The purpose of this study is to review the appropriateness of deploying private security guards using SMS emotional language analysis at the current assembly and demonstration sites, which rely only on the police force, and to suggest a plan. Therefore, it is intended to contribute to suppressing the problems at the assembly and demonstration sites and present a new paradigm for responding to the assembly and demonstration sites based on the study's results. First, it is necessary to prepare a legal basis for the deployment of private security guards in the 'Security Services Industry Act' and 'Assembly and a Demonstration Act'. Second, there is a need for a 'security company selection criteria' for selecting security companies with a lot of experience, such as collective civil petition sites and security for national critical facilities (special security services). Third, it is necessary to prepare financial resources for the deployment of private security guards. This study is expected to serve as a new cornerstone for effective management of assembly and demonstration sites through mutual complementation of the police and private security.

이 연구의 목적은 범죄통계분석을 통해 경비원이 저지르고 있는 범죄를 비교하고 분석함으로써 관련 학문의 기초자료를 제공하고, 경비원의 직업윤리를 강화하고 경비원 범죄를 줄임으로 민간경비업의 건전한 육성에 기여하는 것을 목적으로 한다. 경비원의 범죄발생 수와 범죄율을 비교 분석한 결과는 우리나라 총 범죄 벌생건수와 경비원 범죄 발생건수는 매년 줄었지만 평균적인 범죄율보다 경비원의 범죄율이 높게 나타났고 강력범죄, 폭력범죄, 풍속범죄, 특별경제범죄 지속적으로 높게 나타났다. 결과에 대한 대응방안으로는 첫 번째, 경비원을 피해자로써 연구하는 것이 아닌 가해자로써 경비원 범죄에 대한 관심, 두 번째, 신임교육과 직무교육을 통한 직업윤리 교육의 강화, 세 번째, 학문의 발전과 체계적인 연구를 위한 경비원 정의와 현황에 대한 구체화로 나타났다.

산업화와 도시화에 따른 각 계층의 다양한 경호서비스 수요를 충족시켜 줄 수 있는 연구와 효율적인 운영방안이 절실히 필요한 시점이다. 경호업체들 중 상당수의 업체들이 부실경영과 자본력의 압박, 인력관리능력부족 등으로 인하여 인프라를 구축하지 못하고 파산하거나 영세성을 면치 못하고 있다. 민간경호업무의 효율적인 운영방안을 다음과 같이 제시하고자 한다. 첫째, 제도적 관점을 통한 운영 방안으로 새로운 민간경호만의 법 제정과 국가적 차원에서 보다 많은 지원이 필요하고, 영세 업체간의 구조조정과 인수합병을 실시, 최저가격제도로 운영하여야 한다. 둘째, 민간경호시장 구조적 측면에서 운영방안으로 경호원을 위한 전문교육기관 설치, 적정수준의 보수확보와 후생복지제도의 확충, 경호에 대한 사회적 인식변화에 노력함과 경호업체의 특성과 능력에 따라 한 분야의 전문영역을 개발해 나가야 한다. 셋째, 민간경호업무 운영시스템 구축을 통한 운영방안으로 우수한 경호인력의 확보, 끊임없는 홍보 마케팅 전략 수립과 시행시스템 구축, 의뢰자에게 높은 신뢰성 구축, 평상시 경호원교육훈련 시스템 구축, 사후 경호의뢰자 관리 시스템 구축, 개별업체의 특성에 맞는 시스템을 구축하여야 한다.

In Korea, Private security companies has steadily grown and amounts to 2,051 places as of November 30, 2002. Private security in korea is carrying out firm name role assignment to have held the police and public peace environment change factors for a standard faithfully, and protects social a little property that is a basic purpose, and it is spare no efforts in loss prevention. In spite of numeral increase of private security companies, private security companies have many problem. Moreover, they mostly did not have any remarkable in-house expertises in their own business under tough conditions. Under the unfavorable circumstances including insufficient investment and education in private security guard, there have been actually little further studies on private security business in practices. So this study mainly focused on addressing the installation security business managed by authorized companies, which amount to 96%(1,963 companies) of total 2,051 domestic security companies. Furthermore, the study formulated and modeled a series of business procedures in private security companies. The private security will overcome the limit of public police system and implement a small and efficient government concept. Especially in recent years, this security system has naturally been expanded in its functions from crime prevention to prevention of disasters. To manage the emergency by the private security industry, the private security services to involve some peculiarity and specialty. The policy agenda of private security industry for crisis management are suggested. First of all, to provide quality services for emergency management, the guards from private organizations should receive professional education and training to secure the specialty. Second, we need to improve the quality of security instructors with intensive education system for them. Security instructors should be able to effectively handle lots of different matters in the fields of security, but examination of the current curriculum of education for security instructor indicates that there is not much chance of it. Third, must be natural in light that the private organizations have some limitations in their operational capabilities and scopes. Private security duties are well established in cooperation with related institutions such as the police. Lastly, development of high quality crisis management commodities in the private security becomes even more significant. The government should be determined to make an effort to grow the private industry and foster a political environment for the same purpose.

이 연구는 민간경비원의 직무자원동원성 영향요인을 실증적으로 분석하여, 민간경비원의 직무자원동원성을 향상시킬 수 있는 효율적 방안을 제시하고자 함에 그 목적이 있다. 이를 위하여 직무자원동원성에 관한 선행연구를 통해 보상체계, 직원개발기회, 의사결정참여, 개인통제와 대인통제, 성취욕구, 자아존중감을 직무자원동원성 영향요인으로 선택하였으며, 직무자원동원성 영향요인을 분석하기 위하여 서울, 인천, 경기지역 민간경비원들을 대상으로 설문지를 배포하여 총 248부를 최종분석에 사용하였다. 연구결과, 보상체계, 의사결정참여, 개인통제와 대인통제, 성취욕구, 자아존중감은 민간경비원의 직무자원동원성에 정적(+)인 영향을 미치는 것으로 나타났다. 이는 민간경비원의 조직 및 개인특성을 향상시킬 수 있는 다양한 교육프로그램의 개발과 이러한 특성을 객관적으로 평가할 수 있는 여러 장치가 개발되어야 할 것을 시사하고 있다. 그러나 직원개발기회는 직무자원동원성에 유의미한 영향을 미치지 않는 것으로 나타났다. 이 연구에서는 이러한 연구결과에 근거하여 향후 민간경비 조직 운영 및 관리방안에 필요한 제언을 제시하였다.

전반적인 사회의 고령화 추세에 따라 민간경비에 종사하는 노인근로자의 비중은 갈수록 증가하고 있다. 그러나, 노인경비원에 대한 선행연구는 아직 많지 않고, 특히, 노인경비원이 폭력피해를 당할 위험에 상당 부분 노출되어 있어 그들의 폭력피해 경험에 대한 실태조사가 시급하다. 본 연구는 전국의 55세 이상 노인경비원을 표본으로 추출하여 그들이 경험한 신체적 언어적 폭력피해에 대해 설문조사를 시행하였다. 또한, 폭력피해 경험의 여부가 노인경비원들이 인식하는 직무스트레스의 수준에 영향을 주는지 알아보았다. 결과에 따르면, 설문에 참여한 노인경비원들은 신체적 폭력피해보다 언어적 폭력 피해를 더 많이 경험한 것으로 응답하였고, 직장 내 상사나 동료보다는 고객으로부터의 폭력이 더 많은 것으로 나타났다. 직무스트레스와 관련하여 언어적 폭력피해를 경험한 노인경비원이 그렇지 않은 경비원에 비해 직무스트레스를 더 많이 느끼고 있었다. 신체적 폭력피해의 경험은 유의미한 결과를 보이지 않았다. 노인근로자를 대상으로 행해지는 신체적 언어적 폭력을 감소시킬 수 있는 제도적 장치의 마련이 필요하다.

본 연구는 오재환(2010)의 후속연구로 개선된 교육 프로그램이 민간경비원의 직무만족 및 직무성과에 미치는 영향을 확인하는 것이 목적이다. 이를 위해 오재환(2010) 연구에서 선정된 서울, 경기 지역에 거주하고 있는 민간경비원 170명을 대상으로 유의 표집하여 설문조사를 실시하였다. 수집된 자료는 SPSS 15.0를 활용하여 빈도분석, 상관분석, 다중 회귀분석을 실시하였다. 설문지의 신뢰도 Cronbach's ${\alpha}$ 값은 0.800 이상으로 나타났다. 본 연구의 분석 결과는 다음과 같다. 해당 프로그램의 교육훈련 내용이 증가하면 직무만족 및 직무성과가 증가되는 것으로 나타났다. 이는 개선된 교육프로그램의 내용이 METT, 행동촉발질문과 같은 과학적이고 체계적인 기법이 포함되어 있고, 실무교육이 적절하게 구성되어 있어 민간경비원으로 하여금 자신감 있는 근무를 할 수 있게 하고, 시대의 흐름을 적절하게 반영하였으며, 민간경비원의 업무와도 직접적으로 관련성이 높아 업무에 활용될 수 있는 가능성이 높다는 것을 의미한다.

한국의 민간경비산업은 경제성장과 IT기술의 발전에 더불어 상당히 발전하였다. 본 연구는 민간경비업무현장에서 경비업체를 경영하고 있는 경비업자들이 인지하고 있는 프리랜서제도의 문제점들을 바탕으로 민간경비업무 프리랜서제도의 발전적인 방안을 모색하는데 목적을 두고 있다. 이러한 연구의 목적을 달성하기 위해서 관련분야 교수자 3인과 경비업자 6인에게 면담조사를 실시하여 자료를 분석하였다. 이들은 민간경비업무 프리랜서제도의 발전방안을 다음과 같이 제시하였다. 첫째, 프리랜서 경비원의 체계적인 관리가 필요시 된다. 둘째, 프리랜서 경비원의 관리자(팀장)관련 교육이 이루어져야 한다. 셋째, 최저임금 준수 점검이 필요시 된다. 넷째, 경비업법에 프리랜서제도관련 내용이 현실에 맞게 추가되어져야 한다. 다섯째, 프리랜서 경비원의 사회보장 체계가 개선되어야 한다. 여섯째, 프리랜서 경비원 협동조합설립이 필요하다.

공경비와 함께 국가안전의 한 축을 형성하고 있는 민간경비는 궁극적으로 방범, 방재, 방화 등 총체적인 안전산업이다. 즉, 민간경비 산업은 방범, 방재, 방화 등 안전을 위협하는 각종 요인들에 대한 토탈 안전서비스를 제공하는 공공성과 기업성을 동시에 갖는 산업이다. 우리나라의 민간경비 산업은 경비수요의 다양화 등 여건의 급속한 변화로 인하여 경비분야의 업무도 기계경비의 활성화 등 단순 업무의 수준을 벗어나 점차 전문성이 요구되고 있는 실정이다. 즉, 사회안전이라는 국가적 중요성에 기인하여 공공의 이익보호 차원에서 사회안전 종사자에 대한 전문성 확보가 무엇보다 중요하다. 특히, 민간경비 분야에서 화재라든지 가스폭발 등과 같은 재난상황에 대한 관심이 증폭되는 상황에서 민간경비 분야의 위기관리 능력은 그 무엇보다 중요하다고 하겠다. 본 연구에서는 시민의 안전을 위협하는 각종 범죄, 재난, 화재를 예방하는 업무를 실시하는 민간경비원들의 위기관리 능력 제고를 위한 교육훈련 시스템의 개선방안을 다음과 같이 제시하였다. 민간경비 산업에 있어 위기관리 업무의 특수성과 전문성에 비추어 보다 경비원들에 대한 내실있는 교육훈련을 강화해야 한다. 또한, 현재 경호경비 분야의 유일한 국가공인 자격증인 경비지도사 시험제도를 민간경비원들의 위기관리 능력 극대화에 중점을 두어 시험과목과 교육 프로그램을 개선해야 한다.
