Designing a Fuzzy Expert System with a Hybrid Approach to Select Operational Strategies in Project-Based Organizations with a Selected Competitive Priority

  • This research was conducted in order to solve the problem of selecting an operational strategy for projects in project-based organizations by designing a fuzzy expert system. In the current research, we first determined the contributing parameters in operational strategy of project-based organizations based on existing research literature and experts' opinion. Next, we divided them into two groups of model inputs and outputs and the rules governing them were determined by referring to research literature and educational instances. In order to integrate rules, the revised Ternary Grid (revised TG) and expert opinions were applied according to a hybrid algorithm. The Ultimate rules were provided in Fuzzy Inference System format (FIS). In this FIS, proper manufacturing decisions are recommended to the user based on selected competitive priority and also project properties. This paper is the first study in which rules and relations governing the parameters contributing operational strategy in project-based organizations are acquired in a guided integrated process and in the shape of an expert system. Using the decision support system presented in this research, managers of project-based organizations can easily become informed of proper manufacturing decisions in proportion with selected competitive priority and project properties; and also be ensured that theoretical background and past experiences are considered.

  • This study aims to create assessment tools for the development fund for women, and to assess the business performance of the organizations using this development fund for women on the basis of such tools. A total of 57 projects by 58 organizations were assessed for a period of eight months. The assessment was carried out by using five tools: 1) examining the weight of the assessment tools, 2) visiting and inspecting project sites, 3) visiting and inspecting the offices of the participating organizations, 4) cooperating with the Seoul Metropolitan Government for municipal administration, and 5) assessing the final project report. Each tool was comprised of three elements: ability of relevant organizations, operational procedure, and projects results. The assessment results are summarized below: 1. According to the examination of the general trends in assessing the organizations that received the Development Fund for Women, it was found that the assessment emphasized performance more than the process involved in the project. Thus, the result suggested that the projects should be carried out more aggressively. 2. Regression analysis was conducted to identify the capability of the organizations in performing the projects with the development fund for women and the capability of the subjects as an independent variable. It was observed that such capabilities were affected by the degree of role sharing and the utilization of internal organizations. It suggested the importance of human resources. 3. To motivate the subjects involved in executing the projects with the use of the Development Fund for Women, the requirements and the satisfaction factors suggested strengthening the scope of financial support and activating the project environment. In conclusion, it is considered that the findings would provide practical ways to improve the system in using the Development Fund for Women, and in setting relevant policies in the future.

건축 프로젝트의 협력설계 방안 (Cooperative Design Method for Building Projects)

  • Two main features of the recent building project are the enlargement of the size and the technological complexity. Due to these features, the number or the size of organizations participating in building project is also increasing and the relationships between the organizations are becoming more interdependent than ever. Owing to these features, some delays or errors in the decision-making process in the phase of planning of a building project may influence many subjects related to the project. The most important factor for a successful project is to arbitrate confrontations and build cooperative relationships between parties who have different interests with one another in the project. Efforts were made to find out general features of building project and the features in the phase of planning in order to set a direction of this research. To solve problems in the phase of planning, the concept of 'cooperative design', which means that different features and interests of various organizations should be reflected from the phase of planning, was introduced. By introducing cooperative design in building projects, more rapid and objective decision-makings are possible.

  • In recent years, the demand for green buildings is growing fast due to legislative and social pressures. Construction organizations, which play an important role in promoting building industry growth, are facing with challenges on how to adapt themselves to enhance sustainability of the buildings. In this paper, the green value chain and system frameworks, an extend application of Porter's value chain and system models, are introduced. Based on deep analysis of the green value chain and system frameworks, a revolution model for construction organizations towards green building is created. Management factors critical for a successful green building project, at the firm and project organization level, are extracted. Furthermore, external critical relationships are also identified. Fully understanding of these management factors and the model can help and enable practitioner to know what new capabilities should be deployed and developed in the long run for maximizing sustainability.

  • Agile project management is an ongoing method to project completion that actually took place all across length of the project's life cycle. Because loop allows you to adapt as you go rather than maintaining a linear route, iterative methods are mainly applied in software development to ensure velocity and agility. Many pitfalls abound in agile software development adaptations that organizations fail to sidestep. New competitive challenges, fluctuating market dynamics, technological disruption, and the ever-changing demands of empowered customers confront organizations around the world. Organizations are all under tremendous pressure to adapt to change and deliver good products and services to customers more swiftly. Research measured at the challenges that could be encountered and offered advice for how agile development might flourish as it becomes a component of a company's family. Our paper gives a comprehensive review of the most significant obstacles that companies encounter while adopting agile techniques. Adaptability. The agile approach encompasses a variety of techniques, which each have different usage in various sectors. Because certain other standards existing today clash with agile methodology, the adaptation of any of the agile techniques in work environments posed a problem. In this paper, we will cover some of the challenges that firms face in adopting the agile software development life cycle.

  • The accelerating adoption of BIM (Building Information Modeling) is challenging collaboration practices established in the construction industry. The implementation of BIM involves changes in participants work, organization, processes and collaboration methods. Therefore there is a need to be able to measure effectively and accurately collaboration, in order to analyze and determine current practices and their performances in organizations (company, team project) as well as changes required. Previous researches scope from evaluating BIM maturity of an organization to BIM collaboration requirements but lack of proper tools and methods to analyze collaboration performances. This is especially true when it comes to evaluate the efficiency and collaboration performances of processes rather than systems or organizations. Thus this research aims to analyze systematically and comprehensively previous researches proposing diversified methods to evaluate BIM performances and collaboration. Furthermore it aims to suggest key indicators to evaluate collaboration performances of processes and project organizations. This research may contribute to better understanding of collaboration performances within organizations using BIM and further development of evaluation method for analyzing BIM design project.

  • A perfect evaluation for scientists and engineers is impossible unless the R&D process is fully explored. But the study in this area is being intencified, and consequently progress is being made. In this paper an evaluation method for scientists and engineers in project-oriented R&D organizations is developed. That is, a method that the evaluation for the job performance directly influences personnel management such as promotion, and the evaluation for their potential, characteristics influences indirectly. Further systematization of evaluation process, which is no less importatant than evaluation itself, is attempted.

  • PMO has gained much interest as an approach to lowering project failure rates. PMO implementation is, however, not an easy endeavor. Many studies have reported that a significant number of PMOs were seen as contributing little to project performance. Local organizations are more likely to be exposed to the failure risk as they tend to heavily depend upon outsourced PMO services. We believe that it is essential for ordering organizations to collaborate with the PMO service firm to come up with a proper PMO governance prior to its implementation. This study is to empirically investigate the effects of PMO governance upon PMO performance and the effects of ordering organization's project readiness upon PMO governance. The study result shows that a proper organizational structure and a properly defined role and responsibility may enhance the PMO performance. And, a correct awareness about PMO and a project management capability were found to be contributing to the appropriateness of PMO governance.

  • This paper describes a IPv6 trial service provided by LG DACOM and discusses about the output of trial service. MIC has urged public organizations to introduce IPv6 technology into their network. As one of propelling policies, MIC and NIA launched some IPv6 trial project. LG DACOM, MIC's agent in doing IPv6 trial project, has selected three public organizations in order to deploy IPv6 based VoIP trial service. KMA, KISITI and MND gave out their different service requirements. In achieve this project we developed IPv6 supported voice IP phone, video IP phone, media gateway and IP-PBX. Furthermore, two KMA provincial offices adopted trial IP phone as working phone and replaced legacy PBX with IP-PBX. At the same time, public organizations introduced IPv6 technology into their local networks.

중소기업을 위한 프로젝트 수행역량 평가모델 (A Project Competency Assessment Model for Small and Medium Enterprises)

  • The competitiveness of modern organizations highly depends upon organizational competencies rather than individual competencies. However, most of previous studies on project success focused on individual competencies, such as project manager's competency and leadership. Even though there are some assessment models for the organizational project competencies, they are limited in specific organizations and industries. Furthermore, it is difficult to apply them to domestic companies, especially to small and medium enterprises because some assessment items are inappropriate for them. The purpose of this study is to propose an organizational project competency assessment model that is suitable for evaluating small and medium enterprises. First, the assessment areas and items for each area are determined through extensive investigation of previous models including OPM3, CMMI, and PMBOK. Next, the weights of assessment areas and items are decided by AHP analysis of experts response in the field of the project management. Finally, a project competency assessment model with assessment sheets is proposed. The model proposed in this study might support managers of small and medium enterprises to find pros and cons of project competencies and to establish improvement plans.
