Purpose - This study aims to find if the introduction of project finance perspective leads to any modification to the view of PM industry on CSFs of PPP and their relative importance rank. Design/methodology/approach - Through literature reviews, this study came up with a set of CSFs reflective of both perspectives. AHP method was applied for analysis by developing an Analytic Hierarchical Model from this set and survey questionnaires of pairwise comparison to solicit 46 qualified expert responses. Findings - This study concurs with PM industry to acknowledge 'risk allocation', 'legal framework' and 'quality of feasibility' as ones of most important CSFs. However, relative importance rank of individual CSFs goes through significant modification under this study in favor of 'sponsor commitment and quality' but against 'political environment', in particular. Research implications or Originality - Discussions on the CSFs led by PM industry have not been properly reflective of project finance perspective, which is injected into this study to cure the partiality. For researchers, findings of this study may call attention to financing perspective when they discuss CSFs of PPP. Practitioners may benefit from this study by allocating resources in view of this new finding when pursuing PPP projects.

The use of Project Management Information System (PMIS) is increasing in project management industries such as construction, defense, manufacturing, software development, telecommunication, etc. It is generally known that PMIS helps to improve the quality of decision making in project management, and consequently improves the project performance. However, how much and which parts of project management performance are affected by PMIS still need to be studied further. The purpose of this study is to investigate the impact of PMIS quality on project management performance. We collected data from various project based industries such as construction, defense, manufacturing, software development and telecommunication by using survey questionnaire. PMIS quality was measured in three dimensions. They are system quality, information quality and service quality. Project management performance was measured in nine variables such as time reduction, work accuracy, cost management, etc. Statistical analyses such as multiple regression were used to analyze the data. The results showed that PMIS quality had significant impacts on the project management performance and user satisfaction. It was notable that only two dimensions out of the three PMIS quality dimensions, system quality and information quality, affected the project management performance. Also, it was found that PM performance played a mediating role between PMIS and user satisfaction, and between PMIS and reuse intention. The contribution of this research is that it helps to clarify what aspects of PMIS affect the project management performance and user satisfaction.

건설 산업에서의 클레임은 프로젝트 수익성에 심각한 영향을 미칠 수 있으며 적절한 예방 조치를 취하지 않으면 프로젝트의 실패를 야기할 수 있다. 프로젝트 실행 과정에서 잠재적인 클레임 및 분쟁을 적절하게 예방하고 대응하기 위해서는 체계적이고 지속적인 정보의 축적과 주요 작업에 대한 역할 및 책임에 대한 명확한 정의가 필요하다. 이러한 필요성을 바탕으로 본 연구는 건설프로젝트 정보관리시스템(PMIS)을 개발하고 검증한다. 개발된 시스템은 일정, 비용, PM/CM, 설계, 협업, 클레임과 같은 관리 모듈이 포함되며 개발된 시스템을 검증하기 위해 실제 프로젝트 사례에 적용하였다. 적용 결과는 건축 클레임에 특화된 정보시스템이 더욱 사용자의 친숙도를 고려하여 개발되어야 함과 발주자와 계약자 모두가 정보관리시스템을 사용할 때 더욱 효과적이라는 것을 보여준다.

The Project of Jordan Research and Training Reactor (JRTR) officially launched in Aug. 2010. JRTR is the first made-in-Korea nuclear system to be built abroad by year 2015, and Korea Atomic Energy Research Institute (KAERI) is responsible for the design of major systems including the reactor core. While the PDCS (Project Document Control System) being operated by EPC company controls all the documents of the whole Project, KAERI is supposed to have its own system for KAERI documents. Meeting such a need; KAERI has implemented a document control for the JRTR Project into already existing ANSIM (KAERI Advanced Nuclear Safety Information Management) system. The documents of JRTR project to be controlled are defined in the PPM (Project Procedures Manual), QAP (Quality Assurance Procedure) and PEP (Project Execution Program). The ANSIM consists of the document management holder, document container holder and organization management holder. The document management holder, which is the most important part of ANSIM-JRTR, consists of the DDA (Document Distribution for Agreement), IOC (Inter-office Correspondence), PM Memo. (Project Manager Memorandum) and cover sheets of design documents. Other materials such as meeting minutes, sub-department materials and design information materials are stored in an independent COP (Community of Practice). This established computerized document control system, ANSIM, could lessen a burden for project management team and enhance the productivity as well.

기술가치평가(Technology Valuation)는 특정 기술이나 기술을 기반으로 사업화 하는 데 있어 해당기술과 사업화 가치를 평가하는 행위, 절차 및 기법 등을 일컫는다. 기술의 가치와 기술을 기반으로 하는 사업화에 대한 가치를 평가하는 데 있어서는 기술가치의 기술거래, 투자 및 융자, 현물출자, 전략수립, 등의 다양한 평가목적에 따라 평가 기한과 프로세스 계획이 수립된다. 기술가치평가의 전체 프로세스는 특정 기술에 대한 기술성, 권리성, 시장성, 사업성 분석 및 평가와 이의 결과를 근거로 한 기술가치의 화폐적 가치산출 모듈로 구성되며, 각 모듈의 분석과 평가 수행에 있어서는 특정 기술에 대한 지식보유자인 전문가들로 이루어진 평가팀을 구성하여 평가가 수행된다. 특정 개별 기술에 대한 평가수행은 하나의 독립된 과제(project)로서 다뤄지며 각 모듈들을 통합하여 관리하는 과제관리자(project manager, PM)에 의해서 관리된다. 기술가치평가의 PM은 평가의 객관성과 신뢰성 확보를 위해서 과제 수행지원과 관리에 있어서의 체계적인 수행에 대한 전문성 확보가 필요하다. 또한 기술가치평가 수행의 특성 상 평가팀은 각각의 모듈별로 상이한 지식을 보유한 전문가들로 이루어진 이해관계자들로 구성되어 있는데 이들 간에 기술과 기술가치평가 전체 절차에 대한 지식공유가 원활하게 진행되기 위해서는 이들의 평가 수행을 지원하고 관리하는 PM의 의사소통 능력과 역할이 중요하다. PM의 역할 중 무엇보다도 서로 상이한 지식으로 과제에 참여하게 되는 평가자들 간, 평가자들과 피평가자들, 기술보유자와 기술이전대상자들 간에 빈번하게 발생되는 갈등에 따른 문제해결 방안을 확보하고 있어야 한다. 본 연구는 기술가치평가 PM들의 기술가치평가 수행 지원에 있어서 다양한 이해관계자들 간에 빈번하게 발생되는 4개의 갈등과 해결사례에 관해서 실제 수행되었던 기술가치평가 사례를 중심으로 살펴보고, PM들의 갈등 해결방안을 모색하고자 한다. 향후, 본 연구를 통해 논의된 갈등사례와 해결방안을 근거로 기술가치평가 과제관리에 있어서 보다 전문적인 PM의 역할과 체계화된 기술가치평가 수행지원 및 관리방안이 마련되는 실증적 근거가 될 수 있을 것으로 기대된다.

Recently, defects that occurred during the construction of apartment houses have become a social issue. Defects in apartment houses lead to waste of resources and economic loss, causing psychological and physical damage to customers, and a decrease in reliability and financial loss to construction companies. The purpose of this study was to analyze the impact of defect occurrence according to the difference in project management level in the apartment housing construction stage, and to investigate the extent to which the project manager's experience affects the defect occurrence rate. For the empirical analysis of the study, statistical analysis was conducted using data collected from 130 actual projects. The results of the analysis showed that schedule management, cost management, and quality management had a positive effect on reducing the defect occurrence rate in the execution stage of apartment housing construction, while human resource management productivity had a negative effect. This study theoretically demonstrated the importance of project management, and in practice, showed that schedule management, cost management, and quality management should be faithfully performed in the execution stage to reduce the rate of defects after project completion. It was also suggested that hiring an experienced project manager would help reduce project defects.

It has been debating on the performance evaluation of professional construction management (PCM) services since its introduction to Taiwan's construction industry more than a decade ago. Several evaluation systems were proposed by previous researchers. However, there has no comparison study been conducted for the feasibility, effectiveness, and appropriateness of these systems to the performance management (PM) of practical PCM services. This paper is intended for this end to compare the existing PCM performance evaluation systems in Taiwan. A real world design/build (D/B) building project was selected for case study. The result of case study concludes and compares the pro's and con's of the three systems. At the end, it recommends strategies for selecting the most appropriate PCM performance evaluation for PCM services.

본 논문에서는 산학협력 지원사업의 성과를 체계적이고 통합적으로 관리하는 위한 통합 프로젝트 관리 시스템(iPMS : Integrated Project Management System)을 설계하고 구현한다. 본 논문에서 구현된 iPMS 시스템은 수행된 과제에 대한 결과 및 현황에 대하여 손쉽고 다양한 형태로 검색하는 기능 및 보고서 출력 기능을 제공하고, 산학협력 지원사업에 대한 성능 평가 및 사후 관리의 방법을 제공해 준다. iPMS는 부산-울산 산학협의회를 통하여 운영 중이며, 산학연 과제 관리에 대하여 효과적으로 사용될 것으로 사료된다.

본 연구는 국내 중-대형 SW개발 프로젝트 현장에 적용되고 있는 PMS의 주요 기능 및 적용효과에 대하여 소개하고, PMS적용의 중요성과 개선 필요성을 제시하고자 한다. PMS는 CMMI, PMBOK와 같은 글로벌 모델이 권고하는 모범 사례를 기반으로 주요 기능이 구현되었으며, 각 시스템이 목표로 하는 산업분야와 시스템을 구성하는 솔루션에 종속된 특화기능을 보유하고 있다. PMS적용에 따른 효과는 정성적, 정량적 효과로 구분할 수 있다. 대표적인 정성적 효과로는 SW개발 기업의 이미지 및 경쟁력 향상이며, 아울러 대표적인 정량적 효과로는 프로젝트 수행 현장의 관리 노력 절감에 따른 재무적 효과이다. 소프트웨어 프로젝트 수행과 관련한 법적, 환경적 변화에 따라 PMS적용에 대한 고객의 요구에 따른 수요는 증가될 것이므로 프로젝트 관리 분야의 글로벌한 변화추세에 따른 지속적 개선이 요구된다.

GS건설은 1996년 한국 건설업계 최초로 EVM 기법을 도입하여 공정과 손익을 연계하여 관리하는 PMS(Project Management System)을 구축하였다. 2006년 PMS에 Lean Construction 이론과 JIT(Just In Time) 개념을 접목하여 낭비요소를 최소화하는 최적의 업무 공정을 정립, TPMS(Total Project Management System)를 완성하여 건설현장에서의 생산성 극대화가 가능해 졌다. TPMS의 맞춤형 포탈정보는 발주처, 감리자, 협력사 등의 프로젝트 관계자들에게 맞춤식 정보를 제공하고 있다. 다양한 관계자들에게 필요한 정보들을 맞춤식으로 제공해 줌으로서 사용의 편리성 및 정보의 이용성을 극대화하였으며, 함께 하는 업무 환경을 제공하여 빠른 의사결정 및 원활한 정보공유를 이룰 수 있다. 본 논문은 TPMS의 동남권 현장 적용을 통해 건설현장에서의 PMIS의 성공적인 모델을 제시하고자 한다.
