  • 건설산업의 환경변화와 정보기술의 발달에 따라 건설사업 효율성 향상의 필요성이 커지고 있다. 그러나 건설사업의 효율성 제고를 위한 관리시스템의 필수요건이 되는 성과측정 도구는 여전히 부족한 실정이다. 한편, 공정관리의 경우, 공사수행 결과로 나타나는 시간, 비용, 진도율 등의 실적위주로 관리되고 있으며, 진행단계에서의 전체 작업간의 연속적 흐름에 대한 관리는 제대로 이루어지지 못하고 있다. 따라서 본 연구에서는 건축공사의 계획단계에서부터 진행단계, 최종 평가에 이르는 프로세스의 시스템화를 시도하였고, 특히 택트 공정관리의 시스템화를 통하여 공사수행 과정 중의 마감공사 수행 정도를 측정할 수 있는 지표를 개발하고 이를 활용하는 방안을 제시하였다.

한국 국방 연구개발 프로젝트 일정 관리 및 예측을 위한 Earned Schedule 기법의 적용 효과와 한계 분석 (An Analysis of Effect and Limitation when Adapting Earned Schedule Method for Schedule Management and Estimation in Korean Defense Research & Development Projects)

  • Earned Value Management(EVM) has been used to manage and forecast defense project schedule and cost over the last two decades in the world. However to support the lacking ability of schedule analysis in traditional EVM, earned schedule(ES) has been introduced as a tool to more accurately estimate schedule performance. This paper compares which method EVM or ES, provides more accurate schedule predictors in 32 Korean defense research and development projects. As a result of comparison, the ES method can predict the future schedule more reliably than the EVM method. We also analyze early warning function of schedule performance index considering project duration extension point. Through the analysis results, we confirm that both the EVM and the ES method lack the ability of the early warning in terms of the current schedule management criterion.

Key success factors for implementing modular integrated construction projects - A literature mining approach

  • Modular integrated construction (MiC) is an innovative construction method where components of a building are manufactured in an offsite factory, trucked to the job site in sections, set in place with cranes, and assembled together to form a whole building. Where circumstances merit, favorable conditions exist and implemented effectively; MiC improves project performance. However, several key factors need to converge during implementation to realize the full benefits of MiC. Thus, a thorough understanding of the factors which are critical to the success of MiC projects is imperative. Drawing on a systematic review of 47 empirical studies, this research identified 25 key success factors (KSFs) for MiC projects. Of these, the five topmost cited KSFs for MiC projects include effective working collaboration and communication among project participants; standardization, optimization, automation and benchmarking of best practices; effective supply chain management; early design freeze and completion; and efficient procurement method and contracting. The study further proposed a conceptual model of the KSFs, highlighting the interdependences of people, processes, and technology-related KSFs for the effective accomplishment of MiC projects. The set of KSFs is practically relevant as they constitute a checklist of items for management to address and deal with during the planning and execution of MiC projects. They also provide a useful basis for future empirical studies tailored towards measuring the performance and success of MiC projects. MiC project participants and stakeholders will find this research useful in reducing failure risks and achieving more desired performance outcomes. One potential impact of the study is that it may inform, guide, and improve the successful implementation of MiC projects in the construction industry. However, the rigor of the analysis and relative importance ranking of the KSFs were limited due to the absence of data.

자연경관관리를 위한 시각적 경관영향 요소 설정에 관한 연구 (A Study on the Establishment of Visual Landscape Impact Factors for Natural Landscape Management)

  • A Visual landscape planning and management system has been introduced and implemented by each ministry so as to solve the problems of visual landscape destruction due to recognition on the value of natural landscape of beautiful territory and various development projects. At present, this system emphasizes the importance of the visual and perceptual aspect of the landscape however, there is a lack of techniques required for comprehensively predicting, evaluating, and managing it. Furthermore, sustainable landscape management after the completion of development projects has been inadequately carried out, as the focus has been only on consultation in the planning process of the development project in institutional performance. To this end, we presented objective and standardized criteria to predict and judge the effects of development projects on landscapes before project implementation. During the implementation of the development project, the influence of the visual landscape becomes accumulated in the construction progress stage. There is a need to identify the main viewpoints and to examine the continuous changes in the landscape-influencing factors, owing to the remarkable influences on the landscape, such as the change in the topography and the change caused by the artificial structure. During the stage of managing the influence on the visual landscape after the completion of the project, the influence on landscape should be monitored by measuring the change in the continuous landscape-influencing factors and determining the extent to which the actual reduction plan has been implemented. These processes should be performed continuously to maintain the quality of the visual landscape. The change in the landscape caused by the development project is shown to cause relatively greater visual damage than other factors composing the landscape owing to the influence of the artificial factors including the structure or the building. This shows that not only detailed examination of the visual impact before the development project but also continuous management is required during and after the development project. For this purpose, we derived eight landscape-influencing factors including form/shape, line, color, texture, scale/volume, height, skyline, and landscape control point. The proposed considering to be of high utilization in that it has a clear target of the landscape influencing factors.

Information Systems in Project Management of The Public Sphere

  • Project management is a current trend of management in the public sphere, based on different principles, methods and tools. The tools include information technologies providing control over time, cost, quality and planning process in order to ensure accountability to interested parties. The goal of the research was to examine the impact of the integration of information systems in project management of the public sphere on the quality of public governance and administration using the example of infrastructure projects involving the private sector in developing countries. The methodology of the research is based on the concepts of "digital-era governance" (DEG), "Information governance" and "project governance" to determine the effectiveness of information systems and technologies in the management of infrastructure projects in the public sphere. The data from the countries with Lower middle income (India, Indonesia, Philippines, Ukraine, Vietnam) and Upper middle income (Argentina, Brazil, China, Colombia, Mexico, Peru, Romania, Russian Federation, Thailand, Turkey) for 1996-2020 were used to study the effects of DEG. The results show two main trends in the countries with Lower middle income and Upper middle income. The first trend is the development of digital governance, the concept of "digital-era governance" through information systems and performance measurement of the governance system, forecasting of investment flows of infrastructure projects, measurement of payback and effectiveness parameters for investment management in the public sector, decision support. The second trend is the existence of systemic challenges related to corruption, social and institutional factors through the development of democracy in developing countries and the integration of NPM similar to developed countries. The confidence of interested parties, especially private investors, in public authorities is determined by other factors - the level of return on investment, risks and assignment of responsibility, probability of successful completion of the project. These data still remain limited for a wide range of project participants, including citizens.

  • 건설 산업이 점차 전문화되고 복잡화 되어감에 따라 참여 조직들이 증가하게 되었고, 사업자체의 대형화 추세로 인해 건설사업관리(CM)의 필요성은 날로 증대되고 있다. 그러나 이와 같은 필요성의 증대에도 불구하고 선진국에 비해 성과측정과 평가를 통한 활성화는 매우 부진한 실정이다. 이에 따라 본 연구에서 다루고자 하는 AHP 기법을 이용한 건설사업 단계별 CM 업무 체크리스트는 CM 업무를 사업 진행 단계별로 구분하여 각 단계별 수행업무의 실행 정도를 체크하고 이를 통한 건설 프로젝트의 성공적 완수가 가능하도록 효율적인 CM 업무가 수행되도록 하는 역할에 있다. 본 연구의 최종결과불인 건설사업 단계별 CM업무 체크리스트를 건설사업관리자 및 발주자, 설계자, 시공자 등 모든 건설 프로젝트의 이해관계자가 활용한다면, 건설 산업에 있어서의 사업관리 업무 효율성 증대 및 건설 프로젝트의 목적에 부합되는 최종 결과물 산출이 가능할 것이다.

BPR과 정보시스템 구축을 동시 병행 수행하는 방법론 (The Concurrent Processing Methodology of BPR and Information System Building)

  • Changes in the business environment and increased competitiveness have led many companies to consider Business Process Reengineering(BPR) as a means to improve performance. However, while some BPR projects have been successful among the many companies that have performed BPR, most of the reengineering efforts have been deemed unsuccessful as the project failed. There are many answers to this, but the most important point is that the effective linkage between process innovation and information system construction is insufficient. Even if the reform of consciousness is carried out through the promotion of management innovation activities such as BPR, and the process is improved, management infrastructure can not be continuously maintained if infrastructure, especially information system, is not built up to support it. In this paper, we propose BPR and information system combining methodology for successful BPR execution and information system construction, and describe the result of BPR consulting performance when constructing information system and compare the improvement of failure risk factor. In addition, we present the case through the case of K company, and finally present customer satisfaction through post evaluation after completion of K company information system construction project implementation.

단위작업 생산성 정보를 활용한 공정관리 지원시스템 개발 (The Development of a Schedule Management Support System Using Productivity Information of Construction Activities)

  • 건설 프로젝트의 단위작업을 기반으로 발생되는 노무자의 작업시간은 진행된 실적물량 정보와 연계되어 생산성 정보로 가공되고 이는 다시 해당 단위작업의 공정관리와 연계됨으로써 프로젝트의 계획 대비 실적을 비교 및 분석할 수 있는 근거자료로 활용 될 수 있다. 또한 이러한 작업정보(노무자의 작업시간 및 실적물량 정보)는 잔여 작업 일정에 대한 예측 및 작업조 운영계획 조정 등 공정관리와 관련된 다양한 원천데이터로 제공될 수 있으며, 실적자료로 축적되어 향후 유사 프로젝트의 공사계획 수립에 유용하게 재활용될 수 있다. 본 연구의 목적은 PDA, 바코드, 웹 기술 등을 활용하여 단위작업을 기반으로 발생되는 작업정보를 효과적으로 수집하고 이를 생산성 정보로 가공하여 공정 및 공사관리 업무를 지원하는 전산화 시스템을 개발하는 것이다. 개발 시스템을 통해 분석 및 축적된 생산성 정보는 단위작업의 공정과 연계되어 잔여작업 일정 예측 및 작업조 조정 등 다양한 공정 지원데이터를 제공할 수 있으며 지식관리 차원에서 향후 유사 프로젝트의 공정계획 수립시 매우 유용한 참고자료로 활용될 수 있을 것으로 기대된다.

메가프로젝트 기획/계획단계 VE적용을 위한 준비단계 수행방안 (Development of Pre-workshop Phase for the VE application at the Early Planning Stage of the Mega Project)

  • 최근 국내에서는 쇠퇴도시 재개발, 도시의 균형발전, 도시 이미지 창출을 목적으로 메가프로젝트 규모의 사업이 활발히 추진되고 있다. 메가프로젝트 사업은 다양한 주체들에 의해 장기간에 걸쳐 대규모로 추진되는 특성으로, 참여주체간의 복잡한 이해관계와 갈등, 부적절한 시설규모 계획을 통한 사업성 저하 등의 문제점이 야기되고 있다. 이러한 문제점을 해결하기 위해서는 사업초기단계에서 비용절감 및 성능향상 효과를 최대한 발휘할 수 있으며 다양한 시설의 규모적 특성을 기능중심적 사고를 통해 지원할 수 있는 VE 적용이 필수적으로 요구된다. 하지만, 사업초기단계에 대한 가용정보의 부족, 기존 방법론의 부재 등으로 인하여 사업초기단계에서의 VE적용은 미흡한 실정이다. 따라서 본 연구에서는 사업초기단계 메가프로젝트의 문제점과 VE적용의 한계를 해결하기 위한 방안으로, VE준비단계에서의 VE팀 구성, Quality Model, 성능지표, Space Model을 제안하였다. 본 연구의 결과는 메가프로젝트의 기획/계획단계에서 VE 수행을 위한 기초적인 자료로 활용될 수 있을 것으로 기대된다.

건설공사 수행에 따른 최종공사비 예측방법에 관한 연구 (A Study On the Predicting Method of the EAC according to the Performance Index of Construction Projects)

  • The EVMS(Earned Value Management System) comes from C/SCSC which was first released by the United States Department of Defense in December 1967, and preyed very powerful and efficient project management tool from a lot of practices. Although it is an excellent tool, we can not be succeed appling foreign system due to the differences of construction culture and law between the Korean and US construction industries. EAC(Estimate at Completion) is one of the most important functions in the EVMS. The purpose of this study is to propose the improved EAC method according to the performance indices better than old that and to prove from examples. In advance, the improved EAC method is to estimate more exactly costs and to promote efficiency in construction projects.
