Improving the Accuracy of Early Stage Cost Estimation in Apartment Construction Project (공동주택 프로젝트의 초기 공사비 예측정확도 향상에 관한 연구)

  • Due to the diversification and complication of construction projects, controlling risks from the early design-planning phase gives huge impact on success of the construction project. As a part of managing uncertainties it is also important to estimate the project cost several times. Especially, estimating project cost in the early stage gives effects on making a budget for projects. This study estimated the apartment project cost using case-based reasoning(CBR), which is the process of solving new problems based on the past problems. For this, we deduced the apartment cost influence factors which can be gathered in the early stage of project. Based on the factors we established the database for apartment project and calculated the attribute value, attribute similarity and case similarity. Although we retrieve the most similar case from the database, it is very hard to utilize it directly due to the uniqueness of each project. So, Genetic Algorithm(GA) was applied in revising the cost of the retrieved-case. Therefore, the accuracy of the prediction was improved by GA optimization.

  • Estimating time and cost is an important mission in the early phase of a construction project, especially in feasibility study. It provides a foundation for making decision whether or not the project is performed on schedule and within budget. Thus, reliability of this estimate plays a key role in measuring the success of a project. This study was carried out to investigate the time-cost relationship in building construction projects in Bangladesh. The mathematical equation used in this study is based on Bromilow's equation. The research data were collected from sixty-three completed building projects through questionnaire survey. Type of clients, type of projects, and tender methods are the project characteristics considered in this study. The results of analysis indicated that the Bromilow's time-cost (BTC) models developed for each project characteristic are appropriate due to quite high coefficient of determination and relatively small mean percent errors. Among them, the forecasted model for time and cost according to tender methods is the best fit model. It is concluded that the BTC model could be applied in building construction project to predict its time and cost in Bangladesh. Four different regression models were also developed in this study. The results of BTC model between some selected countries were compared to gain the comprehensive view.

  • Capital project benchmarking requires an effective cost normalization process to compare cost performance of projects accomplished in different time and location. Existing cost normalization approaches have been established based on the assumption that all required information for cost normalization is fully identified once a project is completed. Cost normalization, however, is sometimes required to evaluate phase-level outcomes of an ongoing project where the required information is not fully available. This paper aims to provide a cost normalization procedure for phase-based performance assessment. The procedure consists of three normalization steps: currency conversion, location adjustment, and time adjustment considering various scenarios where the required information is not fully identified. This paper also presents how the cost normalization procedure has been applied to the 10-10 Performance Assessment Program, which is a phase-based performance assessment system developed by the Construction Industry Institute (CII). Both researchers and industrial professionals can apply the cost normalization procedure to studies and practices regarding to cost estimation, feasibility analysis, and performance assessment.

  • R'||'&'||'D project management is a process of decisions concerned with the achievement of goals of objectives. Especially, defense R'||'&'||'D project planning is the key in the successfull management of defense development. The defense project managers are constantly having to perform "what if\ulcorner" exercise, such as what if the project is extended out for an additional cost\ulcorner In this reserch, we developed a schedule-cost analysis model based upon Critical Path Method(CPM) and Venture Evaluation and Review Technique(VERT) for schedule-cost trade off analysis defense R'||'&'||'D projects. In the first step, a deterministic model is developed as a heuristic which deterministic model is developed as a heuristic which determines the schedule extension and reduction cost as a function desired schedule. In the second step, a stochastic network simulation model is developed to analyse the project risk (sucess and failure). The expected time and cost can be determined for desired schedule under the assumptions of stochastic arc data (time and cost) with a various precedence relationships. This model provides the defense R'||'&'||'D managers with an estimated and expected cost for curtailing or extending a project a given amount of time. The effectiveness and efficiency of the proposed methods, a heuristic and stochastic networks simulations, have been demonstrated through examples.

  • For a successful construction project not only construction engineering and project management technology but also economic evaluation technique is required. Design and construction technologies are necessary to receive a project order. However, construction management technology which can be apply from the project initial phase to the project operation and management phase is required to create a benefit from the project. Construction management technology is one of the effective factors for project success. Economical and efficient cost management from the planning phase influences the project success. This study investigated cost flow and cost factors of domestic Sewage Treatment Plant project for systematic analysis of cost items following the entire project phase. Particularly, data modeling based on domestic Sewage Treatment Equipment maintenance cost DB was performed, and maintenance cost estimation trend line is suggested using Monte carlo Simulation Method to decrease uncertainty of actual results DB and for feasibility study. A Study on the Calculation of Construction Project Cost of Healthcare Facility Business Plan (의료시설 사업계획서의 건축사업비 산정에 관한 연구)

  • Purpose: The purpose of this study is to provide an effective construction project cost estimation tool for preparing a business plan of healthcare facilities which can be practically used for development projects. Methods: In order to provide a tool for calculating construction project costs, this study analyzed the Building and Related Laws, the Building Technology Promotion Laws, the Ministry of Land, Infrastructure and Transport notifications and directives, the Ministry of Trade, Industry and Energy notifications, the detailed guidelines of the Ministry of Strategy and Finance, the Building Service Industry Promotion Acts, various certification standards, actual project budget calculation cases, etc. with advices from related experts. Results: 1) Construction cost is classified into construction costs, architectural design costs, supervision costs, incidental costs, and each sub-element. In particular, since there are many incidental cost items, essential items to be reviewed during planning are derived and costs are calculated according to appropriate consideration criteria. 2) Criteria for Payment calculation mainly applies the construction cost rate method or the actual cost fixed amount method in consideration of the characteristics and scope of work. Implications: There are many calculation factors that need to be applied to the construction project cost. Therefore, it is necessary to organize the calculation process more clearly.

  • Early cost estimates are important to decision-making for a construction project. Moreover, the possibility of reducing the project cost is getting less as the project is progressed. Case-based reasoning (CBR), which can be viewed as an effective method for early cost estimating, is widely utilized recently. Early cost estimates using CBR have advantages over the traditional ones as they produce reasonable outputs and self-studying is possible by simply adding new cases. Case-based reasoning is composed of a cycle of retrieve, reuse, revise, and retain process. However, in the majority of research cases, they are focused on how to retrieve the similar cases, instead of revising the cases which is expected to increase accuracy results of cost estimation. This research suggests a method of revising retrieved similar cases in a GA-CBR cost model which is widely studied and utilized for early cost estimating recently. To validate the proposed method, case study is conducted based on Korean public apartment projects.

  • This research aims to propose a model to estimate the appropriate SE Cost rate to the total project cost when systems engineering applied to light rail transit project. In this research an investment cost estimation model is proposed with reference to COSYSMO (Constructive System Engineering Cost Model). This model includes four input factors such as requirement numbers, interface numbers, algorithm numbers, and scenario numbers. When 2600 requirement numbers are considered on a proposal document with 350 pages in a light rail transit specification of 500 billion~trillion won scale, COSYSMO demo version estimates 42.5 billion won of SE cost (about 5% of total project cost or about 10% of E&M cost).

  • Providing the reasonable construction cost at the initial stage of the rural development project, is a kety factor of the each step of project , such as propriety analysis , cost planning , design, and planning the progress of work. The explainable construction cost can be estimated at the early stage using the actual cost data by statistical analysis. In this study, the influence factors are extracted by factor analysis with the actual cost data of rural development project, object cost model is developed by multiple regression analysis, and verify the developed cost model by Monte-Carlo simulation .

  • As the national competitive power indicator, the infrastructures have been constructed with government's SOC budgets. However, even SOC budget is decreased, Public-Private Partnership Project (PPP project) has been introduced to solve demands on extending infrastructures, and among PPP projects, road projects take high portions. This study analyzes the operation & management item of financial model which is connected to the O&M cost and project proposal of previously proposed road project and analyzes the Korea Expressway Co.,'s project cost items and O&M tasks to reflect the characteristics of road projects. Based on results, this study suggests necessity of the O&M cost breakdown structure and the cost calculation standard on each cost item. Also, for the existing task execution tools, O&M cost calculation tool and finance analysis task tool will be integrated, and the system is suggested web-based system. Thus, it is expected that it contributes to the securing overall business values on PPP project and expending profit-base infrastructures.
