A Study of the Logistics Development in Hai Phong Port

  • Vietnam is entering an important phase of urbanization that corresponds to the current economic development. Developing logistics of Vietnam in general, and Haiphong particularly, is urgent in order to meet the need for the economic development of Viet Nam in this period of international integration. Hai Phong's development record over the past 20 years is remarkable. In conjunction with the local government's efforts, external factors, such as increasing direct foreign investment, is turning Hai Phong into Vietnam's logistics hub. However, even though Hai Phong accounted for 98% of North Vietnam's throughput, its logistics services are low level, the ports are fragmented, and the port management scale is backward, with the legal system overlapping. This paper has systematically evaluated the development of Haiphong city during recent years, then offers some solutions to develop logistics for Hai Phong ports.

  • The managing strategies of each enterprise has been fundamentally changed due to the emergence of digital economics by using the internet. Therefore it is indispensable for each enterprise to be changed their business strategies. With a view to meeting the change of new economic paradigm, they are efforting to build a infrastructure for information and communication, induce foreign capital, reconsider their conditions of location, draw the law concerned and reinforce education for experts etc. In consideration of these change, the KwangYang port have to introduce e-Business for the purpose of increasing the level of their competition. We - our government, the companies - concerned with port management should recognize and use efficiently our core competence and potentiality of our port management. To achieve it, firstly port industries are to handle not only international logistic system but also communication, finance and sightseeing. Secondly, the developed off-line system have to be harmonizing with the on-line. Therefore, this paper are focused to suggest the theoretic background by analyzing the strategic points of e-port which are divided in 6C - Contents, Community, Connection, Commerce, Communication and Customization.

  • In order to construct an efficient monitoring system for major port cities in Korea, the first step to build and manage related laws and institutional infrastructure with strengthen the cooperation of the relevant agencies, regional port authorities, and port corporations. Second, for the management of air pollutants emitted by ports, a management system should be established through systematic inventory source inventory and real-time monitoring system. Third, active countermeasures should be established to reduce the emission of air pollutants by sources such as ships, harbor equipment, and trucks. This will improve the air quality of major port cities and move them to clean port cities.

  • The port is a space where maritime transport and land transport intersect and is an essential industrial infrastructure for international trade. Therefore, it has a very important function in the national economy. Although the space and the physical facilities of a port are important, it is also very important to efficiently manage and operate these port infrastructures. The government introduced the Port Authority System to strengthen the efficiency and professionalism of port management operations. Since the port authority systemis based on port autonomy, the independence and autonomy of the port authority are very important in port management and operation. Nevertheless, the Port Authority is not functioning properly because the government interferes excessively with the operations of the Port Authority. Therefore, it is suggested that the legal system should be improved to strengthen the autonomy of the Port Authority (PA). This study examines the perception of the legal system that needs to be improved to strengthen the autonomy of the Port Authority, and suggests policy measures for Port Authority workers, civil servants, port companies, and civic groups.

  • This paper details the maritime accidents that occurred in the Philippines from 1972 to 2010. Firstly, it describes the general maritime situation in the country. It was followed by the traffic and safety infrastructure and the prevailing weather in the archipelago. The third section deals with the accidents' statistics and their geographical locations which is further sub-divided into three regions. It is grouped according to 10-year period. This paper describes the actual maritime situations, the pertinent national regulations, the inter-agencies policies and their safety regimes. It illustrates the shipping environment in the country including the maritime aids and infrastructure and the on human element factors.

  • China has increased 10 percent every year since 1978. In particular, development and growth of Chinese ports make a remarkable in that the marine and coastal transportation handles the 90 percent of export-import cargo. This growth is beginning to threaten Korea's ports which are striving to become the hub of Northeast Asia logistics. Furthermore, the hub strategy of Northeast Asia is closely related to transshipment cargo invitation. The results of documents research indicate Busan and Gwangyang ports play an important role as an intermediate stopover between China and America. The ways to achieve transshipment cargo invitation are the construction of transshipment system based on the supply chain between korea and china, the maximization of trading volumes creation, equipment of ports infrastructure, and the constructions of the rail, road, coastal transportation infrastructures.

  • Our society consist of many country's critical infrastructure such as production and distribution of electric power systems, communications technology, tele-communications, financial system, transportation systems when those systems are operated efficiently and normally. Country's critical infrastructure and its application fields of this magnitude rely on more and more P.N.T (Positioning, Navigation. Timing) systems, in which the tele-communications(Timing), financial market(Timing), logistics (Positioning, Navigation, Timing), transportation(Positioning, Navigation. Timing) is shoring. Reliability concerned about the exact position and timing of these critical national infrastructure rely on ability to provide a stable from GPS.
