Objectives: The objectives of this research are to examine the missions, organization, and programs of the environmental, health and safety(EHS) offices of the major research universities in the U.S.A., particularly the case of Massachusetts Institute of Technology(MIT) EHS Office, and to suggest ways to address the EHS issues of the universities and research institutes in South Korea. Methods: The top 30 research universities in the U.S.A. were selected by the total amounts of research funds they annually received. The web sites of the 30 universities were searched to identify the names of the departments that address environment, health, and/or safety related issues, the missions of those departments, the major programs of those departments, and the number of staff in those departments. Also, a case study was conducted for the Environment Health and Safety Management System and the Environment, Health and Safety Office of the MIT, using literature and web searches and a meeting with the Director of the MIT Environment, Health and Safety Office. Results: All the top 30 research universities in the U.S.A. had designated departments that dealt with EHS issues. Most of them were by the name of or similar to environmental, health and safety. The mission statements of those departments were mostly about improving the safety and health of their community members, improving the environment, and complying to EHS regulations. Most of those departments had an environmental management program, industrial hygiene program, radiation protection program, safety program, and biosafety program as their major programs. The components of the environment, health and safety management system(EHS-MS) of the MIT were examined in detail. In contrast, not many universities in South Korea had designated departments that dealt specifically with EHS issues. Also, the number of fulltime staff for EHS was only 1-2 in most of the Korean universities and their work duties included only general safety, while neglecting other health/environment related issues. Conclusions: Well organized and functioning environmental, health and safety offices were present in all of the top 30 research universities in the U.S.A., whereas similar organizations of the universities in South Korea were virtually non-existent and/or had very limited EHS activities. Therefore, in order to reduce potential risks of accidents and health problems in the Korean universities and research institutions, well established and functioning EHS-MSs and EHS offices are warranted. The case of the EHS-MS and EHS Office in the MIT demonstrate a successful case to follow.
In 2021, the Joint Group of Experts on the Scientific Aspects of Marine Environmental Protection (GESAMP), a U.N. advisory research institute, cited container loss as one of six sources of marine litters in shipping. The sinking of the X-P ress Pearl in May 2021 caused a catastrophic environmental pollution accident in which the loaded containers were moved to the shore, and the plastic pellets were loaded inside covered the coast of Sri Lanka. With this history, the International Maritime Organization (IMO) will discuss prevention and follow-up measures for container loss during ship voyages, as an agenda at the 8th Sub Committee on Carriage of Cargoes and Containers meeting in September 2022. To establish Korea's response direction at the IMO meeting, this study identified major causes of container loss accidents, and considered the response through analysis based on the accident investigation report and related professional data. As a result, it was found that the major cause of container loss during voyages was the enlargement of container ships, bad weather, and poor loading of containers. In particular, the need to prepare countermeasures for the deterioration of the operational safety of large container ships due to bad weather was identified. Additionally, integrated monitoring of the implementation of international conventions is required, for the safe sea transportation of container cargo. In particular, in terms of preservation of the marine environment, it is necessary to supplement the system for the recovery of lost containers. Finally, it was found that it is necessary to establish systems that can complement each other in the shipbuilding and shipping industries, in terms of shipbuilding as well as ship operation, to fundamentally prevent container loss accidents at sea. It is judged that it is difficult to resolve the various factors of container loss at sea during voyages, by responding from an individual perspective.
Recently, the transportation of dangerous explosive goods is increasing, which makes vehicle blasting accidents a potential threat for the safety of bridge structures. In addition, blasting accidents happen more easily when earthquake occurs. Excessive dynamic response of bridges under extreme loads may cause local member damage, serviceability issues, or even failure of the whole structure. In this paper, a new explosion-proof and aseismic system is proposed including cable support damping bearing and steel-fiber reinforced concrete based on the existing researches. Then, considering one 40m-span simply supported concrete T-bridge as the prototype, through scale model test and numerical simulation, the dynamic response of the bridge under three conditions including only earthquake, only blast load and the combination of the two extreme loads is obtained and the applicability of this explosion-proof and aseismic system is explored. Results of the study show that this explosion-proof and aseismic system has good adaptability to seism and blast load at different level. The reducing vibration isolation efficiency of cable support damping bearing is pretty high. Increasing cables does not affect the good shock-absorption performance of the original bearing. The new system is good at shock absorption and displacement limitation. It works well in reducing the vertical dynamic response of beam body, and could limit the relative displacement between main girder and capping beam in different orientation so as to solve the problem of beam falling. The study also shows that the enhancement of steel fibers in concrete could significantly improve the blast resistance of main beam. Results of this paper can be used in the process of antiknock design, and provide strong theoretical basis for comprehensive protection and support of girder bridges.

PURPOSES : Traffic safety facilities are used to prevent traffic accidents before they occur by providing drivers with information on traffic situations and the geometric design of roads. However, some facilities not defined in guidelines do not meet installation criteria, yet are being installed and used in order to increase efficiency in traffic flow and prevent traffic accidents in a specific expressway zone. In this study, we have evaluated the effect of delineation system which are not defined in the guideline criteria. METHODS : Different virtual scenarios were created for roads using expressway median barrier chevron signs, with a driving simulator used to evaluate the installation and operational effect of such signs. Ten experiments were performed with left- and right-curved roads at curve radius intervals of 500 m, from 500 m to 2,500 m. RESULTS : For sections with a curve radius of more than 1,500 m, drivers had a clear tendency toward stable driving regardless of delineation system. When a chevron sign is installed on a protection fence in the road curving left, an expanded installation is recommended up to the section with a curve radius of 1,000 m. According to the analysis results for the RHB (Relative High Beta spectrum), driving concentration also improved up to a curve radius of 1,000 m. CONCLUSIONS :The experiment result indicates the extent of biasing within a lane and the manipulation amount of steering handle, were analyzed and found to be affected by curve radius and road alignment regardless of delineation system.

In terms of electrical safety, environmental impact assessment and revision of domestic regulation are needed for the electric facilities. In this paper, risk of electric facilities is assessed by the spot measures and analysis in dust generation area. Adhesion dust in a surface of insulated materials cause electrical accidents. In a mechanism of these accidents, when the dust lie on electric facilities, a leakage current is flowed and the surface of insulated material is carbonized. Hereafter, electrical fire is generated due to Joule's heat. As the results, dusts are found in protection devices or panel board and sampled dusts vary in sampled amounts and conductivity severally. For the most part, sodium is detected but zinc and calcium are detected in case of reclaimed rubber factory by the ICP-AES(Inductively Coupled Plasma-Atomic Emission Spectroscopy). In a sewerage, the ingredients such as sodium, magnesium, iron, calcium, aluminium, etc are detected uniformly. So that, results of the spot measures and analysis of dusts are become the important data for the assessment of electrical hazard in dust generation area.

Purpose: Child safety seats (CSS) are critical for the protection of children, in case of motor vehicle accidents. Although the national legislation mandates that all newborns must be placed in an appropriately installed CSS during transportation, people often do not perceive the importance of CSS and do not use it as recommended. The purpose of this survey was to understand the use of CSS for the safe transport of newborns from hospital to home. Methods: We interviewed parents of newborn infants, using a structured questionnaire, at the time of their discharge from Cheil General Hospital & Women's Health Care Center, between May 2014 and July 2014. Results: A total of 403 participants were interviewed. The rate of CSS use was only 14.9%. Overall, 76.4% of the families interviewed were not aware about the recommendations on CSS use for newborns when travelling in a car. The provision of education on using CSS significantly influenced their rate of use. Parents who were educated about mounting the CSS in a car used it more as compared with others (25.7% vs. 12.2%) (P=0.002). Furthermore, if parents had heard about the importance or necessity of CSS, they used it more than others did (19.5% vs. 10.6%, P=0.032). Conclusion: Despite the legal regulation, most parents transport their newborn infants without a CSS while traveling from hospital to their home. The rate of CSS use was influenced by parental education and their knowledge about its necessity. Education programs for parents must be reinforced to increase the CSS use.

Purpose: The interest in the personal mobility started to grow and as the interest increases, there are growing concerns about the safety of it. The purpose of the study is to look at the types and dynamics of patients injured by the personal mobilities. Methods: This was a retrospective 2-year observational study, from January 2016 to December 2017, on the patients who visited the emergency center and the trauma center, with an injury related to driving the personal mobility. Cases of the personal mobility-related accident were collected based on electronic medical records and hospital emergency department-based injury in-depth surveillance data. Results: A total of 65 patients visited the emergency center and the trauma center, during this study period. Six patients of 50 adults admitted the alcohol consumption (12%) and two adult patients wore the helmet as the protection gear (3.1%). The number of the patients in 2017 rises three times more than the number of patients in 2016 (51 vs. 14). Injuries to the head and neck region (67.7%) was the most common, followed by the upper extremity (46.2%). Eleven patients (16.9%) were admitted to the hospital, of whom three were admitted to the intensive care unit due to intracranial hemorrhage. Nine patients underwent surgery. Conclusions: The use of the personal mobility will continue to grow and the accidents, caused by the vehicle, will increase along with it. The study showed the damage is worse than expected. Personal mobility currently has a limited safety laws and the riders are not yet fully aware of its danger. The improvement of the regulation of the personal mobility, safety education is needed.

Objectives: This study was conducted to evaluate the task-specific hazards of chemicals used by nail technicians in Daegu Metropolitan City. Materials: A total of 30 nail shops located in Daegu City were surveyed to investigate the major tasks and practices performed by nail technicians and the ingredients listed in nail care products used in shops. We also collected instructions for use and material safety data sheets(MSDSs) of nail care products and compared CAS Nos. of ingredients with the lists of chemicals regulated by the Industrial Safety and Health Act(ISHA) and Chemical Substances Control Act(CSCA). Results: A total of 125 chemical ingredients were found in 468 nail care products used at the 30 nail shops. The most frequently found ingredients were ethyl acetate(72%), followed by n-butyl acetate(71.8%), isopropanol(56%), benzophenone(51.1%), nitrocellulose(46.4%) and ethanol(45.3%). Comparing six tasks, the task of manicuring used the most products at 222 products containing 91 ingredients. Among the 125 ingredients, there are 31 chemicals with occupational exposure limits(OEL) designated by the Ministry of Employment and Labor(MoEL), eight categorized as carcinogens, one mutagen and two reproductive toxic chemicals. In terms of carcinogens, formaldehyde was identified as the only confirmed human carcinogen(1A). We found that there was one chemical with a permissible limit, one special management substance, 18 workplace monitoring substances and ten special health diagnosis substances regulated by ISHA. For CSCA, nine poisonous substances, six substances requiring preparation for accidents and one restricted substance were identified. Conclusions: Based on these findings, formaldehyde was identified as one of the chemicals that should most strictly be controlled for the protection of the health of nail technicians and customers. At the same time, it is necessary to distribute materials with detailed hazardous information of nail care products for nail shop technicians.
In Korea, hydrogen stations are being promoted and commercialized. However, the risk assessment for the hydrogen station is not clear. In particular, it is not clear how to calculate the risk and acceptable criteria for a hydrogen station. Therefore, in this study, three hydrogen stations being installed were selected and general risks were calculated and the social risk of each hydrogen station was calculated. In general, the method of risk assessment is individual/social risk. This is an individual's death rate considering the frequency of accidents, And the likelihood of death according to the number of nearby residents. These can be used to calculate the level of risk for a hydrogen station. However, this method of calculate risks is the criteria for judging whether it is acceptable are unclear. For this reason, this study investigated the allowable standards for foreign risks and considered that they were acceptable by applying the risks of selected domestic hydrogen stations.

Implementation of semi-public management system of intra-city bus achieve excellent results but there are some side effects like increase of the fatal traffic accidents. This study tries to develop decision making model of measures of reducing traffic accidents following implementation of semi-public management system of intra-city bus. And survey with traffic experts and analytic hierarchy process are used for data survey and analysis. Quantitative measures and qualitative measures are suggested as high assessment items of AHP. Quantitative measures of low assessment items composed of a raise in the number of bus and safety device installation, facility supplement of bus stop, supplement of pedestrian protection facility, traffic safety assessment and supplement. Qualitative measures composed of system organization, redesign bus route, reinforcement of education, campaign and enforcement. The results of this study are as follows. First, the result turns out more weights are calculated on quantitative measures than on qualitative measures. Second, It is turned out in order of facility supplement of bus stop and traffic safety assessment and supplement as the quantitative measures. Third, as qualitative measures, system organization and redesign bus route are in the order. The results of this study are considered to be a basic data which can be referred if measures on the decrease of traffic accident are established and implemented in other cities and provinces.
