increased efficiency is not only change of technology but also change of efficiency to management system index show between 2003 and 2005 by Malmquist analysis and contracting-out is higher than direct management between 2004 and 2005. That means efficiency of local public medical centers is their own effort and innovation not government subsidies.

  • In public transportation, smart cards have been introduced for the purpose of convenient payment systems. The smart card transaction data can be utilized not only for the exact and convenient payment but also for civil planning based on travel tracking of citizens. This paper focuses on the analysis of the transportation convenience using the smart card big data. To this end, a new index is developed to measure the transit convenience of each region by considering how passengers actually experience the transportation network in their travels. The movement data such as movement distance, time and amount between regions are utilized to access the public transportation convenience of each region. A smart card data of five working days in March is used to evaluate the transit convenience of each region in Seoul city. The contribution of this study is that a new transit convenience measure was developed based on the reality data. It is expected that this measure can be used as a means of quantitative analysis in civil planning such as a traffic policy or local policy.

  • Modern society is increasingly demanding in many areas of big data processing technology to collect, aggregate, and analyze large amounts of data over the Internet and SNS. A typical application is to evaluate the reputation of a company or college. To measure and quantify a reputation, fair and precise data and efficient data processing are very important. For this purpose, a quantitative quotient was obtained using public data, a qualitative quotient was obtained through sentiment analysis using news articles, and a complex college reputation quotient was calculated. In this paper, a complex college reputation quotient was calculated based on the quantitative index, reflecting the sentimental reputation, and based on the proposed mixed university system. In this paper, the Complex College Reputation System(CCRS) was proposed, which produced the Complex College Reputation Quotient with an objective quantitative quotient and qualitative quotient reflecting the sentimental reputation to measure the college reputation.

  • The data is a key catalyst for the development of the fourth industry, and has been viewed as an essential element of the new industry, with technology convergence such as artificial intelligence, augmented/virtual reality, self-driving and 5 G. This will determine the price and value of the data as the user uses data in which the data is based on the context of the situation, rather than the data itself of the past supplier-centric data. This study began with, what factors will increase the value of data from a user perspective not a supplier perspective The study was limited to public data and users conducted research on users using data, such as analysis or development based on data. The study was designed to gauge the value of data that was not studied in the user's perspective, and was instrumental in raising the value of data in the jurisdiction of supplying and managing data.

A Text Mining Study on Endangered Wildlife Complaints - Discovery of Key Issues through LDA Topic Modeling and Network Analysis - (멸종위기 야생생물 민원 텍스트 마이닝 연구 - LDA 토픽 모델링과 네트워크 분석을 통한 주요 이슈 발굴 -)

  • This study aimed to analyze the needs and interests of the public on endangered wildlife using complaint big data. We collected 1,203 complaints and their corresponding text data on endangered wildlife, pre-processed them, and constructed a document-term matrix for 1,739 text data. We performed LDA (Latent Dirichlet Allocation) topic modeling and network analysis. The results revealed that the complaints on endangered wildlife peaked in June-August, and the interest shifted from insects to various endangered wildlife in the living area, such as mammals, birds, and amphibians. In addition, the complaints on endangered wildlife could be categorized into 8 topics and 5 clusters, such as discovery report, habitat protection and response request, information inquiry, investigation and action request, and consultation request. The co-occurrence network analysis for each topic showed that the keywords reflecting the call center reporting procedure, such as photo, send, and take, had high centrality in common, and other keywords such as dung beetle, know, absence and think played an important role in the network. Through this analysis, we identified the main keywords and their relationships within each topic and derived the main issues for each topic. This study confirmed the increasing and diversifying public interest and complaints on endangered wildlife and highlighted the need for professional response. We also suggested developing and extending participatory conservation plans that align with the public's preferences and demands. This study demonstrated the feasibility of using complaint big data on endangered wildlife and its implications for policy decision-making and public promotion on endangered wildlife.

A Survey on Benzo(a)pyrene Contamination in Amomum Tsao-ko Fruit of Medicinal Herbs (유통 한약재 초과(草果) 중 벤조피렌 오염실태 조사)

  • Amomum Tsao-ko used as a traditional oriental herbal medicine, is indigenous to several Asia countries. This study was carried out to investigate the contamination by Benzo(a)pyrene in Amomum Tsao-ko Fruit of Medicinal Herbs. 20 samples of Amomum Tsao-ko Fruit were evaluated for the Benzo(a)pyrene contamination. They were analyzed for Benzo(a)pyrene using high-performance liquid chromatogrphy(HPLC)-fluorescence detection and the positive samples were confirmed using gas chromatography tandem mass spectrometry. The levels of Benzo(a)pyrene were from 9.2 to 95.5 ㎍/kg and the average was 40.6 ㎍/kg. There are no Benzo(a)pyrene standards for Amomum Tsao-ko Fruit of Medicinal Herbs. These data will be used as a basic data for the future legislation on the regulation and control of benzo(a)pyrene of Amomum Tsao-ko Fruit of Medicinal Herbs.

  • Recently, the rate of openness of public data has increased and related development is also increasing. As recent government policies have also focused on opening public data, the Public Data Index among OECD member nations has been ranked first for two consecutive years. However, despite the government's interest and active support, the post-start-up survival rate was the lowest among the OECD countries. The lowest survival rate was found to be the biggest failure factor for consumers to exhibit unwanted products. In this study, we analyze the desired parts of the consumers that are lacking in the start-up and propose the service of location analysis. In this process, we utilize data related to entrepreneurship among various public data supported by the government.

A Study on the Space Composition for Department of Kidney Dialysis in Regional Public Hospital(1) (지역거점 공공병원의 인공신장부 공간구성에 관한 연구(1))

  • Purpose: This study presents the results of the analysis on space utilization of kidney dialysis units in regional public hospitals, which plays a key role in local public medical services. The result aims to achieve safety from infection, allow comfort for the dialysis environment, and stability for medical support. The purpose of this study is to present fundamental data for architectural plans for the kidney dialysis unit, as well as to alleviate potential infectious diseases such as COVID-19. Methods: For research purposes, the investigation and analysis of space utilization were based on architectural floor plans, research papers and literature, related legal systems, and public statistics. Of the main 35 regional public hospitals, in regards to data accessibility, 15 facilities were selected to conduct the survey and analysis for the objective. Results: The space composition by area research results of kidney dialysis units in public hospitals are as follows: Firstly, most targets do not have required rooms in the access and support area, except for the hemodialysis beds in the treatment section. Secondly, the access area requires necessary room and space design that took into consideration of convenience and accessibility for patients. Thirdly, in regards to infection prevention and control, proper circulation and room plan is essential for storage and disposal of contaminated products and linen after use. For the treatment area, the arrangement plan needs to establish a visual connection between the isolation room, the nursing station, and the bed area. Additionally, consideration of circulation in the preparation, treatment, observation, examination, and all other rooms in the facility is required. Lastly, for the support area, the room is designed to consider adequate working and meeting spaces for the medical staff, consultation space for patients or guardians, separate storage and disposal of clean and contaminated items, and the storage of various equipment for dialysis. Implications: In preparation for the increase in chronic kidney failure patients and the spread of infectious diseases, such as COVID-19, the researched data demonstrates the basic guidelines for space composition of kidney dialysis units and the significant role of regional public hospitals.
