간섭신호가 EFTS의 성능에 미치는 영향 (Effects of Interference Signals on the Performance of EFTS)

  • 무선통신 시스템은 동일채널 또는 인접채널에서 동작하는 무선 송신기에 의해서 간섭을 받는다. 때문에 새로운 서비스를 도입할 경우에는 도입하는 시스템과 기존 시스템 상호 간에 미치는 간섭분석을 통해서 서로 공존할 수 있는 기술기준을 마련해야 한다. FTS(Flight Termination System)는 공공의 안전을 보장하고 발사체의 비정상적인 임무수행을 막기 위해서 사용된다. 최근에는 보안성을 높이고 여러 발사체나 비행체에서 동시에 운용할 수 있는 차세대 FTS에 대한 연구가 진행 중이며, EFTS(Enhanced FTS)는 이러한 목적에 적합하다. 본 논문에서는 간섭신호가 EFTS의 성능에 미치는 영향을 분석하였다. EFTS의 변조방식으로는 비동기 DPSK(Differential PSK)와 비동기 CPFSK(Continuous Phase FSK)를 고려하였고, 간섭원으로는 FMCW(Frequency Modulated Continuous Wave) 신호와 펄스레이더를 고려하였다. 간섭원의 전력은 FMCW의 경우 원신호보다 20.3dB가 작고, 펄스레이더의 경우에는 원신호보다 19.1dB가 작은 것으로 설정하고 간섭 영향을 시뮬레이션하였으며, 시뮬레이션 결과 FMCW 간섭의 경우 $E_b/N_o$가 1dB 정도 악화되었고, 펄스레이더 간섭 신호의 경우 $E_b/N_o$가 약 0.5dB 악화되었다.

발사체의 속도가 FTS 수신기의 성능에 미치는 영향 (Effects of Launching Vehicle's Velocity on the Performance of FTS Receiver)

  • 무선통신 시스템에서는 운용하는 송신기나 수신기의 이동에 의해서 도플러 주파수 천이가 발생하며, 도플러 주파수 천이나 송수신기 사이에 존재하는 주파수 오프셋을 제거해야 원하는 성능을 얻을 수 있다. FTS(Flight Termination System)는 공공의 안전과 발사체의 비정상적인 임무 수행을 막기 위해서 사용되는데 발사체의 경우에는 지구 탈출을 위해서 초기 속도가 아주 빠르고 그에 따라서 도플러 주파수 천이도 아주 크다. 최근 차세대 FTS의 도입을 위한 연구가 활발히 진행 중이며, 새로운 FTS를 도입하기 위해서는 도입하는 시스템에 대한 도플러 주파수의 영향을 검토해야 한다. 본 논문에서는 발사체의 도플러 주파수 천이가 FTS 수신기의 성능에 미치는 영향을 분석하였으며, 디지털 방식의 FTS와 톤 방식의 FTS에 미치는 영향으로 나누어 분석하였다. 디지털 방식의 FTS인 EFTS(Enhanced FTS)에서는 비동기 DPSK(Differential PSK)와 비동기 CPFSK(Continuous Phase FSK)에 미치는 영향을 중점적으로 검토하였고, 200Hz의 도플러 주파수 천이가 채널코딩을 적용한 비동기 DPSK와 비동기 CPFSK에 미치는 영향을 시뮬레이션 하였다. 시뮬레이션 결과 BER이 $10^{-5}$ 근처에서 RS코딩은 약 0.5dB의 $E_b/N_o$가 악화되었고, 컨볼루션코딩과 BCH코딩은 성능변화가 거의 없거나 $E_b/N_o$가 0.1dB 정도 악화되었다. 톤 방식의 FTS에서는 수신기가 직교검파기를 사용하는 경우에 대해서 분석하였으며, 직교검파인 경우에는 도플러 주파수 천이의 영향을 거의 받지 않는다.

Boron 확산공정을 이용한 5,000V, 4인치 광 사이리스터의 제작 및 특성 평가 (Fabrication of 5,000V, 4-Inch Light Triggered Thyristor using Boron Diffusion Process and its Characterization)

  • Light-triggered thyristors (LTTs) are essential components in high-power applications, such as HVDC transmission and several pulsed-power applications. Generally, LTT fabrication includes a deep diffusion of aluminum as a p-type dopant to form a uniform p-base region, which needs careful concern for contamination and additional facilities in silicon semiconductor manufacturing factories. We fabricated 4-inch 5,000 V LTTs with boron implantation and diffusion process as a p-type dopant. The LTT contains a main cathode region, edge termination designed with a variation of lateral doping, breakover diode, integrated resistor, photosensitive area, and dV/dt protection region. The doping concentration of each region was adjusted with different doses of boron ion implantation. The fabricated LTTs showed good light triggering characteristics for a light pulse of 905 nm and a blocking voltage (VDRM) of 6,500 V. They drove an average on-state current (ITAVM) of 2,270 A, peak nonrepetitive surge current (ITSM) of 61 kA, critical rate of rise of on-state current (di/dt) of 1,010 A/㎲, and limiting load integral (I2T) of 17 MA2s without damage to the device.

웅담이 CCl4로 유발된 mouse의 간 손상에 미치는 영향 (Protective Effects of near nile Juice Against Carbon Tetrachloride-Induced Acute Hepatotoxicity in ICR Mice)

  • Objectives : This study was aimed at investigating liver protection mechanism of bear bile juice (Fel Ursi)by inducing liver toxicity through $CCl_4$ in mice and evaluated histological and serological findings. Methods : Experiment groups was categorized into untreated normal group, $CCl_4$ treated control group, and orally administered bear bile juice experiment group. At the termination of experiment, gross examination of the liver as well as histological findings, and Total protein, Albumin, Total bilirubin, Direct bilirubin SGOT, SGPT, and ALP contents in the serum were evaluated. Results : 1. For gross examination and histological findings, $CCI_4$ treated control group showed destroyed lobular structure, increased fibrosis, as well as hepatic cirrhosis. For the group treated with bear bile juice, the lobular structure suffered less damage, and showed lower level of fibrosis and liver cirrhosis compared to the control group. 2. For serum analysis, Total protein and Albumin were significantly increased in the bear bile juice experiment group than the control group. Total bilirubin and Direct bilirubin didn't show significant differences between the two groups. SOOT, SGPT, and ALP were significantly decreased in the normal and bear bile juice experiment groups compared to the control group. Conclusion : Taken together, bear bile juice can be effectively used for recovering the liver functions and further researches must be conducted to verify the efficacies of bear bile juice.

SBR 및 MBR 공정을 이용한 분뇨폐수에서의 질소제거 특성 (Nitrogen Removal Characteristic of Excreta Wastewater Using SBR and MBR Processes)

  • There are two treatment processes that are currently applied to ships are the biological treatment process using the activated sludge and the electrochemical treatment. However, neither of them are able to remove both nitrogen and phosphorus due to their limited ability to remove organic matters, which are main causes of the red tide. This study was conducted to identify the characteristics of nitrogen removal factors from manure wastewater by replacing the final settling tank in SBR (Sequencing Batch Reactor) process and applying immersion type hollow fiber membrane. SBR process is known to have an advantage of the least land requirement in special environment such as in ship and the immersion type hollow fiber membrane is more stable in water quality change. As the result, the average in the cases of DO (Dissolved Oxygen) is 2.9(0. 6~3.9) mg/L which was determined to be the denitrifying microorganism activity in anaerobic conditions. The average in the cases of ORP (Oxidation Reduction Potential) is 98.4~237.3 mV which was determined to be the termination of nitrification since the inflection point was formed on the ORP curve due to decrease in the stirring treatment after the aeration, same as in the cases of DO. Little or no variation in the pH was determined to have positive effect on the nitrification. T-N (Total Nitrigen) removal efficiencies of the finally treated water were 71.4%, 72.3% and 66.5% in relatively average figures, thus was not a distinct prominence. In being applied in ships in the future, the operating conditions and structure improvements are deemed necessary since the MEPC (Marine Environment Protection Committee). 227(64) ship sewage nitrogen is less than the standard of 20 Qi/Qe mg/L or the removal rate of 70%.

현행 즉결심판제도의 개선방안 연구 (A Study of the Summary Trial System's Reform Measures)

  • 형사소송절차는 ‘신속한 재판 및 소송경제’ 와 ‘실체진실발견 및 인권보장’을 주요한 목적 이념으로 하고 있으며, 이들 두 가지 가치는 서로 갈등관계에 있다. 즉결심판제도는 판사가 범증이 명백하고 죄질이 경미한 범죄를 신속${\cdot}$적정한 절차를 통해 심판하는 특별간이절차로서 심판절차를 신속하게 종결하여 즉결피의자나 피고인을 형사절차로부터 조속히 해방시키는 데 주된 목적이 있다. 그러나 이러한 취지를 지나치게 강조하다보면 사건의 충분한 심리나 피의자${\cdot}$고인의 인권보장에 소홀해지기 쉬운 것도 사실이다. 따라서 즉결심판제도는 이러한 부작용을 방지할 수 있는 제도적 장치가 반드시 요구된다. 바로 이러한 시각에서 현행 즉결심판제도를 면밀히 검토할 필요가 있는 것이다. 본 연구의 주된 목적은 입법론적 관전에서 현행 제도의 문제점을 분석하여 제도자체의 폐지를 포함한 다양한 개선방안을 강구하는데 있다. 결론적으로 말하자면 즉결심판제도는 단점보다는 장점이 훨씬 많은 제도이므로 현행대로 유지하되, 즉결피의자${\cdot}$피고인 이의제도를 도입하거나 구류형을 폐지하는 등 충분한 제도적 보완이 뒤따라야 한다고 본다.

노인 경제적 학대에 대한 탐색적 연구 (An exploratory study of financial abuse among older adults)

  • 본 연구는 경제적 학대가 노인에게 회복하기 어려운 심각한 어려움을 초래함에도 불구하고, 아직까지 학문적·실천적 논의가 충분치 않았다는 문제의식에서 출발하였다. 본 연구의 목적은 노인에 대한 경제적 학대가 어떤 양상으로 나타나는지, 무엇이 이를 발생시키고 지속시키는지, 그리고 경제적 학대 대응의 장애요인은 무엇인지 탐색하는 것이다. 이를 위하여 노인보호전문기관, 재가노인 복지시설, 노인요양시설, 노인맞춤돌봄서비스기관, 그리고 통합사례관리팀 등 경제적 학대 피해 노인을 가장 많이 접할 것으로 예상되는 노인복지서비스 제공기관 종사자 10명을 대상으로 개별 및 집단면접을 통한 주제분석을 실시하였다. 경제적 학대를 발생시키고 지속시키는 핵심 기제는 신뢰관계 하에서 돌봄과 보호를 매개로 이루어지고 있다는 것이었다. 돌봄이 필요하고 사회적으로 고립된 취약노인에게 오랜 신뢰관계를 기반으로 심리적 의존성을 강화시킨 상태에서 경제적 학대가 가해지기 때문에 본인의 암묵적 동의하에 이루어진 듯한 외형을 보이고 있었다. 이러한 복잡한 역동이 존재함에도 불구하고 지침상에는 노인이 피해를 주장할 때에만 경제적 학대판정이 가능하도록 되어 있었고, 노인이 개입을 원치 않는 상황에서 전문가가 개입하는 것은 역으로 노인의 자기결정권을 침해하는 것으로 인식되어, 학대 상황에 노인을 그대로 두고 개입을 종결하는 현실이 반복되었다. 이러한 결과를 바탕으로 앞으로 경제적 학대에 대한 현실적이고 다양한 접근이 필요하며, 보다 예방적이고 선제적인 제도보완이 시급히 이루어져야 함을 논의하였다.

국제전자정보거래(國際電子情報去來)에 관한 입법동향(立法動向) (Recent Developments in Law of International Electronic Information Transactions)

  • This paper focuses on two recent legislative developments in electronic commerce: the "Uniform Computer Information Transactions Act" ("UCITA") of USA and the "preliminary draft convention on the use of data message in [international trade] [the context of international contracts]" ("preliminary draft Convention") of UNCITRAL. UCITA provides rules contracts for computer information transactions. UCITA supplies modified contract formation rules adapted to permit and to facilitate electronic contracting. UCITA also adjusts commonly recognized warranties as appropriate for computer information transactions; for example, to recognize the international context in connection with protection against infringement and misappropriation, and First Amendment considerations involved with informational content. Furthermore, UCITA adapts traditional rules as to what is acceptable performance to the context of computer information transactions, including providing rules for the protection of the parties concerning the electronic regulation of performance to clarify that the appropriate general rule is one of material breach with respect to cancellation (rather than so-called perfect tender). UCITA also supplies guidance in the case of certain specialized types of contracts, e.g., access contracts and for termination of contracts. While for the most part carrying over the familiar rules of Article 2 concerning breach when appropriate in the context of the tangible medium on which the information is fixed, but also adapting common law rules and rules from Article 2 on waiver, cure, assurance and anticipatory breach to the context of computer information transactions, UCITA provides a remedy structure somewhat modeled on that of Article 2 but adapted in significant respects to the different context of a computer information transaction. For example, UCITA contains very important limitations on the generally recognized common law right of self-help as applicable in the electronic context. The UNCITRAL's preliminary draft Convention applies to the use of data messages in connection with an existing or contemplated contract between parties whose places of business are in different States. Nothing in the Convention affects the application of any rule of law that may require the parties to disclose their identities, places of business or other information, or relieves a party from the legal consequences of making inaccurate or false statements in that regard. Likewise, nothing in the Convention requires a contract or any other communication, declaration, demand, notice or request that the parties are required to make or choose to make in connection with an existing or contemplated contract to be made or evidenced in any particular form. Under the Convention, a communication, declaration, demand, notice or request that the parties are required to make or choose to make in connection with an existing or contemplated contract, including an offer and the acceptance of an offer, is conveyed by means of data messages. Also, the Convention provides for use of automated information systems for contract formation: a contract formed by the interaction of an automated information system and a person, or by the interaction of automated information systems, shall not be denied on the sole ground that no person reviewed each of the individual actions carried out by such systems or the resulting agreement. Further, the Convention provides that, unless otherwise agreed by the parties, a contract concluded by a person that accesses an automated information system of another party has no legal effect and is not enforceable if the person made an error in a data message and (a) the automated information system did not provide the person with an opportunity to prevent or correct the error; (b) the person notifies the other party of the error as soon as practicable when the person making the error learns of it and indicates that he or she made an error in the data message; (c) The person takes reasonable steps, including steps that conform to the other party's instructions, to return the goods or services received, if any, as a result of the error or, if instructed to do so, to destroy such goods or services.

행정사건에 대한 ADR의 적용에 관한 법이론적 고찰 (An Legal-doctrine Investigation into the Application of ADR to Administrative Cases)

  • General interest in the out-of-court dispute resolution system are mounting in Korea, and the spread of ADR(alternative dispute resolution) is the worldwide trend. In addition, it was confirmed that the resolution of disputes by ADR such as the decision based on arbitration made by the Prime Ministerial Administrative Decision Committee is no longer in exclusive possession of the civil case. The activation of ADR could lead to the smooth agreement between parties by getting away from the once-for-all mode of decision such as the dismissal of the application or the cancellation of disposal and the like in relation to administrative cases for the years. In consequence, it is anticipated that the administrative litigation that applicants have filed by not responding to the administrative decision would greatly reduce in the future. But, it would be urgent to provide for the legal ground of the ADR system through the revision of related laws to take root in our society because ADR has no legal binding power relating to the administrative case due to the absence of its legal grounds. The fundamental reason for having hesitated to introduce ADR in relation to the administrative case for the years is the protective interest of the third party as well as the public interest that would follow in case the agreement on the dispute resolution between parties brings the dispute to a termination in the domain of the public law. The disputes related to the contract based on the public law and the like that take on a judicial character as the administrative act have been settled within the province of ADR by applying the current laws such as the Civil Arbitration Law, Mediation Law, but their application to the administrative act of the administrative agency that takes on a character of the public law has been hesitated. But as discussed earlier, there are laws and regulations that has the obscure distinction between public and private laws. But there is no significant advantage in relation to the distinction between public and private laws. To supplement and cure these defects it is necessary to include the institutional arrangement for protection of the rights and benefits of the third party, for example the provision of the imposition of the binding power on the result of ADR between parties, in enacting its related law. It can be said that the right reorganization of the out-of-court dispute resolution system in relation to the administrative case corresponds with the ideology of public administration for cooperaton in the Administrative Law. It is high time to discuss within what realm the out-of-court dispute resolution system, alternative dispute resolution system, can be accepted and what binding power is imposed on its result, not whether it is entirely introduced into the administrative case. It is thought that the current Civil Mediation Law or Arbitration Law provides the possibility of applying arbitration or mediation only to the civil case, thereby opening the possibility of arbitration in the field of the intellectual property right law. For instance, the act of the state is not required in establishing the rights related to the secret of business or copyrights. Nevertheless, the disputes arising from or in connection with the intellectual property rights law is seen as the administrative case, and they are excluded from the object of arbitration or mediation, which is thought to be improper. This is not an argument for unconditionally importing ADR into the resolution of administrative cases. Most of the Korean people are aware that the administrative litigation system is of paramount importance as the legal relief for administrative cases. Seeing that there is an independent administrative decision system based on the Administrative Decision Law other than administrative litigation in relation to administrative cases, the first and foremost task is the necessity for the shift in thinking of people, followed by consideration of the plan for relief of the rights through the improvement of the administrative decision system. Then, it is necessary to formulate the plan for the formal introduction and activation of ADR. In this process, energetic efforts should be devoted to introducing diverse forms of ADR procedures such as settlement conference, case evaluation, mini-trial, summary jury trial, early neutral evaluation adopted in the US as the method of dispute resolution other than compromise, conciliation, arbitration and mediation
